  • torture was repealed from the Egyptian criminal code in the 19th Century because of a decision from within the state apparatus itself, specifically the police which reached an advanced degree of professionalism. It was also a reflection of a high degree of centralisation, strength and self-confidence of the state’s administrative apparatus, at the heart of which is the police.
  • It is disappointing to watch the serious regression of the Egyptian state over the past 30 years; a regression back to torture practices at police stations and locations of detention in Egypt. Even more upsetting is that those in power today do not recognise the dangers of continuing to ignore this explosive issue, especially after a revolution which – in my opinion – primarily occurred to end torture and other systematic abuses by police against citizens.

As a society, we have come a long way on this subject since the 1960s; Military Intelligence (which today we refer to as “sovereign entities”) has loosened its grip on the media, and we have made huge progress in media freedom after the emergence of independent newspapers and satellite channels, blogs, Facebook and Twitter. Nonetheless, the security mentality still controls much of freedom of publication, and I believe we need to launch a serious dialogue about the relationship between national security on the one hand and freedom of opinion and free circulation of information on the other.

  • The security logic seems to suggest that one cannot be sure that a researcher working on Islamic endowments in the 15th century isn’t really a spy — he might be looking for maps of Siwa, Halayib and Shalatin, the Yaghbub Oasis, or Tiran and Sanafir. Since we have border disputes with all our neighbors, not only can you not copy maps related to any border issue, you can’t conduct research on any topic vaguely connected to borders.

Despite the efforts of Egypt's preeminent historian, Khaled Fahmy, it continues to viciously restrict access to the documents to all but a privileged few: These tend to be professional historians whose research is perceived as non-subversive to the state and its narratives, which are overwhelmingly nationalist.

  • If the new Egyptian state is to become un-autocratic, it will have to relinquish the monopoly it has long held over all "culture". No longer can "Literature", "History" and "Art" be cast as matters of National Security. Attempts to interrogate their meaning outside the framework of nationalism can no longer be viewed as heretical. Independent intellectuals and their audiences will have to turn away from the state, not towards it. Egypt's cultural heritage can really be left to the Egyptians. And if this heritage is to take the place it rightfully should in Egypt's post-revolution landscape, it is imperative to encourage the efforts of "ordinary Egyptians", those who have all along looked to build strong independent institutions outside the clutches of the ministries of culture and education.

  • once a political system is based on a religion, it is almost impossible to define the citizens who do not follow that religion as “first class.” In Iran and Iraq, rising legal and political influence of Shiism has led the discrimination against Sunni citizens, and in Pakistan and Egypt the opposite has happened, to a certain extent. Moreover, several Christian and non-Muslim minorities have faced discrimination by various means, including apostasy and blasphemy laws, in Sudan and Malaysia, among other cases.

Secularism appears to be necessary but not sufficient for participatory legislation, too.

It is Ibn Taymiyya’s Sharia-based Governance in Reforming Both the Ruler and His Flock. Instead of the one-man rule of a caliph, this book emphasizes the alliance between the ulema and the state authorities. Ibn Taymiyya interprets the only phrase in the Quran about authority, “uli’l-amr” (4:59), as referring to the ulema and the rulers (though other scholars have interpreted it differently).

Washington replaced the fading British in the late 1950s as its great protector, a logical move given the need to back anti-Soviet regimes everywhere. Jordan had no oil. However, so long as Jordan endured, it could be a geopolitical firebreak insulating Israel and the oil-rich Arabian Peninsula from the radical forces of communism and Arab nationalism.

In many years, U.S. economic aid exceeded all domestic tax revenues, the only thing keeping “Fortress Jordan” from collapsing into insolvency. Take the Policing Bill: whether you care about climate change, institutional racism, fuel costs, or just the state of your local schools, it is now easier for the government to silence your voice. After all, the 2021 U.S. capitol riots serve as an important reminder of what can happen if you allow threats to democracy to go unchallenged.

People here are friendly and welcoming and they know what needs to be done to better their community, but there are no channels for them to officially take part in civil society and government. Although this area is part of the capital and is reached by metro, it is at the periphery of the regime’s concerns. In Mounib, nothing has improved since Hosni Mubarak passed his presidential powers to the Supreme Council of Armed Forces (SCAF)
