By the end of his first term though, he went crucially against the practice and often ended up quarrelling with the Republican, Mitt Romney who supported the practice at large and was openly involved into it. Debated on the subject opened time and again in the parliament and even though conclusion was ever reached, both the leaders maintained their points of view. While the debate of outsourcing versus improvement of technology has taken a rise in Australia, the CFO of NSW Planning and Infrastructure Department, Stephen Payne, says that "cost reduction won't do it for you. You have to focus on process improvement." Payne goes on to say that today, technology is everything and to explain that, he even went into detail focusing on how helpful mobile devices are. His argument might be true but then, there is another side of the debate which says that technology alone cannot help when the strategies are not effective and when there is not much budget for affording in-house jobs.
