In 2009, the Children Support Center (CSC) was founded in Kabul, the first center of its kind created to identify and protect Afghan children living in prison with their incarcerated mothers. Since 2011, INL has supported CSCs in Afghanistan and protected over 1300 children of incarcerated women across the country. The CSCs provide comprehensive alternative care that includes safe and secure housing, access to education and tutoring, psychosocial counseling, vocational training, medical services, recreation, exposure to cultural activities, and quarterly prison visits to see their mothers. To continue supporting this integral program, the U.S. Department of State has allocated $950,000 over a three year period for a CSC to protect children of incarcerated Afghan women living in Herat and surrounding provinces.

Society for Research in Child Development Patrice L. Engle Dissertation Grant for Global Early Child Development The Patrice L. Engle Dissertation Grant provides support for students interested in a career in global early child development who are from or doing research in low- or middle-income countries. The Grant includes US $5,000 to support dissertation research and a 2-year student membership to SRCD. Applicant Eligibility and Responsibility 1. Dissertation research in global early child development with a one-year Grant for $5,000. The developmental focus of the research should include children, prenatal to 6 years of age living in low- or middle- income countries, as defined by the World Bank.  Potential topics could include (but not limited to): The effectiveness of different models of parenting support on early child development. Examination of how child care programs promote child development and family involvement. The effectiveness of 2-generation programs that provide maternal and child support. Innovative strategies to integrate programs that promote early child development with health or nutritional services for young children. Innovative strategies to integrate child development interventions with social protection services or programs to promote maternal mental health or education. Innovative strategies to involve fathers and other extended family members in early child development programs. Development of measurement strategies, indicators, and assessment tools for children and family interactions that can be implemented with reliability in low resource settings. Strategies for effective scale-up of demonstration programs.

The Office of Refugee Resettlement's Unaccompanied Refugee Minors program within the Administration for Children and Families provides child welfare services and benefits to children eligible for placement, services and benefits under 8 U.S.C. § 1522(d)(2). As it exists today, the Unaccompanied Refugee Minors program provides such youth with the same range of child welfare benefits and services available to other foster children in the state of placement, including services identified in a state’s plans under titles IV-B and IV-E of the Social Security Act, such as associated independent living benefits and services. The existing program is funded through grants to states and is subject to state child welfare laws and regulations.The ATS URM program will provide time-limited transitional placement, benefits, and services to assist older youth eligible for the Unaccompanied Refugee Minors program to obtain the skills necessary for economic self-sufficiency and independent living.

Getting to ZERO is a five-year program to reduce human immunodeficiency virus (HIV) impact, vulnerability and risk and to increase uptake and retention of high-impact HIV services among orphans and vulnerable children (OVC) and adolescents in targeted communities in Zimbabwe. The strategic objectives of Getting to ZERO are to improve the health, nutrition, psychosocial wellbeing, retention of children in schools, as well as reduction in abuse of children affected by HIV in Zimbabwe. Subject to availability of funds, the United States Agency for International Development (USAID) intends to provide approximately $35,000,000 in total funding for this program. Getting to ZERO directly aligns with the goal of Government of Zimbabwe's (GOZ) National HIV and acquired immune deficiency syndrome (AIDS) Strategic Plan

Through this announcement, the Administration for Children and Families solicits applications from public or private non-profit organizations, including community-based and faith-based organizations, or for-profit agencies within a community that wish to compete for funds that are available to provide Head Start and/or Early Head Start services to children and families residing in the Municipalities of Anasco, Las Marias, Maricao, and Mayaguez, Puerto Rico. The Raechel & Jackie Foundation, a nonprofit organization that works to inspire and enrich the lives of youth in Central America through recreation, the arts, and innovative educational experiences, is accepting grant applications for its 2013 funding cycle. Grant applications are invited from charitable organizations working to provide children in Central America with innovative educational experiences that align with the RJF mission. The foundation seeks to partner with community-based organizations and community-driven projects in Central America that provide resources to educate and provide opportunities that enable youth to address environmental concerns, foster personal growth, and encourage positive lasting change in their communities. Applicant organizations should provide services that meet the needs of children; provide holistic support for children's development that nurtures their voice, leadership capabilities, and active participation in decisions that affect their lives; have a history of effective actions spanning at least three years; demonstrate consistency in their mission, goals, and strategy; propose feasible and innovative projects that closely align with RJF's mission; and demonstrate community interest in implementing the project/program.

These awards will also strengthen the capacity of communities and families in high-prevalence areas of Cote d’Ivoire to ensure the well-being of their most vulnerable members, including OVC, PLHIV and most at risk groups (adolescent girls, adult Men and mobile population) in Cote d'Ivoire. This FOA is intended to strengthen HIV/AIDS retention and adherence in care and treatment among PLHIV including children using an Optimum linkage between facility-based programs/services and community efforts through collaborating with NGOs and relevant Government entities. It will enhance community-based organizations' capacities to increase linkage from prevention activities to HIV services.

USAID, AusAID, and World Vision (US and Australia) anticipate launching a second competitive funding round for the All Children Reading Grand Challenge for Development (www.allchildrenreading.org) in Fall 2013 which will focus on innovative uses of technology to advance the impact, scale and/or sustainability of early grade reading programs. The United States Agency for International Development in India (USAID/India), is seeking concept/application for a cooperative agreement from qualified and eligible organizations to fund a program to rapidly demonstrate and assess efficient and effective models of HIV/AIDS services for key populations (KPs), their partners, spouses and children. This activity will rapidly demonstrate and assess new models to increase accessibility, availability, and demand of high quality, comprehensive HIV prevention, care and treatment services; while strengthening systems and the enabling environment for KPs, especially hard-to-reach KPs, their partners, spouses and children to have equitable access to HIV/AIDS and social services. The estimated level of funding for this results oriented assistance is estimated to be $20 million over 5 years.

The United States Agency for International Development (USAID) Uganda is seeking applications to fund one or more organizations through a five-year Cooperative Agreement to improve health, nutrition, education, and psychosocial wellbeing, and reduce abuse, exploitation and neglect among children and youth orphaned and made vulnerable by HIV (OVC) and other adversities in Uganda, and particularly in the Eastern and Northern Regions; as described in Section I of this RFA.

Advancing Basic Education in the Philippines (ABEP) project seeks to improve basic life skills for children in the early grades in the Philippines (early childhood education through Grade 3). This includes the ability to do math, read and write in Filipino, English and selected mother tongues, as appropriate.

This funding opportunity announcement (FOA) invites applications from U.S. institutions to support Research Units (RUs) within the Global Network for Womens and Childrens Health Research at NICHD. RUs will consist of U.S.-based research centers applying in partnership with research centers in low income countries as defined by the World Bank. The RUs within the Global Network will participate in addressing the major causes of maternal, neonatal, infant, and early childhood morbidity and mortality through the conduct of clinical research. The grantees will become part of a cooperative network in scientific partnership with the NIH to conduct multi-enter observational studies and randomized clinical trials evaluating disease process, health and wellness outcomes, and results from interventions in resource-poor settings.

The purpose of this Request for Applications is to solicit applications from organizations or consortia of organizations with the qualifications and experience to partner with USAID, Pakistani counterparts and other donors to address the need to enhance the reading capacity of Pakistani Children to read. The objective of this program is 2.5 million additional primary school student reading at a level commensurate with standards at their grade level

The Academy welcomes emerging as well as established scholars, writers, and professionals who wish to engage in independent study in Berlin. Around two dozen Berlin Prizes are conferred annually. Past Berlin Prize recipients have included historians, economists, poets, art historians, journalists, legal scholars, anthropologists, musicologists, public policy experts, and writers, among others. The Academy does not accept project proposals in mathematics and the hard sciences. In addition to placing a high priority on the independent work of its fellows, the Academy is in a unique position to aid fellows in establishing professional and general networks both in Berlin and beyond. The Academy's public outreach, which facilitates the introduction of a fellow's work to a wider audience, serves its mission of fostering transatlantic ties through cultural exchange. Fellowships are typically awarded for an academic semester or, in some cases, for an entire academic year. Only the Bosch Fellowships in Public Policy may be for shorter stays of six to eight weeks. Fellowship benefits include round-trip airfare, housing at the Academy, partial board, and a stipend of $5,000 per month. This Funding Opportunity Announcement (FOA) encourages collaborative research applications on drug abuse and addiction that take advantage of special opportunities that exist outside the United States. Special opportunities include access to unusual talent, resources, populations, or environmental conditions in other countries that will speed scientific discovery. Projects should have relevance to the mission of NIDA and where feasible should address NIDAs international scientific priority areas (http://www.drugabuse.gov/international/research-priorities). While the priorities will change from year to year, in FY15 priority areas include: linkages between HIV/AIDS and drug abuse; prevention, initiation, and treatment of nicotine and tobacco use (especially among vulnerable populations such as children, adolescents, pregnant women, and those with co-morbid disorders); the neuroscience of marijuana and cannabinoids; and the effect of changes in laws and policies on marijuana and its impact. The R21 activity code is intended to encourage exploratory and developmental research projects by providing support for the early and conceptual stages of these projects. These studies may involve considerable risk but may lead to a breakthrough in a particular area, or to the development of novel techniques, agents, methodologies, models, or applications that could have a major impact on a field of biomedical, behavioral, or clinical research. Projects of limited cost or scope that use widely accepted approaches and methods within well-established fields are better suited for the R03 small grant activity code.

PEPFAR South Sudan collaborates closely with the Republic of South Sudan (RSS) Ministry of Health (MOH) and other key partners to implement the HIV/AIDS National Strategic Plan (NSP) and has developed a five year PEPFAR strategy for the RSS. By targeting geographic areas with high HIV prevalence, PEPFAR will assist the RSS to reach the HIV programmatic goal/tipping point of 16,000 net new HIV patients on treatment and an annual reduction of new HIV infections to below 13,000 by 2017. A primary objective to reach this goal requires improved availability and quality of HIV services for families and other high-impact populations using a public health approach. Under this funding opportunity announcement (FOA), PEPFAR South Sudan prioritizes working in collaboration with the MOH to implement the following approaches: 1) expand HIV testing and counseling (HTC) through high-yield testing approaches, 2) improve access to ART services for pregnant and breastfeeding mothers, their partners, and children, 3) strengthen pediatric HIV testing, care and treatment within a family centered approach, and 4) advance the development of a sustainable infrastructure for South Sudan's workforce. This FOA solicits a combination of capacity building and mentorship for the RSS MOH at the national, state and local levels as well as through direct service delivery to complement the MOH, Global Fund and other partner efforts to scale-up HIV prevention, care and treatment programs in South Sudan.

The purpose of the Education Recovery Support Activity (ERSA) is to increase equitable access to learning opportunities for out-of-school children and youth in the affected conflict regions of Northern Mali, especially in the region of Gao.

USDOL/ILAB intends to award up to USD 2 million for one cooperative agreement to fund a technical assistance project in Peru. The purpose for funding this project is to help build the labor law enforcement capacity of the Peruvian labor inspectorate, with a focus on the Ministry of Labor and Employment Promotion (MTPE)'s newly-formed National Superintendency of Labor Inspection or Superintendencia Nacional de Fiscalización Laboral (SUNAFIL). The project will help the MTPE in its transition from a decentralized to a more centralized labor law enforcement system and will help ensure more effective labor law enforcement at the national and regional levels. The project will focus particularly on improving the MTPE's enforcement of laws, regulations, and other legal instruments governing subcontracting/outsourcing and the use of short-term employment contracts, especially in the nontraditional export sectors (e.g., mining, agriculture, fishing, and textiles). The duration of the project funded by this announcement is up to 4.5 years (54 months) from the effective date of award. The project start date will be negotiated upon award of the individual cooperative agreement but will be no later than December 31, 2014. ILAB's mission is to use all available international channels to improve working conditions, raise living standards, protect workers' ability to exercise their rights, and address the workplace exploitation of children and other vulnerable populations. ILAB is authorized to award and administer cooperative agreements by the Consolidated Appropriations Act, 2014, Pub. Law 113-76. Cooperative agreements awarded under this solicitation will be administered by the Employment and Training Administration (ETA) and technically managed by ILAB's Office of Trade and Labor Affairs (OTLA). The mission of OTLA is to implement trade-related labor policy and coordinate international technical cooperation in support of the labor provisions in free trade agreements; to
