How the Muslim World Lost the Freedom to Choose - Foreign Policy - 0 views

  • Beyond skirts and beaches, the 1960s and 1970s were also a time of vigorous intellectual debate about the role of religion in society. Debates between leftists, secularists, capitalists, Marxists, and Islamists raged across the region, from Egypt to Pakistan. Militant Islamists will dismiss those decades of more progressive, diverse thought and culture as decadent Western imports — the lingering after-effects of colonial influence. But if some of it was certainly emulation, much of it was also indigenous.
  • “Purifying the Land of the Pure.” The book, published last year, charts the slow death of minority rights and pluralism in Pakistan, and what it means for the future of democracy. The result is a sweeping but concise chronicle of how things unraveled. A minority herself, as a Shiite, Ispahani was careful to avoid polemic and opinion by delivering a thorough, methodically researched work. She and her husband, former Pakistani Ambassador to the United States Husain Haqqani, have both faced death threats for their work and live in self-imposed exile in Washington. In her book, Ispahani tracks the unraveling to within a few years of the independence of Pakistan. The country’s founder, Muhammad Ali Jinnah — a secular Shiite — envisioned a country where “you are free, you are free to go to your temples, you are free to go to your mosques or to any other place of worship.” But Ispahani writes that “his hopeful declaration of religious pluralism” remains unfulfilled.
  • The trend toward making Islam a central tenet of life in Pakistan started soon after independence in 1947, a result of Muslim feelings of being victimized by both Hindus and British colonialism in India. By 1973, Islam was declared as the state religion of Pakistan. In 1974, under the ostensibly progressive Prime Minister Zulfiqar Bhutto, parliament declared Ahmadis as non-Muslims. A Muslim movement that started in the late 19th century, Ahmadis follow the teachings of the Quran and consider their founder to be a prophet, upsetting orthodox Muslims who believe Muhammad is the final prophet.

Washington’s counterterrorism policies, which help curb groups like the Taliban, are a good start, but they often fail to go any further toward restoring basic norms like respect for diversity. That will ultimately depend on the efforts of the local population themselves. Those efforts may be able to draw on the power of nostalgia. When people in Pakistan, Egypt, or Afghanistan rifle through the photo albums of their parents and grandparents and wonder what happened to their country, they see skirts or cleavage — but they desire diversity and freedom of choice

Global Response to Coronavirus Exposes Governments' Fault Lines - 0 views

  • Autocrats, authoritarians, and democratically elected leaders alike have failed in confronting the Coronavirus in a timely fashion and thus lessen the human and economic pain. The difference is that in contrast to Arab autocracies, democracies may yet hold leaders accountable and implement lessons learned.

Egypt praises China's 'remarkable rights achievements' despite Uyghur crackdown - Middl... - 0 views

  • Egypt, an ally of China, has backed a Belarus text that praises Beijing for “remarkable achievements in the field of human rights” despite increasing condemnation for its treatment of the Uyghurs in the northwest region of Xinjiang where thousands are being held in internment camps.

South Asian Migrant Workers Face Pandemic Deportations From Middle East - 0 views

The area mostly hosts workers building infrastructure for the 2022 FIFA World Cup, who even before the pandemic faced poor conditions and unsafe workspaces. The Qatari government has denied the allegations, but they’re part of a pattern of abuse of migrant workers not just in Qatar but across the Middle East—workers who are now dangerously exposed to the vagaries of authoritarian governments during the pandemic.

The very thing the United States sought to eliminate in the Middle East—insecurity—became a major consequence of America’s growing and increasingly militarized entanglement.

  • The realization of Middle Eastern insecurity was also made possible by the rapid and intensive arms build-up across the region in the 1970s. As oil prices skyrocketed into the 1980s, billions of so-called petrodollars went to purchase arms, primarily from North Atlantic and Soviet manufacturers. Today, the Middle East remains one of the most militarized regions in the world. Beyond the dominance of the security sector in most Middle Eastern governments, it also boasts the world’s highest rates of military spending.   • For half a century, American policy toward the Middle East has effectively reinforced these dynamics of insecurity by promoting conflict and authoritarianism, often in the name of energy security.   • once a political system is based on a religion, it is almost impossible to define the citizens who do not follow that religion as “first class.” In Iran and Iraq, rising legal and political influence of Shiism has led the discrimination against Sunni citizens, and in Pakistan and Egypt the opposite has happened, to a certain extent. Moreover, several Christian and non-Muslim minorities have faced discrimination by various means, including apostasy and blasphemy laws, in Sudan and Malaysia, among other cases.
  • Truly maintaining equal citizenship to all regardless of their religious identities is crucial for Muslim-majority countries to achieve democratization, consolidate the rule of law, and end sectarian and religious tensions.

  • In the twentieth century, secularist rulers adopted secular legal systems in Turkey, Iraq, Tunisia, and several other Muslim-majority cases. These assertive secularist regimes were mostly authoritarian. Therefore, they did not allow the law-making processes to be truly participatory. Secularism appears to be necessary but not sufficient for participatory legislation, too.
  • As my new book Islam, Authoritarianism, and Underdevelopment: A Global and Historical Comparison explains, there existed a certain level of separation between religious and political authorities in the first four centuries of Islamic history.That is why the first systematic book about “Islamic” politics was written as late as the mid-eleventh century. It was Mawardi’s The Ordinances of Government. The book argues that an Islamic government is based on a caliph (an Arab man from the Quraish tribe) to rule all Muslims. The caliph holds the entire political and legal authority and stays in power for life. The caliph delegates his legitimate authority to sultans, governors, and judges.The second book, which systematically defines an Islamic political system, was written in the early fourteenth century. It is Ibn Taymiyya’s Sharia-based Governance in Reforming Both the Ruler and His Flock. Instead of the one-man rule of a caliph, this book emphasizes the alliance between the ulema and the state authorities. Ibn Taymiyya interprets the only phrase in the Quran about authority, “uli’l-amr” (4:59), as referring to the ulema and the rulers (though other scholars have interpreted it differently).
  • To implement Mawardi’s idea of caliphate today would imply to establish an extreme autocracy. Ibn Taymiyya’s ideas are not helpful to solve modern political problems either. In fact, the ulema-state alliance is the source of various problems in many Muslim-majority countries.

Potential causes of domestic unrest—including high unemployment, budget deficits, and dwindling oil reserves—lack clear-cut solutions. Sultan Haitham faces multiple challenges even without the threat of foreign meddling, yet Oman’s neighbors may view the death of Qaboos as a unique opportunity to advance their own expansionist agendas.

Then he warned future writers, “Poetry might survive in a totalitarian age, and certain arts or half-arts, such as architecture, might even find tyranny beneficial, but the prose writer would have no choice between silence or death.”

  • Nothing is sadder than the emergence of opportunistic “journalists” and “writers” under authoritarianism. Some of these figures will be older writers who have not had the kind of success they want, and are determined to take advantage of the crackdown, with hopes of climbing fast. Others will be neophytes eager to reap benefits from darkness and chaos. In Turkey, we now have a cohort of such people, who publicly call for the arrest of their colleagues and celebrate when their wishes come true.
  • Writers from wobbly geographies are being compelled to write and talk about politics like never before. Every day we face the challenge of how to balance the mundane and the momentous, the banal and the sublime, the “inside” and the “outside.” Every day we face the challenge of how to defend nuances in a culture of gross generalizations, how to build bridges of empathy where pitting one side of the society against the other plays into the hands of populist demagogues. And although the Turkish case is in some ways uniquely depressing, it is part of a much larger trend. Wave after wave of nationalism, isolationism, and tribalism have hit the shores of countries across Europe, and they have reached the United States. Jingoism and xenophobia are on the rise. It is an Age of Angst—and it is a short step from angst to anger and from anger to aggression.

The industry is the new favorite of President Recep Tayyip Erdogan, as the bruising financial crisis heavily hit his former favorite sector, construction.
  • Four major reasons are behind Erdogan's piqued interest in the defense industry: First, Erdogan's popular support drastically increased after Turkey’s Oct. 9 incursion into Syria, known as Operation Peace Spring. Second, the defense industry is a good tool for producing success stories to divert public attention at a time of economic crisis. Third, success in the defense realm offers political gains in foreign policy. And finally, it creates profitable export opportunities to several countries including Qatar, Pakistan, Ukraine, Uzbekistan and some African nations.

  • The third sector — the new rising stars of the defense industry — are led by the president's men. They and their companies are tied to Erdogan: Baykar Makina, owned by the family of Erdogan’s son-in-law, Selcuk Bayraktar; BMC, owned by the Ozturk family and Ethem Sancak, a member of Erdogan's Justice and Development Party (AKP) and its Executive Council; and the Tumosan unit of Albayrak Group.
  • BMC is the leading producer of buses, trucks, rail systems, Kirpi armored vehicles and Amazon mine-resistant ambush protected (MRAP) vehicles. The ambitious joint venture aspires to become Turkey’s monopoly over diesel engine production for land vehicles and jet engines. Sancak holds 25% of the venture's shares, the Ozturks hold 25.1%, and the remaining 49.9% is owned by the Qatar Armed Forces Industry Committee.
  • In 2018, BMC became Turkey's first private defense industry company to reach the Defense News “Top 100 List,” ranking No. 85, with $554.18 million in defense revenues.
  • In early 2019, Erdogan offered generous incentives to BMC, such as the opportunity to lease Turkey’s largest tank maintenance factory to produce the indigenous Altay main battle tank under a 25-year contract for only $50 million. This transfer of a tank factory in Sakarya province to BMC is still highly controversial in Turkey, with the main opposition party criticizing it at nationwide rallies because of transparency and accountability issues. Also, factory workers organized several protests against the decision.
  • a big cooperative deal in the defense industry helps strengthen Qatar’s ties with Turkey, guarantees Turkey's continued military-political shield against the Saudi-led bloc and blockade, and helps Doha diversify its defense sources.
  • BMC wants to penetrate jet engine production as well. After securing Erdogan's political backing, BMC’s TRMotor went to a joint venture with TAI to develop the jet engine for Turkey’s indigenous TFX aircraft project with the help of the UK’s Rolls-Royce. In March, however, Rolls-Royce​ announced it was withdrawing from TRMotor because of an irreconcilable difference over intellectual property caused by Qatar’s involvement with BMC.
  • BMC is trying to establish a monopoly in military diesel and jet engines, and also seeks to monopolize the raw material production field of boron mining it recently entered.

(Re)introducing Conscription in the Gulf: From Soft Power to Nation-Building - Arab Ref... - 0 views

  • In the Middle East, the US invasion of Iraq, the Arab Spring of 2011, and the subsequent foreign interventions in Yemen, Syria, and Libya, brought military preparedness and competence to the surface again. This led to a return of compulsory military service not only in countries that are at war and/or under the threat of military intervention but also in other countries. This was the case of certain Gulf countries including Kuwait, Qatar, and the United Arab Emirates (UAE) which historically seldom resorted to conscription.
  • Qatar introduced conscription in 2013, followed by the UAE in 2014. Kuwait, on the other hand, reintroduced it in 2014, having practiced conscription between 1961 and 2001. Until recently, these countries’ militaries were formed by a national officer corps, foreign - mostly Western- expert non-commissioned officers (NCOs), and foreign contract soldiers coming from different countries (Jordan, Yemen, Pakistan, Bangladesh, and Oman)
  • In 2018, not long after Saudi Arabia, the UAE, Bahrain, and Egypt imposed a blockade on Qatar, the Qatari government amended the National Service Law, introducing national service for women and extending its duration for men. While the national service remains voluntary for women over the age of 18, men are now expected to serve a year instead of three or four months. The new law gives eligible men only 60 days after they come of age to apply to the military and stipulates harsher punishment (up to three years in jail plus a fine) for those who fail to do so.

The security problems originating from Iran and Yemen, the willingness to exercise soft power in the region along with the volatile energy sector, and the ruptures within the rentier state model are put forward as the main justifications behind the Gulf countries’ developing defense industries and growing their armies. In this context, compulsory military service does play an important role, be it to increase the size of the army, cause deterrence in the region or create new job opportunities and a qualified workforce out of young citizens.

  • mandatory military service in these countries should not be seen as a way to efficiently raise strong and competent armies. First, like their Gulf neighbors, neither Qatar, Kuwait, nor the UAE is populated enough to sustain a competent standing army. Most of their populations are made of ex-pats who are not subject to conscription laws. Second, their current system of outsourcing military needs has proven to be efficient in the long run, with all three countries continuing to invest in contracting foreign soldiers to efficiently populate their armies. Therefore, the new conscription laws should be seen as a symbolic move to strengthen nationalistic bonds and ambitions.
  • paradoxically, the exact nationalistic sentiment and loyalty that the Gulf countries try to channel among their citizens can backfire if the people (including the conscripts) were to ever resent the rulers and their policies. This is rather contrary to the long-established coup-proofing strategies25After gaining their independence, most countries in the region (or rather individual leaders) have engaged in various coup-proofing measures to keep their militaries in check. There were different types of coup-measuring strategies. For example, until 2011, Hosni Mubarak, a military man himself, tried to keep the Egyptian military at bay by giving officers and the military institution economic benefits and providing an unfair competition. In Tunisia, Zine El Abidine Ben Ali took a different approach and choose to ouster the military as an institution completely and empowered the police force. In Sudan and Libya, former presidents Bashar and Gaddafi took a more social approach and tried to counterbalance different groups of society, especially the tribal establishments, as a buffer against the military. In the Gulf, the ruling monarchs resorted to using foreign soldiers to keep the military away from social and political affairs as much as possible. that Arab countries followed over the years. However, given the low numbers of citizens that will be drafted each year, the risk of such revolts taking place remains low.
  • In Kuwait, UAE, and Qatar, there are legal sanctions in place against anyone who fails to enlist when they become eligible and conscientious objection is not recognized. This could cause or further the feeling of oppression and resentment and trigger protests and turmoil in these countries. However, at this stage, this risk is low but still a possibility as seen in Thailand, Israel, and Armenia
