The U.S. Embassy Baku Public Affairs Section (PAS) is pleased to announce that funding is available through its Annual Program Statement. U.S. Embassy Baku's Annual Program Statement solicits proposals for projects that further the U.S. Mission's public diplomacy goals of expanding and strengthening people-to-people ties between Azerbaijan and the United States, engaging with local media, and building and strengthening local partners through the specific objectives listed. Public diplomacy programming includes cultural programming, educational exchanges, workshops and training for entrepreneurs, English-language programming, innovation in and improvement of education systems, promoting science, technology, engineering and math (STEM) education, and promoting professional journalism. All programs must include a connection with American culture, expert(s), organization(s), or institution(s) in a specific field that will promote increased understanding of U.S. policies and perspectives.

The Faculty Early Career Development (CAREER) Program is a Foundation-wide activity that offers the National Science Foundation's most prestigious awards in support of early-career faculty who have the potential to serve as academic role models in research and education and to lead advances in the mission of their department or organization. Activities pursued by early-career faculty should build a firm foundation for a lifetime of leadership in integrating education and research. NSF encourages submission of CAREER proposals from early-career faculty at all CAREER-eligible organizations and especially encourages women, members of underrepresented minority groups, and persons with disabilities to apply.

The United States Government, represented by the United States Agency for International Development (USAID) through the Mission in Malawi, is publishing this Request for Information (RFI) in order to provide US and Malawi-based academia, industry, and other stakeholders the opportunity to review, comment, suggest, and input into the development of two potential USAID/Malawi activities that will involve partnerships between US and Malawian Higher Education Institutions (HEIs). The two potential activities will focus on: 1) expanding degree opportunities in Malawi; and 2) strengthening Science, Technology, Engineering and Math (STEM) in Higher Education.

The International Research Experiences for Students (IRES) program supports international research and research-related activities for U.S. science and engineering students. The IRES program contributes to development of a diverse, globally-engaged workforce with world-class skills. IRES focuses on active research participation by undergraduate or graduate students in high quality international research, education and professional development experiences in NSF-funded research areas. The overarching, long-term goal of the IRES program is to enhance U.S. leadership in research and education and to strengthen economic competitiveness through training the next generation of research leaders.

The Research Experiences for Undergraduates (REU) program supports active research participation by undergraduate students in any of the areas of research funded by the National Science Foundation. REU projects involve students in meaningful ways in ongoing research programs or in research projects specifically designed for the REU program. This solicitation features two mechanisms for support of student research: (1) REU Sites are based on independent proposals to initiate and conduct projects that engage a number of students in research. REU Sites may be based in a single discipline or academic department or may offer interdisciplinary or multi-department research opportunities with a coherent intellectual theme. Proposals with an international dimension are welcome. (2) REU Supplements may be included as a component of proposals for new or renewal NSF grants or cooperative agreements or may be requested for ongoing NSF-funded research projects.

The Public Affairs Sections of the U.S. Consulate General Karachi (PAS Karachi) is pleased to announce an open competition for assistance awards through this Notice of Funding Opportunity (NOFO), contingent on funding availability, through the Public Diplomacy Grants Program. The projects set forth in this NOFO support individual and institutional capacity-building in STEM entrepreneurship. Two (2) different projects are described in this NOFO. Organizations may submit one proposal for each project, but no more than one proposal per project. Project 1: Entrepreneurship and Software Engineering: To develop and leverage entrepreneurial skills of women in and around Hyderabad, Sukkur, Khairpur, and Larkana, particularly in the textile industry. Project 2: STEM Hackathon: A STEM hackathon for female programmers in Karachi, Hyderabad, and Quetta, to engage more girls in STEM-related fields; to help women in STEM-related fields to find and connect with mentors; and to identify solutions to career or education-related challenges that women in STEM fields face.

Communities in the United States (US) and around the world are entering a new era of transformation in which residents and their surrounding environments are increasingly connected through rapidly-changing intelligent technologies. This transformation offers great promise for improved wellbeing and prosperity but poses significant challenges at the complex intersection of technology and society. The goal of the NSF Smart and Connected Communities (S&CC) program solicitation is to accelerate the creation of the scientific and engineering foundations that will enable smart and connected communities to bring about new levels of economic opportunity and growth, safety and security, health and wellness, and overall quality of life.

PAS Kolkata seeks proposals for the project titled "Cyber Safe East India-Workshops on Cyber Security for E-Businesses." Based on funding availability, the Recipient organization will organize a series of workshops for business practitioners in Ranchi, Jamshedpur, and Guwahati. The workshops will be devised and implemented by the grantee with the help of U.S. cyber security and data protection experts. The goal of the workshops is to connect American and Indian cyber security experts to help small and medium businesses adopt safer business practices, ultimately ensuring the shared prosperity between the U.S. and India. The grantee will solicit participation from local and American cyber security experts, academics, chamber of commerce representatives, cyber law enforcing agency officials, and other relevant stakeholders to conduct a needs assessment of local business owners regarding web-based business tools. Collaborations should start early and virtually and will continue in-person during the workshops. The experts, in tandem with the grantee, will design the curriculum for a series of three workshops that help business owners mitigate e-business risks. The curriculum should be practical and relevant to a wide spectrum of businesses.The workshops should be conducted in Ranchi, Jamshedpur, and Guwahati. Other workshop locations are a possibility depending on the findings of the needs assessments conducted by the grantee as a pre- workshop survey. Workshop duration and the number of participants at each city will be determined by the grantee and experts in close consultation with PAS Kolkata.

The Minority Business Development Agency (MBDA) will provide Federal assistance to support innovative projects seeking to promote and ensure the inclusion and use of minority enterprises. This Announcement is a mechanism to encourage new activities, education, outreach, innovative projects or sponsorships that are not addressed through other MBDA programs. MBDA has established key priorities designed to overcome the unique challenges faced by minority business enterprises (MBEs). MBDA is now initiating new approaches to serve MBEs that compliment Presidential priorities and U.S. Department of Commerce goals. Funding Opportunity Announcement DE-FOA-0001616 The Department of Energy (DOE), National Energy Technology Laboratory (NETL), on behalf of the Office of Electricity Delivery and Energy Reliability (OE), is seeking applications under this Funding Opportunity Announcement (FOA), herein referred to as Announcement, to conduct research, development and demonstrations (RD&D). This RD&D, in the areas of low cost sensors and improved modeling using sensor data input, will lead to enhanced observability and controllability of power systems to support increased hosting capacity for distributed energy resources (DERs), including energy storage. Capturing the benefits commonly attributed to DERs and/or microgrids, as well as establishing new value propositions that could be enabled by these RD&D efforts is the focus of this FOA. New value propositions could include, but are not limited to, mitigating ancillary resource requirements and meeting the growing demand for reliable and resilient grid operations against outages under all-hazards conditions.

Each program assisted with federal funds must enhance primarily the international academic program of the institution. Eligible activities may include but are not limited to: Development of a global or international studies program that is interdisciplinary in design; Development of a program that focuses on issues or topics, such as international business or international health; Development of an area studies program and programs in corresponding foreign languages; Creation of innovative curricula that combine the teaching of international studies with professional and preprofessional studies, such as engineering; Research for and development of specialized teaching materials, including language instruction, i.e., business French; Establishment of internship opportunities for faculty and students in domestic and overseas settings; and Development of study abroad programs.

The Public Affairs Section of the U.S. Consulate General in Kolkata (PAS Kolkata) seeks proposals for a project entitled "anti -TIP International Youth Champions Conclave." The program will bring together 40-50 university youth leaders from U.S., India, Nepal, Bangladesh, and Bhutan to the American Center in Kolkata to collaborate during a three-day, intersectional workshop on TIP issues: * Intergenerational: Focusing on the importance of youth and university students to engage in anti-trafficking efforts, including awareness raising through campaigns and social media, internships, exchange programs, etc. * Inter-sectoral: Focusing on the "all hands on deck" approach to combat trafficking, including the private sector, engineers, graphic designers, media etc. * International: Focusing on the need for cross-country partnerships and information exchange. The Division of Computer and Network Systems (CNS) within the National Science Foundation's (NSF) Directorate for Computer and Information Science and Engineering (CISE) supports research and education activities that seek to develop a better understanding of the fundamental properties of computer and network systems. The Networking Technology and Systems (NeTS) program in the CNS division supports transformative research on fundamental scientific and technological advances leading to the development of Next Generation Internet (NGI) and Advanced Wireless Networking (AWN) systems and technologies. NSF/CISE and the European Commission's (EC) Directorate General for Communication Networks, Content and Technology (DG CONNECT) seek to enable US and European Union (EU) researchers to collaborate to address compelling research challenges in NGI and AWN. Topics of interest include, but are not limited to, software-defined infrastructures; network function virtualization; resource management in support of content delivery; open data architectures for shared, federated research infrastructures; advanced wireless technologies; and research software tools to support advanced wireless and smart city/community testbeds.

The Public Affairs Section (PAS) of the U.S. Embassy in New Delhi announces an open competition through the Public Diplomacy Grants program for a Cooperative Agreement to implement one or both activities of a "TechCamp" project focused on growing women-owned social enterprises in India and Pakistan which includes a workshop and follow-on. The U.S. Embassy Ankara, Public Affairs Section of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program to Support Shared Security, Strengthen Economic Prosperity or Reinforce U.S. - Turkish Shared Values. Priority Region: Projects located outside Turkey's largest cities are considered stronger. Program Objectives: * Support Shared Security - Projects that support and advance cooperation between the U.S. and Turkey on defeating ISIS/Daesh and other extremist groups; projects in Turkey that support advancing stability in Syria; all facets of counterterrorism efforts; and transnational crime. Also projects that support and advance cooperation between the United States and Turkey in NATO and other multilateral security organizations. * Strengthen Economic Prosperity - Projects which promote trade and investment with the United States, and support entrepreneurship and innovation. Projects which support science, technology, engineering, and math (STEM) education among Turkish youth. * Reinforce U.S.-Turkish Shared Values - Projects which build mutual understanding and promote U.S.-culture, including American Studies, English teaching/learning, music, art, sports, and education, and encourage study in the United States. Also projects that support human rights, women's and youth empowerment, LGBT rights, diversity, acceptance of minority groups, and other areas of mutual interest that promote freedom and democracy.

The English Speaking Union of the United States each year sponsors a travel grant for study or research providing a stipend of up to $2,000. This competition is open to qualified under-graduate and post-graduate students, faculty, and others involved in academic pursuits that are in accord with the goal of the English Speaking Union of promoting education and understanding among the English speaking peoples of the world. The grant is designed to assist worthy individuals who are active in the fields of Business, the Humanities, Science and Engineering, Liberal, Fine or Applied Arts and who wish to study or conduct research either in the United States or in one of the countries of the British Commonwealth.

CTR will prioritize proposals that efficiently meet NOFO and programmatic goals at the lowest technically acceptable cost.ISN/CTR sponsors foreign assistance activities funded by the Nonproliferation, Anti-terrorism, Demining and Related Programs (NADR) account, and focuses on mitigating proliferation risk in frontline states and regions where the terrorist threat is on the rise, such as South Asia, the Middle East, and North Africa. ISN/CTR administers the Partnership for Nuclear Threat Reduction (PNTR) which works to prevent states and terrorist groups from diverting, acquiring, or proliferating nuclear material, technology, or expertise that could be used to attack the United States. In particular, PNTR works to strengthen nuclear security practices and mitigating threats from radicalized or coerced personnel at sensitive nuclear facilities. All known cases of theft involving nuclear material have been led or abetted by insiders. To address this threat, PNTR focuses efforts to prevent radicalized, disgruntled, or coerced insiders from diverting nuclear material, technology, and expertise. PNTR does not provide physical security upgrades or guard force training. ObjectivesPNTR partners with nuclear scientists, technicians, and engineers, security personnel, institutional trainers, and technical organization decision-makers to promote technical cooperation and enhance nuclear security best practices. PNTR projects broadly fall into one of three categories, listed in no particular order: * Insider Threat Mitigation: Activities to develop and implement trustworthiness programs and related regulatory guidance (i.e. human reliability program, fitness-for-duty, etc.) at a facility, organizational, or national level and/or mitigate the risk of an insider threat.

This solicitation extends the Collaborative Research in Computational Neuroscience program for three years. Proposals for collaborations involving Japan are now supported through a new partnership with the National Institute of Information and Communications Technology.
