Society for Research in Child Development Patrice L. Engle Dissertation Grant for Global Early Child Development The Patrice L. Engle Dissertation Grant provides support for students interested in a career in global early child development who are from or doing research in low- or middle-income countries. The Grant includes US $5,000 to support dissertation research and a 2-year student membership to SRCD. Applicant Eligibility and Responsibility 1. Dissertation research in global early child development with a one-year Grant for $5,000. The developmental focus of the research should include children, prenatal to 6 years of age living in low- or middle- income countries, as defined by the World Bank.  Potential topics could include (but not limited to): The effectiveness of different models of parenting support on early child development. Examination of how child care programs promote child development and family involvement. The effectiveness of 2-generation programs that provide maternal and child support. We are pleased to welcome American students to apply for the Critical Language Scholarship (CLS) Program to learn critical foreign languages next summer on a fully-funded study abroad program. The CLS Program is an intensive overseas language and cultural immersion program for American students enrolled at U.S. colleges and universities. Students spend eight to ten weeks abroad studying one of 15 critical languages. The program includes intensive language instruction and structured cultural enrichment experiences designed to promote rapid language gains.

The primary goal of the funding opportunity is to engage English teachers in training programs that will strengthen English teaching quality and capacity in the Dominican Republic. The target population for this training program will be public school teachers, teachers from the Ministry of Higher Education's English Immersion Program and teachers from the binational centers (Instituto Cultural Dominico-Americano and Centro Cultural Dominico-Americano). Institutions should include a description of the interview and selection procedures and assessment methods for the proposed training program(s). Participants and Audiences: a. License at least five teachers or teacher trainers as TESOL Trainers Target audience: Teachers or Supervisors/Teacher Trainers from the Instituto Cultural Dominico-Americano's Teacher Training Center and/or English School b. Train at least 80 English pre-service teachers and/or in-service teachers in the communicative approach in support of the new English curriculum implemented by the Ministry of Education of the Dominican Republic in the northern, eastern, southern and/or capital region. The floor on the Amount of Awards is U.S. $200,000. Since 2008 awards made through this program for new large-scale projects have ranged from $200,000 to $979,000 with an average award amount of $480,000. Please note that this program is separate from the AFCP small grants process. Applicants will be notified if their project abstracts received a favorable rating in which case they would be required to submit complete project proposals to Round Two. The AFCP Large Grants Program supports the preservation of major ancient archaeological sites, historic buildings and monuments, and major museum collections that are accessible to the public and protected by law in the host country. The AFCP Large Grants Program gives top priority to project activities that are appropriate and in keeping with international cultural heritage preservation standards. An appropriate preservation activity is one that protects the values of the site, object or collection, or form of traditional cultural expression as they are understood by stakeholders. Stakeholders may include national, regional, or local cultural authorities; the local community; and others with vested interests in the site and the outcome of a project.

The Public Affairs Section of the U.S. Embassy South Africa of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program focused on strengthening existing ties and fostering new collaboration between U.S. and African universities. The Public A Priority Region: Project activities must take place in South Africa and the United States, and be directed at South African audiences/participants. Program Objectives: The goal of the University Partnerships Initiative (UPI) is to strengthen existing ties and foster new collaboration between U.S. and South African universities. Focus areas include promoting faculty and student exchanges, facilitating joint research, building administrative capacity, and creating public-private partnerships. The Office of Citizen Exchanges, Youth Programs Division, of the Bureau of Educational and Cultural Affairs announces an open competition for the Youth Leadership Program with Burma. Public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to conduct three- to four-week U.S.-based exchange programs for teenagers and adult educators. Participants will be high-school-aged youth and adult educators. Applicants should plan to provide U.S.-based programming for 17-18 youth and 2-3 adult participants from Burma. The activities for each program will focus on civic education, leadership, diversity, and community engagement and prepare participants to conduct projects at home that serve a community need.

The U.S. State Department, Bureau of Intelligence and Research (INR), Office of Outreach, invites organizations with substantial and wide-reaching experience in administration of research and training programs to apply for funding to conduct nationwide competitive programs supporting U.S. scholars, students, and institutions in advanced research and language training on the countries of Eastern Europe and the independent states of the former Soviet Union. The Office of Citizen Exchanges, Youth Programs Division, of the Bureau of Educational and Cultural Affairs (ECA) announces an open competition for the FY 2018 Jovenes en Accion (Youth in Action), an exchange program for Mexican high school students. U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3)may submit proposals to provide participants with a four-week summer exchange program in the United States focused on civic education, community service, and youth leadership development and to support the implementation of service projects in their home communities. This program will be funded as a joint initiative between the U.S. Department of State, the Mexican government, and the private sector. U.S. Embassy Mexico City and the Mexican Secretariat of Public Education will recruit, screen, and select the participants. ECA funding will support U.S.-based activities for approximately 25 participants to take place during summer 2018. U.S. Embassy Mexico City anticipates additional funding to increase the total number of participants to approximately 75 students; proposals should indicate the applicant's ability in hosting approximately 75 students and managing funding from multiple sources. The Department reserves the right to reduce, revise, or increase proposal project configurations, budgets, and participant numbers in accordance with the needs of the program and the availability of funds.

The U.S. Embassy's Public Affairs Section in Moscow (PAS Moscow) invites proposal submissions for a cooperative agreement to provide technical and logistical support for arts and cultural programming in Russia. The grant recipient will work closely with Public Affairs and Cultural Affairs at Mission Russia to identify and select American artists and performers to bring to Russia for short-term programs. Performances may include, but are not limited to music, dance, theater and film/television acting, and culinary arts. The grant may occasionally include programs for artists in the spheres of photography, comic books and graphic arts, computer art and design, arts management, painting, and other visual and graphic art. Individual athletes or groups of athletes may also be supported through this program to demonstrate their talent. The grantee will be responsible for assisting with support in the form of fee negotiation with the artists, visa assistance, in-country and international transportation arrangements, airport pickup, event promotion, procurement of educational and printed materials, and other technical and logistical support as directed by PAS Moscow. Additional examples of supporting activities include reimbursing artists for program-related expenditures and processing vendor payments for travel expenses, support, or other items.

The U.S. Embassy Budapest Public Affairs Section of the Department of State announces an open competition for organizations and individuals to submit applications to carry out a program or project with funding through its Public Diplomacy Small Grants Program. This is an Annual Program Statement, outlining our funding priorities, the strategic themes we focus on, and the procedures for submitting requests for funding. Purpose of Small Grants: PAS Budapest invites proposals for projects that strengthen cultural ties between the U.S. and Hungary through cultural programming that highlights shared values and promotes bilateral cooperation. The U.S. Mission in Iraq announces an open competition for eligible organizations to submit proposals for a grant to implement the U.S.-Iraqi Think Tank Linkage Program for Iraqi Academics and Commentators program. The Public Affairs (PA) Section seeks to connect an influential group of Iraqi think tank representatives with their counterparts in the United States. This program would send ten (10) academics and Iraqi media commentators, selected by Embassy PA staff, to the United States for a ten (10) day exchange program to meet with representatives of American think tanks, U.S. government representatives, and international and media organizations. Topics to be covered include the role of think tanks and policy research institutions in U.S. society, the collaboration of think tanks with educational institutions, NGOs, and government branches, U.S.-Iraq bilateral relations in the post-ISIS era, the continued International Coalition role in Iraq post-ISIS, investment opportunities in Iraq for American companies, Iraqi Prime Minister Abadi's anti-corruption and national reconciliation efforts, and relations between the Iraqi federal government in Baghdad and the Iraqi Kurdistan Regional Government. Subject to the availability of funds, the Embassy expects to award one Grant up to $100,000 to carry out the U.S.-Iraqi Think Tank Linkage Program.

The United States Embassy in Bosnia and Herzegovina, acting through the Office of Public Affairs, is pleased to announce a Notice of Funding Opportunity for Civic Education programs that address school segregation or other problems that divide students along ethnic lines. These projects should advance Education in Democracy and help remove obstacles to integrated education. This small-grants competition will award projects designed explicitly as home-stay exchange programs that contribute to democracy and human rights education, with interaction and the development of tolerance between the ethnically, religiously and geographically diverse communities of Bosnia and Herzegovina. Home-stay exchange program activities include the mandatory requirement of a family-engagement component, in which participants will stay in the homes of fellow participants from different ethnic or religious backgrounds, and engage in volunteer projects in both communities. Programs should be innovative and bring together youth (ages 12-24) from communities across ethnic, geographical, and administrative lines and engage a large number of youth in community improvement activities in each host town. Priority will be given to applications which engage youth who have not yet had access to programs funded by the U.S. government. Detailed budget should be expressed in USD, with a maximum amount of $20,000.

The Public Affairs Section of the U.S. Embassy in New Delhi (PAS New Delhi) seeks proposals for a project entitled "Leadership through Sports for Jammu and Kashmir." The project, a week-long workshop for local community leaders in the sports field from Jammu and Kashmir, will share best practices on how to build sports and leadership programs in underserved communities. The grantee will identify five American sports mentors/coaches (three female and two male) and bring them to New Delhi to implement the week-long program for 20 local coaches, school administrators, sports association leaders and sports administrators, at least half of whom are female. The American sports mentors/coaches should have experience working with disadvantaged/underserved populations on sports programs, and will focus on building capacity in sports and leadership program development. Upon completion of the week-long workshop, the grantee will organize and oversee a six-month virtual mentoring program between the American sports mentors/coaches and the participants. The Office of Citizen Exchanges, Youth Programs Division, of the Bureau of Educational and Cultural Affairs (ECA) invites proposals for the FY 2018 On-Demand Youth Leadership Program. The On-Demand Youth Leadership Program builds upon current and past On-Demand Youth Leadership Programs. This exchange program supports U.S. foreign policy goals by empowering the U.S. State Department to quickly respond to evolving foreign policy priorities. U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to provide approximately five exchange projects in the United States from three to four weeks in duration. Applicants may submit only one proposal under this competition. If multiple proposals are received from the same applicant, all submissions will be declared ineligible and receive no further consideration in the review process.

The Office of Citizen Exchanges, Youth Programs Division, of the Bureau of Educational and Cultural Affairs (ECA) announces an open competition for a cooperative agreement to manage the FY 2018 Organizational Components of the Future Leaders Exchange (FLEX) program. The FLEX program addresses U.S. foreign policy goals by supporting a stable, more peaceful world with less conflict and more common ground. The FLEX program provides scholarships for high school students from Europe and Asia to live and study in the United States for an academic year. In turn, these students expose U.S. citizens to the culture, traditions, and lifestyles of people of their home countries. U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) are invited to submit proposals to: (1) recruit and select international students from designated countries; (2) provide orientations for all participants; (3) coordinate travel and logistics; (4) liaise with ECA, U.S. embassies and natural families; (5) provide advice and counseling for students and placement organizations (POs); (6) provide two Civic Education Workshops; and (7) provide activities, events and follow-on alumni programs that promote civil society, leadership, and mutual understanding. ECA intends to award one cooperative agreement for approximately $11,841,240, pending the availability of FY 2018 funds.
