Impactful CVE projects take many forms, but often their success is measured in their ability to dissuade individuals from joining terrorist organizations, provide local communities with means to redress grievances, offer compelling alternatives to violent extremist narratives, empower local groups and individuals to play a greater role in improving their communities, or increase community resiliency to violent extremism. The goal of the project is to build the capacity and expand the work of local Tunisian NGOs and CSOs who directly and indirectly work with individuals vulnerable to sympathizing and/or supporting violent extremism.

Marawi Response project seeks to advance durable solutions for individuals displaced by the Marawi crisis (IDPs) in a manner that reduces the threat of conflict and extremism. Through the project, USAID seeks to implement locally-driven and community-centered approaches that enable IDPs to participate in their own recovery and be active contributors to the social and economic development of their communities. By doing so doing so, USAID intends to simultaneously reduce the threat of conflict and extremism and bolster the leadership of Women and girls in communities in and around Marawi.

The Public Affairs Section at the U.S. Embassy Kuala Lumpur will help select the Malaysian partner institution and vet participants in the content production training. The Public Affairs Section of the U.S. Embassy Kuala Lumpur announces an open competition for organizations to submit proposals to carry out a program in Malaysia to further research violent extremism in Southeast Asia and to create linkages between academic institutions in SE Asia and researchers in the United States.

In 2015, under the auspices of the GCTF, the United States and Turkey launched the International CT and CVE Clearinghouse Capacity-Building Mechanism (ICCM) in an effort to develop a more systematic approach to direct, coordinate, and de-conflict the provision of CT and CVE resources to key partner nations and regions. The ICCM is an online database of unclassified civilian CT and CVE activities, which serves as a resource and decision-making tool to better coordinate and deliver capacity-building assistance. The ICCM is password-protected and only open to GCTF members (29 countries and the EU), key donors and affiliated institutions, such as the United Nations. In 2015, the ICCM was launched as a two-year pilot project in Kenya, Nigeria, and Tunisia. The ICCM is now live with recent, ongoing, and planned CT and CVE capacity-building projects. Data in the ICCM comes from partner nation inputs, existing donor databases, and open source materials. As the ICCM's two-year pilot period comes to an end in September 2017, the United States is looking to fund the continuation of the ICCM and its expansion to include additional countries. The specific countries to be added will be provided by CT at a later date. PROJECT'S GOALThe goal of this project is to expand as well as maintain and update the International Counterterrorism and Countering Violent Extremism Capacity-Building Clearinghouse Mechanism (ICCM) under the auspices of the Global Counterterrorism Forum (GCTF). MOVO will be a five-year regional messaging and communication effort that leverages both traditional and new media to counter violent extremism and promote democracy, human rights and governance. MOVO will aim to form lasting partnerships to amplify moderate voices in communities as well as national and regional networks and institutions. MOVO will use a strategic information campaigns to tackle difficult, long-standing issues critical to VE vulnerability as well as to respond directly to events and hot topics. MOVO will integrate with other USG CVE and messaging efforts, such as State and USAID-funded programs, Public Affairs Sections and Military Information Support Teams (MIST) in the region. With regard to mediums of information exchange, MOVO will strengthen and expand existing PDev II radio networks and programming, continuing to invest in the medium most easily accessible to rural communities at-risk. However, MOVO will also produce targeted video content in targeted countries that is easily sharable and of most interest to target demographics. Mobile platforms that leverage feature phones have proved wildly popular and are useful in engaging rural audiences. Social media offers exciting new opportunities to connect with target audiences. However, poor internet penetration in target areas and among target demographics may limit the applicability of the medium. MOVO will expand its emphasis on social media in a measured, iterative manner that builds on effective, cost-efficient approaches. To the extent possible, all content will be cross-promoted across radio, video, mobile and social media to increase dissemination and build audiences across demographics and platforms.

The U.S. Embassy in Australia invites Australian organizations and individuals to submit proposals for funding of programs that increase mutual understanding between the U.S. and Australia and promote the bilateral relationship. Topic areas eligible for funding include: entrepreneurship and innovation; U.S. policies, society, culture and values; cultural diversity; academic integration and advancement; civic participation; countering violent extremism; global challenges such as climate change, clean energy, promotion of STEM, human rights, economic development, health, LGBTI issues, and marginalized populations. Most grants funded are in the $5,000 to $15,000 range, though proposals for higher amounts will be considered if the project is of particular value to advancing the U.S.-Australia relationship. The U.S. Embassy in Baghdad, Iraq invites eligible organizations to submit proposals to assist in the development and implementation of a business mentoring program in southern Iraq geared primarily toward female single heads of household who wish to start their own businesses or enter the job market. U.S. Consulate General Basrah seeks to engage southern Iraqi women who are in positions of increased financial responsibility due to the loss of a family member to armed conflict, violent extremism, and/or sectarian violence. The goal is to enable Iraqi women to meet their essential economic needs and those of their families. Grant objectives are to connect Iraqi women with mentors-preferably female-in the business community, who can teach skills and model strategies that will increase their participation in the local economy, including basic computer skills, resume building, and the use of social media and other online platforms. English training is a desirable, but not required component of the training. Training that facilitates direct contact between the Iraqi diaspora and local women is also desirable. Participants will receive training and access resources as part of a local network of mentors that can provide them real-time tailored feedback and offer ongoing support, advice, and resources to overcome the challenges businesswomen face in the context of southern Iraqi society. The program should also incorporate virtual mentoring sessions with American entrepreneurs - particularly women, and those fluent in Arabic - who can speak to their experiences, offer best practices, and promote linkages between Iraqi and American businesspeople.

This project will provide professional and technical development for defense legal professionals that provide criminal legal aid services in Bangladesh and help develop the organizational capacity of government legal aid committees to improve access to justice for indigent Bangladeshis. The project will provide legal training for defense lawyers to enhance the quality of legal aid services and engage with government legal aid committees to develop strategic initiatives to improve public outreach capabilities, planning, administrative capacity, and coordination among government facilities and NGOs. The project will support efforts to counter violent extremism in Bangladesh through improving access to justice and formal mechanisms to air grievances.

The Community Engagement Office (CEO), of the Public Affairs Section (PAS) of the U.S. Embassy in Islamabad of the U.S. Department of State is pleased to announce an open competition for assistance awards, contingent on funding availability, through the Public Diplomacy Grants Program. Tech Camps are a public diplomacy program hosted in the Bureau of International Information Programs (IIP) at the U.S. Department of State and will follow guidelines from IIP. PAS Islamabad invites all eligible organizations (see Section C for Eligibility Requirements) to submit proposals for grants to effectively counter violent extremism with evidence-based research as specified in this NOFO. This year's CEO NOFO seeks to address a major challenge to creating and sustaining effective CVE programs in Pakistan: the gap between CVE research and analysis (R&A) and program design that includes a monitoring and evaluation (M&E) element. This NOFO seeks to minimize the gap by sponsoring reliable, high-quality community-focused R&A that directly informs CVE program design, especially in the underserved regions of Pakistan most susceptible to violent-extremist (VE) messaging and recruitment. To address the above identified gap, CVE practitioners will lead the R&A in order for it to translate into measurable programmatic goals and objectives, whilst also providing thematic oversight. CEO's NOFO is divided into two distinct but closely linked grant projects. This link between the two will be vital for project success.
