Sovereignty for cash? The Saudi-Maldives island deal making waves | Middle East Eye - 0 views

  • once a political system is based on a religion, it is almost impossible to define the citizens who do not follow that religion as “first class.” In Iran and Iraq, rising legal and political influence of Shiism has led the discrimination against Sunni citizens, and in Pakistan and Egypt the opposite has happened, to a certain extent. Moreover, several Christian and non-Muslim minorities have faced discrimination by various means, including apostasy and blasphemy laws, in Sudan and Malaysia, among other cases.

  • In the twentieth century, secularist rulers adopted secular legal systems in Turkey, Iraq, Tunisia, and several other Muslim-majority cases. These assertive secularist regimes were mostly authoritarian. Therefore, they did not allow the law-making processes to be truly participatory. Secularism appears to be necessary but not sufficient for participatory legislation, too.

It was Mawardi’s The Ordinances of Government. The book argues that an Islamic government is based on a caliph (an Arab man from the Quraish tribe) to rule all Muslims. The caliph holds the entire political and legal authority and stays in power for life. The caliph delegates his legitimate authority to sultans, governors, and judges.The second book, which systematically defines an Islamic political system, was written in the early fourteenth century. It is Ibn Taymiyya’s Sharia-based Governance in Reforming Both the Ruler and His Flock. Instead of the one-man rule of a caliph, this book emphasizes the alliance between the ulema and the state authorities. Ibn Taymiyya interprets the only phrase in the Quran about authority, “uli’l-amr” (4:59), as referring to the ulema and the rulers (though other scholars have interpreted it differently).

South Asian Migrant Workers Face Pandemic Deportations From Middle East - 0 views

The area mostly hosts workers building infrastructure for the 2022 FIFA World Cup, who even before the pandemic faced poor conditions and unsafe workspaces. The Qatari government has denied the allegations, but they’re part of a pattern of abuse of migrant workers not just in Qatar but across the Middle East—workers who are now dangerously exposed to the vagaries of authoritarian governments during the pandemic.

  • Tunisia basically has a choice ahead: whether to continue as the IMF’s, the World Bank’s and Europe’s alleged best pupil in the Arab classroom, with the mixed resultsthat are plain for everyone to see, or to decide for itself, according to its own interests and sovereign decisions, what path and what policies to adopt, whether it be in the foreign policy, domestic policy or economic policy fields. Tunisia can chose to be like Turkey, Brazil, India or Malaysia, or it can pursue in its post-colonial striving for acceptance and the occasional pat on the head by its Western partners, a path followed by Jordan or Morocco with limited success.

  • Before the 2011 revolution, the spread of internet access and the rise of blogs and social media allowed Egypt’s LGBTQ citizens a degree of breathing space. Some used blogs and social media to campaign for their rights, while others saw it primarily as a medium via which they could meet and date. Some of the leading human rights activists and anti-Mubarak dissidents were members of the LGBTQ community. But neither LGBTQ movement evolved on the ground nor was gay liberation a cause on the agenda of any political party. The situation did not change much after the outbreak of the 25 January Revolution, though a relatively healthier atmosphere existed briefly from 2011 to 2013, during which some gender taboo issues could be discussed and raised in mainstream circles. The July 2013 military coup, led by Abdel Fattah Al-Sisi, ended all that. The EIPR has recorded the arrest of at least 232 “LGBTQ suspects” between the last quarter of 2013 and March 2017.
  • The only political group, as of this writing, to take a clear public position against the crackdown and homophobia is the Revolutionary Socialists. How the Muslim World Lost the Freedom to Choose - Foreign Policy - 0 views

  • Beyond skirts and beaches, the 1960s and 1970s were also a time of vigorous intellectual debate about the role of religion in society. Debates between leftists, secularists, capitalists, Marxists, and Islamists raged across the region, from Egypt to Pakistan. Militant Islamists will dismiss those decades of more progressive, diverse thought and culture as decadent Western imports — the lingering after-effects of colonial influence. But if some of it was certainly emulation, much of it was also indigenous.
  • “Purifying the Land of the Pure.” The book, published last year, charts the slow death of minority rights and pluralism in Pakistan, and what it means for the future of democracy. The result is a sweeping but concise chronicle of how things unraveled. A minority herself, as a Shiite, Ispahani was careful to avoid polemic and opinion by delivering a thorough, methodically researched work. She and her husband, former Pakistani Ambassador to the United States Husain Haqqani, have both faced death threats for their work and live in self-imposed exile in Washington. In her book, Ispahani tracks the unraveling to within a few years of the independence of Pakistan. The country’s founder, Muhammad Ali Jinnah — a secular Shiite — envisioned a country where “you are free, you are free to go to your temples, you are free to go to your mosques or to any other place of worship.” But Ispahani writes that “his hopeful declaration of religious pluralism” remains unfulfilled.

Chernobyl Has Become a Comforting Fable About Authoritarian Failure - 0 views

  • Policymakers who face unfamiliar challenges often turn to the past. The problem is they don’t see the messy questions that historians do but, instead, a warehouse of analogies providing easy answers. That seductive simplicity can lead them badly astray.
  • The actual events of the Chernobyl disaster that took place 35 years ago have been transmuted into a fable about how the revelation of a calamity can undermine an authoritarian regime. That story has led to a ceaseless search for how any disaster in an authoritarian system opposed to the United States presages the imminent defeat of U.S. adversaries from within. It’s an analogy that instructs U.S. policymakers of the fragility of other systems and the inherent superiority of their own. In doing so, it absolves them of any need to shore up the foundations of their own system or prepare for long-term coexistence with a resilient authoritarian rival.

  • More than two decades after the end of the U.S.-Soviet Cold War, it should be clear that authoritarian regimes can endure chronic and acute crises that rival, if not exceed, the severity of Chernobyl. After all, the Soviet Union itself had done so many times, from the famines of 1921 to 1922, 1932 to 1933, and 1946 to 1947.

The statism at the heart of old-fashioned total revolutions - that one good state will follow one bad state - has long since lost its relevance and legitimacy. What we are witnessing today is the sustained synergy of delayed defiance, open-ended revolutions, and public happiness that in its revolutionary potential is far more enduring than the false promises a total state can deliver.

  • People in the West tend to think about oil shocks from the perspective of the consumer. They notice when prices go up. The price spikes in 1973 and 1979 triggered by boycotts by oil producers are etched in their collective consciousness, as price controls left Americans lining up for gas and European governments imposed weekend driving bans. This was more than an economic shock. The balance of power in the world economy seemed to be shifting from the developed to the developing world.
  • If a surge in fossil fuel prices rearranges the world economy, the effect also operates in reverse. For the vast majority of countries in the world, the decline in oil prices is a boon. Among emerging markets, Indonesia, Philippines, India, Argentina, Turkey, and South Africa all benefit, as imported fuel is a big part of their import bill. Cheaper energy will cushion the pain of the COVID-19 recession. But at the same time, and by the same token, plunging oil prices deliver a concentrated and devastating shock to the producers. Like most states in the Persian Gulf, Qatar is a majority-foreigner country. There are only about 300,000 actual Qatari passport holders out of a population of nearly 3 million. Yet 10 of the 26 players on Qatar’s national soccer team are naturalized citizens. To comply with FIFA regulations, the entire team consists of Qatari citizens. But these naturalized soccer players are not quite immigrant-origin  national heroes, in the vein of Zinedine Zidane or Zlatan Ibrahimovic.
