BLOOMINGTON, IN, August 20, 2015 - Envisage Technologies, a Bloomington, Indiana-based high-technology firm, announced today it has been awarded a multi-year contract by the Department of Homeland Security Federal Protective Service (FPS). FPS chose the Acadis® Readiness Suite to replace its legacy systems with a modern, modular software solution.

Each year, public safety professionals learn more about the complexities of firefighting. Technology has advanced with that knowledge, allowing first responders to capture critical data and use it to inform future calls. Faced with budgetary and personnel shortages that hamper management of that data, however, fire departments stand to benefit from adoption of cloud-based solutions. Taking on the burden of hardware and software maintenance, Software as a Service (SaaS) greatly mitigates the technical overhead for a firehouse. Cloud computing improves performance, increases access to important information, and lowers the total cost of ownership for software. For fire departments, that efficiency translates into more effective emergency response.

This month, Envisage Technologies will host a live webinar entitled, "Months to Minutes," at 2 pm ET/ 11 am PT on Tuesday, July 28. This session will give participants the opportunity to learn how Utah's Peace Officer Standards and Training (POST) streamlined their training and compliance process from 12 months to 5 minutes. Unmanned aircraft systems can be used in a variety of contexts. Hobbyists fly them for private use, as they might a model aircraft. E-commerce giant Amazon is exploring the use of drones for rapid product delivery. Drones are also used for humanitarian purposes, surveying damage caused by natural disasters. The versatility of drones entices state and local law enforcement agencies, as well. The U.S. Customs and Border Protection, for example, deployed UAS to help monitor areas that are difficult to traverse along the Mexican and Canadian borders. When drones detect movement in these places, the CBP is able to send human agents equipped to deliver medical assistance. For local law enforcement, however, drone use is often misunderstood. As quickly as police departments find ways to leverage the benefits of unmanned vehicles, public criticism of such operations can shut them down. Along with an investment in technology and crafting good policy, public perception is a critical factor that law enforcement needs to address.

Driven by shrinking public coffers, state and local governments face a growing number of challenges. Law enforcement organizations are particularly at risk due to legacy technologies that compound costs through implementation expenses, maintenance fees, software upgrades and hardware purchases. More and more, this hidden price is motivating law enforcement departments to try cloud computing-Software as a Service (SaaS), in particular-to bring down costs and increase flexibility. To gain those benefits, however, departments must be able to overcome new issues involving information security, data management, and protecting confidentiality.

As the end of National Safety Month approaches, first responders are reminded not only of the tremendous impact that public awareness can have on preventing common injuries and deaths, but also the unique role they have in fostering that awareness. Pursuant to a recent court case*, first responders have an affirmative duty to act-whether by educating the public or otherwise ensuring their safety-when there is a known and present danger. With more than 177 million Americans relying on natural gas to meet their energy needs, there are few dangers as universally threatening as the fires and explosions resulting from gas leaks. According to the U.S. Department of Transportation Pipeline and Hazardous Materials Safety Administration, pipelines are the safest means of transporting natural gas. Nevertheless, their figures indicate that nearly 900 natural gas pipeline incidents over the past 20 years have resulted in serious bodily injuries or fatalities. As the 2.5 million miles of pipeline nationwide continue to naturally degrade over time, first responders' training about and management of these leaks will become increasingly important.

There are strong correlations between rising temperatures and crime rates. To keep the public safe, leaders need not only to be aware of this relationship, but also to engage peers and the public in developing solutions to the impending resource gaps.

A fitness test is an effective and legal device for screening first responders, but only when designed and implemented in a particular way. Though some believe that the daily demands of public safety professionals are enough to maintain adequate levels of fitness, this is a faulty and dangerous assumption. Even though the most common tasks performed by first responders do not involve physical exertion, the primary goal of training and fitness should be to ensure that first responders are able to get to, control and remove a threat to public safety. Because individuals with poor fitness may be incapable of performing these essential tasks, departments with lax or no standards are at risk for lawsuits based on negligence and deliberate indifference. Implementing overly-stringent standards is hardly a panacea for a department's litigation woes. If standards are based on, relative to, or disparately impact members of a protected class, then rejected applicants may allege discrimination under state or federal law.

he International Association of Directors of Law Enforcement Standards Training (IADLEST) 2015 Conference wrapped up June 3 with over 500 attendees, sponsors and exhibitors converging on San Antonio, Texas. The conference offered presentations in IADLEST mission-critical areas such as law enforcement standards and training, executive level skills, training best practices, and technology innovation.

The International Association of Directors of Law Enforcement Standards and Training (IADLEST) in partnership with Envisage Technologies unveiled the National Certification Program (NCP), a broadly supported national training standard for law enforcement continuing education programs. IADLEST is a catalyst for law enforcement innovation. The association focuses on the pressing issues of training and standards and created the NCP with the primary goal of improving training quality for law enforcement officers. The NCP applies rigorous standards on training content ensuring that providers incorporate best practices. IADLEST then enforces these standards for providers wishing to be recognized for excellence in law enforcement training. The NCP will also simplify access to quality training by aggregating certified courses in a national training catalog. Departments will be able to easily search for certified training from providers from around the Nation that have met the quality standard.

As public funds continue to shrivel, state and local governments are increasingly turning to the Internet to trim technology costs and better manage information services. Cloud computing not only makes it possible to access information from anywhere at any time, but also to shed internal IT infrastructure in favor of renting software applications from remote providers. There are essentially three types of cloud computing services: Software as a Service (SaaS), Platform as a Service (PaaS) and Infrastructure as a Service (IaaS). All three provide computer servers, data storage and communications capabilities at a central location, allowing clients to access software applications remotely. However, each is designed for a specific business need. Which type of service an organization needs comes down to two basic questions: How much internal technical expertise will be supported by the department? Is the department prepared to invest in ongoing maintenance of software? Often, government agencies benefit by freeing up these resources to address greater needs.

When local law enforcement is able to engage residents in an exchange of information, crime-fighting is more effective. Increasingly, social media is becoming a valuable tool for police and citizens to engage each other. These networks present opportunities to gather and distribute information quickly. Many departments are not able, willing or sometimes allowed to leverage the benefits of this technology. The ones who do so successfully, however, provide a blueprint for peers to follow.

The use of force constitutes a seizure under the Fourth Amendment. It is analyzed by courts under an objective reasonableness test: the amount of force used in any police encounter must be reasonable in relation to the risks presented. Deadly force is acceptable only if an officer has probable cause to believe that the suspect poses a significant threat of death or serious injury to the officer or others. When an officer exceeds these bounds, supervisors and departments may be subject to liability. Use of force occurs in a relatively small number of interactions between the police and public, but the potential costs in terms of dollars, reputations and lives demand that resources be allocated toward its management. Through standards, education and technology, departments can effectively and proactively limit their exposure to these costs.

A well-developed infrastructure can be the difference between citywide resilience and longstanding disorder.
