    The Office of Academic Exchange Programs (ECA/A/E) of the Bureau of Educational and Cultural Affairs, U.S. Department of State announces an open competition for one or more assistance awards to provide administrative services for the Fulbright Student Program in Fiscal Year 2014. Public and private non-profit organizations or consortia of eligible organizations meeting the provisions described in Internal Revenue Code section 501(c)(3) may submit proposals to cooperate with the Bureau in the administration and implementation of one or more of the following three program components: - For U.S. students: the Fulbright U.S. Student Program, including the Fulbright Public Policy Fellowship Program, the Fulbright English Teaching Assistant Program, and the Fulbright-mtvU Program. - For foreign students administered by world geographic region: the Fulbright Foreign Student Program, including the Faculty Development Program for selected countries of the Western Hemisphere. - For foreign students administered globally: the Fulbright Foreign Language Teaching Assistant Program, pre-academic training, orientation programs, and enrichment activities, as well as oversight of the Fulbright Offices in Moscow and Kyiv.     The Science of Science & Innovation Policy (SciSIP) program supports research designed to advance the scientific basis of science and innovation policy. Research funded by the program thus develops, improves and expands models, analytical tools, data and metrics that can be applied in the science policy decision making process. For example, research proposals may develop behavioral and analytical conceptualizations, frameworks or models that have applications across a broad array of SciSIP challenges, including the relationship between broader participation and innovation or creativity. Proposals may also develop methodologies to analyze science and technology data, and to convey the information to a variety of audiences. Researchers are also encouraged to create or improve science and engineering data, metrics and indicators reflecting current discovery, particularly proposals that demonstrate the viability of collecting and analyzing data on knowledge generation and innovation in organizations. Among the many research topics supported are:examinations of the ways in which the contexts, structures and processes of science and engineering research are affected by policy decision, the evaluation of the tangible and intangible returns from investments in science and from investments in research and development, the study of structures and processes that facilitate the development of usable knowledge, theories of creative processes and their transformation into social and economic outcomes, the collection, analysis and visualization of new data describing the scientific and engineering enterprise.     PROGRAM DESCRIPTION The U.S. Embassy Moscow Public Affairs Section (PAS) of the U.S. Department of State is pleased to announce funding is available through our Public Diplomacy Grants Program. This Annual Program Statement outlines our funding priorities, strategic themes, and the procedure for submitting requests for funding. Applications for programs are accepted on a rolling basis until the deadline (June 15, 2020). This deadline is necessary to provide sufficient time to process and award programs before the end of our fiscal year on September 30, 2020. Applicants may apply for funding between $500 and $24,000 (the small grants program). Using the same application, you may also apply for funding up to $75,000 (the large grants program), although the number of large grants awarded each year is extremely limited. Please carefully follow all instructions below. Please use the grant application document and budget template found on our website. Purpose of APS Grants: PAS Moscow invites proposals for projects that strengthen ties between the United States and Russia through concrete demonstrations of cooperation between our two peoples. All grant proposals must convey an element of American history, culture, or shared values. Competitive proposals should support a priority program area (see below). Competitive proposals should also include a connection with American expert/s, organization/s, or institution/s that will promote increased cooperation between the people of the United States and Russia even after the program has finished.

    The Office of Citizen Exchanges, Youth Programs Division of the Bureau of Educational and Cultural Affairs (ECA) announces a FY 2018 open competition for four distinct, single-country Youth Leadership Programs with Algeria, Iraq, the Philippines, and Russia. U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to provide youth with four-week exchanges in the United States focused on the primary themes of civic education, leadership development, respect for diversity, and community engagement and to support the implementation of service projects in their home communities. Each program, with the exception of the Youth Leadership Program Russia, will also engage approximately 3-5 adult educators/community leaders in programming alongside youth participants. Competitively selected U.S. secondary students will join participants in U.S.-based exchange activities on the Algeria and Iraq programs. It is the Bureau's intent to award four separate cooperative agreements (one per program), for an estimated total of approximately $3,780,000 (one base year plus two Non-Competitive Continuations per program, pending the availability of funding.     The Office of Global Educational Programs of the Bureau of Educational and Cultural Affairs, U.S. Department of State, is pleased to announce an open competition for proposals to advance the Bureau's objectives of mutual understanding between the people of the United States and those of other countries, specifically through greater U.S. student mobility, through the administration of the FY 2015 Capacity-Building Program for U.S. Undergraduate Study Abroad. This competition is a component of the Department's engagement on expanding and diversifying U.S. study abroad through its new U.S. study abroad unit. Under this cooperative agreement, the selected recipient will provide administrative support services, monitoring, evaluation, and programmatic advising and support to sub-recipients for the execution of ECA's FY 2015 Capacity-Building Program for U.S. Undergraduate Study Abroad. In close consultation with ECA, the recipient will run a nationwide competition to provide awards averaging approximately $50,000 to between 17 to 20 accredited U.S. higher education institutions (HEIs) to create or expand their U.S. study abroad programs under outlined diversity goals. None of the funding may be used for student scholarships. The recipient will monitor the fiscal and programmatic progress of sub-recipients and their projects with regular reporting of results to ECA. The Capacity-Building Program for U.S. Undergraduate Study Abroad should be designed to create or expand the capacity of U.S. HEIs to administer study abroad programs under diversity goals, whether broadening the student population who studies abroad and/or the destinations in which they study. It is also intended to allow U.S. institutions to collaborate with and help expand the capacity of overseas HEIs to provide academic programs for U.S. undergraduate students.

FY2017 Hubert H. Humphrey Fellowship Program - 0 views

    The Hubert H. Humphrey Fellowship Program was established by presidential initiative in 1978. The goals of the Humphrey Program are to build mutual understanding and strengthen U.S. engagement with professionals from designated countries who are well placed to address their countries' development needs in key areas, including public health, education, sustainable development, and democratic institution-building. Each year the Humphrey Program brings accomplished professionals from approximately 100 countries in North Africa and the Middle East, Sub-Saharan Africa, East Asia and the Pacific, South Asia, Central Asia, Latin America, the Caribbean, Eastern Europe, and Eurasia to the United States for one academic year, preceded by U.S.-based pre-academic English instruction for participants who need it. The list of eligible U.S. embassies and Fulbright commissions (posts) that may nominate candidates for the Humphrey Program is determined each year by ECA in consultation with the Department of State's six regional bureaus. The academic-year program combines non-degree graduate study, leadership training, and opportunities for substantive professional collaboration with U.S. counterparts. U.S. embassies or binational Fulbright commissions nominate candidates for the Humphrey Program based on the candidates's professional backgrounds, academic qualifications, and leadership potential. The Humphrey Program provides these emerging leaders with an opportunity to understand U.S. society and culture and participate with U.S. colleagues in current approaches to the fields in which they work, providing a basis for on-going cooperation between U.S. citizens and their professional counterparts in other countries.

    The purpose of this FOA is to provide technical assistance (TA) to the Government of Kenya (GOK) and implementing partners in strengthening their capacity to design and implement systems to collect, analyze, interpret and disseminate high quality HIV data. To achieve this, the awardee(s) will complete activities under the following program areas: Program Area A - Surveillance and Epidemiology: Support the GOK and its partners in strengthening their capacity to design, implement, analyze, disseminate, and use data from epidemiologic studies to adequately and accurately measure outcomes and impact, while informing decision making and policy in the national and sub-national HIV response. Epidemiologic studies will include surveillance, surveys, operations research/implementation science and public health impact evaluations. Program Area B - Monitoring and Evaluation: Strengthen the Monitoring and Evaluation (M&E) capacity of health workers in program data collection, analysis and reporting as well as cohort analysis and program evaluation. The support will also include review, revision and roll out of M&E framework, tools, policies and standard operating procedures (SOPs), M&E coordination and collaboration at national and sub-national levels and support strengthening quality of HIV data through training and mentorship. Program Area C - mHealth: The third component will entail supporting the GOK units such as the National AIDS and STI Control Program (NASCOP), National Public Health Laboratory Services (NPHLS) and Kenya Medical Supplies Agency (KEMSA) in mobile technology innovations (mHealth) projects that leverage mobile technologies to enhance efficiencies in the delivery of prevention, care and treatment of HIV.

    The Kyiv American Center Program will provide all staffing, resource materials, technology infrastructure, technical support and key program activities to administer the Kyiv American Center in Ukraine, which is one of approximately 700 American Spaces supported by the Bureau of International Information Programs (IIP) of the U.S. Department of State. American Spaces exemplify the U.S. commitment to a core tenet of democracy: the citizen's right to free access to information. The American Center in Kyiv will support the foundation of public diplomacy by creating a place for in-person engagement with Ukrainian audiences. The Center will be a technology-forward, welcoming, and engaging environment where Embassy personnel, official visitors, and implementing partners connect with Ukrainians, especially young leaders and young professionals, to inspire dialogue on issues that matter most to U.S.-Ukraine relations. The recipient organization will be responsible for staffing and operating a new stand-alone American Center in downtown Kyiv. Key program activities under this cooperative agreement will include hiring local Ukrainian staff with expertise in program and event management to staff the center; purchasing all necessary technology, materials, and supplies to provide a basis for engagement with Ukrainian audiences; and designing a flexible and dynamic program of activities each month to interact with Ukrainian visitors to the center and encourage visitors to return regularly. Decisions on staffing and program content will be made in consultation with the U.S. Embassy in Kyiv.

    As a key activity, INL promotes the development of substance use disorder studies programs at universities around the world to further develop a trained professional workforce for prevention, treatment and recovery programs. In addition, INL encourages applied research to assess the effectiveness of drug demand reduction efforts, advocates government and community support for evidence based drug demand reduction programs, and fosters the development of a worldwide network including professionals and academic experts focused on drug use. The purpose of this project is to promote the creation and networking of substance use disorder studies researchers and programs in universities in Latin America and the Caribbean, Asia and the Pacific, Africa and Eastern Europe. The recipient will also support existing drug use studies programs with technical assistance and mentoring of program directors. In addition, the recipients will advocate for government use of evidence based substance use disorder prevention programs and treatment as well as work towards applied research to advance the substance use disorder field for prevention, treatment and recovery.

    The Office of Citizen Exchanges, Youth Programs Division, of the Bureau of Educational and Cultural Affairs announces an open competition for two distinct Youth Leadership Programs with Indonesia and Burma. Public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to conduct three- to four-week U.S.-based exchange programs for teenagers and adult educators. Participants will be high-school-aged youth and adult educators. The program with Indonesia is a two-way exchange; applicants must propose both an exchange for Indonesian participants in the United States and an exchange for American participants in Indonesia. Applicants should plan to recruit and select between 24 and 34 youth and adult participants total in Indonesia and in the United States. The new program with Burma is a one-way exchange; applicants should plan to provide U.S.-based programming for 16-20 youth and adult participants from Burma. The activities for each program will focus on civic education, leadership, diversity, and community engagement and prepare participants to conduct projects at home that serve a community need. Pending the availability of funds, it is the Bureau's intent to award two cooperative agreements: (1) $275,000 for Indonesia, and (2) $110,000 for Burma, each for one base year plus two option years for an estimated total amount of $1,155,000.

    The Abe Fellowship Program encourages international multidisciplinary research on topics of pressing global concern. The program fosters the development of a new generation of researchers interested in policy-relevant topics and willing to become key members of a bilateral and global research network. In partnership with the SSRC, the Japan Foundation Center for Global Partnership (CGP) established the Abe Fellowship Program as its flagship program in 1991. The Abe Fellowship Program now includes three core elements: the Abe Fellowship, the Abe Fellowship for Journalists, and the CGP-SSRC Policy Forum. U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3) may submit proposals to manage sports exchange projects designed to reach underserved youth and/or their coaches/sports administrators who manage youth sports programs. These exchanges between the United States and select countries will be reciprocal exchanges that employ sports to address the Sport and Social Change theme outlined below. The International Sports Programming Initiative uses sports to help underserved youth around the world develop important leadership skills, achieve academic success, promote tolerance and respect for diversity, and positively contribute to their home and host communities. Sports Diplomacy programs are an important tool for advancing U.S. foreign policy goals through interaction with hard-to-reach groups such as at-risk youth, women, minorities, people with disabilities, and non-English speakers. The focus of all programs must be on both male and female youth and/or their coaches/sports administrators.     The Office of Refugee Resettlement (ORR), within the Administration for Children and Families (ACF), announces that it will award one cooperative agreement for the creation of a national one-stop source or hub for refugee technical assistance (TA), under the Refugee Technical Assistance Program. This national hub will provide coordinated, innovative TA and training to ORR-funded state refugee programs and ORR-funded refugee service providers, filling gaps where no other such TA exists. The TA provider is expected to foster and engage with a network of subject matter experts in the field, through consultancy or sub-contractual relationships. The overall goal is to equip ORR-funded state refugee programs and ORR-funded refugee service providers with the specialized TA, resources and training needed to appropriately address barriers that refugees may encounter while trying to access community-based services, education, employment, and specialized care. The TA provider will respond to refugees' unique challenges and needs, and leverage the strengths, talents and capabilities of refugees and their resettlement communities through a strengths-based approach to TA. The TA provider is also intended to help ORR-funded refugee service providers measure the effectiveness of their programs and services, and develop communication strategies that reflect the impact of the refugee program. The TA provider will conduct regular needs assessments of the field to determine the areas of TA focus, which may include refugee self-sufficiency through employment, trauma-informed refugee health, refugee child and family wellbeing, and program evaluation.
