UH leads initiative to build state's multilingual workforce - 1 views

    The University of Hawaii plays a lead role in a major statewide initiative called the Hawaii Language Roadmap, which aims to create a robust, multilingual workforce in Hawaii. This video gives an overview of the project. On June 16, 2015, thanks to the efforts of several stakeholders, including the Hawaii Language Roadmap, Hawaii's Board of Education unanimously voted to approve a Seal of Biliteracy for Hawaii's public school students. The policy adopted by the BOE reads as follows: The Board of Education hereby establishes a Seal of Biliteracy to be awarded upon graduation to students who demonstrate high proficiency in either of the State's two official languages and at least one additional language, including American Sign Language; provided that a student who demonstrates a high proficiency in both of the State's two official languages shall be awarded a Seal of Biliteracy. The purposes of the Seal of Biliteracy are to recognize the importance of: (1) enabling students to be college, career, and community ready in today's global society; (2) establishing an educational culture that recognizes and values the wealth of linguistic and cultural diversity students bring to the classroom; (3) supporting opportunities for study of and increasing proficiency in 'Ōlelo Hawai'i, an official language of the State of Hawai'i; and (4) encouraging partnerships with institutions of higher education and community organizations to increase access to language instruction in a variety of languages. The Department of Education shall implement the Seal of Biliteracy, including developments of criteria that students must satisfy to receive the Seal. Rationale: The Board of Education recognizes that there is personal, cultural, social, academic, and vocational/occupational value in encouraging students to maintain, or develop, proficiency in more than one language.

    The Spelling Society speculates that English may just be the world's most irregularly spelled language. Masha Bell, the vice chair of the English Spelling Society and author of the book Understanding English Spelling, analyzed the 7,000 most common English words and found that 60 percent of them had one or more unpredictably used letters. As there's no systematic way to learn to read or write modern English-people have to memorize the spelling of thousands of individual words, file them away in their mental databases, and retrieve them when needed--English-speaking children typically needed about three years to master the basics of reading and writing, whereas their counterparts in most European countries needed a year or less. Moreover, English-speaking children then spend years progressing through different reading levels and mastering the spelling of more and more words. That means it typically takes English-speaking children at least 10 years to become moderately proficient spellers-memorizing about 400 new words per year-and because they forget and have to revise many of the spellings they've previously learned, "learning to spell is a never-ending chore."

The study examined Belgians who are dual-fluent in German and French. While they were able to solve the simple tasks with equal proficiency, they took longer to calculate the complex task in French and made more errors than they did when doing the identical task in German. Different regions of the brain were in use when the participants were solving problems in different languages--no surprise, more cognitive effort was needed when using a second language.

More recently, scientists have discovered that bilingual adults have denser gray matter (brain tissue packed with information-processing nerve cells and fibers), especially in the brain's left hemisphere, where most language and communication skills are controlled. The effect is strongest in people who learned a second language before the age of five and in those who are most proficient at their second language. This finding suggests that being bilingual from an early age significantly alters the brain's structure.
