The purpose of this Funding Opportunity Announcement (FOA) is to strengthen the capacity of the Government of Haiti (GOH) to effectively prevent HIV infections; improve care and treatment of HIV/AIDS and co-infections with emphasis on tuberculosis; build the capacity for the local and regional collection of strategic information and its use for program management and development; and increase the Government of Haiti's capacity to lead and manage a sustainable response to the HIV epidemic. The awardee will work directly with the GOH (and their local implementing partners) to identify the country's needs and priorities in managing a sustainable country-led response to the HIV epidemic. By the end of five years, the awardee will have provided sufficient technical assistance and capacity building in the identified priority areas to achieve an increased ability for the partner country to sustainably lead the activity. The recipient (grantee) of these funds is responsible for activities in multiple program areas designed to target underserved populations in Republic of Haiti. The grantee must show a measurable progressive reinforcement of the capacity of indigenous organizations and local communities to respond to the national HIV epidemic, as well as progress towards the sustainability of activities.

The goal of this Activity is to facilitate the economic recovery of select crisis-affected communities in North-Eastern Nigeria. The purpose is to bolster the three state governments' capacities to create and sustain enabling environments for the Small Town Water Supply and Sanitation Agencies (STWSSA) and Water Consumer Associations (WCA) operators, and for these service provision agencies to increase their capacities to sustainably provide essential WASH services. This Activity will: ● increase access to water and sanitation services in order to reduce illnesses and child mortality, and to sustain health outcomes; and ● Strengthen local WASH institutions including STWSSAs and WCAs to sustain WASH services.

The goal of this funding opportunity announcement (FOA) is to provide targeted technical assistance (TA) to MAT programs in Ukraine to improve the sustainability and quality of programs and the long-term health outcomes of MAT clients.

Subject to the availability of funds, this competitively awarded five-year, Cooperative Agreement will focus on strengthening the independence, professionalism, production capacities, self-sustainability and regulatory framework of the media sector in South Sudan. Media assistance will build on the transition to self-sustainability of five currently USAID-supported local partner radio stations. Due to its unique potentials for communicating with virtually the entire population, media can enable a much needed national conversation to vitally contribute to the building of this new nation. The media, be it print, broadcast, internet, or other form, represent an integral part of accountability systems that, in turn, are critical to the effective functioning of democratic governance. USAID will advise applicants of project objectives and desired outcome; however, applicants must provide the methodology or approach for implementation of the project. Applicants will have the opportunity to propose a sound, cost effective approach for the Program. Additionally, Applicants are strongly encouraged to consider implementation through a consortium with other organizations including but not limited to PIOs and local organizations; however, principal responsibility for implementation of the program should rest with the applicant who should act as prime and have final responsibility for implementation and performance monitoring of the program.

The primary purpose of the Rural Access to New Opportunities in Water, Sanitation, and Hygiene (RANO-WASH) is to increase access to sustainable water supply, sanitation, and hygiene (WASH) services in targeted rural areas of Madagascar. RANO-WASH will expand access to sustainable WASH services; facilitate improved behaviors and use of those services; develop and support public-private partnerships; and strengthen governance at the community, commune, regional, and national levels. This Program Description articulates a strategic set of interventions that takes advantage of USAID/Madagascar's historic and current work in health, natural resources management, and agriculture, and its unique comparative advantages as a donor and a key partner.

The U.S. Embassy Islamabad Public Affairs Section (PAS) announces an Open Source RFP and invites organizations to submit a proposal supporting people-to-people ties between the people of the United States and Pakistan, specifically in the area of music. These activities should expand people-to-people relationships between non-officials (e.g. musicians, industry professionals) and increase mutual understanding between the people of the United States and the people of Pakistan through projects that build self-sustaining relationships between the U.S. and Pakistani musicians and music industries. Program Goals: 1. Strengthen People-to-People Ties between the U.S. and Pakistan: Increase mutual understanding through projects that share American music with Pakistani audiences. 2. Create Institutional Linkages Between the U.S. and Pakistani Music Industries: Encourage the local music industry to build long-term, self-sustaining relationships between U.S. and Pakistani musicians, music institutions, existing festivals and music schools. 3. Support Music/Creative Industry Growth: Provide Pakistani musicians with opportunities to network and discuss challenges facing Pakistan's music industry, engage in substantive dialogue with American music industry professionals, and increase cooperation on problems of mutual concern, such as intellectual property rights. 4. Expand Filmmaking Capacity: Provide Pakistani filmmakers with training on professional standards in filmmaking, with venues to exhibit their work and opportunities to engage in substantive dialogue with film industry professionals. 4. Strengthen Regional Cooperation between Afghanistan, Pakistan and India: Increase mutual understanding on a regional level by including Indian and Afghan filmmakers in film capacity-building projects. 5. The purpose of this funding opportunity announcement (FOA) is to strengthen capabilities of the Ministry of Health (MOH) and District Health Teams (DHTs) to conduct the following activities: (1) monitoring and evaluation (M&E) of HIV program including service quality assessment, (2) district led HIV programming (DLP); (3) conducting population case-based surveillance, and lastly (4) strengthening the Ministry of Health (MOH)-owned national Health Management Information System (HMIS), to generate timely, valid, consistent and complete data. This FOA is part of the PEPFAR overall sustainability plan and transition of HIV/AIDS monitoring and evaluation into the primary national health care system towards alignment to the national HIV/AIDS M&E framework and achievement of one national M&E system. The FOA also supports the PEPFAR implementation of a sustainability plan and investments in public health systems, quality improvement, and public health workforce development. At the end of the project, the main expected outcomes include increased use of information for evidence-based decision making, effective health programming at the district levels, and a well-functioning Health Management Information System. All the data collection and reporting activities will emphasize maintaining patients' and participants' confidentiality by treating information that they disclose in a relationship of trust. All of the information provided by patients/participants will be kept confidential and secure in locked rooms/drawers with limited access. Any data analyses will be conducted after all personal identifying information have been removed from electronic datasets.

The HIV/AIDS epidemic in Central America (CA) is concentrated, with low prevalence among the adult population but high prevalence among key populations (KPs), including men who have sex with men (MSM), transgender (TG) women (male to female), sex workers (SW), and certain ethnic groups, such as the Garifuna. In alignment with the IOM's recommendations, as well as the Central America Partnership Framework (PF) and the Office of the Global AIDS Coordinator's (OGAC) "Sustainability Planning Guidance Document: Advancing Country Ownership in PEPFAR III," this FOA prioritizes support for concrete efforts that assist ministries of health (MOH) in Central America to lead, manage, coordinate, and implement national responses to their respective concentrated epidemics while sustaining programmatic quality and coverage goals. Funding will support regional activities in 2 geographic clusters: Cluster A (Guatemala, Nicaragua, and Costa Rica) and Cluster B (Belize, El Salvador, Honduras, and Panama). Applicants must submit a separate application and budget for each geographic area (Cluster) they intend to implement.Cluster A - Guatemala, Nicaragua, and Costa Rica:* Regional expansion and enhancement of the Sexually-transmitted Infection Sentinel Surveillance and Control Strategy (VICITS, by its Spanish acronym), an HIV combination prevention intervention that includes improved STI diagnosis and treatment, condom promotion and distribution, HIV counseling and testing (HCT), linkage to care, and a second-generation surveillance information system.

This Funding Opportunity Announcement (FOA) solicits applications to address implementation questions facing World Bank designated low- and middle-income countries (LMICs) in their efforts to scale up sustainable, evidence-based mental health interventions and thereby eliminate the mental health care treatment gap for children, women, and men. The mental health treatment gap refers to the proportion of persons who need, but do not receive care. Each awarded project is to conduct implementation research and research capacity-building activities in LMICs in any one of the following geographical regions: East Asia and the Pacific; Europe and Central Asia; Latin America and the Caribbean; Middle East and North Africa; South Asia; Sub-Saharan Africa. As a group, awardees will constitute a network for mental health implementation research in LMICs with capabilities for answering research questions about going to scale with mental health interventions, sustaining high-quality mental health care in resource-limited settings, and fostering evidence-based mental health policy and program development on an ongoing basis. This program is not intended to support research that can be conducted primarily in and/or by United States or other high income country institutions.

The expected outcomes include increased accountability, sustainability, and efficiency in HCW training; increased skilled HCW providing HIV services adherent to guidelines; and improved patient treatment adherence, retention, and active participation in HIV care management

This Funding Opportunity Announcement (FOA) seeks grant applications to optimally and sustainably address late-stage implementation research questions to address scaling up evidence-based interventions at the population level for prevention and management of hypertension in low- and middle-income countries and small island developing states. For the purposes of this FOA, late-stage implementation research is defined as research to identify strategies to achieve sustainable uptake of proven-effective interventions in routine clinical and public health and community-based settings and maximize the positive impact on population health. Each awarded project is to conduct late-stage implementation research in one of six geographical regions (e.g., East Asia and the Pacific; Europe and Central Asia; Latin America and the Caribbean; Middle East and North Africa; South Asia; Sub-Saharan Africa). As a group, awardees will constitute a research alliance for hypertension implementation science research in low-resource settings with capabilities for addressing scale-up of evidence-based interventions at the population level for the prevention and management of hypertension.

The U.S. Embassy in Tbilisi invites U.S. and Georgian universities, educational institutes, non-profit/non-governmental organizations, and private sector entities to submit proposals for a one- to two-year project to improve the capabilities of Georgian scholars and students in commercialization of university research and marketing ideas. This project is meant to extend current research into the development process; foster entrepreneurial and innovative pursuits among Georgian professors, scholars, undergraduate, and graduate students; provide training in marketing, finance, revenue-raising, and small-business market-oriented sustainability; develop an ecosystem of knowledge transfer among Georgian universities that encourages entrepreneurial pursuits through the commercialization of research and ideas; and provide the framework for a sustainable entrepreneurial skills program consisting of a Georgian and American university consortium with possible in-kind contribution(s) from private sector entities and/or non-governmental organizations.

To partner with the U.S. Consulate Mumbai to implement a public-private partnership (PPP) project that links American and Indian businesses' CSR programs with social entrepreneurs in western India in order to promote innovative and sustainable technological solutions to overcome social and developmental challenges. The selected grantee will work closely with PAS Mumbai to develop PPPs with American and Indian businesses with CSR resources and to organize a contest to solicit proposals of innovative and sustainable entrepreneurial projects that address developmental challenges in five categories; organize the review and selection of the top 10 proposals; conduct a training/mentoring workshop for the shortlisted projects; organize and manage a public finale event at which the 10 short-listed projects will be pitched to a jury panel and one winner is chosen in each category; and track and report on the five winning projects funded through the PPP for up to six months from the disbursement of funds. USAID/Guatemala hereby solicits concept papers from U.S. and non-U.S. organizations for engaging with USAID Guatemala under the Partnerships for Prosperity (P4P) APS. USAID/Guatemala is committed to strategic partnerships as a means to increase the impact of its development work and make it sustainable. Partnerships enable USAID/Guatemala to leverage private sector assets, innovation, markets, and expertise. The P4P APS emphasizes partnerships that allow USAID/Guatemala to collaborate and jointly define development challenges with the private sector, identify the most impactful solutions, and address these through mutual contributions of resources. USAID/Guatemala seeks such partnerships through the Partnerships for Prosperity APS in areas where USAID and the partner share development objectives. These development objectives include addressing malnutrition, employment for youth, clean water and sanitation, education technology, improved natural resource management, and reducing corruption. The goal of the collaboration is to address development challenges using an approach or innovation that can be replicated and sustained leading to measurable improvements in development outcomes. Innovations are not defined by their novelty, but by their potential to achieve significant development outcome versus existing alternatives.

The National Park Service Shared Beringian Heritage Program (SBHP) recognizes and celebrates the unique natural resources and cultural heritage shared by Russia and the United States in the region known as Beringia. From the Kolyma River in Russia to Alaska's border with the Yukon Territory in Canada, this region includes the people, the land, and the water that connected the continents of North America and Asia during the Pleistocene ice ages. The area provides unparalleled opportunities to study both earth and human history. The overall purpose of the SBHP is to advance local, national, international understanding and preservation of the region¿s resources and to sustain the cultural vitality of its indigenous people. Specific programmatic goals are to: ¿ Improve conservation, sustainability, and knowledge of the region¿s natural and cultural resources; ¿ Preserve subsistence opportunities and other historic traditions and practices; ¿ Interpret and communicate about the region¿s unique and internationally significant resources and values; ¿ Provide opportunities for cultural connections and knowledge exchange. To meet its goals, the SBHP funds projects that connect people and activities in the Beringia region. Proposed projects may be research-focused, community-based, educational, cultural, or conservational. Every project must demonstrate how it fulfills the goals of the SBHP.
