The Public Affairs Section of the U.S. Consulate General in Kolkata (PAS Kolkata) seeks proposals for a project entitled "anti -TIP International Youth Champions Conclave." The program will bring together 40-50 university youth leaders from U.S., India, Nepal, Bangladesh, and Bhutan to the American Center in Kolkata to collaborate during a three-day, intersectional workshop on TIP issues: * Intergenerational: Focusing on the importance of youth and university students to engage in anti-trafficking efforts, including awareness raising through campaigns and social media, internships, exchange programs, etc. * Inter-sectoral: Focusing on the "all hands on deck" approach to combat trafficking, including the private sector, engineers, graphic designers, media etc. * International: Focusing on the need for cross-country partnerships and information exchange. The Office of Citizen Exchanges, Sports Diplomacy Division, in the Bureau of Educational and Cultural Affairs announces an open competition for the FY 2018 Global Sports Mentoring Program (GSMP). U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3) may submit proposals to conduct two separate month-long professional development mentorship programs, Sport for Community GSMP and the espnW GSMP, and a reciprocal overseas exchange involving approximately 80 international and American participants in total. By empowering women and people with disabilities, the GSMP directly supports U.S. foreign policy goals, promotes social inclusion, and elevates the status of marginalized populations. Through the mentorship experience, the GSMP encourages mutually beneficial relationships between American sports executives and leaders in the sports sector overseas. Further, the GSMP engages alumni from previous years through sustained U.S. Embassy relationships, follow-on individual grants, and monitoring and evaluation. Tapping into the power of public-private partnerships and founded on participant-led business plans, the GSMP positively impacts communities at home and abroad and creates a more secure and democratic global playing field for all.

Marawi Response project seeks to advance durable solutions for individuals displaced by the Marawi crisis (IDPs) in a manner that reduces the threat of conflict and extremism. Through the project, USAID seeks to implement locally-driven and community-centered approaches that enable IDPs to participate in their own recovery and be active contributors to the social and economic development of their communities. By doing so doing so, USAID intends to simultaneously reduce the threat of conflict and extremism and bolster the leadership of Women and girls in communities in and around Marawi.

The Office of Citizen Exchanges, Sports Diplomacy Division, of the U.S. Department of State's Bureau of Educational and Cultural Affairs (ECA) announces an open competition for the FY 2018 International Sports Programming Initiative (ISPI). U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3) may submit proposals to manage sports exchange projects designed to reach underserved youth and/or their coaches/sports administrators who manage youth sports programs. These exchanges between the United States and select countries will be reciprocal exchanges that employ sports to address the Sport and Social Change theme outlined below. The International Sports Programming Initiative uses sports to help underserved youth around the world develop important leadership skills, achieve academic success, promote tolerance and respect for diversity, and positively contribute to their home and host communities. Sports Diplomacy programs are an important tool for advancing U.S. foreign policy goals through interaction with hard-to-reach groups such as at-risk youth, women, minorities, people with disabilities, and non-English speakers. The focus of all programs must be on both male and female youth and/or their coaches/sports administrators. Programs designed to train elite athletes or coaches are ineligible under C.3 of this announcement. Other Eligibility Requirements are available within the full announcement.

Funding Opportunity Description The Public Affairs Section of the Embassy of the United States (U.S. Embassy) in Chile is pleased to announce the availability of funding for public diplomacy programs with Chile. This initiative was developed to support projects proposed by U.S. and Chilean cultural, educational, and other non-profit organizations and/or individuals that fulfill U.S. Embassy goals and objectives: to promote greater understanding of the United States and to foster academic, cultural, and other people-to-people exchanges between the United States and Chile. The Public Affairs Section is particularly interested in projects that support increasing academic and cultural exchanges between the United States and Chile, increasing social inclusion, fostering entrepreneurship and innovation, expanding English language proficiency, cooperating in science and technology, and advancing excellence in journalism. We are looking for proposals with outstanding cultural, educational, and exchange merit that involve geographically, demographically, and socio-economically diverse audiences in Chile.

The most recent survey by the Moroccan High Commission for Planning, published in 2011, found that 62.8 percent of women aged 18 to 65 had experienced physical, psychological, sexual, or economic violence within the prior 12 months. Further, 55 percent of women surveyed reported domestic violence and 13.5 per cent reported family violence. Less than 3 percent of women who had experienced domestic violence had reported it to the authorities. Both national and international civil society reports indicate that of women who do report abuse to authorities, many do not receive the assistance required by existing Moroccan law and procedure. This has been attributed to a lack of a clear legal framework specific to gender-based violence (GBV) - draft law 103-13 on combatting violence against women remains pending - as well as social stigma, and limited awareness and implementation of existing GBV protections and reforms. The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that help combat gender-based violence in Morocco. DRL's objective for this program is to enhance the ability of Moroccan government and civil society stakeholders engaging on GBV to advance survivor-centered protections. All proposals should include efforts that bring together key stakeholders, including justice and security sector actors, to promote effectiveness and accountability in gender-based violence prevention and response. Eligible topics for projects are broadly defined to include democracy and human rights, security and foreign policy issues, economic and civic development, and support for regional stability in Southeastern Europe. Typically grant awards range from $3,000 to $5,000, though some exceptional projects are funded up to $10,000, and supplement other funding. The deadline for submitting proposals is August 1, 2017. New grantees will be given priority over previous grantees. Funding for NGO grants is decided through a competitive application process, and each proposal is reviewed by an internal embassy committee. Eligibility for this NOFO is limited to: Slovenian not-for-profits/NGOs/social enterprises, Slovenian educational and research institutions and public entities.

The goal of the Guinea Financial Accountability Support (GFAS) project is to enhance Guinea's fiscal transparency and government accountability for budget expenditure programs. Specific project objectives include the following: facilitate the publication of government budget through the application of print and social media in partnership with CSOs and private sector partners serving as third-party reporters of fiscal and budget data; advocate for reliable, complete, publically available and timely budget data. This Activity will help support the Mission's overall development goal, as set forth in the 2015-2019 Country Development Cooperation Strategy (CDCS), which is "More Participatory Governance for a Healthier Guinea". The Study of the U. S. Branch (ECA/A/E/USS), Office of Academic Exchange Programs, Bureau of Educational and Cultural Affairs (ECA), invites proposal submissions from accredited U.S. post-secondary education institutions (community colleges, liberal arts colleges, public and private universities); U.S. public and private non-profit organizations; or consortia of organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) (see section C. Eligibility Information in the Notice of Funding Opportunity) for the design and implementation of twelve (12) Young Southeast Asian Leaders Initiative (YSEALI) Academic Fellowship Institutes. The Institutes should take place in the fall of 2018 and spring of 2019, pending the availability of FY 2018 funds. The YSEALI Academic Fellowship will provide up to approximately 250 undergraduate and recent graduates from throughout Southeast Asia with a foundation in one of three themes: Civic Engagement, Environmental Issues and Natural Resource Management, and Social Entrepreneurship and Economic Development. It is ECA's intent to award up to three Cooperative Agreements for the administration of up to twelve FY 2018 YSEALI Academic Fellowship Institutes.

The Edmond J. Safra Center for Ethics at Tel Aviv University is accepting applications for its 2018-19 post-doctorate fellowship program. The Center offers grants to outstanding researchers who study the ethical, moral and political aspects of markets, both local and global from all disciplines and fields, including economics, social sciences, business, the humanities and the law.

Programming funded under this NOFO will help to strengthen ties between the United States and Pakistan through programming that highlights shared values and promotes bilateral cooperation. To that end, all programs must include an American element or connection with American expert/s, organization/s, or institution/s in a specific field that will promote increased understanding of U.S. policy and perspectives. Proposals must include a clear plan to measure and evaluate the impact of the program. Preference will be given to proposals that include target audiences outside the urban centers of Islamabad, Karachi, Lahore, and Peshawar. Projects that engage partners in India and/or Afghanistan are welcome. SEFER Center awards grants to support research projects in multiple disciplines on Russian Jewry. These research projects may cover different aspects of Jewish history and culture within the territory of former Russian Empire during various historical periods from the ancient times till post-soviet contemporary period. The range can cover the entire variety of humanitarian and social domains (history, literature, linguistics, art history, education, philosophy, religion studies, sociology, political science etc.), as well as interdisciplinary studies. The Center provides researchers, teachers and PhD students with financial support for research projects, including fundamental or applied studies, monographs, articles and dissertation theses.

The Public Affairs Section at the U.S. Embassy Kuala Lumpur will help select the Malaysian partner institution and vet participants in the content production training. The U.S. Embassy Kuala Lumpur will be closely involved in the grant administration. The Embassy is seeking an organization with experience in creating CVE-focused programs and content in Malaysia to produce documentaries, podcasts, and social media posts effective in countering violent extremism. A successful proposal will integrate the training of a diverse collection of young, local talent to produce their own content effective in supporting CVE efforts. Specific Objectives: 1. Production of at least three documentaries (video, radio and/or online) focused on contemporary domestic/regional issues related to extremism in Malaysia. 2. The project should provide for the training of a diverse collection of Malaysian content designers, representing several backgrounds, to produce effective CVE-focused content. 3. The proposal should include a plan to publicize the content throughout the country in a wide variety of distribution channels including: a. National/regional media b. Road Shows c. Radio d. Online

The Council for European Studies is this year holding its 50th Anniversary meeting in Reykjavik, Iceland from the 22nd to the 24th of June 2020. The CES membership has traditionally been primarily centered around the Global North. On the occasion of its 50th anniversary, the Council for European Studies (CES) and the World Society Foundation (WSF) are committed to engaging participants from traditionally underrepresented  communities by awarding a limited number of travel grants covering airfare and accommodation to researchers from Africa, Asia, Latin America, Eastern Europe and the Middle East. The year 2020 marks a moment for reflection, given recent and ongoing changes in the boundaries of European citizenship, the fragile institutional arrangements of the European social model, the postcolonial analysis of Europe in the world, the population dynamics that define who is European, Europe's changing relationships with other regions and parts of world society, including the Global South, and the configuration of global hegemony. 

The special programme "Islam, the Modern Nation State and Transnational Movements" is aimed at researchers who, with an eye to current developments, are examining the emergence of political movements in the Islamic world at the national and/or transnational level. Historical studies are encouraged and supported, together with projects in the areas of religious, cultural or political science: What emancipatory, what modern elements does political Islam promise and integrate? What developments, what connections, what similarities in the key categories, interpretations and claims are to be drawn between pan-Arabism and pan-Islamism at the close of the 19th century and the movements of today? What historical self-descriptions are recognizable in the concepts? Via what specific ideas of communalisation can social radicalisation and mobilisation for violence be legitimised? The special programme takes a look at the dynamics between Islamic teachings, Islamism, nationalism and transnational orientations and environments. Scientific discussion of the countries and regions of the Islamic world should bring together expertise possessing regional and thematic focus in order to allow the problems associated with areas of conflict to be expounded upon, particularly with regard to global influences and processes of cultural exchange. Proposals will be supported that address the particularities and contexts of cultural and historical environments and relationships. The projects' deliverables should be able to make a contribution to diverse and expert discussions in public and political circles. Applications are invited for funding research scholarships and research projects. PhD scholarships are only granted in connection with a research project.

The Office of Refugee Resettlement's Unaccompanied Refugee Minors program within the Administration for Children and Families provides child welfare services and benefits to children eligible for placement, services and benefits under 8 U.S.C. § 1522(d)(2). As it exists today, the Unaccompanied Refugee Minors program provides such youth with the same range of child welfare benefits and services available to other foster children in the state of placement, including services identified in a state’s plans under titles IV-B and IV-E of the Social Security Act, such as associated independent living benefits and services. The existing program is funded through grants to states and is subject to state child welfare laws and regulations.The ATS URM program will provide time-limited transitional placement, benefits, and services to assist older youth eligible for the Unaccompanied Refugee Minors program to obtain the skills necessary for economic self-sufficiency and independent living.

The program will support efforts to promote constitutional reforms; accountability and oversight, including work with Parliament and around electoral and governance processes; human rights; civic engagement and citizen action; and social cohesion in the expectation that this will lead to improved accountable, democratic governance that serves an engaged citizenry.

The U.S. Embassy Panama announces a Notification of Funding Opportunity (NOFO) to promote sustainability and accountability in Panama with up to $1,500,000 in FY 2016 Economic Support Funds for a project period between 12-24 months; however, the Embassy will consider award periods of up to three years for exceptional proposals on a case-by-case basis. The anticipated start date for this activity is September 30, 2017. The U.S. Embassy Panama anticipates funding up to ten awards as a result of this NOFO. The focus for this funding opportunity is on governance, including the roles and responsibilities of civil society and the government. Successful proposals will develop projects aimed at: 1) strengthening civil society and democratic institutions in Panama; 2) strengthening the rule of law and government accountability and transparency; 3) prison reform programs; or 4) supporting the government's ability to deliver social services to underserved populations.

The workshop will bring together 40 young leaders (ages 20-35) from the Young Southeast Asian Leaders Initiative (YSEALI) network, from all ten ASEAN Member States (Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam.) Under the theme "A Generation of Advocates - Developing Issue-based Campaigns", the workshop will provide participants with digital literacy and communications skills, as well as skills to develop issue-based campaigns on transnational crime and security. Upon returning to their home countries, participants will implement follow-on projects using the skills they learned during the workshop. Eligibility for this NOFO is limited to not-for-profit organizations and social enterprises.
