This Request for Information (RFI) is a preliminary call for expressions of interest to partner with the USAID/Kyrgyz Republic Mission in its work to support the Kyrgyz Republic to improve long-term detection, treatment, and prevention of Tuberculosis (TB), especially drug resistant tuberculosis (DR-TB). The responses from this RFI will aid USAID in the follow-on design of its Defeat TB Program. Interested parties should provide a short (3-7 pages) expression of interest, addressing the issues and questions discussed below, and offering initial ideas (not in detail) of 1) how they would propose expanding TB detection, treatment, and prevention successes in the Kyrgyz Republic and support implementation of the WHO End TB Strategy; and 2) help achieve the strategic goals of the USG Global TB Strategy (2014-2019), and the National Action Plan for Combating MDR-TB (NAP).

USAID/Yemen intends in the near future to issue a solicitation for a program(s) to mitigate conflict, strengthen social cohesion, promote the peaceful resolution of differences while capitalizing on stabilization opportunities in Yemen. USAID will seek innovative and flexible methodologies through co-creation and collaboration to support learning and small-scale activities that strengthen the ability of local institutions and organizations to serve as neutral arbitrators and meet citizen's needs in ways that mitigate the conflict, strengthen social cohesion and promote the peaceful resolution of differences while capitalizing on stabilization opportunities. USAID believes critical to the success of this program is the implementation of regular and iterative conflict analysis, using this information to learn and adapt designed community-based, capacity building and conflict mitigation initiatives. USAID also believes broadening the capacity of Yemeni civil society to conduct these types of identified interventions as well as partnering with government bodies to identify and address community priority needs is integral to this work. Activities will need to be conducted in areas where implementing partners and third party monitoring and verification mechanisms have access and the ability to operate.

The U.S. Embassy Small Grants Program is designed to support civil society in Kazakhstan and advance the interests and will of Kazakhstani citizens. Project proposals must address one of the following themes: Theme 1: Promote respect for Human rights including diversity, tolerance, inclusion and youth empowerment. Theme 2: Enhance rule of law and cooperation between the government and civil society. Theme 3: Advance gender equality. Theme 4: Promote a culture of civic responsibility. Theme 5: Freedom of Media and expanded access to information, including through new media. Theme 6: Emphasize innovation in public education, health, environment; energy and public/private partnerships.

The U.S. Embassy to Kazakhstan plans to provide the opportunity for broadcast, print, and online journalists from at least six cities of Kazakhstan to gain skills in English language required for their professional needs. We envision holding classes in Astana, Almaty, Aktau, Karaganda, Kostanay and Shymkent, although prospective grantees may propose alternate or additional cities in their proposals. As an additional benefit, we expect the courses will help journalists in each participating city to establish good working relationships with each other and expand professional networks that they can use to share information and skills.

The Bureau of Democracy, Human Rights and Labor (DRL) announces a Request for Statements of Interest (RSOI) from organizations interested in submitting Statements of Interest (SOI) outlining project concepts and capacity to manage programs that will contribute to stabilization in Iraq by advancing human rights and rule of law; promoting reconciliation, accountability, and atrocities prevention; strengthening effective governance and increasing political participation; and protecting and empowering women, youth, and marginalized populations, including ethnic and religious minorities. PAS Islamabad invites all eligible organizations (see Section C for Eligibility Requirements) to submit proposals for grants to effectively counter violent extremism with evidence-based research as specified in this NOFO. This year's CEO NOFO seeks to address a major challenge to creating and sustaining effective CVE programs in Pakistan: the gap between CVE research and analysis (R&A) and program design that includes a monitoring and evaluation (M&E) element. This NOFO seeks to minimize the gap by sponsoring reliable, high-quality community-focused R&A that directly informs CVE program design, especially in the underserved regions of Pakistan most susceptible to violent-extremist (VE) messaging and recruitment. To address the above identified gap, CVE practitioners will lead the R&A in order for it to translate into measurable programmatic goals and objectives, whilst also providing thematic oversight. CEO's NOFO is divided into two distinct but closely linked grant projects. This link between the two will be vital for project success. The first project calls for creating the Pakistan CVE Research Network, a larger and stronger cadre of Pakistani experts in CVE R&A and M&E as the launching platform for the second project.

The Office of Refugee Resettlement (ORR), within the Administration for Children and Families (ACF), announces that it will award one cooperative agreement for the creation of a national one-stop source or hub for refugee technical assistance (TA), under the Refugee Technical Assistance Program. This national hub will provide coordinated, innovative TA and training to ORR-funded state refugee programs and ORR-funded refugee service providers, filling gaps where no other such TA exists. The TA provider is expected to foster and engage with a network of subject matter experts in the field, through consultancy or sub-contractual relationships. The overall goal is to equip ORR-funded state refugee programs and ORR-funded refugee service providers with the specialized TA, resources and training needed to appropriately address barriers that refugees may encounter while trying to access community-based services, education, employment, and specialized care. The TA provider will respond to refugees' unique challenges and needs, and leverage the strengths, talents and capabilities of refugees and their resettlement communities through a strengths-based approach to TA. The TA provider is also intended to help ORR-funded refugee service providers measure the effectiveness of their programs and services, and develop communication strategies that reflect the impact of the refugee program. The TA provider will conduct regular needs assessments of the field to determine the areas of TA focus, which may include refugee self-sufficiency through employment, trauma-informed refugee health, refugee child and family wellbeing, and program evaluation.

The purpose of the Health Workforce Improvement Program (HWIP) is to address critical human resources challenges in Ethiopia's health sector. The program will build on the work carried out under the Strengthening Human Resources for Health (HRH) Cooperative Agreement (AID-663-A-12-00008) that was awarded to Jhpiego in 2012. The Health Workforce Improvement Program will work with the Ministry of Health (MOH) and Ministry of Science and Higher Education (MOSHE) at the national level and their respective structures at the sub-national levels (regional, zonal and woreda levels), Higher Education Institutes (HEIs) levels that provide healthcare education at national and sub-national, and targeted health worker professional associations to improve the quality of Ethiopia's health workforce. The focus areas of this Activity are: 1. Institutional and individual capacity building to improve the quality of pre-service education for priority clinical cadres to improve the competency of clinical health workers, 2. Improve the human resource for health management and regulation capacity of national and sub-national entities. The program will target program managers at MOH, Regional Health Bureau (RHB) and District Health Office; and faculty at HEIs, building their leadership, management and governance capacity for human resource development and management. 3. The National Council for Eurasian and East European Research (NCEEER) welcomes applications to its National Research Competition and Short Term Travel Grant programs for research on and travel to Eurasia and Eastern Europe. MENA governments - especially in Jordan, Lebanon, Morocco, and Tunisia - have undertaken important reform initiatives to modernize their public administrations and pass access to information laws. Several have applied to join the Open Government Partnership (OGP), an international initiative that aims to leverage capabilities of new technologies to strengthen participatory governance and fight corruption. Further actions are required to sustain this progress and implement open government principles that foster civil society collaboration with government. This project will assist governments in developing action plans to improve management and governance activities such as: budgeting, human resources management, regulatory practices, public integrity, public procurement, digital government, open government and data, risk management, and innovations. By focusing on public governance areas and creating inclusive economies and societies, this project will guide governments to benchmark their countries' progress on public sector reforms at the national and regional levels, and to compare them against international standards. Additionally, it will create the first MENA long-term strategic partnership and governance network for policy dialogue and exchange of good practices. Finally, it will deliver ad hoc policy recommendations to advance public sector reform agendas in specific sectors at the national or regional level with a focus on policies pertaining to women and youth.

The United States Agency for International Development (USAID), through the Regional Contracting Office in Kyiv, Ukraine is seeking applications from qualified U.S. or Non-U.S. non-profit or for-profit Non-Governmental Organizations (NGOs), and other qualified non-USG organizations for funding of an activity entitled "Ukraine National Identity Through Youth (UNITY) Activity." The purpose of the Activity is to foster vested ownership among young people in Ukraine's democratic, European future by further mobilizing youth leadership of a values-based conception of Ukrainian identity grounded in innovation, engagement, and pluralism. This will be achieved through the following interconnected objectives: 1) Youth innovation, entrepreneurship, and career preparedness expand economic opportunities; 2) Youth broaden their engagement in civic and community problem-solving; 3) Youth drive Ukraine's pluralism and respect for diversity; and 4) Research and learning on youth-related data, trends, and approaches inform youth policy and programming.

The overall purpose of this five year activity is to strengthen outcome measurements, learning and accountability systems in order to provide quality data and synthesized information for planning, implementation, policy development and decision making. This should be achieved through working with county governments and other development partners. The activity should work within the county health sector's coordination framework at the focal counties to ensure that it promotes rational and harmonized support that takes into account other donor support towards the strengthening of outcome measurements, learning and accountability systems.

The overarching purpose of this workshop is to validate the results of interviews conducted with different stakeholders. Stakeholders attending the workshop will include individuals interviewed and other health experts from throughout the Guatemalan health sector. USAID staff will present the global context that shapes the Agency's approaches to inform the workshop's discussions. The workshop will help HEO: 1) Validate that interviews accurately captured stakeholders' opinions and ideas about where and how USAID should focus its future nutrition and health activities; 2) Ensure that proposed interventions are feasible within the Guatemalan context; and 3) Ensure alignment with USAID high impact practices.

PM/WRA is inviting eligible organizations to submit applications for open source data collection projects focused on identifying instances of small arms and light weapons and conventional ammunition being illicitly diverted from state-controlled stocks in Central and South America, North Africa/the Maghreb, West Africa, the Sahel, East Africa, the Balkans, Moldova, Georgia, Ukraine outside of contested areas, and the Philippines and producing weekly reports summarizing the cases. This project should focus on cases outside of active conflict zones and leverage both English and local language information sources.

The Bureau of International Labor Affairs (ILAB), U.S. Department of Labor (DOL, or the Department, or we), announces the availability of approximately $4 million total costs for one or more cooperative agreements to fund a technical assistance project(s) in El Salvador, Guatemala, and Honduras to improve labor market efficiency and performance. The project intends to improve labor market efficiency by assisting governments in all three countries develop labor market information (LMI) systems that publish reliable, comprehensive, and current LMI in user-friendly formats. The LMI systems are expected to: 1) enable educational and workforce training providers to help job-seekers and youth develop in-demand job skills, 2) help businesses more easily identify and hire qualified workers, and 3) enable governments to craft effective labor market policies. The project will also support LMI systems that generate data that are comparable across all three countries. The applicant must work with the official statistical agency in each country on the collection and validation of data and with those or other agencies on the analysis and dissemination of LMI, as appropriate for each country context.

This NOFO will support implementation and acceleration of comprehensive HIV prevention, care, and treatment programs for HIV/AIDS epidemic control in Fort Portal Region of Uganda. This will entail implementation of comprehensive HIV/AIDS services in line with the new WHO guidelines,including targeted HIV testing services (HTS) to find more people living with HIV (PLHIV), especially men and key and priority populations (KP/PP) through HIV care and treatment; TB/HIV prevention, diagnosis, and treatment;elimination of Mother-to-Child Transmission (eMTCT); Voluntary Medical Male Circumcision (VMMC); services for orphans and vulnerable children (OVC); and associated laboratory and strategic information (SI) services through a health systems strengthening approach. Additionally, the recipient will work closely with the Ministry of Health (MOH) to strengthen the technical capacity of regional structures and District Health Teams (DHTs) for an effective public health decentralized HIV/AIDS response. Expected outcomes include improved access,coverage, and quality of HIV services ensuring 90% of PLHIV know their status;90% of people diagnosed with HIV infection receive antiretroviral therapy (ART); and 90% of those on treatment are virally suppressed.

Timely and reliable laboratory data are an essential component of a well-functioning national health system. This FOA will support strengthening the quality, accessibility, and sustainability of the NHLS across a six-tiered network, i.e., at the national, zonal, regional, district, health center, and dispensary levels. Technical assistance will focus on improving the quality assurance of HIV rapid testing, TB microscopy and GeneXpert; Early Infant Diagnosis (EID) and Viral Load (VL) testing; establishment and maintenance of efficient sample referral system and transport networks; implementation of laboratory Quality Management Systems; implementation of Laboratory Information Management Systems; scale up of EID and VL monitoring programs; quantification and forecasting of laboratory commodities; HIV Drug Resistance Surveillance; and, effective use of laboratory data for program management.

The National Endowment for Democracy is a private nonprofit foundation dedicated to the growth and strengthening of democratic institutions around the world. Each year, the endowment makes more than twelve hundred grants to support the projects of nongovernmental groups abroad that are working for democratic goals in over nineties countries. To advance this mission, NED is seeking proposals for projects that advance democratic goals and strengthen democratic institutions. Grants of up to $50,000 over twelve will be awarded in support of nonpartisan programs that seek to promote and defend human rights and the rule of law, support freedom of information and independent media, and promote accountability and transparency. To be eligible, applicants must be nongovernmental organizations, including civic organizations, associations, independent media, and other similar groups. Applications are encouraged from organizations working in diverse environments, including newly established democracies, semi-authoritarian countries, highly repressive societies, and countries undergoing democratic transition.

The international community is committed to ending the AIDS epidemic by 2030 and achieving the following interim targets: 90 percent of people living with HIV (PLHIV) know their status, 90 percent of those with HIV are on treatment, and 90 percent of those on treatment are virally suppressed by 2020. As PEPFAR resources are limited, effective partnerships continue to be critical in ultimately achieving epidemic control. CDC has partnered with the WHO since the inception of PEPFAR, and is able to draw on the WHO’s comparative advantage to issue international health guidelines and standards. This NOFO will strengthen public health capacity and guidelines to fast track HIV programs down to the district level in PEPFAR supported countries to achieve the 90-90-90 targets and move towards ending the AIDS epidemic by 2030. Key areas of collaboration as guided by the Joint Strategic Framework on the WHO and PEPFAR cooperation on HIV/AIDS include: prevention, care and treatment scale up, integrated service delivery, strengthening health systems, strategic information, and country support.
