Partnerships for International Research and Education (PIRE) is an NSF-wide program that supports international activities across all NSF supported disciplines. The primary goal of PIRE is to support high quality projects in which advances in research and Education could not occur without international collaboration. PIRE seeks to catalyze a higher level of international engagement in the U.S. science and engineering community. International partnerships are essential to addressing critical science and engineering problems. In the global context, U.S. researchers and educators must be able to operate effectively in teams with partners from different national environments and cultural backgrounds. PIRE promotes excellence in science and engineering through international collaboration and facilitates development of a diverse, globally-engaged, U.S. science and engineering workforce.

This year-long program will help educate young BiH students about the basic concepts of democratic society, justice, human rights, tolerance, the BiH constitution, and the various levels of government in the country. The budget of project proposals should not exceed $400,000 and the timeframe for this program is from early May, 2016, to October, 2017. Project proposals will be evaluated by the U.S. Embassy based on compliance with proposal guidelines and mandatory components, evidence of clearly formulated goals and target groups, low project implementation costs, project sustainability, and capacity to carry out the project throughout Bosnia and Herzegovina.Deadline for submission of proposal/supporting documentation is March 31, 2016.

The Study of the U.S. Branch, Office of Academic Exchange Programs, Bureau of Educational and Cultural Affairs (ECA), invites proposal submissions for the design and implementation of five different Study of the U.S. Institutes for Scholars and Secondary Educators to take place over the course of five to six weeks at U.S. academic institutions beginning in June 2016, pending the availability of FY 2016 funds. These Institutes should provide multinational groups of experienced foreign university educators, scholars, teachers, and other professionals with a deeper understanding of U.S. society, culture, values, and institutions. Four of these Institutes will be for groups of 18 foreign university level faculty, focusing on the themes of Journalism and Media, U.S. Culture and Society, U.S. Foreign Policy, and U.S. National Security Policymaking, each with a total duration of six weeks.

The National Marine Fisheries Service Southeast Region (Fisheries Southeast Regional Office) is seeking proposals under the Gulf of Mexico B-WET Program. The Gulf of Mexico B-WET program is a competitive, environmental education, grants program that promotes locally relevant, experiential learning in the K-12 environment. Funded projects provide Meaningful Watershed educational Experiences (MWEEs) for students, related professional development for teachers, and help to support regional education and environmental priorities in the Gulf of Mexico. 

E3ED_Higher Education Partnerships Incentive Fund - The primary objective of the Higher Education Partnerships activity is to develop the capacity of developing country higher Education institutions (HEIs) through partnerships between at least one U.S. and one developing country HEI. Partnerships may take multiple forms, including networks, consortiums, system to system, or individual institutions. The intention is to make multiple awards that support partnerships in multiple countries.

Higher Education Partnerships - Paraguay is design to accelerate institutional capacity development through partnerships and innovation between higher Education institutions (HEIs) in the United States (U.S.) and partner countries that have a USAID presence. Specifically to strengthen the capacity of local higher Education institutions (universities and training centers) to address gaps in the area of rule of law, while building a culture of lawfulness necessary for Paraguay to embark on its journey to self-reliance.

The Public Affairs Section (PAS) of the U.S. Embassy in Tbilisi, Georgia invites U.S. and Georgian universities, educational institutes and non-profit/non-governmental organizations to submit proposals for a one- to two-year project to improve the standards of Georgian academic research in Georgian universities and educational institutes, and to encourage greater interaction between Georgian academic researchers, civil society, and government policy-makers. The project is meant to strengthen the quantitative and qualitative research skills and the academic writing of young Georgian scholars; raise Georgian scholarship to an international standard; and encourage the publication of Georgian scholarly research in Western academic and/or in Georgian peer reviewed journals in areas directly related to: domestic policy issues (i.e. health care, education, environment, civil service/personnel issues, local government, etc.) and comparative analyses (U.S.-Georgian). The proposal may also include teaching academic English and updating Georgian research library capacities and resources.

The Raechel & Jackie Foundation, a nonprofit organization that works to inspire and enrich the lives of youth in Central America through recreation, the arts, and innovative educational experiences, is accepting grant applications for its 2013 funding cycle. Grant applications are invited from charitable organizations working to provide children in Central America with innovative educational experiences that align with the RJF mission. The foundation seeks to partner with community-based organizations and community-driven projects in Central America that provide resources to educate and provide opportunities that enable youth to address environmental concerns, foster personal growth, and encourage positive lasting change in their communities. Applicant organizations should provide services that meet the needs of children; provide holistic support for children's development that nurtures their voice, leadership capabilities, and active participation in decisions that affect their lives; have a history of effective actions spanning at least three years; demonstrate consistency in their mission, goals, and strategy; propose feasible and innovative projects that closely align with RJF's mission; and demonstrate community interest in implementing the project/program.

The U.S. Embassy in Belmopan, Belize announces a notice of funding opportunity (NOFO) to strengthen citizen security by focusing on job creation and providing alternative activities and better education for youth at higher risk of gang affiliation and/or engaging in criminal activity. Contingent upon the availability of funds and quality of proposals, U.S. Embassy Belmopan intends to issue three to five awards in an amount not to exceed $900,000 in total funding. Each award will be for an amount between $100,000 and $400,000. Project periods should not exceed two years, and the anticipated start date for successful proposals is September 30, 2015. This funding will support U.S. Government objectives under the Central America Regional Security Initiative (CARSI) to target the underlying factors contributing to violence and crime in Belize. Project proposals should address at least one of the following project objectives: 1) Providing job creation opportunities for youth and marginalized communities as an alternative to crime and violence; 2) Providing youth and marginalized communities with productive alternative activities that increase education and leadership opportunities; 3) Improving the educational quality or curriculum for high school youth in Belize, especially those in underserved communities. The Office of Global Educational Programs of the Bureau of Educational and Cultural Affairs, U.S. Department of State, is pleased to announce an open competition for proposals to advance the Bureau's objectives of mutual understanding between the people of the United States and those of other countries, specifically through greater U.S. student mobility, through the administration of the FY 2015 Capacity-Building Program for U.S. Undergraduate Study Abroad. This competition is a component of the Department's engagement on expanding and diversifying U.S. study abroad through its new U.S. study abroad unit. Under this cooperative agreement, the selected recipient will provide administrative support services, monitoring, evaluation, and programmatic advising and support to sub-recipients for the execution of ECA's FY 2015 Capacity-Building Program for U.S. Undergraduate Study Abroad. In close consultation with ECA, the recipient will run a nationwide competition to provide awards averaging approximately $50,000 to between 17 to 20 accredited U.S. higher Education institutions (HEIs) to create or expand their U.S. study abroad programs under outlined diversity goals. None of the funding may be used for student scholarships. The recipient will monitor the fiscal and programmatic progress of sub-recipients and their projects with regular reporting of results to ECA. The Capacity-Building Program for U.S. Undergraduate Study Abroad should be designed to create or expand the capacity of U.S. HEIs to administer study abroad programs under diversity goals, whether broadening the student population who studies abroad and/or the destinations in which they study. It is also intended to allow U.S. institutions to collaborate with and help expand the capacity of overseas HEIs to provide academic programs for U.S. undergraduate students.

The Public Affairs Section of the U.S. Embassy to the Kingdom of Saudi Arabia is now accepting proposals for a new grant called the Saudi-American Educational and Cultural Initiative Grants (SAECIG) and is for Saudi and U.S. non-governmental and community organizations, universities, entrepreneurs, cultural organizations or qualified individuals who propose to work together to develop or expand Educational, professional and cultural exchange activities and promote dialogue and partnership between the people of the United States and the Kingdom of Saudi Arabia. The new grant will support innovative forms of collaboration to expand the diversity of activities in the U.S.-Saudi partnership and develop the next generation of leaders, especially among youth, young professionals and women, and to promote mutual understanding and respect through long-term partnership and cooperation between our two countries.

The Neotropical Grassland Conservancy donates equipment and money to local scientists and direct conservation projects and educational programs. Our philosophy promotes cost-effective ways to impact conservation of grasslands, empowers local people and launches careers, and creates a valuable network of promising scientists and students. We are dedicated to: (1) conservation - promoting the conservation of savannas, gallery forests, wetlands, and associated ecosystems in Central and South America, and (2) collaboration - fostering mutually beneficial collaboration between North American and Central and South American scientists and institutions by providing shared scientific and educational opportunities. The Research Equipment Program provides basic science equipment to scientists and students in the American tropics to assist their research opportunities and education. Many outstanding researchers need essentials such as microscopes, GPS units, mist nets, video cameras, binoculars, and science textbooks. Equipment is either donated or purchased and sent to Latin America at relatively little expense. The intent of the program is that donated equipment and literature be of general use to a variety of projects, students and researchers. 

A program of the U.S. Department of State, Bureau of Educational and Cultural Affairs, the Critical Language Scholarship (CLS) Program offers intensive summer language institutes in thirteen critical foreign languages. The selection process is administered by American Councils for International Education with awards approved by the U.S. Department of State, Bureau of Educational and Cultural Affairs.

The Office of Citizen Exchanges, Youth Programs Division, of the Bureau of Educational and Cultural Affairs (ECA) announces an open competition for the FY 2018 Jovenes en Accion (Youth in Action), an exchange program for Mexican high school students. U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3)may submit proposals to provide participants with a four-week summer exchange program in the United States focused on civic Education, community service, and youth leadership development and to support the implementation of service projects in their home communities. This program will be funded as a joint initiative between the U.S. Department of State, the Mexican government, and the private sector. U.S. Embassy Mexico City and the Mexican Secretariat of Public Education will recruit, screen, and select the participants. ECA funding will support U.S.-based activities for approximately 25 participants to take place during summer 2018. U.S. Embassy Mexico City anticipates additional funding to increase the total number of participants to approximately 75 students; proposals should indicate the applicant's ability in hosting approximately 75 students and managing funding from multiple sources. The Department reserves the right to reduce, revise, or increase proposal project configurations, budgets, and participant numbers in accordance with the needs of the program and the availability of funds.

The higher education activity objective is to increase the skilled, employable workforce in Malawi with emphasis on educating Adolescent Girls and Young Women

The endowment enhances women's empowerment and gender equity, an Intermediate Result in the current USAID/Afghanistan strategic framework, by assisting Afghan women in obtaining a university or graduate education, better enabling them to serve in positions of influence in the public and private sectors. The endowment merges with other Promote components to create a full suite of empowerment activities, supporting women from the beginning of their higher education through attaining a professional position. Establishing the endowment also preserves empowerment successes by sustaining long-term educational assistance.

The Office of Citizen Exchanges, Youth Programs Division of the Bureau of Educational and Cultural Affairs (ECA) announces a FY 2018 open competition for four distinct, single-country Youth Leadership Programs with Algeria, Iraq, the Philippines, and Russia. U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to provide youth with four-week exchanges in the United States focused on the primary themes of civic Education, leadership development, respect for diversity, and community engagement and to support the implementation of service projects in their home communities. Each program, with the exception of the Youth Leadership Program Russia, will also engage approximately 3-5 adult educators/community leaders in programming alongside youth participants. Competitively selected U.S. secondary students will join participants in U.S.-based exchange activities on the Algeria and Iraq programs. It is the Bureau's intent to award four separate cooperative agreements (one per program), for an estimated total of approximately $3,780,000 (one base year plus two Non-Competitive Continuations per program, pending the availability of funding. The Sparkplug Foundation primarily provides grants to start-up nonprofit organizations or new projects of established nonprofits that are addressing the fields of music, education, and community organizing. In the Music category, the Foundation supports emerging professional musicians or music-development programs. In education and Teaching, the Foundation funds projects that deal with "the whole student" and with learning as a community activity. Through Community Organizing, the Foundation encourages activist strategies for addressing institutional injustices and for building a just society. The current focus is on ground-level community organizing at the intersection of utilities and energy infrastructure, housing and community resources, and racial justice. The Foundation also provides limited support for projects in Israel that involve Palestinian communities. The first step in the application process is to complete the online questionnaire by March 28, 2018. However, should both parties consider the results of this exchange to be positive - and also subject to availability of funds - we may agree to renew this NOFO for up to two additional years. We are seeking for proposals for the development and implementation of a ten-day exchange program in the U.S. for 27 Brazilian awarded public school principals who will travel accompanied by an education leader assigned by the National Council of State Secretaries of education (CONSED). Participants in this exchange are the Brazilian public school principal winners (one from each of the 26 Brazilian states, and the Federal District) of the National Public School Management Award (Prêmio Gestão Escolar - PGE). This exchange program in the U.S. should provide participants with a comprehensive understanding of the different high school models present in the U.S. educational system, synergies and potential areas for collaboration and follow-on initiatives. U.S. Embassy Brasília-Brazil reserves the right to fund any or none of the applications submitted and will determine the resulting level of funding for the award. The authority for this NOFO is found in the Foreign Assistance Act of 1961, as amended.

The U.S. Embassy Baku Public Affairs Section (PAS) is pleased to announce that funding is available through its Annual Program Statement. U.S. Embassy Baku's Annual Program Statement solicits proposals for projects that further the U.S. Mission's public diplomacy goals of expanding and strengthening people-to-people ties between Azerbaijan and the United States, engaging with local media, and building and strengthening local partners through the specific objectives listed. Public diplomacy programming includes cultural programming, educational exchanges, workshops and training for entrepreneurs, English-language programming, innovation in and improvement of education systems, promoting science, technology, engineering and math (STEM) education, and promoting professional journalism. All programs must include a connection with American culture, expert(s), organization(s), or institution(s) in a specific field that will promote increased understanding of U.S. policies and perspectives.
