  • The Emiratis are widely known to be generous with their covert financial contributions, which flow either directly to various political actors or, indirectly, through Hemedti.[20] Mohammed Dahlan, the Palestinian exile who runs many important security projects on behalf of Emirati ruler Mohammed bin Zayed, handles the UAE’s Sudan file.[21] Former Sudanese general Abdelghaffar al-Sharif, once widely considered the most powerful man in the NISS, reportedly lives in Abu Dhabi and has put his formidable intelligence network at the service of the UAE.

Western inaction has also enabled regional actors – chief among them Abu Dhabi and Riyadh – to play a prominent role in Sudan, dragging the country closer to military rule or a civil war.
  • Across the region, Saudi Arabia and the UAE have demonstrated their preference for military governments over civilian-led democracies. Their recent actions in Sudan suggest that they may hope to repeat their success in helping return the military to power in Egypt in 2013. But this would be both cynical and naïve. A strong civilian component in the government is a prerequisite for stability in Sudan. The country’s conflicts are a direct result of state weakness – a weakness that pushed Bashir’s military government to use undisciplined militias to repress citizens, fuelling cycles of instability and the emergence of a fragmented military and security apparatus. In the current political environment, any attempt to formally impose military rule could ignite further instability and even a civil war.

  • In Sudan, the revolutionaries who overthrew President Omar al-Bashir and who continue to organise are well aware of the threat posed by neighbouring Arab countries. Protesters’ murals show the people rejecting the interfering hands of Saudi Arabia and the United Arab Emirates (UAE). One of the most popular chants is “Victory or Egypt”, voicing activists’ determination not to succumb to a military counter-revolution as happened in their northern neighbour.

  • After the secession of South Sudan in 2011, Sudan lost 75% of its oilfields and an even greater proportion of its hard currency earnings. The following year, it literally struck gold and within a few years, gold was providing 40% of Sudan’s exports. As much as a third of it, however, came to be smuggled to Libya, Chad or directly by plane to the region’s biggest gold market in Dubai. The government in Khartoum, desperate to control the commodity, responded by using the Central Bank of Sudan as its sole buying agent, paying above the market price to gold traders and printing money to cover this outlay. Buying gold to convert to hard currency became the engine of Sudan’s inflation, which skyrocketed. By 2018, the price of essential commodities such as bread and fuel was so high relative to stagnant wages that the people across the country took to the streets to protest.

He says he deposited $350 million in the Central Bank, but has not said how much he kept to himself for his own enrichment or political spending.

  • “My patience with politics has limits,” said Hemiti sometime in April, not long after this former leader of the Rapid Support Forces (RSF) militia was promoted to Vice President just days after the dismissal of Omar al-Bashir. Despite his reputation as a marauder and war criminal, Hemeti has since imposed himself as the undisputed face of the TMC without even being a member of the regular army—a coup de force in the eyes of most Sudanese.

  • Though the RSF has imposed itself as the premier force in the country, the command and control structure of the militia remains opaque. Their prerogatives definitively surpassed the army after parliament passed the rushed and contested Rapid Support Force Law in January 2017, which substantially increased their funding and formalized their autonomy. Though they don’t take orders from the army hierarchy their violence is legitimized and even aided by the state. When al-Bashir was deposed, Hemitti as leader of RSF was well-placed to fight for a high position.

Why it's Time to Retire the Term 'Arab Spring' | Al Bawaba - 0 views

  • cross-regional protests are again breaking out in 2019 in Algeria, Sudan, Syria, Jordan and Palestine among other, which has prompted many commentators to herald these movements to be yet another Arab Spring.As this label is used each time, and will likely be used ad nauseum to describe popular movements in the Middle East, it’s worth pausing and questioning its utility.
  • The grievances around which these protests are organized—austerity, corruption, rising cost of basic food and utilities, have been served as a rally cry for movements in the region for the past half-century. Calling each an “Arab Spring” belies the cyclical, repetitive nature of these problems and simplifies the demands of the protesters.

  • The temptation to draw the comparison has some substance. In 2011, demonstrators explicitly demanded the end of regimes ruling over their respective countries, and the same is happening today.Moreover, both in 2011 and 2018-19, the protesters seem to be emboldened by the ongoing movements in other countries. Stephen McInerney, the executive director for the Project of Middle East Democracy (POMED), explained that “certainly what happens in one Arab country is seen elsewhere, and there are common frustrations shared across the region.”
  • It’s natural that boiling tensions inside countries and ongoing protests are giving way to the overarching claim that a new Arab Spring is underway. But that simplistic framing misunderstands the nature of political grievances and upheavals in the region. After all, they are similar to the protests in 2011, just as the 2011 protests are similar to those that happened in the decades before, and will be similar to those that happen in the future.

  • Some have attempted to make the Arab spring ‘unknowable’ as a socio-political phenomenon, all the better to obscure the intentions of its subjects and justify counterrevolution. But the reality is that its aims of establishing freedom and democracy in a region run by decades-old systems of tyranny exists beyond its popularly accepted timeline
  • In almost every national situation where counterrevolution has triumphed, it has been allowed to do so without any hindrance by the democratic West – in fact, in many cases it’s with direct or indirect support from it
