The main purpose of the TAPAS activity is to financially support Ukrainian citizens and the Government of Ukraine in reducing or eliminating corruption in key public administration functions and services and build trust of Ukrainians in their government based on demonstrated transparency, accountability and improved services. The TAPAS activity has three sub-objectives: 1) large scale use of electronic procurement in Ukraine; 2) an effective Open Data program; and 3) transparent and efficient public services in the form of eServices. Please refer to USAID's program description, Section I of this NFO for an example of the type of program that USAID is willing to fund.

Each year, approximately ten ensembles are selected to conduct regional cultural exchange tours of approximately a month in Africa, Asia, Eastern Europe, Central and South America, and the Middle East. As part of the program activities, selected ensembles will perform high-profile public concerts, engage in intensive collaborations with local musicians, lead jam sessions, appear in the media, and offer educational activities such as workshops, music business training for aspiring musicians, and motivational and education programs for underserved youth.

The Terra Foundation for American Art is dedicated to fostering the exploration, understanding, and enjoyment of American visual arts. To help advance this mission, the foundation is accepting nominations for its Terra Summer Residency program. Founded in 2001, the residency brings together doctoral scholars of American art and emerging artists worldwide for a nine-week residential program in the historic village of Giverny, France. The program encourages independent work while providing seminars and mentoring by senior scholars and artists aimed at fostering reflection and debate.

The United States Department of State, Embassy in Brasília - Brazil, announces a notification of funding opportunity (NOFO) to support the development and implementation of a program to support the participation of American artists at cultural festivals and other special events in Sao Paulo's consular district with up to US$40,000 in FY2018 for a project period not to exceed two years. The preliminary start date for this activity is October 15, 2018, and one award is anticipated as a result of this NOFO. However, should both parties consider the results of this exchange to be positive - and also subject to availability of funds - we may agree to renew this NOFO for up to two additional years. We are seeking proposals for the development and implementation of a program to support the participation of American artists at cultural festivals and other special events in Sao Paulo's consular district, which comprises the states of Sao Paulo, Parana, Mato Grosso do Sul. By ensuring American representation at cultural events and artistic performances, the program contributes to engage local audiences in understanding U.S. values, as well as to and generate and expand connections between American and Brazilian institutions and individuals.

The U.S. Embassy in Kyiv announces a funding opportunity establish an academic partnership between a U.S. university and a Ukrainian institution to develop an academic program in government communications. The university partnership will develop a degree-granting higher education program for government communications students (i.e. pre-service training for potential public servants in government communications offices). The partnership will also develop in-service training for government officials through a professional extension program. Elements of the university partnership will include a needs assessment, faculty and student exchanges, curriculum development, joint online courses, and opportunities for joint research among American and Ukrainian faculty and students, and evaluation and measurement of the partnership's impact.

The objective of this program is to assist the GOM in improving its electoral system to ensure fair and transparent presidential and legislative elections in 2018. USAID estimates contributing up to $6,000,000 for the following program activities. The program is expected to contribute to the achievement of the following four objectives: * Promote informed citizen participation in the 2018 electoral process, with a particular focus on voters who are women, youth and from other traditionally marginalized groups; * Strengthen public confidence in the 2018 elections by supporting credible, non-partisan domestic organizations to effectively monitor the entire electoral process and to advocate for key elections and political processes reforms; and * Support implementation of the 2015 gender law by partnering with civil society and political parties to increase women's leadership and political representation. * Support political parties to contribute to a peaceful electoral process.

INL is part of the Department of State's multi-faceted response to transnational criminal activity. Dedicated to strengthening criminal justice systems, countering the flow of illegal narcotics, and minimizing transnational crime, INL plays a key role in leading the development and synchronization of U.S. international drug and crime assistance. INL's technical support is tailored to support partner countries through multilateral, regional, and country-specific programs and prevent victimization of vulnerable populations. To support further progress in Costa Rica, INL has allocated funds for a program to increase police, local governments and community security by creating a Capacity Enhancement Program on Domestic Violence prevention, increasing vulnerable populations' awareness, and victim's assistance in the 15 cantons in Costa Rica.

The International Research Experiences for Students (IRES) program supports international research and research-related activities for U.S. science and engineering students. The IRES program contributes to development of a diverse, globally-engaged workforce with world-class skills. IRES focuses onactive research participation by undergraduate or graduate students in high quality international research, education and professional development experiences in NSF-funded research areas. The overarching, long-term goal of the IRES program is to enhanceU.S. leadership in research and education and to strengthen economic competitiveness through training the next generation of research leaders. This solicitation features three mechanisms; proposers are required to select one of the following tracks to submit their proposal. Track I focuses on the development of world-class research skills in international cohort experiences.

The U.S. Embassy Brussels Public Affairs Section (PAS) of the U.S. Department of State is pleased to announce that funding is available through its Public Diplomacy Grants Program. This NOFO outlines our funding priorities, strategic themes, and the procedures for submitting requests for funding. Applications for programs are accepted on a rolling basis until the deadline. A grant review committee will convene within a month after the deadline to review submissions. The deadline is necessary to provide sufficient time to process and award programs to prepare for commemoration activities in the winter of 2019. Please carefully follow all instructions below.

Based on funding availability, this program will provide access to the performing arts for young audiences in order to share Afghanistan's rich cultural heritage with young audiences, inform youth of their legal rights, teach lessons of tolerance, and amplify the voices of marginalized groups. The program will fund two to three organizations that are committed to reviving the performing arts in Afghanistan's public and/or private schools through interactive performances and participatory discussions that will take place in schools in Kabul and at least four other provinces. The target audience will be children under 16. Periodic focus groups with small numbers of attendees will determine how key messages are being perceived and assimilated in order to inform recipients how to continually improve the program.

The REPS Office of the U.S. Embassy's Public Affairs Section seeks proposals for a program entitled "World Affairs in Theory and Practice." Implemented at the New Delhi American Center (NDAC), this competitive program will draw from a target audience of high-achieving undergraduate-level students connected to academic programs in the fields of international affairs, sustainable development, human rights, health policy business, and related disciplines

The Coupling, Energetics, and Dynamics of Atmospheric Regions (CEDAR) program is a broad-based research program with the goal of understanding the behavior of atmospheric regions from the middle atmosphere upward through the thermosphere and ionosphere into the exosphere in terms of coupling, energetics, chemistry, and dynamics on regional and global scales. These processes are related to the sources of perturbations that propagate upward from the lower atmosphere as well as to solar radiation and particle inputs from above. The activities within this program combine observations from ground based and space based platforms, theory and modeling.

This Annual Program Statement (APS) is designed to describe and provide a process through which organizations can work with USAID/Guinea and the private sector and/or Non U.S. Non-Governmental Organization to build an Alliance that: a) address important business or community interests and objectives, b) advance USAID's strategic priorities and objectives; and c) achieve sustainable development outcomes, results and impact. This Annual Program Statement also provides an opportunity for organizations to receive an award of USAID funding to support activity implementation developed through this Annual Program Statement.

This program worked with the Tunisian Chambers of Commerce to develop demand- and revenue- driven services for Tunisian businesses. In the first phase of the project, the program strengthened the chambers’ human and institutional capacity through the development of customized strategic plans. In phases two and three, the program focused on the integration of chambers, the development of value-added services, and the implementation of public policy advocacy pilot projects, which have enabled the chambers to take on a stronger role as proactive actors and catalysts of local economic development.

The U.S. Embassy Manila Political Section (POL) of the U.S. Department of State is pleased to announce that funding is available through its Global Equality Fund. This is an Annual Program Statement, outlining our funding priorities, the strategic themes we focus on, and the procedures for submitting requests for funding. POL Manila invites proposals for projects that seek to provide assistance to local government units (LGUs) that have already passed local anti-discrimination ordinances, which include protections based on sexual orientation or gender identity, to move toward effective implementation. This project would also provide program opportunities that contribute to strengthening legal protections for LGBTI persons, a primary goal of the Embassy's Strategy to Reduce Violence Targeting LGBTI Persons. Activities contemplated under this grant would complement past and present efforts to protect the human rights of LGBTI individuals. The proposed program aligns with Embassy Manila's strategic goals of advancing democratic values, transforming governance, and protecting human rights while engaging the Philippine public and building networks to advance shared foreign policy interests.

PAS Islamabad invites all eligible organizations (see Section C for Eligibility Requirements) to submit proposals for grants to effectively counter violent extremism with evidence-based research as specified in this NOFO. This year's CEO NOFO seeks to address a major challenge to creating and sustaining effective CVE programs in Pakistan: the gap between CVE research and analysis (R&A) and program design that includes a monitoring and evaluation (M&E) element. This NOFO seeks to minimize the gap by sponsoring reliable, high-quality community-focused R&A that directly informs CVE program design, especially in the underserved regions of Pakistan most susceptible to violent-extremist (VE) messaging and recruitment. To address the above identified gap, CVE practitioners will lead the R&A in order for it to translate into measurable programmatic goals and objectives, whilst also providing thematic oversight. CEO's NOFO is divided into two distinct but closely linked grant projects. This link between the two will be vital for project success. The first project calls for creating the Pakistan CVE Research Network, a larger and stronger cadre of Pakistani experts in CVE R&A and M&E as the launching platform for the second project.

The Minority Business Development Agency (MBDA) will provide Federal assistance to support innovative projects seeking to promote and ensure the inclusion and use of minority enterprises. This Announcement is a mechanism to encourage new activities, education, outreach, innovative projects or sponsorships that are not addressed through other MBDA programs. The Research Experiences for Undergraduates (REU) program supports active research participation by undergraduate students in any of the areas of research funded by the National Science Foundation. REU projects involve students in meaningful ways in ongoing research programs or in research projects specifically designed for the REU program. This solicitation features two mechanisms for support of student research: (1) REU Sites are based on independent proposals to initiate and conduct projects that engage a number of students in research. REU Sites may be based in a single discipline or academic department or may offer interdisciplinary or multi-department research opportunities with a coherent intellectual theme. Proposals with an international dimension are welcome. (2) REU Supplements may be included as a component of proposals for new or renewal NSF grants or cooperative agreements or may be requested for ongoing NSF-funded research projects.

The Security and Preparedness (SAP) Programsupports basic scientific research that advances knowledge and understanding of issues broadly related to global and national security. Research proposals are evaluated on the criteria of intellectual merit and broader impacts; the proposed projects are expected to be theoretically motivated, conceptually precise, methodologically rigorous, and empirically oriented. Substantive areas include (but are not limited to) international relations, global and national security, human security,political violence, state stability, conflict processes, regime transition, international and comparative political economy, and peace science. Moreover, the Program supports research experiences for undergraduate students and infrastructural activities, including methodological innovations. The Program does not fund applied research.
