Will Biden Help Revive the Arab Spring, Starting with Tunisia? - 0 views

  • Saied’s so-called emergency measures remain in place, and the U.S. State Department said Wednesday that no further action has been taken. “We are monitoring and engaged,” a State Department spokesperson told Foreign Policy. Some activists and regional experts say more concrete forms of pressure from the United States are needed. They say preserving democracy in Tunisia will be a test of U.S. President Joe Biden’s central commitment to what he has called a “defining question of our time”—that is, “Can democracies come together to deliver real results for our people in a rapidly changing world?” 
  • Critics like Dunne say the administration has fallen seriously short of what Blinken, in a major March 3 speech, said would be a new U.S. policy to “incentivize democratic behavior” and “encourage others to make key reforms … [and] fight corruption.”

Tunisia’s democratic survival is a test for the whole Middle East—and, indeed, could help provide a long-term solution to the ongoing problem of Islamist terrorism.

  • For decades, democracy promotion efforts have tended to focus on strengthening civil society and stimulating civic engagement as methods of encouraging the emergence of a democratic political culture. This is nowhere more present than in the Arab world. Between 1991 and 2001, some $150 million -- more than half of all U.S. funding for democracy-promotion in the Middle East -- went toward this goal. Yet the QWVS revealed that, in fact, civic participation in Qatar is actually associated not only with reduced support for democracy itself, but also with a disproportionate lack of the values and behaviors thought to be essential to it, including confidence in government institutions and social tolerance. In Qatar, the QWVS showed that civic participation cannot lead individuals toward a greater appreciation for democracy, for it is precisely those who least value democracy that tend to be most actively engaged.

  • Qataris who channel their social, economic, and political ambitions through participation in civic associations are disproportionately likely to be less tolerant of others, less oriented toward democracy and less confident in formal governmental institutions.   • Rather than undermining traditional society and the existing regime, these associations are simply an extension of them, with the most involved being those who benefit from it the most -- and who thus would stand to lose most from any revision of the political status quo. From here it is no great mystery why they tend not to have a strong appreciation -- in the sense of both normative support for and cognitive understanding of --democracy.

As the Middle East moves today through a post-uprising phase in which in which regimes are reconfiguring authoritarian practices in the context of highly mobilized societies, violent conflict that has caused massive levels of human displacement and suffering, climate change, the declining influence of the United States, the rise of Russia and Iran as important actors, and continued demands for neoliberal restructuring of political economies, there can be little question that the study of authoritarianism in the Middle East will continue to occupy the attention of students and scholars of the region.

Neither Heroes, Nor Villains: A Conversation with Talal Asad on Egypt After Morsi - 0 views

  • It is true that this president did not win by a vast margin, but there is no requirement in a liberal democracy that that be a condition of electoral success. And even if, as the protesters have also insisted, he has been acting largely on behalf of his Freedom and Justice Party rather than the country as a whole, that by and large is how politics works in liberal democracies. There is much rhetoric about “the nation” and “the people,” but electoral democracies work not in favor of all citizens but rather of special interests represented by the party that wins in the elections. 
  • The trouble, as I see it, is that the pro-democracy movement has not thought critically enough about how the grand alliance against Morsi has come about and how the aims of that alliance conflict with their own aims. They seem to take it for granted that, having been on the winning side in the conflict with the Morsi government, they can now successfully confront the army and its civilian allies (i.e., big business, the media, the judiciary, etc.).
  • there are so many forces already arrayed against them that there was not much scope for the Morsi government for independent action. Morsi could have tried military officers for crimes? You must be joking. He could have restored a bankrupt economy in a world where powerful institutions and governments, who have their own political agendas, control the flow of capital? This is not where the real evidence of their incompetence lies–especially considering the short period of one year in which he was president. And demonized they were, with a vengeance. Part of this can be related to the crude secularist ideas that dominate most Cairene intellectuals. They were also highly incompetent in their inability, or unwillingness, to reach out to parts of the opposition. In any case, in my view they should never have aspired to the presidency–first of all as a matter of principle, and secondly because the uprising had created colossal practical problems which would be extremely difficult to address by any government. Winning an election does not mean that you are strong, as the Muslim Brotherhood thought it was. It means you are responsible for failures of the state and economy. And, despite their electoral win, the Muslim Brotherhood and its Freedom and Justice Party are and were always weak. One of the things of which they were often accused was that they wanted totalitarian control of society, that they were on the verge of getting what they wanted, which is absolute nonsense, of course. They did not have such control, they could not acquire such control, and there is no real evidence that they wanted such control. This is one part of their stupidity: To be seen to behave as though they had real control of the state.

  • I am worried that now there is a total vacuum that will be filled for a long time by the army, despite the fact that the temporary president, appointed by the army (and who was head of the pro-Mubarak Supreme Constitutional Court), has been accorded powers that exceed those which the suspended constitution gave to Morsi, the elected president.
  • The point is that the army generals took advantage of a political struggle to present themselves again as an umpire, and as an umpire who needs to act only when needed. (The slave-master uses his stick only when it is needed.) 
  • The people” is a fantasy. Elections do not express “the common will” of the people. Elections are necessary because there is no common will. At best, elections are a way of resolving differences. In other words, if you recognize that there are deep differences, and you wish to resolve them without resort to force, you may turn to elections. But if elections have nothing to do with expressing “the people’s will,” then nor do popular demonstrations that invite the army to claim that they must respond to “the people’s will.” That kind of rhetoric on the part of the army, as well as on the part of the opposition, has been most puzzling. In a situation of violent conflict there is no such thing as legitimacy. Claims to legitimacy in that situation (as in the terrible Syrian civil war) are simply ways of trying to keep partisan spirits up.

Before criticising democracy abroad, Britain should take a look at itself - 0 views

  • Recent changes to British law make it harder to fight for some of the most important causes of our time. Take the Policing Bill: whether you care about climate change, institutional racism, fuel costs, or just the state of your local schools, it is now easier for the government to silence your voice. After all, the 2021 U.S. capitol riots serve as an important reminder of what can happen if you allow threats to democracy to go unchallenged.
  • In a move that UK representatives would criticize if it happened in Africa or Asia, politicians have been given greater control over how the Commission works. In particular, the Bill hands the government the authority to issue a “Strategy and Policy Statement” setting out its electoral priorities, which the Commission is expected to follow.

  • The challenge Egyptians faced throughout the transition was to build an inclusive polity in the face of their deep divisions. They could resolve these divisions either by suppressing disagreements through a forceful exercise of state power or by competing at the ballot box. The former strategy requires massive state violence in the short term and almost always leads to suspension of formal democracy, without any guarantee of a return to democracy in the medium or long term. The latter strategy involves less force, establishes at least the formal elements of democratic rule, and preserves the possibility of additional democratic gains in the future, even if it requires concessions to undemocratic or illiberal political groups in the present and is marked occasionally by episodes of political violence.

  • Arab populations have heard a variation on Washington’s long-standing theme: “The Obama administration seeks to encourage political reforms without destabilizing the region.” That sentence, taken from the National Security Network’s January 27 press release, says it all: Democracy is great in theory, but if it will cause any disruption to business as usual, Washington prefers dictatorship.
  • The reasons for this stance have changed little over the decades since the US became the superpower in the Middle East. Strategic interest number one is the flow of oil from the Persian Gulf to the world economy, unimpeded by a rival hegemon or a regional upstart that might raise prices dramatically or deploy the oil weapon to extract political concessions from the West. Number two is the security of Israel. But third -- not to be confused with tertiary -- is the stability of satrapies that Washington can trust to safeguard its other interests and initiatives, whether the US-sponsored “peace process” between Israel and the Palestinians (and the blockade upon Hamas that Egypt helps to enforce) or the campaign to curtail Islamist movements for which Tunisia’s Ben Ali so eagerly signed up. The US rewards its clients with cash and copious armaments, with scant regard for their records on democratization or human rights. After the Yemeni regime canceled elections in 2009, its aid package was quintupled. There have always been numerous dissenters within the US foreign policy apparatus who know the damage that is being done, but they are resolutely kept out of positions of real authority.
  • Amidst the hand wringing in the mainstream media over Obama’s “limited options” in Egypt, through whose Suez Canal cruise oil tankers and the warships of the US Fifth Fleet, the truth is that the entire debate over democracy promotion in the Arab world and greater Middle East has been one long, bitterly unfunny joke. Meanwhile, just as Iranians have not forgotten the Carter administration’s eleventh-hour loyalty to the Shah some 32 years later, neither will Pakistanis soon forgive the US for standing by Gen. Pervez Musharraf.
