    Research on military effectiveness suggests that even very brave, highly motivated soldiers won't be successful in their efforts to take territory if they fail to master these key skills. It also suggests that these skills are particularly unlikely to develop in regimes that are more concerned with maintaining power, especially in the face of political threats from their own military organizations, than combating conventionally powerful adversaries. This problem has historically plagued most Iraqi efforts to generate effective military forces, dating to the time of Saddam Hussein.

Tunisian government dissolved after critic's killing causes fury | Reuters - 0 views

Marina Ottaway from the Carnegie Endowment think tank also shares this view; she argues that there are still significant remnants of the old regime in Egypt and Tunisia.

'We Misled You': How the Saudis Are Coming Clean on Funding Terrorism - POLITICO Magazine - 0 views

The Built-In Obsolescence of the Facebook Leader - 0 views

  • With great rapidity new groups and figures have been projected into the political limelight thanks to the springboard of popular social media channels, only often to disappear with the same speed, with which they had first appeared. Social media have proven to be a stage in which creativity and spirit of initiative of different radicalized sectors of the Egyptian urban middle class have found a powerful outlet of expression. One might say that they have to a large extent delivered on the techno-libertarian promise of being a meritocratic space, in which dedication and charisma could find the outlet that was not available in formal parties and NGOs and in the traditional intellectual public sphere. At the same time, activist' enthusiastic adoption of social media as a ready-made means of short-term mobilization has produced serious problems of organizational sustainability. Short-termist over-reliance on the power of social media has contributed to a neglect for the question of long-term organization, ultimately leading to the incapacity in constructing  a credible leadership for the revolutionary youth.

  • The case of Tamarrod demonstrates how the fluidity in the field of social media in the activist field, dominated by flexible groupings coordinated through social network sites can open space for opportunist groups. Both Wael Ghonim and the main leaders of Tamarrod were secondary figures in the activist scene in Cairo, despite the fact that some of them, had been previously involved in pro-democracy campaigns and in the Elbaradei presidential campaigns. Similarly to what happened with previous political groups it was a great extent this outsider aura that managed to gather so much enthusiasm from Egyptian youth. The group managed to build an extensive network across the country, collecting millions of signature (the exact quantity will remain unverified) to withdraw confidence from Morsi. However, it progressively became clear that Tamarrod was far from being simply a disingenuous and spontaneous citizens groups. It has been publicly confirmed that the campaign received substantial funding from a number of Egyptian entrepreneurs, including Naguib Sawiris. It is also reasonably suspected that the group received financial and operational support from the Egyptian army, and the so-called deep state, which saw in Tamarrod a sort of useful idiot to get rid of the Muslim Brotherhood and create a favorable climate for the coup d'etat. Since the campaign of repression orchestrated by al-Sisi and the new post-coup government, the group has been marred by intestine fight between different factions, and seems to have lost much of its “street cred” among Egyptian youth. It was yet another group falling victim of its own precipitous rise.

Kuwaiti activists targeted under GCC security pact - Al-Monitor: the Pulse of the Middl... - 0 views

  • Kuwaiti civil society is one of the most vibrant in the Gulf, hence its early rejection of the GCC Internal Security Pact, which was interpreted as yet another attempt to silence dissent in their own country. Many Kuwaiti activists resented Saudi hegemony, which the pact is meant to strengthen not only in the small emirate but the other ones, too. It is evident now that criticizing Saudi Arabia is taboo, the violation of which definitely leads to perhaps several years in prison. Kuwaiti apprehensions were not unfounded but they couldn't do much about the treaty that was ratified by their parliament. Several opposition groups boycotted the elections that eventually produced a docile body. On the other side of the border, there was no debate or controversy related to the pact as Saudis are completely disenfranchised. The only consultative council they have is appointed by the king and has no power to discuss security pacts with the GCC or other countries.
  • there is more to the recent detentions at the request of Saudi Arabia than simply freedom of speech. Regardless of their ideological affiliations, all the detainees belong to tribes that have historically lived between Saudi Arabia and Kuwait. Also all the detainees have gone beyond their Bedouin way of life to acquire education, political visions and determination to be part of states established when they were lacking skills. The governments of most GCC countries prefer the tribal Bedouin population to remain as part of folklore. Their ancient tents, camels and coffee pots are a reminder of a pure Arabian heritage, lost under the pressure of globalization, foreign labor populations and the ethnic diversity of the coastal states. So Gulf leaders, including the Kuwaitis and Saudis, prefer the Bedouin to be in the museum and the folklore heritage festivals rather than in public squares, demonstrating against corruption and calling for true citizenship

  • The tribal moderns may endorse Islamism, or liberal democracy, but the fact of the matter remains constant. From the perspective of regimes, they are a dangerous bunch, simply because if they invoke tribal solidarities, they may be heeded by their fellow cousins, both imaginary and real.

Denying the obvious in Egypt: Sisi regime fights back over Regeni's death - 0 views

  • The regime has also been engaging in some rather transparent diversionary tactics which, again, don't look like the actions of an innocent party. 
  • Apparently based on the time-honoured principle that nobody ever criticises Egypt unless paid to do so, claims also began circulating that the 588 MEPs who voted for the European parliament's resolution had been bribed to support it by the Muslim Brotherhood. Ahmed Moussa, the TV host who had earlier interviewed fake witness Mohammed Fawzi, suggested this on his show and others joined in – including Hamdy Bakhait (a prominent MP, conspiracy theorist and former army general). Egyptian blogger Zeinobia commmented: "I got tons of MPs' statements in my inbox full of similar claims." Meanwhile, the semi-official al-Ahram newspaper published an article telling readers how the European parliament had "fallen into the trap" of the Muslim Brotherhood.
  • Like social scientists, the Egyptian authorities developed theories for the explosion of popular unrest in 2011. While political scientists have emphasised the spontaneity, courage and agency of ordinary citizens ... Egyptian security forces believe that the unrest was steered by well-organized political forces capable of manipulating the average citizen for political ends ... Mohammed bin Salman Isn't Wonky Enough - Foreign Policy - 0 views

  • Like Western investors, the kingdom’s elites are uncertain about what the new order means for the country’s economy. The new Saudi leadership has indeed created new opportunities, but many of the deep structural barriers to diversification remain unchanged. The bulk of the public sector remains bloated by patronage employment, the private sector is still dominated by cheap foreign labor, and private economic activity remains deeply dependent on state spending. Addressing these challenges could take a generation — and it will require patience, creativity, and a clearer sense of priorities.

The government could supplement this scheme by charging fees to firms that employ foreigners while subsidizing wages for citizens to fully close the wage gap between the two.

Debt is No Way For Non-Oil Arab States to Grow - Bloomberg - 0 views

  • many of the non-oil exporting nations in the Middle East and North Africa are undergoing a process of redefinition of how they are linked with the global economy. It is not going well.
  • Egypt, Tunisia, Morocco and Jordan are becoming more dependent on external borrowing than on foreign direct investments compared to the pre-2008 period. This is visible with declining ratios of FDIs to GDP, in contrast with increasing ratios of foreign debt to GDP and total exports
  • The relative political stabilization in all four countries as of 2014/2015 did not allow them much room for full-fledged recovery due to the global economic slowdown.   • History shows that when sponsoring a client dictatorship becomes a sacred pillar of Washington’s foreign policy, client rulers become extremely dependent upon U.S. support, prioritizing their relationship with Washington over their own people. In Jordan’s case, the government has preserved U.S. dominance in the Middle East and protected Israel while neglecting Jordanians’ own woes.
  • Policymakers fear that reducing any part of their support will destabilize their client state, which could not survive without it. The only option is to perpetuate the current system, even though that regime’s own policies are clearly destabilizing it.
  • Jordan’s transformation into a U.S. dependency began during the Cold War. Washington replaced the fading British in the late 1950s as its great protector, a logical move given the need to back anti-Soviet regimes everywhere. Jordan had no oil. Liberman spawns 'alliance of the underprivileged' - 0 views

  • Israel’s political system is currently ensnared in a dizzying spiral the likes of which it has never known. The unprecedented decision by Attorney General Avichai Mandelblit to indict an incumbent prime minister on charges of bribery, fraud and breach of trust has rattled Israeli politics, which was already suffering from deep polarization, and this is just the beginning. In a nationally televised response to Mandelblit’s announcement of the indictments on Nov. 21, Prime Minister Benjamin Netanyahu declared that he is being subjected to an “attempted coup.”
  • Netanyahu, heavily influenced by his legal woes, will push Israel into a third election in less than a year to gin up public support at the ballot box in the hope that his supporters will at least acquit him in the court of public opinion.

  • Liberman, who under the current constellation has the power to decide who will be Israel’s next prime minister, is seeking to exclude the ultra-Orthodox and the Arabs from power. Thus, these two groups, which would seem to have nothing in common save a possible desire to join forces against Liberman’s onslaught of incitement against them, are striking up a surprising “friendship.”
  • Israel’s Arab and ultra-Orthodox citizens — together constituting at least 30% of the population — are the country’s poorest demographic and the largest beneficiaries of its social welfare services. While Netanyahu and his right-wing allies shower generous budgets on the Jewish West Bank settlements and provide their residents with an array of benefits, members of the Arab Joint List and of the two ultra-Orthodox parties have to work hard to advance legislation that benefits their voters.

Gafni’s ultra-Orthodox colleague Yinon Azoulai of Shas seconded his assessment, asserting, “With the [Joint] List and Ahmad there always was cooperation, and it is always possible to do more.”
  • “The clear and present danger is the anti-Zionist coalition of the Arab and ultra-Orthodox Knesset members,” Liberman said. “This is truly an anti-Zionist coalition active in both blocs [left and right]. The Joint List is a real fifth column; there is no need to whitewash and hide it.   • The last time Liberman tried to “bury” the Arab parties, he sponsored legislation raising the electoral threshold in 2014 so that only parties winning 3.25% of the vote could send representatives to the Knesset. The move, designed to exclude the small Arab parties, backfired, uniting the ideologically disparate parties into a single list. This forced union then overtook Liberman’s faction. As of the September elections, they are the third biggest Knesset faction, with 13 seats, while Liberman’s party has eight.
  • For the sake of the sacred goal of survival, there is no need for an ideological glue other than shared destiny, as the four Arab parties – Ta’al, Ra’am, Balad and Hadash — realized in uniting against Liberman and forming the Joint List.
