The Myth of Stability: Infighting and Repression in Houthi-Controlled Territories | ACLED - 0 views

Beyond mere fighting, tribal mediation has also succeeded in achieving several prison swaps between the government and the Houthis, often outperforming UN-brokered mediation efforts (Al Masdar, 9 December 2019; Al Dawsari, 10 November 2020).

Activist Killed Near Mohammed bin Salman's Planned Saudi Megacity of Neom Shows How the... - 0 views

  • Hours before his death, the tribesman had posted a YouTube video predicting just such a demise. It would be a setup, he explained in his video, punishment for protesting the government’s efforts to forcibly displace the Huwaitat tribe to make way for the futuristic Saudi city of Neom.

  • In 2017, Crown Prince Mohammed bin Salman announced his vision for a $500 billion high-tech dream city to be populated by global vacationers, technology start-ups, and rich investors. The planned 10,230-square-mile city—33 times the size of New York City—is a cornerstone of the crown prince’s Vision 2030 plan to diversify the Saudi economy away from reliance on oil revenues. Officials promised the city would have more robots than humans, with mass facial recognition and surveillance to eliminate crime, drone-operated air taxis instead of roads, and a seaside luxury resort, cruise, and entertainment complex. Neom would be a miniature country with its own laws. The Huwaitat tribe would never fit into this glamorous cosmopolitan hub. And so the government would pay them for their land and nudge them out.

Opposition Gains Shift Kuwait's Balance Of Power - Carnegie Endowment for International... - 0 views

  • Kuwait’s government took steps to mitigate opposition wins by enforcing new laws barring those who criticized the emir or religion from running. During the short campaign season Kuwait’s courts annulled the candidacy of dozens of opposition candidates. The government also turned a blind eye to illegal tribal primaries that took place in several electoral districts in Kuwait to avoid further agitating tribal opposition. While these primaries had taken place in previous elections, this time the results of many of them were posted on social media without fear of repercussion. Despite these measures, opposition candidates returned from four years of boycotts to capture almost half of the parliament’s 50 seats. In fact, only 20 MPs were re-elected by polls whose turnout reached 70 percent.

  • Kuwait’s new parliament includes representatives from less-powerful tribes, including the Anazzah and Dosari. Yet the broader representation of tribes in parliament may make it more difficult for the opposition to unify. While these tribes are large in number, they receive less state patronage and thus have a less developed relationship with the government than the Mutair and Ajman—meaning they also have less incentive to support the government’s agenda. Kuwaiti activists targeted under GCC security pact - Al-Monitor: the Pulse of the Middl... - 0 views

  • Kuwaiti civil society is one of the most vibrant in the Gulf, hence its early rejection of the GCC Internal Security Pact, which was interpreted as yet another attempt to silence dissent in their own country. Many Kuwaiti activists resented Saudi hegemony, which the pact is meant to strengthen not only in the small emirate but the other ones, too. It is evident now that criticizing Saudi Arabia is taboo, the violation of which definitely leads to perhaps several years in prison. Kuwaiti apprehensions were not unfounded but they couldn't do much about the treaty that was ratified by their parliament. Several opposition groups boycotted the elections that eventually produced a docile body. On the other side of the border, there was no debate or controversy related to the pact as Saudis are completely disenfranchised. The only consultative council they have is appointed by the king and has no power to discuss security pacts with the GCC or other countries.
  • there is more to the recent detentions at the request of Saudi Arabia than simply freedom of speech. Regardless of their ideological affiliations, all the detainees belong to tribes that have historically lived between Saudi Arabia and Kuwait. Also all the detainees have gone beyond their Bedouin way of life to acquire education, political visions and determination to be part of states established when they were lacking skills. The governments of most GCC countries prefer the tribal Bedouin population to remain as part of folklore. So Gulf leaders, including the Kuwaitis and Saudis, prefer the Bedouin to be in the museum and the folklore heritage festivals rather than in public squares, demonstrating against corruption and calling for true citizenship

Peshmerga unity depends on healing political divisions - 0 views

  • The Kurdistan Regional Government's (KRG) peshmerga forces are lacking a unified command. Rather, the peshmerga, which played a key role in defeating the Islamic State (IS) in Iraq alongside the US-led global coalition, is receiving commands from the Kurdish ruling parties: the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK). This raises concerns that the peshmerga will be exploited in political disputes.
  • The two main Kurdish ruling parties, the KDP and the PUK, have their own peshmerga forces. The KDP has 80 units, and the PUK has 70 units. Both parties jointly have nearly 240,000 peshmerga troops. The parties engaged in an internal armed conflict against each other from 1994 to 1998. Moreover, they frequently use the peshmerga to attack rival political parties and forcefully suppress civilian protests.

Dystopian Modernity: Saudi Arabia's 'Revolutionary' New City is Not All that it Seems -... - 0 views

  • The Line, which is estimated to house five million people upon completion, is the centrepiece in the Saudi Arabia 2030 initiative – a programme of political reform intended to reduce the Kingdom’s dependency on oil.  Yet, the initiative has courted controversy, as its development entails encroaching on land currently occupied by the indigenous Huwaiti tribe – an estimated 20,000 of whom will face eviction as a result of The Line’s completion. Indigenous activist Alia Hayel Aboutiyah al-Huwaiti told the Guardian that “for the Huwaitat tribe, NEOm is being built on our blood, on our bones… it’s definitely not for the people already living there! It’s for tourists, people with money. But not for the original people living there”.

The Jordanian State Buys Itself Time | Middle East Research and Information Project - 0 views

For years, polls have found that most Jordanians are politically conservative, holding positive impressions of the king and royal family and darker views of political parties -- including the Islamists. Polls and interviews indicate that Jordanians put a high premium on a sense of security, the maintenance of which is of course a mainstay of regime rhetoric.

And in a September 2012 CSS survey, a big portion of the public said the state's reforms had been insufficient -- though large majorities still said it was better to change the system through political action than through street protest.

Candidates from al-Wasat al-Islami, a centrist Islamist party, came away with 16 seats, a substantial increase in their representation. The first challenge the new deputies will face, the yearly budget, will be doubly critical, establishing both the MPs’ economic credentials and their ability to have a serious debate

How quarrel over tobacco sent Libya into darkness - 0 views

  • In the past, Libya generated surplus electricity, which it exported to Tunisia and Egypt. Today, it has a power generation deficit of about 75% of its domestic needs, according to some officials. It also has no central government to protect the provision of power it does generate
  • On Dec. 17, a group of young men from Zawiya were taken hostage by Warshefana militias because a cargo of shisha — smoking tobacco — belonging to a Warshefana trader was confiscated. To pressure the government and local authorities into helping free the men, another local militia from Zawiya shut down the pipeline supplying gas to almost every power station in western and southern Libya. Members of the Zawiya militia later appeared in a video explaining what had happened. This episode is not unusual in lawless Libya, where local authority does not exist and what central government there is cannot enforce law and order. In November, an incident involving the antics of a pet monkey and a girl's headscarf sparked one of the worst rounds of violence in Sabha, in southern Libya, leaving some 20 people dead and scores injured.

Instead, according to Henry and Springborg, "being the sole GCC ruler without a solid family and tribal base ... [Qaboos' Oman has] been the most assiduous in seeking to build an identity that simultaneously glorifies the Sultan himself".

It is Ibn Taymiyya’s Sharia-based Governance in Reforming Both the Ruler and His Flock. Instead of the one-man rule of a caliph, this book emphasizes the alliance between the ulema and the state authorities. Ibn Taymiyya interprets the only phrase in the Quran about authority, “uli’l-amr” (4:59), as referring to the ulema and the rulers (though other scholars have interpreted it differently).

  • The Ülkücü movement is the outgrowth of the far-right Nationalist Action Party (which later became the Nationalist Movement Party, MHP) led by the party chairperson Devlet Bahçeli, a seasoned politician who has commanded do-or-die loyalty among the party’s rank and file since taking over from Alparslan Turkes after his death in 1997. The Idealist Hearths or Gray Wolves began as the party’s youth movement in the 1960s but gained notoriety for its daredevil brand of Turkish nationalism and nefarious role in armed violence in the Cold War modus operandi of the 1970s and 1980s that targeted so-called internal enemies in the murky underworld of the Turkish “deep state.” Among the more notorious members of the Gray Wolves is Mehmet Ali Ağca, the gunman behind the assassination attempt 40 years ago against Pope John Paul II, said to be “in revenge” for an attack on the Grand Mosque of Mecca.
  • Legend, folklore, and a romanticized history of conquest and victory are central to the Ülkücü worldview, not unlike other ideologically organized movements elsewhere. Established in Frankfurt in 1978, the organization is believed to be represented by 170 local associations and has 7,000 members. This is the figure frequently used by lawmakers to argue that the Gray Wolves constitute the largest far-right movement in Europe. The Union of Turkish Islamic Cultural Associations in Europe (ATIB), based in Cologne, is also accused of being linked to the movement.
  • Inside Turkey, the Ülkücü movement (the name “Gray Wolves” is rarely used in Turkish political discourse) is splintered into subgroups that are connected by a binding ethos of loyalty to the Turkish nation and state. Many identify as the dutiful “soldiers” of Atatürk commanded by duty to flag and country. A subset still draws upon the outdated “Turkish History Thesis,” a pseudoscientific doctrine designed during the early republican years of the 1930s to sever the new secular Turkey from its Ottoman and Islamic past.   • Puncturing their professed self-image as legitimate civil society groups, over the years, various Ülkücü groups have been implicated in violent acts in Germany that expose the dark, criminal underbelly of many of its members. For example, Turkish ultranationalists cropped up as a subculture of renegade biker gangs, most famously known as Osmanen Germania BC (Germania Ottomans). With around 300 members, the group was banned in Germany in 2018, amid raids in the states of Rhineland-Palatinate, Baden Württemberg, Bavaria, and Hesse. Members were prosecuted for carrying out violent crimes, including attempted murder, extortion, drug trafficking, deprivation of liberty, and forced prostitution.

For many Turkish Germans, the Ülkücü movement is synonymous with a warped, dysfunctional, mafia-esque distortion of Turkish nationalism that has no place in Germany’s democracy.
