The International Association of Directors of Law Enforcement Standards and Training (IADLEST) in partnership with Envisage Technologies unveiled the National Certification Program (NCP), a broadly supported national training standard for law enforcement continuing education programs. IADLEST is a catalyst for law enforcement innovation. The association focuses on the pressing issues of training and standards and created the NCP with the primary goal of improving training quality for law enforcement officers. The NCP applies rigorous standards on training content ensuring that providers incorporate best practices. IADLEST then enforces these standards for providers wishing to be recognized for excellence in law enforcement training. The NCP will also simplify access to quality training by aggregating certified courses in a national training catalog. Departments will be able to easily search for certified training from providers from around the Nation that have met the quality standard.

The Federal Aviation Administration's air traffic controller training program overran costs four years in a row because it didn't properly outline training needs before issuing the program contract, a Dec. 18 Transportation Department inspector general report says. The overruns totaled about $89 million. In 2008, the FAA began developing the Air Traffic Control Optimum Training Solution meant to train thousands of new controllers the agency intends to hire by 2021.

Every day, police officers encounter situations that invoke and challenge their training. As they try to adhere to department policies, a changing world tests the validity and effectiveness of those decisions. Critical attention is being paid to high-profile incidents involving use of force. Communities are demanding that law enforcement revisit their training content to find tactics that better address concerns of public safety. While that transition may be difficult, injecting technology at key points in police training and operations can help lower resistance to change. Body cameras are already having an impact on policing, and training simulators offer a safe environment in which to prepare for emerging real-world challenges. As a result, officers may be more willing to shift their routines to meet the needs of their communities without sacrificing their own safety.

According to a Police Magazine survey, nearly 50 percent of police departments use K-9 teams. Due to the nature of their assignments-which can include tracking suspects, detecting narcotics, investigating suspected arson, and assisting in search-and-rescue efforts-these dogs and their handlers go through some of the most rigorous training of any first responders. When one of these specially-trained dogs alerts officers to the presence of contraband or tracks the scent of a suspect, police may be given probable cause to conduct a full search. If that search reveals something incriminating, a defendant may try to suppress the evidence by attacking the grounds for conducting the search. Since the reliability of a K-9 alert contributes directly to whether probable cause exists, these cases often explore the quality of training and training records to depths seldom reached in human-only cases. This body of law provides public safety professionals uniquely clear guidance on what constitutes best training practices for K-9 teams.

Firefighters who work at San Francisco International Airport are receiving additional training on how to respond to airplane crashes following the Asiana Airlines accident in which a teenage girl was run over and killed by two emergency vehicles while lying wounded on the runway. Commanding officers from the San Francisco Fire Department's airport division will receive 40 to 80 hours of advanced instruction next year at the Fire Training Research Center at Dallas-Fort Worth International Airport, the San Francisco Chronicle reported Saturday. Instructors from the center already have provided basic disaster response training in San Francisco to 80 of the department's firefighters and paramedics.

Law enforcement training requires a significant investment of resources. The time, money and manpower needed to conduct proper training practices can drain even the largest and most well-funded department. Training compliance is particularly difficult for agencies in smaller communities.

The interests of public safety demand that law enforcement training programs should be continuously updated. New York State is offering a unique training program for law enforcement today in Utica, aimed at giving agencies resources and information to better address critical incidents, such as the death of one of their own in the line of duty or as a result of suicide. The state Division of Criminal Justice Services (DCJS) developed the TRAUMA (Trauma Resources and Unified Management Assistance) program as part of its mission to offer trainings for law enforcement agencies and officers so they can better serve their communities. DCJS Executive Deputy Commissioner Michael C. Green said: "As a former prosecutor, I have seen first-hand the toll that a line-of-duty death or devastating injury can have on a department. Men and women on the front lines of this state's fight against crime may be reluctant to share their grief or on-the-job experiences with co-workers, family, and friends, which can lead to extreme stress. The aim of this training is to provide a line of defense for those officers to help themselves, each other and their families."

he International Association of Directors of Law Enforcement Standards Training (IADLEST) 2015 Conference wrapped up June 3 with over 500 attendees, sponsors and exhibitors converging on San Antonio, Texas. The conference offered presentations in IADLEST mission-critical areas such as law enforcement standards and training, executive level skills, training best practices, and technology innovation.

The primary goal of any first responder is to come home alive. Ongoing training is essential to improve the chances of that happening. To be effective, however, training must evolve to reflect and anticipate future emergency scenarios. Threats of the past become instruction tomorrow.

Members of the U.S. Armed Forces are accustomed to training regimens, but not many of these activities are conducted with troops from foreign countries present. This event is exactly what took place in early February, when soldiers from the U.S. and Japan trained together as part of a comprehensive disaster preparedness plan.

The Barnstable Police Department recently received a $126,121 grant from the state Executive Office of Public Safety and Security to train and update training for 82 telecommunicators, including dispatchers, and 10 new police officers in emergency medical dispatch. Everyone currently assigned to the communications desk has had the training, Sweeney said.

American forces have not shied away from working with foreign troops. Recently, troops from the U.S. turned their attention to Africa. Several months ago I taught a class on successful strategies and tactics for implementing on-line training and education. The class curriculum required a "status report" on the state of computer based training in public safety. In preparation for the class I conducted a web based survey of public safety trainers and senior staff officers. The reason for this specific group was to better understand and hear from trainers in the classroom and those in budget decision positions.

Faced with new threats, first responders put their training to the test in 2014. Law enforcement agencies, disaster workers and even school teachers learned new practices and honed their instincts to better allow them to survive stressful situations while caring for others. As the year comes to an end, we look back on how comprehensive training strategies contributed to effective emergency responses

First responders can struggle to gain experience with large-scale emergencies, such as terrorism and natural disasters, due to their rare and unpredictable occurrence. Live simulations are an effective means of preparing rescue workers to navigate these events, but agencies are often deterred from conducting disaster simulations by financial constraints and concerns for the safety of both civilians and officers. Canines play an important role in emergency response by assisting with search-and-rescue operations. Dogs employ superior senses to track down victims and reach locations that may be inaccessible for humans. Veterinary Partner noted that rescue teams need more trained dogs-and-handler pairs to share duties during emergencies and improve victims' chances for survival. Before they can be sent into the field, dogs must undergo standard search-and-rescue training. According to the National Association for Search & Rescue, it typically takes about one year of training for dogs to be ready to complete missions with their handlers. That shared experience can pave the way for both parties to quickly adopt new methods and equipment.

Law enforcement agencies depend on new technology to help them ensure public safety. One such innovation is virtual firearms training, a practice facility that replaces traditional guns with digital ones.
