Arab autocracy: Thank you and goodbye | The Economist - 0 views

  • Decades of repression have ensured that the opposition is quiescent in Egypt and virtually inaudible in Saudi Arabia. But they have also made these countries vulnerable to violent disruption. Transition in autocracies often means instability.
  • the closed political systems of Egypt and Saudi Arabia, the uncertainties of dynastic power-mongering and the corruption inherent in patronage-ridden autocracies still often leads to plotting at the top and frustration that could spill over into anger at the bottom. THE ANGRY ARAB: Tunisia's New Constitution Cements Autocracy - Consortium News - 0 views

  • Tunisia’s social fabric is different from that of most Arab countries: it has a sizable middle class and strong civil society. (Civil society in Tunisia — unlike in other Arab countries, including Lebanon and Palestine — is not confined to Western-funded NGOs, but includes progressive labor unions and civic associations like the Tunisian Association of Constitutional Law, which Saied  headed before assuming the presidency). 
  • By July 2021, Saied had suspended parliament in the wake of anti-government demonstrations.  He was fed up and wanted to rule by decree.  He was gradual in his extra-constitutional coup because he wanted to examine foreign reactions.  Naturally, Gulf regimes (which had not been pleased with his firm stance against normalization with Israel) quickly expressed support and sympathy because he was undermining the power of Islamists, who they view (outside of Qatar) as their mortal enemy, second only to Iran. 
  • In the case of Tunisia, there was significant indulgence to the coup of Saied. Western and Gulf governments find it easier — much easier — to do business with autocrats than with elected democratic leaders who need to navigate through complicated constitutional processes and pay attention to the wishes of the people.  A real Arab democracy would criminalize peace and normalization with Israel, and would restrain U.S. influence.

  • The new constitution lacks exactitude, allowing for the prolongation of the president’s term in the event of a “looming danger.” That term, (khatar dahim in Arabic) appears more than once in the new document.  But who would determine whether a danger is looming — or not — other than the president? In other words, the president designed a new constitution which would allow him to violate it for what he considers a “looming danger.”
  • Saied is now just one among many Arab autocrats, and his hold on power is facilitated by the regional tyrannical order controlled by the U.S. and Gulf regimes.  He dares not offend the Gulf monarchies and refrains from condemning the UAE alliance with Israel.  His top priority is to secure a veneer of electoral legitimacy in a country with falling voter turnouts.

The figure below shows the increasing durability of authoritarian regimes, particularly in the post-Cold War period. From 1946 to 1989, the average authoritarian regime lasted 12 years. Since the end of the Cold War, this number has increased to 20 years. Today, the typical autocracy has been in power for 25 years. From China (where the current regime has been in power for 66 years) to Jordan (69 years), and Belarus (21 years) to Zimbabwe (35 years), today’s authoritarian regimes are remarkably durable.

There is Nothing Inevitable About Dictatorships in Muslim States | Opinion - 0 views

  • former Egyptian president Hosni Mubarak, who ruled Egypt as an autocrat for three decades, appeared as a witness against imprisoned former Egyptian president, Mohammed Morsi, who was Egypt’s first freely elected leader. Besides being former Egyptian presidents, they had something else in common: their religious supporters both considered revolting against them to be a forbidden form of "khuruj ‘ala al-hakim" – "withdrawing from the ruler." This wasn’t just an idle sentiment; it was expressed by Ali Gomaa’, the-then Mufti of Egypt whose words I heard when in Cairo during the revolutionary uprising of 2011. “Khuruj ‘ala al-shar’iyya haram, haram, haram” – ‘exiting’ from [political] legitimacy is religiously forbidden, forbidden, forbidden.”

Why Muslim-majority countries need secular citizenship and law-making | openDemocracy - 0 views

  • once a political system is based on a religion, it is almost impossible to define the citizens who do not follow that religion as “first class.” In Iran and Iraq, rising legal and political influence of Shiism has led the discrimination against Sunni citizens, and in Pakistan and Egypt the opposite has happened, to a certain extent. Moreover, several Christian and non-Muslim minorities have faced discrimination by various means, including apostasy and blasphemy laws, in Sudan and Malaysia, among other cases.
  • Truly maintaining equal citizenship to all regardless of their religious identities is crucial for Muslim-majority countries to achieve democratization, consolidate the rule of law, and end sectarian and religious tensions.

  • In the twentieth century, secularist rulers adopted secular legal systems in Turkey, Iraq, Tunisia, and several other Muslim-majority cases. These assertive secularist regimes were mostly authoritarian. Therefore, they did not allow the law-making processes to be truly participatory. Secularism appears to be necessary but not sufficient for participatory legislation, too.
  • As my new book Islam, Authoritarianism, and Underdevelopment: A Global and Historical Comparison explains, there existed a certain level of separation between religious and political authorities in the first four centuries of Islamic history.That is why the first systematic book about “Islamic” politics was written as late as the mid-eleventh century. It was Mawardi’s The Ordinances of Government. The book argues that an Islamic government is based on a caliph (an Arab man from the Quraish tribe) to rule all Muslims. The caliph holds the entire political and legal authority and stays in power for life. The caliph delegates his legitimate authority to sultans, governors, and judges.The second book, which systematically defines an Islamic political system, was written in the early fourteenth century. It is Ibn Taymiyya’s Sharia-based Governance in Reforming Both the Ruler and His Flock. Instead of the one-man rule of a caliph, this book emphasizes the alliance between the ulema and the state authorities. Ibn Taymiyya interprets the only phrase in the Quran about authority, “uli’l-amr” (4:59), as referring to the ulema and the rulers (though other scholars have interpreted it differently).
  • To implement Mawardi’s idea of caliphate today would imply to establish an extreme autocracy. Ibn Taymiyya’s ideas are not helpful to solve modern political problems either. In fact, the ulema-state alliance is the source of various problems in many Muslim-majority countries.

Global Response to Coronavirus Exposes Governments' Fault Lines - 0 views

The difference is that in contrast to Arab autocracies, democracies may yet hold leaders accountable and implement lessons learned.

The Silencing of Writers in Turkey | The New Yorker - 0 views

Then he warned future writers, “Poetry might survive in a totalitarian age, and certain arts or half-arts, such as architecture, might even find tyranny beneficial, but the prose writer would have no choice between silence or death.”

  • Nothing is sadder than the emergence of opportunistic “journalists” and “writers” under authoritarianism. Some of these figures will be older writers who have not had the kind of success they want, and are determined to take advantage of the crackdown, with hopes of climbing fast. Others will be neophytes eager to reap benefits from darkness and chaos. In Turkey, we now have a cohort of such people, who publicly call for the arrest of their colleagues and celebrate when their wishes come true.

Late Populism: State Distributional Regimes and Economic Conflict after the Arab Uprisi... - 0 views

  • This note will briefly outline the notion of an Arab “variety of capitalism” characterized by the central role of a distributive state whose interventions lead to a deep, and at least in parts unintended, segmentation of business and labour markets into insiders and outsiders. It will explain how this model has led to economic stagnation and contributed to the uprisings of 2011 as well as how it has hobbled economic adjustment after the uprisings, both under anciens and new regimes. Its pessimistic conclusion is that distributional institutions in most Arab countries remain very sticky, having created powerful vested interests not only in business but also in society at large that undermine the negotiation of a new “social contract” – a concept that many are talking about but no one seems to be able to map out in any detail.

They themselves remain fixated on the public sector: protesters from marginalized communities have been asking for the provision of one government job per family, and unrest has been triggered by the removal of individuals from an official list promising government employment.

Chernobyl Has Become a Comforting Fable About Authoritarian Failure - 0 views

Beyond the dominance of the security sector in most Middle Eastern governments, it also boasts the world’s highest rates of military spending.
