The Transnational Politics of Iraq's Shia Diaspora - Carnegie Middle East Center - Carn... - 0 views

  • With each political transition—from the Iraqi Governing Council (IGC) to the Transitional Administrative Law—the first wave of Shia diasporic elites (as well as the Kurdish parties) supported and often encouraged the U.S.-UK coalition’s calamitous political decisions. These included “de-Baathification” and the disbanding of the army—two policies that would forever change the course of Iraqi politics. Both policies effectively dismantled existing state institutions and human resources instead of strengthening and building on them. And with the removal of the police force came the loss of law and order that could have prevented the wide-scale looting and violence that began in 2003. More destructive still was the exclusion of thousands of Sunnis from state and society and the resulting unleashing of a resentful public, whose vengeance would later manifest in violent reprisals throughout Iraq’s 2006 civil war and the formation of the self-proclaimed Islamic State.
  • By the time Iraq’s first democratic elections took place in December 2005, Shia political leaders who came to power through the IGC and were supported by the U.S.-UK coalition had already gained a significant advantage, so it was unsurprising that the United Iraqi Alliance, an alliance of Shia political parties, dominated the elections. 'All of them means all of them': Who are Lebanon's political elite? | Middle East Eye - 0 views

  • From Tripoli to Tyre, and Beirut to Baalbek, Lebanese have been chanting the same slogan: “All of them means all of them.” Since its independence, Lebanon has been ruled by a clique of politicians and political families who have used sectarianism, corruption and clientelism to cling to power and amass incredible wealth. Now protesters are calling for them all to be removed, from Hezbollah’s Hassan Nasrallah to Prime Minister Saad Hariri, with nervous responses from the leaders themselves. Middle East Eye takes a quick look at some of the more prominent figures and parties in the protesters’ sights.

  • Aoun is one of Lebanon’s many leaders who played an active and violent part in the country’s 1975-90 civil war. In 1989, Aoun found himself besieged in the presidential palace in Baabda, where he now resides as president, and fled Syrian troops to the French embassy, which granted him exile.

  • The Amal Movement was founded in 1974 by Lebanese-Iranian cleric Musa Sadr to represent Lebanon’s Shia, who had long been marginalised as one of the country’s poorest sections of society. Though originally notable for its efforts to pull Shia Lebanese out of poverty, during the civil war it became one of the country’s most effective militias and controlled large parts of the south.

Is Oman ready to mourn Qaboos? - 0 views

  • Despite maintaining a low profile, Oman remains an extremely important regional actor, particularly as it is on good terms with both Iran and the Saudi-West alliance. In particular, Oman was the only gulf state to recognise the 1979 peace agreement between Egypt and Israel and more recently it has played a significant role in supporting the P5+1 talks over Iran's nuclear programme, including hosting the latest round of talks.

  • the Oman 2020 plan, launched in 1995. With the goal of diversifing the economy away from hydrocarbons and increasing the ratio of nationals in public and private employment to 95 per cent, from 68 per cent in 1996. However, these two goals have proven somewhat contradictory. The high rate of foreign labour in both the public and private sectors has increased since 2009 when a Free Trade Agreement with the US came into force– more than doubling the 2005 figure. High rates of unemployment, low wages and the concentration of wealth among elites aligned to the government were contributing factors to the popular unrest of 2011-12.

Indeed, it reflects neither the kind of practices of a bunker state – associated with rule "through military/security/party structures that are in turn controlled by alliances of these leaders' families and tribes", such as was the case in Salah's Yemen, Assad's Syria or Gaddafi's Libya – nor the kind of "bully praetorianism" which characterised the kleptocratic regimes of Ben Ali's Tunisia, Mubarak's Egypt or the PLO/PA under Arafat. Moreover, it also differs from the strife riddled monarchies in Riyadh and Manama particularly in as much as the ruling family has not gone out of its way to ostracise, exclude and oppress particular sections of the population. Instead, according to Henry and Springborg, "being the sole GCC ruler without a solid family and tribal base ... [Qaboos' Oman has] been the most assiduous in seeking to build an identity that simultaneously glorifies the Sultan himself".

Updating Traditions: Saudi Arabia's Coronavirus Response - Carnegie Endowment for Inter... - 0 views

  • The spread of the new coronavirus presents serious risks in Saudi Arabia, which has reported 2,385 cases and 34 deaths as of April 5. The kingdom is a hub for tens of millions of foreign laborers and pilgrims from across the globe. Especially in light of potential shortages of doctors and hospital beds, maintaining public support will be critical to the state’s response.
  • The dual qualities of firmness and determination have been the motto of the crown prince’s reign. In this spirit, the government acted decisively as the coronavirus spread to implement comprehensive and unprecedented precautionary measures that were largely applauded. The kingdom started by quarantining an entire city and later imposed local lockdowns and a nationwide curfew that includes the two holy cities of Mecca and Medina. Alleged rumor spreaders, religion mongers, curfew violators, and opportunist suppliers have been prosecuted. Protests in Lebanon and Iraq Show That Iran Is Losing the Middle East Through Bad Gover... - 0 views

  • For the Shiite communities in Iraq and Lebanon, Tehran and its proxies have failed to translate military and political victories into a socioeconomic vision; simply put, Iran’s resistance narrative did not put food on the table.
  • Today, Iran seems to be winning the long game. Its proxy in Lebanon prevailed in last year’s parliamentary elections. In Syria, Iran managed to save its ally, President Bashar al-Assad. The 'peace deal' will not break Bahraini-Palestinian solidarity | Middle East | Al Jazeera - 0 views

  • On September 11, 2020, the Bahraini regime announced it was normalising relations with the Palestinians’ oppressor – Israel. This brought the people of Bahrain and the people of Palestine ever closer in their experience of subjugation.

Their friendly relationships were a badly kept secret. The monarchy, in turn, has used naturalisation of foreigners to build a loyal army and police force of non-Bahrainis, while simultaneously stripping the Indigenous population of their citizenship in an attempt to change the demographics of the country.
  • The monarchy in Bahrain also moved Indigenous populations from certain parts of the country, and built either literal or symbolic barriers between Sunni and Shia areas, with the Shia ones being starkly more impoverished, less accessible and with fewer government services. There are far too many similarities in the oppression of the Bahraini and Palestinian people that renders it impossible for the two populations to not recognise themselves in each other.

Is Iran on the Verge of Another Revolution? | Journal of Democracy - 0 views

  • the most severe and sustained political upheaval ever faced by the Islamist regime in Iran. Waves of protests, led mostly by women, broke out immediately, sending some two-million people into the streets of 160 cities and small towns, inspiring extraordinary international support. The Twitter hashtag #MahsaAmini broke the world record of 284 million tweets, and the UN Human Rights Commission voted on November 24 to investigate the regime’s deadly repression, which has claimed five-hundred lives and put thousands of people under arrest and eleven hundred on trial.

In such a mindset, the status quo is temporary and change only a matter of time.

Thanks to their horizontal, networked, and fluid character, their operations are less prone to police repression than a conventional movement organization would be. But networked movements can also suffer from weaker commitment, unruly decisionmaking, and tenuous structure and sustainability. For instance, who will address a wrongdoing, such as violence, committed in the name of the movement? As a result, movements tend to deploy a hybrid structure by linking the decentralized and fluid activism to a central body. The “Woman, Life, Freedom” movement has yet to take up this consideration.

The Islamic Revolutionary Guard Corps, the regime’s most powerful security force, answers directly to him. Rival arms of the state, including the security forces, jostle for influence. And the rules are unclear.
  • I had gone to report on the impact of American-imposed sanctions. Some news stories were claiming that Tehran was on the brink of collapse, but I saw few signs of it. There was no panic buying. The city looked cleaner and more modern than on my visit three years before. It has the best underground in the Middle East, with locally made trains. Already battered by decades of shoddy environmental policies, which had hobbled agriculture and impoverished its dependents, these men were in no state to navigate the extra challenges of climate change. And so when ISIS came along, propelled in large part by sectarian grievances and religious fanaticism, many of the most environmentally damaged Sunni Arab villages quickly emerged as some of the deep-pocketed jihadists’ foremost recruiting grounds.

  • Beyond skirts and beaches, the 1960s and 1970s were also a time of vigorous intellectual debate about the role of religion in society. Debates between leftists, secularists, capitalists, Marxists, and Islamists raged across the region, from Egypt to Pakistan. Militant Islamists will dismiss those decades of more progressive, diverse thought and culture as decadent Western imports — the lingering after-effects of colonial influence. But if some of it was certainly emulation, much of it was also indigenous.
  • “Purifying the Land of the Pure.” The book, published last year, charts the slow death of minority rights and pluralism in Pakistan, and what it means for the future of democracy. The result is a sweeping but concise chronicle of how things unraveled. A minority herself, as a Shiite, Ispahani was careful to avoid polemic and opinion by delivering a thorough, methodically researched work. She and her husband, former Pakistani Ambassador to the United States Husain Haqqani, have both faced death threats for their work and live in self-imposed exile in Washington. In her book, Ispahani tracks the unraveling to within a few years of the independence of Pakistan. The country’s founder, Muhammad Ali Jinnah — a secular Shiite — envisioned a country where “you are free, you are free to go to your temples, you are free to go to your mosques or to any other place of worship.” But Ispahani writes that “his hopeful declaration of religious pluralism” remains unfulfilled.
  • The trend toward making Islam a central tenet of life in Pakistan started soon after independence in 1947, a result of Muslim feelings of being victimized by both Hindus and British colonialism in India. By 1973, Islam was declared as the state religion of Pakistan. In 1974, under the ostensibly progressive Prime Minister Zulfiqar Bhutto, parliament declared Ahmadis as non-Muslims. A Muslim movement that started in the late 19th century, Ahmadis follow the teachings of the Quran and consider their founder to be a prophet, upsetting orthodox Muslims who believe Muhammad is the final prophet.

That will ultimately depend on the efforts of the local population themselves. Those efforts may be able to draw on the power of nostalgia. When people in Pakistan, Egypt, or Afghanistan rifle through the photo albums of their parents and grandparents and wonder what happened to their country, they see skirts or cleavage — but they desire diversity and freedom of choice
