The cheapest highway-legal EV starts around $30,000 for the Mitsubishi i-MiEV, but competitors such as Ford, Chevrolet and Nissan are all vying for a higher range and lower cost.

While there are more than 7,000 business incubators around the world, very few focus specifically on education technology. In fact, only in the past few years has there been major growth in the number of these highly-focused incubators. Part of this increased attention is an outgrowth of a mission to genuinely help education. Yet these kinds of incubators are also thriving simply because edtech is a solid investment, as the education technology market is poised to grow by leaps and bounds in the coming years. A handful of successful startups have already come out of these edtech incubators, but as the number and variety of these incubators grows worldwide, the ranks of edtech superstars likely will, too, which could have major ramifications for the future of education. Here, we highlight just a few of the edtech incubators that are making waves in the world today, a list that's sure to grow rapidly over the next decade.

"he international 'digital divide' is closing as a steady fall in worldwide costs of telephone and broadband Internet services has enabled a number of developing countries to expand their access to information and communication technology (ICT), the United Nations telecoms agency says in a report released today. Measuring the Information Society 2012, produced by the UN International Telecommunication Union (ITU), says that developing countries now account for the "lion's share" of market growth in the mobile sector, according to an ITU press release detailing the report. The report also shows that the ICT sector has not only become a major contributor to economic growth, but is especially so in developing countries, where global exports of ICT goods accounted for 20 per cent of their merchandise trade in 2010, compared to 12 per cent world wide. "While prices in developed economies have stabilized, those in developing countries continue to fall at double-digit rates," ITU stated in a news release on the report. But, ITU said, the digital divide - generally defined as the difference in levels of ICT access between developed and developing countries - remains significant."

The aim of the report is to promote the sharing of best practices adopted by PPP broadband projects, whether they have been used to provide broadband access nationally, regionally, or in rural areas. The purpose of the document is not to focus on the approach followed by any single PPP broadband project, or to promote any one project, but to provide an overall view of the best practices implemented among all the projects. These best practices have been identified as beneficial for future PPP broadband projects, and which, if followed, should deliver successful outcomes.

In a little over 20 years, the use of the Internet has become ubiquitous. Access to the Internet at increasingly higher connection speeds, is assuming a key role in guaranteeing both economic prosperity as well as social cohesion. The European Commission ("EC") has therefore set out an ambitious programme for increasing the accessibility of Internet provision in Europe under its Next Generation Access ("NGA"), a programme with ambitious roll-out targets that include improving download speeds so that all EU citizens will have Internet access at 30 Megabits per second ("Mbps") by the year 2020 and that 50% of households will have the ability to access the Internet at speeds of 100 Mbps or more. NGA will be key to the development of a European economy that is smart, sustainable and inclusive

The eight articles that the New York Times published this week in a special Science series on health information technology called "The Digital Doctor" covered everything from advances in imaging technology to the psychological impacts of a wired society. The articles are well worth a read. One story, on the "ups and downs" of electronic health records (EHRs), examined doctors' and nurses' experiences as EHRs become more wide-spread because of the U.S. government's multi-billion dollar EHR adoption incentive program. What I found interesting in the Times story was the admission by some of the fiercest advocates for EHRs, like Dr. David Brailer, the first national coordinator for health information technology, that, "The current information tools are still difficult to set up. They are hard to use. They fit only parts of what doctors do, and not the rest."

Watch out! Internet connections worldwide may have been slower past weekend! Last weekend hundreds of hackers, programmers, designers and anti-corruption experts and activists in Bogotá, Budapest, Casablanca, Jakarta, Moscow and Vilnius gathered last weekend to develop new ICT tools that can help citizens monitor government and report corruption. Websites like ipaidabribe.com in India and use of twitter in events like the Arab Spring have shown that technology can be a powerful vehicle for people power. Hacks Against Corruption (HAC) is Transparency International's first attempt to bring together technology and anti-corruption specialists to use technology to come up with some of the challenges we face in fighting corruption: visualising the cost of corruption, monitoring complex, massive public budgets and allowing citizens to safely report corruption in their life.
