The grantee will be responsible for managing and implementing all rounds of the 2nd Young Astronauts Program. The grantee should design an application process for the fall of 2019 or spring of 2020 that tests student interest in science and aerospace fields, critical thinking, English language, and leadership ability. Applications can be done online through written or video submissions, or through in-person competitions (make-a-thons etc.) Semi-finalists must be interviewed by a panel of English and science experts to gauge their motivation, maturity, and English language ability. The grantee, through this grant, should support secondary school students and chaperones to travel to the United States to participate in a week-long aerospace camp, visit prominent aerospace sites of historical interest, and engage in American cultural activities. The grantee convenes a selection committee that chooses participants for the program. The grantee must design the summer 2020 program in the United States and support all travel and lodging logistics. Participants on the tour learn about American history and capture their experiences through social media posts, and the grantee supports the production and editing of at least one video testimonial.

The U.S. Embassy's Public Affairs Section in Moscow (PAS Moscow) invites proposal submissions for a cooperative agreement to implement the Russian-American History Showcase (formerly the Fort Ross Quest). The grant recipient will work closely with Public Affairs and Cultural Affairs at Mission Russia to create an activity that motivates teams of Russian teachers and secondary school students to explore the shared history of the United States and Russia. The result of their research (a video, online game or board game, app, performance, comic book etc.) then becomes a useful outreach tool for further engagement with a broader audience. The grantee will support the travel and logistics for winning teams to participate in a study tour to Fort Ross state park and other sites of historical significance in the United States. The Russian-American History Showcase proactively promotes a broader understanding of U.S. history while also promoting tolerance, shared values, teamwork, and English language learning.

The Public Affairs Section of the U.S. Consulate General in Mumbai (PAS Mumbai) seeks proposals for a project entitled, "Promoting Diversity and Tolerance through Interfaith and Interclass Community Service Projects." Under this project, the grantee will work with local partners and the consulate to identify up to 500 youth, aged 12-25 from different cultural, religious, and socio-economic backgrounds, to participate in the program to be held in a secondary city in one of the following four western Indian states: Chhattisgarh, Gujarat, Madhya Pradesh, or Maharashtra.

The goal of the Access Program is to equip bright, talented, economically deserving high school students with a range of global citizenship skills anchored by the two core components of enhanced English language skills and a stronger Turkish-U.S. cross-cultural understanding. These core components, along with a focus on creating a keen sense of public service, also produce a stronger sense of purpose, drive, and self-esteem. Other global citizenship skills include, but are not limited to, critical and creative thinking, leadership, information technology, and media literacy. The Office of Citizen Exchanges, Sports Diplomacy Division, in the Bureau of Educational and Cultural Affairs announces an open competition for the FY 2018 Global Sports Mentoring Program (GSMP). U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3) may submit proposals to conduct two separate month-long professional development mentorship programs, Sport for Community GSMP and the espnW GSMP, and a reciprocal overseas exchange involving approximately 80 international and American participants in total. By empowering women and people with disabilities, the GSMP directly supports U.S. foreign policy goals, promotes social inclusion, and elevates the status of marginalized populations. Through the mentorship experience, the GSMP encourages mutually beneficial relationships between American sports executives and leaders in the sports sector overseas. Further, the GSMP engages alumni from previous years through sustained U.S. Embassy relationships, follow-on individual grants, and monitoring and evaluation. Tapping into the power of public-private partnerships and founded on participant-led business plans, the GSMP positively impacts communities at home and abroad and creates a more secure and democratic global playing field for all.

The centers funded will: Be national resources for the teaching of improved business techniques, strategies, and methodologies that emphasize the international context in which business is transacted; Provide instruction in critical foreign languages and international fields needed to provide an understanding of the cultures and customs of U.S. trading partners; Provide research and training in the international aspects of trade, commerce, and other fields of study; Provide training to students enrolled in the institution or institutions in which a center is located; Serve as regional resources to local businesses by offering programs and providing research designed to meet the international training needs of such businesses; and Serve other faculty, students, and institutions of higher education located within their respective regions.

The Tinker Foundation, based in New York City, promotes the interchange of information within the community of those concerned with the affairs of Latin America. Emphasis is placed on those activities that have strong public policy implication, offer innovative solutions to the problems facing these regions today, and incorporate new mechanisms for addressing environmental, economic, and governance issues. Dr. Edward Larocque Tinker created the Tinker Foundation in 1959, and his lifelong devotion to the Iberian tradition in the Old and New Worlds gave definition to the Foundation's overall purpose. Tinker Foundation Field Research Grants The Tinker Foundation's Field Research Grants Program is designed to provide budding scholars with a first-hand experience of their region of study, regardless of academic discipline. The grants provide graduate students with funds for travel to and within Latin America to conduct pre-dissertation research. These awards allow students to acquire a comprehensive knowledge of language and culture, familiarize themselves with information sources relevant to their studies, conduct pilot studies and preliminary investigations, and develop contacts with scholars and institutions in their respective fields.

The Office of Citizen Exchanges, Youth Programs Division of the Bureau of Educational and Cultural Affairs (ECA) announces a FY 2018 open competition for four distinct, single-country Youth Leadership Programs with Algeria, Iraq, the Philippines, and Russia. U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to provide youth with four-week exchanges in the United States focused on the primary themes of civic education, leadership development, respect for diversity, and community engagement and to support the implementation of service projects in their home communities. Each program, with the exception of the Youth Leadership Program Russia, will also engage approximately 3-5 adult educators/community leaders in programming alongside youth participants. Competitively selected U.S. secondary students will join participants in U.S.-based exchange activities on the Algeria and Iraq programs. It is the Bureau's intent to award four separate cooperative agreements (one per program), for an estimated total of approximately $3,780,000 (one base year plus two Non-Competitive Continuations per program, pending the availability of funding. The U.S. Embassy Ankara, Public Affairs Section of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program to Support Shared Security, Strengthen Economic Prosperity or Reinforce U.S. - Turkish Shared Values. Priority Region: Projects located outside Turkey's largest cities are considered stronger. Program Objectives: * Support Shared Security - Projects that support and advance cooperation between the U.S. and Turkey on defeating ISIS/Daesh and other extremist groups; projects in Turkey that support advancing stability in Syria; all facets of counterterrorism efforts; and transnational crime. Also projects that support and advance cooperation between the United States and Turkey in NATO and other multilateral security organizations. * Strengthen Economic Prosperity - Projects which promote trade and investment with the United States, and support entrepreneurship and innovation. Projects which support science, technology, engineering, and math (STEM) education among Turkish youth. * Reinforce U.S.-Turkish Shared Values - Projects which build mutual understanding and promote U.S.-culture, including American Studies, English teaching/learning, music, art, sports, and education, and encourage study in the United States. Also projects that support human rights, women's and youth empowerment, LGBT rights, diversity, acceptance of minority groups, and other areas of mutual interest that promote freedom and democracy.

The Office of Citizen Exchanges, Sports Diplomacy Division, of the U.S. Department of State's Bureau of Educational and Cultural Affairs (ECA) announces an open competition for the FY 2018 International Sports Programming Initiative (ISPI). U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3) may submit proposals to manage sports exchange projects designed to reach underserved youth and/or their coaches/sports administrators who manage youth sports programs. These exchanges between the United States and select countries will be reciprocal exchanges that employ sports to address the Sport and Social Change theme outlined below. The International Sports Programming Initiative uses sports to help underserved youth around the world develop important leadership skills, achieve academic success, promote tolerance and respect for diversity, and positively contribute to their home and host communities. Sports Diplomacy programs are an important tool for advancing U.S. foreign policy goals through interaction with hard-to-reach groups such as at-risk youth, women, minorities, people with disabilities, and non-English speakers. The focus of all programs must be on both male and female youth and/or their coaches/sports administrators. Programs designed to train elite athletes or coaches are ineligible under C.3 of this announcement. Other Eligibility Requirements are available within the full announcement.

The U.S. Embassy Small Grants Program is designed to support civil society in Kazakhstan and advance the interests and will of Kazakhstani citizens. Project proposals must address one of the following themes: Theme 1: Promote respect for Human rights including diversity, tolerance, inclusion and youth empowerment. Theme 2: Enhance rule of law and cooperation between the government and civil society. Theme 3: Advance gender equality. Theme 4: Promote a culture of civic responsibility. Theme 5: Freedom of Media and expanded access to information, including through new media. Theme 6: Emphasize innovation in public education, health, environment; energy and public/private partnerships.

The U.S. Embassy in Moldova seeks to support independent voices in the Moldovan media landscape through the development of good quality local production capacity in the Republic of Moldova in the interests of plurality of views and editorial independence. Specifically, this initiative seeks to support the development of the community of filmmakers and digital content creators who use their medium to present an alternative vision of Moldovan society and culture. The U.S. Embassy seeks a qualified implementing partner that will select, mentor and monitor a series of sub-grantees from the Moldovan creative community.The project will include two major components: 1. Planning and administration of sub-grantees applying for production related initiatives. The grant recipient must solicit applications from emerging or established Moldovan filmmakers, NGOs and creative studios based on an open competition, and select participants based on merit, potential and proposed project goals and outcome. 2. Mentorship of filmmakers, studios and NGOs that successfully pass the selection stage for film production, film festivals, and other non-news production projects. Grant recipient need to mentor the funds recipients in all the cycles of the projects: Planning, Script writing (where necessary), Pitching, Production, Distribution, Fundraising etc. The funding competitions to be announced by the grant recipient of this funding opportunity should be opened to individuals and entities from/registered in the Republic of Moldova and can include different formats, i.e. documentary, narrative, animation, or experimental formats. The themes and goals shall be discussed together with the U.S. Embassy team and the grant recipient.

The Study of the U. S. Branch (ECA/A/E/USS), Office of Academic Exchange Programs, Bureau of Educational and Cultural Affairs (ECA), invites proposal submissions from accredited U.S. post-secondary education institutions (community colleges, liberal arts colleges, public and private universities); U.S. public and private non-profit organizations; or consortia of organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) (see section C. Eligibility Information in the Notice of Funding Opportunity) for the design and implementation of twelve (12) Young Southeast Asian Leaders Initiative (YSEALI) Academic Fellowship Institutes. The Institutes should take place in the fall of 2018 and spring of 2019, pending the availability of FY 2018 funds. The YSEALI Academic Fellowship will provide up to approximately 250 undergraduate and recent graduates from throughout Southeast Asia with a foundation in one of three themes: Civic Engagement, Environmental Issues and Natural Resource Management, and Social Entrepreneurship and Economic Development. It is ECA's intent to award up to three Cooperative Agreements for the administration of up to twelve FY 2018 YSEALI Academic Fellowship Institutes.

New York University's Center for the United States and the Cold War announces the Agnese N. Haury fellowships and travel grants for 2018-2019. The Center for the United States and the Cold War at NYU's Tamiment Library supports research on the Cold War, especially on the ways in which this ideological and geopolitical conflict with the Soviet Union affected American politics, culture, and society. We will be offering a dissertation fellowship and several travel grants to scholars who are interested in using Tamiment's holdings to further their research.

The Office of Citizen Exchanges, Youth Programs Division, of the Bureau of Educational and Cultural Affairs (ECA) invites proposals for the FY 2018 On-Demand Youth Leadership Program. The On-Demand Youth Leadership Program builds upon current and past On-Demand Youth Leadership Programs. This exchange program supports U.S. foreign policy goals by empowering the U.S. State Department to quickly respond to evolving foreign policy priorities. U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to provide approximately five exchange projects in the United States from three to four weeks in duration. Applicants may submit only one proposal under this competition. If multiple proposals are received from the same applicant, all submissions will be declared ineligible and receive no further consideration in the review process.

The Public Affairs Section of the U.S. Embassy in New Delhi (PAS New Delhi) seeks proposals for a project entitled "Strengthening U.S.-India Relations through Jazz." Through this program, the Embassy seeks to celebrate and strengthen the cultural connection between India and the United States through the medium of jazz music. The recipient should be an ensemble and include at least one American musician, with an emphasis on American jazz music that includes traditional jazz music that pays tribute to its African-American roots.

The Supporting Her Empowerment - Girls' Resilience, Enterprise, and Technology (SHE's GREAT) Initiative will support comprehensive, holistic programming to address gender-based violence and harmful cultural practices and increase girls' leadership and decision-making.

The U.S. Mission in Iraq announces an open competition for eligible organizations to submit proposals to develop and implement the English Access Microscholarship Program for Kirkuk and Tikrit. Public Affairs Office (PA) seeks to provide Iraqi youth with educational opportunities through English-language instruction in accordance with Mission Iraq goals. The English Access Microscholarship Program for Kirkuk and Tikrit will provide a foundation of English language skills to economically disadvantaged, demographically diverse, 13 to 16 year-old students through after-school or weekend classes and intensive summer activities over a two-year period. Access Program students also gain an appreciation for American culture and democratic values, increase their ability to participate successfully in the socio-economic development of their countries, and gain the ability to compete for and participate in future U.S. Government-sponsored educational programs. Subject to the availability of funds, the Embassy expects to award a grant up to $193,000 to carry out the English Access Microscholarship Program for Kirkuk and Tikrit over a twenty-four month time frame.

The Public Affairs Section (PAS) of the U.S. Embassy in Beijing, China is pleased to announce an open competition for assistance awards through this Notice of Funding Opportunities (NOFO). PAS invites proposals for conducting exchange programs that will provide Chinese audiences with the opportunity to experience and understand U.S. culture, society, government and art. PAS will generally award multiple grants for up to US$50,000 per grant, but will consider grants for up to US$150,000 for programs that address concerns about regional security and nuclear proliferation, advocate for free, fair, and reciprocal trade and investment policies, or promote a free and open Indo-Pacific.

The United States Embassy in Bosnia and Herzegovina, acting through the Office of Public Affairs, is pleased to announce a Notice of Funding Opportunity for the "Night at the Museum" Civic Education Program which promotes awareness of joint cultural heritage and appreciation for museums as places of learning in BiH. Proposals should include a series of events, activities at three or more major museums in the country, and overnight stays for youth at those museums. Applicants should include in the program at a minimum the National Museum of BiH, the Fojnica Franciscan Monastery Museum, and one of the major museums in Republika Srpska, for no less than 400 students from different ethnic groups across the country. These youth participants will work together at each museum. Programs should be innovative, bring together youth (ages 12-24) from communities across ethnic, geographic, and administrative lines, and engage participants in follow-up community improvement activities. Priority will be given to applications which engage youth who have not yet had access to programs funded by the U.S. government. A detailed budget should be expressed in USD, with a maximum amount of $50,000.
