The U.S. Embassy's Public Affairs Section in Moscow (PAS Moscow) invites proposal submissions for a cooperative agreement to provide technical and logistical support for arts and cultural programming in Russia. The grant recipient will work closely with Public Affairs and Cultural Affairs at Mission Russia to identify and select American artists and performers to bring to Russia for short-term programs. Performances may include, but are not limited to music, dance, theater and film/television acting, and culinary arts. The grant may occasionally include programs for artists in the spheres of photography, comic books and graphic arts, computer art and design, arts management, painting, and other visual and graphic art. Individual athletes or groups of athletes may also be supported through this program to demonstrate their talent. The grantee will be responsible for assisting with support in the form of fee negotiation with the artists, visa assistance, in-country and international transportation arrangements, airport pickup, event promotion, procurement of educational and printed materials, and other technical and logistical support as directed by PAS Moscow. Additional examples of supporting activities include reimbursing artists for program-related expenditures and processing vendor payments for travel expenses, support, or other items.

The U.S. Embassy's Public Affairs Section in Moscow (PAS Moscow) announces an open competition for organizations to submit applications to carry out a program to administer the FY 2019-2020 English Language Teaching Support. Please carefully follow all instructions below. The U.S. Embassy in Moscow invites proposal submissions for a cooperative agreement to provide technical and logistical support for English Language Programming from the English Language Office (ELO) in Russia. Award recipients will consult closely with the English Language Officer in PAS Moscow throughout the development, implementation, and evaluation of each English Language Program. Each English Language Program professionally develops teachers, increases the English language skills of students, or assists an expert to professionally develop other teachers of English in Russia. These include, but are not limited to: Umbrella and National Association of Teachers' of English) NATE conferences, ETA support to visit English Access camps, Teacher Associations' and USG alumni support, travel of Russian English teachers to TESOL Convention and other international conferences, and targets of opportunity. The grantee will be responsible for providing logistical support during major ELO events and projects in Russia in the form of venue negotiations and arrangements, transportation, transfers, hotel and meal arrangements, purchasing of materials and supplies, and other technical and/or logistical support, as directed by PAS Moscow. The Grantee will be required to provide the Embassy with program account records on a regular basis.

The Office of Citizen Exchanges, Youth Programs Division of the Bureau of Educational and Cultural Affairs (ECA) announces a FY 2018 open competition for four distinct, single-country Youth Leadership Programs with Algeria, Iraq, the Philippines, and Russia. U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to provide youth with four-week exchanges in the United States focused on the primary themes of civic education, leadership development, respect for diversity, and community engagement and to support the implementation of service projects in their home communities. Each program, with the exception of the Youth Leadership Program Russia, will also engage approximately 3-5 adult educators/community leaders in programming alongside youth participants. Competitively selected U.S. secondary students will join participants in U.S.-based exchange activities on the Algeria and Iraq programs. It is the Bureau's intent to award four separate cooperative agreements (one per program), for an estimated total of approximately $3,780,000 (one base year plus two Non-Competitive Continuations per program, pending the availability of funding. The Kennan Institute seeks fellowship applicants from diverse, policy-oriented sectors such as media, business, local government, law, civil society, and academia to examine important political, social, economic, cultural, and historical issues in Russia, Ukraine, and the region. Among the aims of the new fellowships are to build bridges between traditional academia and the policy world, as well as to maintain and increase collaboration among researchers from Russia, Ukraine, and the U.S.

The U.S. Embassy's Public Affairs Section in Moscow (PAS Moscow) invites proposal submissions for a cooperative agreement to implement the Russian-American History Showcase (formerly the Fort Ross Quest). The grant recipient will work closely with Public Affairs and Cultural Affairs at Mission Russia to create an activity that motivates teams of Russian teachers and secondary school students to explore the shared history of the United States and Russia. The result of their research (a video, online game or board game, app, performance, comic book etc.) then becomes a useful outreach tool for further engagement with a broader audience. The grantee will support the travel and logistics for winning teams to participate in a study tour to Fort Ross state park and other sites of historical significance in the United States. The Russian-American History Showcase proactively promotes a broader understanding of U.S. history while also promoting tolerance, shared values, teamwork, and English language learning.

The National Park Service Shared Beringian Heritage Program (SBHP) recognizes and celebrates the unique natural resources and cultural heritage shared by Russia and the United States in the region known as Beringia. From the Kolyma River in Russia to Alaska's border with the Yukon Territory in Canada, this region includes the people, the land, and the water that connected the continents of North America and Asia during the Pleistocene ice ages. The area provides unparalleled opportunities to study both earth and human history. The overall purpose of the SBHP is to advance local, national, international understanding and preservation of the region¿s resources and to sustain the cultural vitality of its indigenous people. Specific programmatic goals are to: ¿ Improve conservation, sustainability, and knowledge of the region¿s natural and cultural resources; ¿ Preserve subsistence opportunities and other historic traditions and practices; ¿ Interpret and communicate about the region¿s unique and internationally significant resources and values; ¿ Provide opportunities for cultural connections and knowledge exchange. To meet its goals, the SBHP funds projects that connect people and activities in the Beringia region. Proposed projects may be research-focused, community-based, educational, cultural, or conservational. Every project must demonstrate how it fulfills the goals of the SBHP.

PROGRAM DESCRIPTION The U.S. Embassy Moscow Public Affairs Section (PAS) of the U.S. Department of State is pleased to announce funding is available through our Public Diplomacy Grants Program. This Annual Program Statement outlines our funding priorities, strategic themes, and the procedure for submitting requests for funding. Applications for programs are accepted on a rolling basis until the deadline (June 15, 2020). This deadline is necessary to provide sufficient time to process and award programs before the end of our fiscal year on September 30, 2020. Applicants may apply for funding between $500 and $24,000 (the small grants program). Using the same application, you may also apply for funding up to $75,000 (the large grants program), although the number of large grants awarded each year is extremely limited. Please carefully follow all instructions below. Please use the grant application document and budget template found on our website. Purpose of APS Grants: PAS Moscow invites proposals for projects that strengthen ties between the United States and Russia through concrete demonstrations of cooperation between our two peoples. All grant proposals must convey an element of American history, culture, or shared values. Competitive proposals should support a priority program area (see below). Competitive proposals should also include a connection with American expert/s, organization/s, or institution/s that will promote increased cooperation between the people of the United States and Russia even after the program has finished.

SEFER Center awards grants to support research projects in multiple disciplines on Russian Jewry. The subject of the research may comprise different aspects of Jewish history and culture within the territory of former Russian Empire during various historical periods from the ancient times till post-soviet contemporary period. The grant covers the entire variety of humanitarian and social areas (history, literature, linguistics, art history, education, philosophy, religion studies, sociology, political science etc.), as well as interdisciplinary studies. The Center provides researchers, teachers and PhD students with financial support for implementation of academic researches, preparation of monographs, articles and dissertation theses. The grant program is intended for researches from Russia and abroad, including Europe, USA and Canada, Israel and Australia.

Applicants may request up to $55,000 for projects aimed at fostering or expanding U.S.-Russian ties. All project activities and deliverables should be completed within twelve months and end before August 31, 2021. Projects proposing U.S.-Russia partnerships between previously unaffiliated organizations will be given priority consideration. Thematic areas for 2017 include social support and protection of citizens; protection of flora and fauna; promotion of animal welfare; promotion of philanthropy and voluntarism; youth development; public health and promotion of healthy lifestyles; preservation of cultural identities and language; adaptation of migrants; medical and social rehabilitation; and promotion of economic and labor mobility.

The U.S. Embassy in Moscow (PAS Moscow) of the U.S. Department of State invites proposal submissions for a cooperative agreement to design and implement a new program designed for newly-graduated Russian high school students. The program will provide a "gap year" experience for young Russians and offer an opportunity to improve their English skills, study at an American community college campus and experience life with an American family. Each participant will go to the United States for a full academic year, starting in the fall of 2020. The award recipient will be responsible for all program elements, including recruitment and selection, securing visas, arranging travel, pre-departure orientation, placement, monitoring, and return to Russia. Competitive proposals should include approximately 80-150 participants and effectively utilize government resources to maximize the number of program participants, while still providing adequate health and safety, orientation services, and support services for participating students.

To advance this mission, SEE is accepting applications for its Independent Professionals Project Initiative. Through the initiative, grants of up to $2,500 will be awarded to independent social initiatives designed to establish or strengthen collaboration between Russians and Americans across SEE's socially oriented thematic areas.
