The Office of Citizen Exchanges, Sports Diplomacy Division, of the U.S. Department of State's Bureau of Educational and Cultural Affairs (ECA) announces an open competition for the FY 2018 International Sports Programming Initiative (ISPI). U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3) may submit proposals to manage sports exchange projects designed to reach underserved youth and/or their coaches/sports administrators who manage youth sports programs. These exchanges between the United States and select countries will be reciprocal exchanges that employ sports to address the Sport and Social Change theme outlined below. The International Sports Programming Initiative uses sports to help underserved youth around the world develop important leadership skills, achieve academic success, promote tolerance and respect for diversity, and positively contribute to their home and host communities. Sports Diplomacy programs are an important tool for advancing U.S. foreign policy goals through interaction with hard-to-reach groups such as at-risk youth, women, minorities, people with disabilities, and non-English speakers. The focus of all programs must be on both male and female youth and/or their coaches/sports administrators. Programs designed to train elite athletes or coaches are ineligible under C.3 of this announcement. Other Eligibility Requirements are available within the full announcement.

The Public Affairs Section of the U.S. Embassy in New Delhi (PAS New Delhi) seeks proposals for a project entitled "Leadership through Sports for Jammu and Kashmir." The project, a week-long workshop for local community leaders in the sports field from Jammu and Kashmir, will share best practices on how to build sports and leadership programs in underserved communities. The grantee will identify five American sports mentors/coaches (three female and two male) and bring them to New Delhi to implement the week-long program for 20 local coaches, school administrators, sports association leaders and sports administrators, at least half of whom are female. The American sports mentors/coaches should have experience working with disadvantaged/underserved populations on sports programs, and will focus on building capacity in sports and leadership program development. Upon completion of the week-long workshop, the grantee will organize and oversee a six-month virtual mentoring program between the American sports mentors/coaches and the participants. Sports Diplomacy programs can be an important tool for advancing foreign policy goals and connecting with audiences with whom traditional diplomacy proves challenging, including at-risk youth, women, minorities, people with disabilities, and non-English speakers. Sports Diplomacy enhances cross-cultural understanding and opens new avenues of dialogue and collaboration between individuals and nations. In support of U.S. Department of State foreign policy objectives, ECA's sports diplomacy programs create both people-to-people and institutional linkages through sport. The Office of Citizen Exchanges welcomes proposals that directly respond to the Sport for Social Change theme outlined below. The award recipient will be responsible for planning, overseeing, and/or implementing the exchanges including the administration of at least four two-way exchange programs.

The Office of Citizen Exchanges, Sports Diplomacy Division, in the Bureau of Educational and Cultural Affairs announces an open competition for the FY 2018 Global Sports Mentoring Program (GSMP). U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3) may submit proposals to conduct two separate month-long professional development mentorship programs, Sport for Community GSMP and the espnW GSMP, and a reciprocal overseas exchange involving approximately 80 international and American participants in total. By empowering women and people with disabilities, the GSMP directly supports U.S. foreign policy goals, promotes social inclusion, and elevates the status of marginalized populations. Through the mentorship experience, the GSMP encourages mutually beneficial relationships between American sports executives and leaders in the sports sector overseas. Further, the GSMP engages alumni from previous years through sustained U.S. Embassy relationships, follow-on individual grants, and monitoring and evaluation. Tapping into the power of public-private partnerships and founded on participant-led business plans, the GSMP positively impacts communities at home and abroad and creates a more secure and democratic global playing field for all.

The Office of Citizen Exchanges of the Bureau of Educational and Cultural Affairs announces an open competition for the FY 2014 SportsUnited International Sports Programming Initiative. Public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501c3 may submit proposals for exchange projects designed to reach underserved youth and or their coaches sports administrators who manage youth sports programs.

PAS Kabul invites all eligible organizations (see Section C for Eligibility Requirements) to submit a proposal for the development, coordination, and implementation of monthly Afghan National Police (ANP) Community Outreach Events in the following 20 provinces of Afghanistan: Ghazni, Paktika, Bamiyan, Farah, Faryab, Kunar, Jowzjan, Laghman, Nuristan, Takhar, Urozgan, Zabul, Baghlan, Paktia, Khost, Kandahar, Helmand, Sar-e Pol, Logar, and Nimroz. Community Outreach Events will be conducted in coordination with the Ministry of Interior and consist of spectator-friendly sports tournaments, followed by engagement meals between ANP and members of the local communities in which they serve. Tournaments will primarily feature cricket and football, but may include other sports depending on popularity in each province.

The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects to address the potential negative human rights and labor rights impacts of international mega-sporting events.

The U.S. Embassy to Cuba Public Affairs Section (PAS) of the U.S. Department of State is pleased to announce that limited funding is available through the U.S. Embassy to Cuba Public Affairs Large Grants Program to support activities that promote U.S.-Cuba bilateral relations in the following three priority areas: 1) Increase entrepreneurship and economic opportunities, especially among youth and underserved communities; 2) Institutional linkages between academic or nonprofit organizations to enhance bilateral partnerships through the promotion of education, the access and use of technology, sports, and partnerships across the Americas. 3) Promote cultural exchange and enhance understanding of our shared history, traditions, and values through innovative means. Eligibility is limited to those who qualify to receive U.S. grants, and have the ability to develop and implement their proposed programs in Cuba. Promoting and improving English language education in Japan will increase U.S.-Japan exchange, a top priority of the Embassy of the United States. A 2012 report by the U.S.-Japan Conference on Cultural and Educational Interchange (CULCON) noted that inadequate English language proficiency among Japanese young people can discourage students from applying and may decrease their chances of admission to programs abroad. The Japanese Ministry of Education, Culture, Sports, Science, and Technology (MEXT) is working to strengthen English language education from kindergarten through university. The U.S. Embassy supports MEXT's goal of strengthening English language education by providing Japanese teachers of English with various Teaching of English to Speakers of Other Languages (TESOL) training programs to improve their English teaching, with the ultimate goal of promoting more student exchange between the United States and Japan.

The U.S. Embassy Ankara, Public Affairs Section of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program to Support Shared Security, Strengthen Economic Prosperity or Reinforce U.S. - Turkish Shared Values. Priority Region: Projects located outside Turkey's largest cities are considered stronger. Program Objectives: * Support Shared Security - Projects that support and advance cooperation between the U.S. and Turkey on defeating ISIS/Daesh and other extremist groups; projects in Turkey that support advancing stability in Syria; all facets of counterterrorism efforts; and transnational crime. Also projects that support and advance cooperation between the United States and Turkey in NATO and other multilateral security organizations. * Strengthen Economic Prosperity - Projects which promote trade and investment with the United States, and support entrepreneurship and innovation. Projects which support science, technology, engineering, and math (STEM) education among Turkish youth. * Reinforce U.S.-Turkish Shared Values - Projects which build mutual understanding and promote U.S.-culture, including American Studies, English teaching/learning, music, art, sports, and education, and encourage study in the United States. Also projects that support human rights, women's and youth empowerment, LGBT rights, diversity, acceptance of minority groups, and other areas of mutual interest that promote freedom and democracy.
