Addressing these challenges could take a generation — and it will require patience, creativity, and a clearer sense of priorities.

Late Populism: State Distributional Regimes and Economic Conflict after the Arab Uprisi... - 0 views

  • This note will briefly outline the notion of an Arab “variety of capitalism” characterized by the central role of a distributive state whose interventions lead to a deep, and at least in parts unintended, segmentation of business and labour markets into insiders and outsiders. It will explain how this model has led to economic stagnation and contributed to the uprisings of 2011 as well as how it has hobbled economic adjustment after the uprisings, both under anciens and new regimes. Its pessimistic conclusion is that distributional institutions in most Arab countries remain very sticky, having created powerful vested interests not only in business but also in society at large that undermine the negotiation of a new “social contract” – a concept that many are talking about but no one seems to be able to map out in any detail.

  • The shares of public in total employment across core Arab countries in Maghreb and Mashreq mostly lie between 20 and 40 percent, far above those in richer Latin America, where they range from 4 to 15 percent (OECD 2014, 61), sub-Saharan Africa, where they range from 2 to 9 percent (Monga and Lin 2015, 138), or East Asia and Pacific, where they mostly lie below 5 percent (Packard and Van Nguyen 2014, 16).
  • A majority of citizens, however, remains excluded from state employment, which is often seen to be allocated in intransparent ways. As formal employment in the private sector remains miniscule, the default option for most remains the badly paid, precarious informal sector.

In the meantime, little has been done for improving the lot of informal workers. They themselves remain fixated on the public sector: protesters from marginalized communities have been asking for the provision of one government job per family, and unrest has been triggered by the removal of individuals from an official list promising government employment.
  • Even “fierce” states embroiled in civil wars have deepened their old-style distributional commitments: Post-Saddam patronage policies under rival prime ministers have resulted in a state that now reportedly employs 7 million individuals, about half the total adult population (More than 55 percent of the population of about 36 million is under 20). 'She just vanished': Ethiopian domestic workers abused in Lebanon | Conflict | Al Jazeera - 0 views

  • Aster left Ethiopia in search of work. But after a Lebanese family hired her as a live-in housekeeper in 2014, she found herself cut off from the outside world and labouring without pay. Aster’s family, unable to contact her, feared she was dead.

  • Owing to its small population of roughly 300,000 citizens, Qatar relies heavily on migrant workers. When it won the World Cup bid, it employed a labor system called kafala. Under kafala, migrant workers, mostly seeking to leave impoverished conditions elsewhere, have to pay exorbitant recruitment fees and cannot change jobs without the consent of their employer. The system led to rampant abuses that included wage theft and unsafe working conditions, ultimately resulting in the deaths of thousands of workers. Qatar also bans homosexuality, which it defends on religious grounds.
  • In 2016, Qatar said it would abide by the United Nations’ human rights code. In 2019, Qatar announced it would abolish kafala. In 2021, Qatar instituted a minimum wage. The Supreme Committee, Qatar’s World Cup host organization, created a workers’ welfare program for those who built World Cup infrastructure. That may not be the question people want to ask, but it’s important. … You don’t just flip the switch with a law change and expect an implementation is going to take hold. It’s going to take a generation probably to get this put in. But it’s still big change, and it’s change that is needed.”

2011 Youth unemployment rates adjusted to account for reduced labour force participation - 3 views

  • Extremely adverse labour market conditions lead many youth to give up the job search altogether or to decide to postpone it and continue their stay in the education system. According to the ILO's 'Global Employment Trends for Youth 2012', the crisis induced withdrawal from the labour force amounts to 6.4 million young people worldwide.
  • Adjusting the youth unemployment rate to account for reduced labour force participation can be obtained by comparing pre-crisis trends in youth labour force participation and the ILO’s estimates of the economically active population. Saudi 'instant visa' and the challenges of open labor markets - Al Arabiya English - 0 views

  • The Saudi government’s new “instant visa” fast tracks the process of hiring foreign workers for nascent firms, and is accompanied by a one-year grace period on Saudization requirements. Coming in the wake of aggressive moves to limit job opportunities for migrants, including sector-wide bans on the employment of migrant workers, the new policy highlights the challenges of striking the right balance between creating jobs for Saudis and supporting Saudi businesses. The debate is hindered by fundamental analytical errors that proponents of each side make when arguing their case.
  • Decades of providing Saudi businesses with an inexhaustible supply of low-cost workers has made them into primitive enterprises: their business model scarcely develops beyond importing foreign goods, putting low-cost foreign hands to work, having a couple of Saudi overseers—usually the establishment’s proprietors—and reselling the imported goods domestically with minimal value added.
  • Counterintuitively, a key flaw in this commercial model is its ability to effortlessly adapt to changes in the economic climate. When business is booming, new workers can be hired instantly at exactly the same wage as before. And when the economy contracts, such as when oil prices fall, the migrant workers on the company’s books are made redundant at the stroke of a pen, stabilizing the firm’s finances. This would effectively turn Tunisia’s political clock back to January 13, 2011 -- the night preceding Ben Ali’s escape to Saudi Arabia.  Conversely, the opposition argues that no legitimacy derived from an electoral victory could ride out the murder of political leaders for which it claims Ennahdha is responsible, or the incompetence it argues Ennahda has displayed in running the state. “Their compliance with political violence and perpetual attempts to ‘conquer the state apparatuses’ is conspicuous and intolerable,” said Hamma Hammami, spokesman for a major opposition front, Jabha Chaabia, in an address to protesters in front of the NCA building last month. “We will continue to mobilize the people to occupy governorates and bring down the traitorous government and Constituent Assembly.”

The National Solidarity Fund and the National Employment Fund, still under centralised control, have had some successes. They have partly shifted the burden of providence from the state to society. Tunisians dug into their pockets to volunteer what little of their non-disposable income they have to the cause of poverty alleviation, and improvements of the so-called ‘shadow zones’ (bidon-villes), the misery belt suffocating the rich towns and suburbs. But even this system of quid pro quo bread and political deference has failed many Tunisians, leaving many hopeless and jobless.

Instead, according to Henry and Springborg, "being the sole GCC ruler without a solid family and tribal base ... [Qaboos' Oman has] been the most assiduous in seeking to build an identity that simultaneously glorifies the Sultan himself".

These people yearn for a past that does not exist and they do not give one solitary damn for the future of young people who will be forced to inherit the economic mess.

The whole of the Executive is now focused on diminishing the role of MPs and taking the country out of the European Union, come what may, in 18 months’ time. There is literally nothing else of note being debated in Parliament. Brexit sits like a massive weather system over the United Kingdom, draining energy from its national life and politics.
  • Britain already has control of its borders, while the myths about Britain being overrun by foreigners are slowly being exposed by leaks. Two weeks ago, a leaked report showed that the vast majority of students (97 percent) and those who visit Britain on work and visitor visas return home when their time is up. It is shameful that this was not published before the referendum and probably gives as good a reading of May’s true political instincts as anything else. Her government is sitting on 50 separate Brexit impact studies, which it refuses to allow the public to see before Britain leaves the E.U.
