This will be done through a two steps application process consisting of: (a) the submission of an initial concept paper and then, (b) the submission of a full application, as detailed in Section II. This APS will be open for a period of one year, with up to three (03) rounds, depending on funds availability. Under this APS, USAID intends to award multiple grants and cooperative agreements ranging from $20,000 to $300,000 for a maximum period of performance of two years each. At time of releasing this APS, the total amount available for funding the grants/cooperative agreements is $882,000 over a period of two years, of which $400,000 is available to cover the year 1. There will be a pre-application meeting with all interested local organizations on the date specified above to review the application requirements. All interested organizations are required to send an email at least seven working days before the meeting with the name of the organization and names of the attendees and their contact information. The Public Affairs Section (PAS) of the U.S. Embassy in Tbilisi, Georgia invites U.S. and Georgian universities, educational institutes and non-profit/non-governmental organizations to submit proposals for a one- to two-year project to improve the standards of Georgian academic research in Georgian universities and educational institutes, and to encourage greater interaction between Georgian academic researchers, civil society, and government policy-makers. The project is meant to strengthen the quantitative and qualitative research skills and the academic writing of young Georgian scholars; raise Georgian scholarship to an international standard; and encourage the publication of Georgian scholarly research in Western academic and/or in Georgian peer reviewed journals in areas directly related to: domestic policy issues (i.e. health care, education, environment, civil service/personnel issues, local government, etc.) and comparative analyses (U.S.-Georgian). The proposal may also include teaching academic English and updating Georgian research library capacities and resources.

The Public Affairs Section of the North India Office at the U.S. Embassy New Delhi seeks proposals for a project entitled "Beyond Borders: A Workshop on Filmmaking Across the Punjab Region." The grantee will bring together a total of thirty participants, fifteen each from India and Pakistan from the greater Punjab region on both sides of the border, to work together on conceptualizing, writing, and producing short films. The thirty participants will travel together to the United States for a three-week filmmaking workshop, led by the grantee. The participants will be between the ages 22-30 with an interest in filmmaking and storytelling, but no formal prior training is required. The participants will work in pairs or small groups, ideally including participants from both India and Pakistan, to produce short three-five minute narrative (fiction) films over the course of the seminar.

The Global Health Research Innovation Center (GHRIC) is pleased to announce a call for proposals for faculty research grants. These grants are designed to foster the development of research initiatives and partnership projects in global health. Grants will be made to Miami faculty to undertake small-scale, collaborative pilot research projects in global health and/or travel (of Miami faculty or domestic/international collaborators) to cultivate research relationships through establishing institutional linkages and jointly developing or writing research proposals. The expectation is that at least one outcome of each project will be the submission of an external grant proposal. Proposed projects must involve at least two Miami faculty members from different departments. Budgets are expected to be between $4000-$8000. We expect to award at least 2 grants for the 2016-2017 academic year. If funded, additional funding of up to $1000 may be available to help support presentation of the proposed project at either the annual conference of the Consortium of Universities for Global Health or the Global Health and Innovation Conference (Unite for Sight).

The Research Group "Alternatives to Democracy? The Social Order of Dictatorships" examines the question how dictatorial regimes - despite their inherent destructivity and repressive violence - create new orders of the political and the social that appeal to populations at large. The cases of pre-War Nazi Germany, the Soviet Union under Nikita Khrushchev, and Spain during the Franco era will serve as fields of inquiry to address the following questions: Which are the pre-conditions that give rise to dictatorships? When are they seen as an appealing way out of political, social, and economic disruption? How are dictatorial regimes able to generate legitimacy? What kind of stability do they create on the backdrop of crisis, insecurity, and disorder? Essential Duties & Responsibilities: We expect successful candidates to conduct extensive archival research in one of the countries under consideration. Each successful applicant will closely co-operate with the team of organizers of the Research Group: Brigit Aschmann (Chair of Modern European and Spanish History), Jörg Baberowski (Chair of Russian and Soviet History) and Michael Wildt (Chair of German History). Successful applicants are expected to write and defend a dissertation. In their research, they are asked to address and discuss conceptual questions of comparative history, including the comparison of modern dictatorial regimes.

New Voices Fellowships are designed to bring more expert voices from Africa and other parts of the developing world into the global development discussion. The program, which is supported by the Bill & Melinda Gates Foundation, offers experts from the developing world a year-long program of media support, training, research, and writing under the guidance of experienced mentors and trainers that is designed to help them reach a broader global audience. Candidates for the twelve to fourteen fellowships awarded each year must be experts in a field related to global development, ranging from global health and food security to governance, education, and social entrepreneurship. Fellows also must be from a developing country and ideally work and live in their country of origin or another developing country.

Advancing Basic Education in the Philippines (ABEP) project seeks to improve basic life skills for children in the early grades in the Philippines (early childhood education through Grade 3). This includes the ability to do math, read and write in Filipino, English and selected mother tongues, as appropriate.

This project will provide two separate streams of English training, one for journalists and one for export-oriented business professionals, for the purpose of giving both audiences the necessary language skills to communicate more effectively. For journalists, the project will enable participants to more effectively research and develop stories in English, and to represent current events in Afghanistan to a larger international audience. For export-oriented business professionals, the course will enhance their ability to engage in relationship-building and transactions with other English speakers, with the intent of boosting international trade. The successful applicant is expected to administer and conduct English courses for each group, separately, over a 12-month period to at least 80 participants for each of the two separate streams. The courses will include topics and vocabulary relevant to each audience, and will improve participants' English ability in reading, listening, speaking, and writing. To target the skills development of women, gender balance among participants will be taken into consideration in the selection process.

The Public Affairs Section (PAS) of the U.S. Embassy in Kabul, Afghanistan, is pleased to announce an open competition for eligible organizations to submit applications to carry out a program to teach English for Specific Purposes (ESP) to select Ministry of Foreign Affairs (MFA) employees. The successful applicant is expected to administer and conduct ESP courses at the intermediate and advanced levels to select employees of the MFA. The recipient will also be expected to administer TOEFL iBT prep courses. This project aims to provide MFA employees with the necessary language skills to communicate in English at the intermediate and advanced levels. The course will introduce topics and vocabulary relevant to foreign affairs professionals into the course curriculum. This is a 12-month project for 120 participants (60 participants per each 6-month semester) which will improve participants' overall English ability in terms of reading, listening, speaking, writing, and presentation skills.

The U.S. Embassy in Moldova seeks to support independent voices in the Moldovan media landscape through the development of good quality local production capacity in the Republic of Moldova in the interests of plurality of views and editorial independence. Specifically, this initiative seeks to support the development of the community of filmmakers and digital content creators who use their medium to present an alternative vision of Moldovan society and culture. The U.S. Embassy seeks a qualified implementing partner that will select, mentor and monitor a series of sub-grantees from the Moldovan creative community.The project will include two major components: 1. Planning and administration of sub-grantees applying for production related initiatives. The grant recipient must solicit applications from emerging or established Moldovan filmmakers, NGOs and creative studios based on an open competition, and select participants based on merit, potential and proposed project goals and outcome. 2. Mentorship of filmmakers, studios and NGOs that successfully pass the selection stage for film production, film festivals, and other non-news production projects. Grant recipient need to mentor the funds recipients in all the cycles of the projects: Planning, Script writing (where necessary), Pitching, Production, Distribution, Fundraising etc. The funding competitions to be announced by the grant recipient of this funding opportunity should be opened to individuals and entities from/registered in the Republic of Moldova and can include different formats, i.e. documentary, narrative, animation, or experimental formats. The Smith Richardson Foundation seeks to contribute to important public debates and to address serious public policy challenges facing the United States as well as help ensure the vitality of social, economic, and governmental institutions, and assist with the development of effective policies that enable the United States to compete internationally and advance U.S. interests and values abroad. To that end, the foundation is accepting applications for its annual Strategy and Policy Fellows grant competition. The Public Affairs Section (PAS) of the U.S. embassy in Kabul, Afghanistan invites all eligible organizations to submit a proposal for a cooperative agreement with the U.S. embassy to create and design a stand-alone website or dedicated channel on YouTube.com that allows individuals from within Afghanistan and across the globe to upload short (no more than three-minute long) personally recorded videos describing why and how the individual is contributing to the betterment of Afghanistan and/or the ways in which the Afghanistan of today has provided opportunities that didn't exist before, and offering messages of hope for the country's future. In addition to ensuring that others can upload videos to the site, the recipient will also be responsible for recording and uploading an initial set of videos.
