Breaking new ground for the open-access movement, the Bill & Melinda Gates Foundation, a major funder of global health research, plans to require that the researchers it funds publish only in immediate open-access journals. The policy doesn't kick in until January 2017; until then, grantees can publish in subscription-based journals as long as their paper is freely available within 12 months.

This serves as a significant catalyst to change the mentality of both the researcher and the funder. The Gates Foundation is a leading organization in resolving world health issues. This action demonstrates their drive and desire toward their cause; and will hopefully it will start a trend amongst authors and other research funding NGOS.

As mentioned in class discussions, this is the only reasonable response. Bill and Melinda have put their time forth into creating charities, and attempting to control content which was given from charitable grants is lunacy. It is comforting to see the Gates foundation scrapping the 6-12 month window of restriction. WIth this said that said, this draws interesting parallels with journals that receive government grants due to the fact that the privately sold resource is already being funded by the tax payers.

Seen on Open Knowledge Foundation "Recently Brazilian government released the Kit de Dados Abertos (open data toolkit): The toolkit is made up of documents describing the process, methods and techniques for implementing an open data policy within an institution. Its goal is to both demystify the logic of opening up data and to share with public employees observed best practices that have emerged from a number of Brazilian government initiatives. The toolkit focuses on the Plano de Dados Abertos - PDA (Open Data Plan) as the guiding instrument where commitments, agenda and policy implementation cycles in the institution are registered. making it a state policy and not just a transitory governmental action. It is organizsd to facilitate the implementation of the main activities cycles that must be observed in an institution and provides links and manuals to assist in these activities. Emphasis is given to the actors/roles involved in each step and their responsibilities. Is also helps to define a central person to monitor and maintain the PDA. Open educational resources (OER) have been defined by the Hewlett Foundation as teaching, learning, and research resources that reside in the public domain or have been released under an intellectual property license that permits their free use and re-purposing by others.

This interesting inset describes an early classification system for medieval manuscripts, taking early steps to make information easier to access. I thought that it would be interesting to add for the group.

The reality is the present is the foundation for the future. The medieval libraries were effective and serving the needs of that generation. The same generation found loopholes that led to the development of what we call modern libraries. We no w know who to thanks for the wonderful and life and time saving GPS!

The future will always trace its existence from the past which laid down the foundation. The shape of the libraries of the future is being crafted now. The GPS we see now has its roots in the Medieval libraries.

On my navigation searching for initiatives to see how Open Knowledge are making the difference on the Latin America society I found this... nowadays unfortunately on South America (and in other places as well) open knowledge initiative are not divulgated. Universities seem to be not interested about promoting these initiatives and few people know about them. I was amazed reading the text from Francisco J. García-Peñalvo (Open Knowledge. Challenges and Facts) and seeing that a lot of Universities on Europe and North America are promoting and working with open and free access to texts and online courses. It's incredible how people have the possibility of learning in a world that each day is more competitive. I really hope that this great news about Brazil helps more and more people to understand the impact and the changings on the educational process.

The Apache Software Foundation (ASF) has worked with the National Security Agency (NSA) on the release of Niagarafiles (or Nifi, to the initiated) technology designed to "automate data flows" among multiple computer networks. The software is free and open source (so is available to the public) through the Apache Software Foundation.

Resources for 21st century learning

For those that haven't seen it, Richard Stallman's dystopian short story, written in 1997, on a dilemma posed by the use of computers and licensed content in the mid 21st century.

Argues that increasing corporate control is undermining the foundational values of higher education.

Here in Spain we have a similar evolution of higher education; private postgraduate private schools give masters that guarantee the access to top jobposts, but they are not focused on analysis, creativity and critical minds, but on pure business. What you need to be on your future job post is what you learn. Public institutions are still on air, but they are struggling with less and less public resources to survive. So I guess this is not only going on in USA.

Italy is going even worse...i'm an Adjunct Professor for maybe 1000 euro per year ... surviving by scholarships, call center mid term contracts, collaborations where i'm asked to pay for taxes the university should pay, all levels teaching.. I like "Some of the basic principles underlying effective pedagogy, such as small class size, individual attention and the importance of mentoring, are being sacrificed in order to increase head count, limit labor costs and create a one-size-fits-all educational experience." The problem is that universities are to make profits from fees (that's why they hire me instead of employing me) and offer any kind of courses, masters to increase their income! The problem is: how can we expect to increase the quality of learning as far as decisions are taking by political, business, organizational sides instead of scientific and educational ones?
