The Office of Citizen Exchanges, Sports Diplomacy Division, in the Bureau of Educational and Cultural Affairs announces an open competition for the FY 2018 Global Sports Mentoring Program (GSMP). U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3) may submit proposals to conduct two separate month-long professional development mentorship programs, Sport for Community GSMP and the espnW GSMP, and a reciprocal overseas exchange involving approximately 80 international and American participants in total. By empowering women and people with disabilities, the GSMP directly supports U.S. foreign policy goals, promotes social inclusion, and elevates the status of marginalized populations. Through the mentorship experience, the GSMP encourages mutually beneficial relationships between American sports executives and leaders in the sports sector overseas. Further, the GSMP engages alumni from previous years through sustained U.S. Embassy relationships, follow-on individual grants, and monitoring and evaluation. Tapping into the power of public-private partnerships and founded on participant-led business plans, the GSMP positively impacts communities at home and abroad and creates a more secure and democratic global playing field for all.

The U.S. Embassy in Tbilisi invites U.S. and Georgian universities, educational institutes, non-profit/non-governmental organizations, and private sector entities to submit proposals for a one- to two-year project to improve the capabilities of Georgian scholars and students in commercialization of university research and marketing ideas. This project is meant to extend current research into the development process; foster entrepreneurial and innovative pursuits among Georgian professors, scholars, undergraduate, and graduate students; provide training in marketing, finance, revenue-raising, and small-business market-oriented sustainability; develop an ecosystem of knowledge transfer among Georgian universities that encourages entrepreneurial pursuits through the commercialization of research and ideas; and provide the framework for a sustainable entrepreneurial skills program consisting of a Georgian and American university consortium with possible in-kind contribution(s) from private sector entities and/or non-governmental organizations.

The Industry/University Cooperative Research Centers (I/UCRC) program develops long-term partnerships among industry, academe, and government. The Centers are catalyzed by an investment from the National Science Foundation (NSF) and are primarily supported by industry Center members, with NSF taking a supporting role in the development and evolution of the Center. Each Center is established to conduct research that is of interest to both the industry members and the Center faculty. An I/UCRC contributes to the nation's research infrastructure base and enhances the intellectual capacity of the engineering and science workforce through the integration of research and education. As appropriate, an I/UCRC uses international collaborations to advance these goals within the global context.

The Holodomor Research and Education Consortium (HREC) announces its 2018 Research Grants Competition. Applications will be considered that focus on Holodomor research, publishing of research results, preservation of materials, and organization of and participation in conference sessions and workshops dealing with the Holodomor. Grants for individuals will not exceed $6,000 Canadian. The majority of grants in past years have ranged from $1,000 to $3,000. HREC is also accepting proposals for collaborative projects that engage scholars and institutions from both in and outside Ukraine. Collaborative grants may be awarded for a maximum of $15,000 Canadian.

The U.S. Mission in Iraq announces an open competition for eligible organizations to submit proposals for a grant to implement the U.S.-Iraqi Think Tank Linkage Program for Iraqi Academics and Commentators program. The Public Affairs (PA) Section seeks to connect an influential group of Iraqi think tank representatives with their counterparts in the United States. This program would send ten (10) academics and Iraqi media commentators, selected by Embassy PA staff, to the United States for a ten (10) day exchange program to meet with representatives of American think tanks, U.S. government representatives, and international and media organizations. Topics to be covered include the role of think tanks and policy research institutions in U.S. society, the collaboration of think tanks with educational institutions, NGOs, and government branches, U.S.-Iraq bilateral relations in the post-ISIS era, the continued International Coalition role in Iraq post-ISIS, investment opportunities in Iraq for American companies, Iraqi Prime Minister Abadi's anti-corruption and national reconciliation efforts, and relations between the Iraqi federal government in Baghdad and the Iraqi Kurdistan Regional Government. Subject to the availability of funds, the Embassy expects to award one Grant up to $100,000 to carry out the U.S.-Iraqi Think Tank Linkage Program.

The Global Engagement Center (GEC), an interagency entity within the U.S. Department of State, invites organizations that can implement programming to counter foreign state and non-state propaganda and disinformation efforts aimed at undermining United States national security interests to submit applications by April 11, 2018. All submissions or applications will be reviewed against the evaluation criteria outlined below. GEC expects to make multiple awards with a floor of $200,000 and a ceiling of $500,000 for each, constituting a planned total award volume of approximately $5,000,000. GEC reserves the right to award more or less funding or no funding at all as it deems in the best interest of the government. U.S.-based and foreign non-profit and non-governmental organizations (NGO), public international organizations (PIO), media outlets, for-profit entities, and institutions of higher education are eligible to apply by submitting an application as described in this announcement.

The Office of Citizen Exchanges, Sports Diplomacy Division, of the U.S. Department of State's Bureau of Educational and Cultural Affairs (ECA) announces an open competition for the FY 2018 International Sports Programming Initiative (ISPI). U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3) may submit proposals to manage sports exchange projects designed to reach underserved youth and/or their coaches/sports administrators who manage youth sports programs. These exchanges between the United States and select countries will be reciprocal exchanges that employ sports to address the Sport and Social Change theme outlined below. The International Sports Programming Initiative uses sports to help underserved youth around the world develop important leadership skills, achieve academic success, promote tolerance and respect for diversity, and positively contribute to their home and host communities. Sports Diplomacy programs are an important tool for advancing U.S. foreign policy goals through interaction with hard-to-reach groups such as at-risk youth, women, minorities, people with disabilities, and non-English speakers. The focus of all programs must be on both male and female youth and/or their coaches/sports administrators. Programs designed to train elite athletes or coaches are ineligible under C.3 of this announcement. Other Eligibility Requirements are available within the full announcement.

The U.S. Embassy Small Grants Program is designed to support civil society in Kazakhstan and advance the interests and will of Kazakhstani citizens. Project proposals must address one of the following themes: Theme 1: Promote respect for Human rights including diversity, tolerance, inclusion and youth empowerment. Theme 2: Enhance rule of law and cooperation between the government and civil society. Theme 3: Advance gender equality. Theme 4: Promote a culture of civic responsibility. Theme 5: Freedom of Media and expanded access to information, including through new media. Theme 6: Emphasize innovation in public education, health, environment; energy and public/private partnerships.

Eligible topics for projects are broadly defined to include democracy and human rights, security and foreign policy issues, economic and civic development, and support for regional stability in Southeastern Europe. Typically grant awards range from $3,000 to $5,000, though some exceptional projects are funded up to $10,000, and supplement other funding. The deadline for submitting proposals is August 1, 2017. New grantees will be given priority over previous grantees. Funding for NGO grants is decided through a competitive application process, and each proposal is reviewed by an internal embassy committee. Eligibility for this NOFO is limited to: Slovenian not-for-profits/NGOs/social enterprises, Slovenian educational and research institutions and public entities.

The English Speaking Union of the United States each year sponsors a travel grant for study or research providing a stipend of up to $2,000. This competition is open to qualified under-graduate and post-graduate students, faculty, and others involved in academic pursuits that are in accord with the goal of the English Speaking Union of promoting education and understanding among the English speaking peoples of the world. The grant is designed to assist worthy individuals who are active in the fields of Business, the Humanities, Science and Engineering, Liberal, Fine or Applied Arts and who wish to study or conduct research either in the United States or in one of the countries of the British Commonwealth.

The Public Affairs Section of the U.S. Consulate in Kolkata (PAS Kolkata) seeks proposals for a project entitled "Women for Women: Supporting Each Other to Build Sustainable Careers." Under this project, a grantee will partner with PAS Kolkata to host weekly mentoring workshops at the American Center for 20 women between the ages of 20-25 pursuing undergraduate studies in STEM fields in Kolkata who have little to no exposure to the U.S and the American higher education system. The workshops will be conducted by four experts, preferably female alumni of USG programs, who have built successful careers. In addition, each woman will participate in 12 one-on-one virtual exchange sessions with a current STEM student studying in a U.S. university, preferably educationUSA alumni or STEM Fulbright Fellow. The findings from the virtual exchanges will be incorporated into the workshop to achieve a global perspective of working women professionals. The Office of English Language Programs of the Bureau of Educational and Cultural Affairs (ECA/A/L) announces an open competition to administer the English Access Microscholarship Program (Access), which provides a foundation of English language skills to bright, economically disadvantaged students in their home countries. Access programs introduce students, primarily aged 13 to 20, to U.S. culture and democratic values, improve the students' potential to fully contribute to the socio-economic development of their countries, and increase their ability to compete for and participate in U.S. exchange and study programs.

The Office of Citizen Exchanges, Youth Programs Division, of the Bureau of Educational and Cultural Affairs (ECA) invites proposals for the FY 2018 On-Demand Youth Leadership Program. The On-Demand Youth Leadership Program builds upon current and past On-Demand Youth Leadership Programs. This exchange program supports U.S. foreign policy goals by empowering the U.S. State Department to quickly respond to evolving foreign policy priorities. U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to provide approximately five exchange projects in the United States from three to four weeks in duration. Applicants may submit only one proposal under this competition. If multiple proposals are received from the same applicant, all submissions will be declared ineligible and receive no further consideration in the review process.

The U.S. Embassy in Moldova seeks to support independent voices in the Moldovan media landscape through the development of good quality local content production capacity in the Republic of Moldova in the interests of plurality of views and editorial independence. Specifically, this initiative will contribute to the practical training and education of young generation of producers, filmmakers, and TV content producers etc to improve their operational processes. The U.S. Embassy seeks a partner to implement the American Film Showcase, which will consist in organizing a one-week training program for Moldovan content producers. The grant recipient will be responsible for overall logistical coordination, including promotion of the event, selection of participants in consultation with the U.S. Embassy, travel and lodging for international participants, and venue rental.

Programming funded under this NOFO will help to strengthen ties between the United States and Pakistan through programming that highlights shared values and promotes bilateral cooperation. To that end, all programs must include an American element or connection with American expert/s, organization/s, or institution/s in a specific field that will promote increased understanding of U.S. policy and perspectives. Proposals must include a clear plan to measure and evaluate the impact of the program. Preference will be given to proposals that include target audiences outside the urban centers of Islamabad, Karachi, Lahore, and Peshawar. Projects that engage partners in India and/or Afghanistan are welcome. Note: While proposals may address multiple project objectives; they should focus activities primarily in one of the following four (4) project areas, and indicate which one: Education, Sustainable Economic Growth, Human Rights and Social Inclusion, and Strengthening Civil Society.

USAID/Guatemala hereby solicits concept papers from U.S. and non-U.S. organizations for engaging with USAID Guatemala under the Partnerships for Prosperity (P4P) APS. USAID/Guatemala is committed to strategic partnerships as a means to increase the impact of its development work and make it sustainable. Partnerships enable USAID/Guatemala to leverage private sector assets, innovation, markets, and expertise. The P4P APS emphasizes partnerships that allow USAID/Guatemala to collaborate and jointly define development challenges with the private sector, identify the most impactful solutions, and address these through mutual contributions of resources. USAID/Guatemala seeks such partnerships through the Partnerships for Prosperity APS in areas where USAID and the partner share development objectives. These development objectives include addressing malnutrition, employment for youth, clean water and sanitation, education technology, improved natural resource management, and reducing corruption. The goal of the collaboration is to address development challenges using an approach or innovation that can be replicated and sustained leading to measurable improvements in development outcomes. Innovations are not defined by their novelty, but by their potential to achieve significant development outcome versus existing alternatives.

The Office of Refugee Resettlement (ORR), within the Administration for Children and Families (ACF), announces that it will award one cooperative agreement for the creation of a national one-stop source or hub for refugee technical assistance (TA), under the Refugee Technical Assistance Program. This national hub will provide coordinated, innovative TA and training to ORR-funded state refugee programs and ORR-funded refugee service providers, filling gaps where no other such TA exists. The TA provider is expected to foster and engage with a network of subject matter experts in the field, through consultancy or sub-contractual relationships. The overall goal is to equip ORR-funded state refugee programs and ORR-funded refugee service providers with the specialized TA, resources and training needed to appropriately address barriers that refugees may encounter while trying to access community-based services, education, employment, and specialized care. The TA provider will respond to refugees' unique challenges and needs, and leverage the strengths, talents and capabilities of refugees and their resettlement communities through a strengths-based approach to TA. The TA provider is also intended to help ORR-funded refugee service providers measure the effectiveness of their programs and services, and develop communication strategies that reflect the impact of the refugee program. The TA provider will conduct regular needs assessments of the field to determine the areas of TA focus, which may include refugee self-sufficiency through employment, trauma-informed refugee health, refugee child and family wellbeing, and program evaluation.

SEFER Center awards grants to support research projects in multiple disciplines on Russian Jewry. These research projects may cover different aspects of Jewish history and culture within the territory of former Russian Empire during various historical periods from the ancient times till post-soviet contemporary period. The range can cover the entire variety of humanitarian and social domains (history, literature, linguistics, art history, education, philosophy, religion studies, sociology, political science etc.), as well as interdisciplinary studies. The Center provides researchers, teachers and PhD students with financial support for research projects, including fundamental or applied studies, monographs, articles and dissertation theses.

The National Park Service Shared Beringian Heritage Program (SBHP) recognizes and celebrates the unique natural resources and cultural heritage shared by Russia and the United States in the region known as Beringia. From the Kolyma River in Russia to Alaska's border with the Yukon Territory in Canada, this region includes the people, the land, and the water that connected the continents of North America and Asia during the Pleistocene ice ages. The area provides unparalleled opportunities to study both earth and human history. The overall purpose of the SBHP is to advance local, national, international understanding and preservation of the region¿s resources and to sustain the cultural vitality of its indigenous people. Specific programmatic goals are to: ¿ Improve conservation, sustainability, and knowledge of the region¿s natural and cultural resources; ¿ Preserve subsistence opportunities and other historic traditions and practices; ¿ Interpret and communicate about the region¿s unique and internationally significant resources and values; ¿ Provide opportunities for cultural connections and knowledge exchange. To meet its goals, the SBHP funds projects that connect people and activities in the Beringia region. Proposed projects may be research-focused, community-based, educational, cultural, or conservational. Every project must demonstrate how it fulfills the goals of the SBHP.

The Embassy of the United States of America in Argentina invites proposal submissions for a National Parks Exchange Program, and establishes guidelines for the implementation of the grant. Embassy Buenos Aires would like to further enhance the strong existing links between both national park systems by implementing an exchange program that will address the current challenges that park services are facing in the 21st century. This program will be primarily focused on improving the visitor experience, its sustainability and project management, developing public and educational programming, advisory for national park staff, rangers and guides.
