This document sets out best practice examples in planning an investment of public funds in broadband projects. The guidance provided is targeted at all Managing Authorities  in the  European Union (EU). The guide has been prepared by Analysys Mason on behalf of the European Commission (EC), and details the issues associated with investment planning and procurement that must be considered by any Managing Authority that is aiming to implement an EU-funded broadband project. 

The aim of the report is to promote the sharing of best practices adopted by PPP broadband projects, whether they have been used to provide broadband access nationally, regionally, or in rural areas. The purpose of the document is not to focus on the approach followed by any single PPP broadband project, or to promote any one project, but to provide an overall view of the best practices implemented among all the projects. These best practices have been identified as beneficial for future PPP broadband projects, and which, if followed, should deliver successful outcomes.

Paradoxalement, les atouts du haut débit sont actuellement autant d'éléments pouvant limiter à court terme l'adoption du THD La bonne qualité du réseau en cuivre français, l'excellent rapport qualité/prix des offres à haut débit a permis l'émergence en France d'un marché haut débit parmi les plus développés et les plus compétitifs au monde. Ces atouts peuvent constituer autant d'éléments freinant à court terme le développement du THD. En particulier, les consommateurs ne perçoivent pas encore clairement les avantages du THD par rapport au haut débit. Actuellement, les bénéfices du THD dépendent principalement de l'intensité des usages des utilisateurs. Malgré la supériorité technique du THD par rapport au haut débit, les apports semblent à ce stade limités en termes de nouveaux services et usages, et les offres THD actuellement proposées par les opérateurs amènent peu de services supplémentaires par rapport aux offres à haut débit les plus larges.
