The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects to address the potential negative human rights and labor rights impacts of international mega-sporting events.

This notice of funding opportunity supplemental expansion will support foreign governments through their ministries of health or other responsible entities for human health or public-health emergency preparedness in Azerbaijan, Bhutan, Bolivia, Columbia, Ecuador, Hashemite Kingdom of Jordan, Kyrgyzstan, the Maldives, Mali, Mozambique, Republic of Tunisia, and South East Europe (a multi-country proposal from Albania, Bosnia-Herzegovina, Macedonia, Montenegro). The principal purpose is this additional year of funding is to extend support of routine influenza surveillance and build capacity to respond to and contain a highly pathogenic virus transmissible among humans in the above-referenced countries. A second intent is to support the development of epidemiologic, virologic, and related capacity to detect, respond to, and monitor changes in influenza viruses, as well as identify outbreaks of severe respiratory illness syndromes. A third intent is to increase participation in the World Health Organization Global Influenza Surveillance and Response System (GISRS) and capacity to share specimens and clinical/epidemiologic data on the circulation of influenza in the identified countries.

The State Department's Bureau of International Narcotics and Law Enforcement Affairs (INL) has been working with the Government of the Republic of Tunisia to enhance the capacity of Tunisia's criminal justice system since 2011. This includes efforts to improve the capacity of civilian law enforcement to provide citizen security; improve the capacity of the corrections system to provide safe, secure, and humane treatment of inmates; and improve the capacity of the justice sector to provide access to justice and maintain the rule of law throughout the country. The goal of INL's corrections reform project is to enhance the performance and capacity of Tunisia's corrections institutions. This includes the development of a professional and sustainable corrections system that provides humane, safe, and secure imprisonment.

The U.S. Embassy Manila Political Section (POL) of the U.S. Department of State is pleased to announce that funding is available through its Global Equality Fund. This is an Annual Program Statement, outlining our funding priorities, the strategic themes we focus on, and the procedures for submitting requests for funding. POL Manila invites proposals for projects that seek to provide assistance to local government units (LGUs) that have already passed local anti-discrimination ordinances, which include protections based on sexual orientation or gender identity, to move toward effective implementation. This project would also provide program opportunities that contribute to strengthening legal protections for LGBTI persons, a primary goal of the Embassy's Strategy to Reduce Violence Targeting LGBTI Persons. Activities contemplated under this grant would complement past and present efforts to protect the human rights of LGBTI individuals. The proposed program aligns with Embassy Manila's strategic goals of advancing democratic values, transforming governance, and protecting human rights while engaging the Philippine public and building networks to advance shared foreign policy interests.

A. Noam Chomsky Global Connections Awards celebrate the power of human connections. The awards recognize distinguished service to the global mission of the STAR Scholars Network. Several individuals with a deep impact on advancing global, social mobility are recognized every year. We live in a time when innovation and creativity in support of humanity are of great importance. The Star Scholars Network recognizes the commitment of concerned people able and willing to make a difference in the lives of others. Nominations for this award are solicited from around the world. The nominee can be from any field. Beginning in 2020, the Star Scholars Network is committed to promoting transnational research, or collaborative research between scholars of two or more countries (e.g., joint publications, research partnerships, etc.). The Global Connections Awards recognize STAR Scholars for their achievements and distinctive contributions to translational research that demonstrates the very best of scholarly collaboration among scholars around the world. In December 2020, the Star Scholars Network will provide awards in three categories: North Star Medal of Lifetime Achievement, Shining Star Achievement in Research Award, Rising Star Emerging Scholar Certificate

Travel bursaries are available to participate in this project, which uses Rachel Carson's 'Silent Spring' to explore the relationship between arts and science research through two workshops at the University of York and Birkbeck, London in 2013, the first at York on Friday 1st March 2013. We can offer a limited amount of bursaries for up to £50 (on provision of receipts) to post-graduates and early career researchers for travel to York. We welcome applications from students across the Humanities and Sciences and hope this will be a lively day full of discussion, inviting participants to share an informal five-minute summary of their work in a final roundtable. The Fellowship Program for Advanced Social Science Research on Japan is a joint activity of the Japan-U.S. Friendship Commission (JUSFC) and the National Endowment for the Humanities. Awards support research on modern Japanese society and political economy, Japan's international relations, and U.S.-Japan relations. The program encourages innovative research that puts these subjects in wider regional and global contexts and is comparative and contemporary in nature. Research should contribute to scholarly knowledge or to the general public's understanding of issues of concern to Japan and the United States. Appropriate disciplines for the research include anthropology, economics, geography, history, international relations, linguistics, political science, psychology, public administration, and sociology. Awards usually result in articles, monographs, books, digital materials, archaeological site reports, translations, editions, or other scholarly resources.

Deadline: The deadline for receipt of short-term and summer research grant applications and supporting materials is March 1, 2013. Applicants will be notified approximately one month later. Eligibility: These Title VIII grants are available to American academic experts and practitioners, including advanced graduate students, engaged in specialized research requiring access to Washington, DC and its research institutions. Candidates must be U.S. citizens, in order to be considered eligible for this grant opportunity. This is a residential program requiring visiting scholars to remain in the Washington, DC area and to forego other academic and professional obligations for the duration of the grant. Short-term grants offer a stipend for one month, while summer research grants provide support for two months. Both opportunities include residence at the Wilson Center. Project Scope: EES offers residential summer and short-term research grants to scholars working on policy relevant projects on East Europe. While Southeast Europe remains a primary focus, projects on Central Europe and the Baltic states are also eligible. Countries that fall under this scope are: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Czech Republic, Estonia, Hungary, Kosovo, Latvia, Lithuania, Macedonia, Montenegro, Poland, Romania, Serbia, Slovakia, and Slovenia. The purpose of this FOA is to both expand existing, as well as  develop novel, capabilities for capacity building and implementation related to genomic research on the African continent by providing support for an Informatics Network for the Human Heredity and Health in Africa (H3Africa) Consortium.

The Israeli Inter-University Academic Partnership in Russian and East European Studies is offering a small number of highly competitive postdoctoral fellowships in the field of Russian and East European Studies for the 2014-2015 academic year. These fellowships are offered to researchers across all disciplines in the fields of Humanities and Social Sciences, broadly defined, and will be awarded on the basis of academic excellence. Postdoctoral fellowships are offered to young scholars who have received their PhD degree no earlier than 2009 and no later than June 2014. The fellows will be selected by an international academic committee and then placed in one of the partner universities: Bar-Ilan University, Ben Gurion University of the Negev, The Hebrew University of Jerusalem, Tel Aviv University, University of Haifa. Postdoctoral fellows will be awarded up to 87,500 NIS per year (equivalent to approximately $25,000). In some cases, the fellowships will entail a teaching commitment at the host university.

EES offers summer research scholarships to scholars working on policy relevant projects on East Europe. Indiana University's African Studies Program invites applications for a short-term residency to conduct research in IU's Libraries/African Studies Collections. Indiana University's African Studies Collection ranks among the top tier of such collections in the U.S. It comprises more than 150,000 volumes of monographs and over 700 serial subscriptions as well as materials in other formats (e.g. posters, slides, film/video, audio tapes, etc). The focus of the collection is on the humanities and social sciences, supporting a wide range of students and faculty in such departments as history, anthropology, fine arts, theatre & drama, literature, folklore, ethnomusicology, communication and culture, linguistics, religious studies, education, political science, business, economics, journalism, and applied health science. This residency is intended for faculty members at Historically Black Colleges and Universities, or at other U.S. colleges / universities with limited Africa collections, to conduct research in Indiana University's libraries and special collections in support of curriculum development or publications. The successful applicant will receive an award that covers domestic travel, accommodations in Bloomington, and a modest per diem for up to two weeks of research. The award will cover expenses up to a maximum of $2,000 and must be used before August 01, 2014. The recipient is expected to reside in Bloomington during the period of her/his award.
