Before the 2011 revolution, the spread of internet access and the rise of blogs and social media allowed Egypt’s LGBTQ citizens a degree of breathing space. Some used blogs and social media to campaign for their rights, while others saw it primarily as a medium via which they could meet and date. Some of the leading human rights activists and anti-Mubarak dissidents were members of the LGBTQ community. But neither LGBTQ movement evolved on the ground nor was gay liberation a cause on the agenda of any political party. The situation did not change much after the outbreak of the 25 January Revolution, though a relatively healthier atmosphere existed briefly from 2011 to 2013, during which some gender taboo issues could be discussed and raised in mainstream circles. The July 2013 military coup, led by Abdel Fattah Al-Sisi, ended all that. The EIPR has recorded the arrest of at least 232 “LGBTQ suspects” between the last quarter of 2013 and March 2017.

The only political group, as of this writing, to take a clear public position against the crackdown and homophobia is the Revolutionary Socialists. The liberal Ad-Dustour Party’s spokesperson Khaled Dawoud condemned the arrests, but according to a source in the party this sparked an internal controversy, and it was decided in the end that his statement was solely his and not the party’s.

Ironically, amid an ongoing domestic anti-LGBTQ campaign, Egypt had the audacity to condemn the Orlando gay nightclub shooting in June 2016 in the US. Yet Sisi’s homophobic crusade had already gone international, with his diplomats boycotting the UN’s monitor on anti-gay violence, then later voting (together with the US, Botswana, Burundi, Ethiopia, Bangladesh, China, India, Iraq, Japan, Qatar, Saudi Arabia and the United Arab Emirates) against a UN resolution condemning the death penalty for LGBTQ people and other groups.

Sensationalist crackdowns on “queers”, “Satanists”, “wife swappers” etc. is a classic tactic by any dictatorship to divert public attention away from its political and economic failures. And Sisi needs such diversion, as the economy is going down the drain.

Sarah Hegazi, herself, reportedly resigned from the left-leaning Bread and Freedom Party shortly before her arrest because the party refused to take a stand in solidarity with the LGBTQ community. With her arrest, the party issued a brief, weak statement denouncing the arrest, but did not dare take a clear stand against homophobia.

Not a single Western embassy in Cairo has issued a condemnation up till now, amid hypersales of arms to Egypt and the signing of security cooperation agreements against “terrorism” and “illegal migration”.

Although the talking points about protecting the family echo those espoused by some right-wing politicians in the United States, there are other influences closer to home, specifically Russia.

The organization provided legal assistance to LGBT individuals at police stations in 116 cases and responded to 195 legal consultation requests. The combined number is five times higher than in previous years, according to the group.

While Baabou thinks that the decriminalization of homosexuality is unlikely any time soon, he is more optimistic about “middle term” prospects. He points to shifting language around LGBT rights in Tunisia and the movement receiving support from other civil rights groups. “Now, we can put pressure and we can free people (from jail). In the past, this wasn’t possible at all,” he said.

The Solidarity with Egypt LGBT campaign estimates that 172 LGBT individuals were arrested between October 2013 and December 2015, a figure the group reports is based on media reports. In their statement on Facebook condemning the recent verdict, the campaign stated they document a new case against LGBT individuals every two weeks.

MBC has defended its decision to broach such subjects on the screen. “If the choice is between a stereotypical image of the Arab world and one where MBC shows tolerance, mutual living and meetings between religions and cultures, then so be it,” spokesman Mazen Hayek said earlier this week on the network’s Egyptian channel. “At least we would be helping to heal wounds and bring people together.”

The older generation remains mainly supportive of the Palestinian cause and official government statements emphasise that support. But some young Saudis, who have adopted an ultranationalist agenda, view the conflict as a distraction and argue that citizens must focus on their own country and ignore pan-Arab issues.

Given increased government control of the entertainment industry over the past four years, some observers said that tackling controversial topics, such as Israel and homosexuality, was now easier for broadcasters than criticising official institutions or raising the real issues that affect people’s daily lives — something that past Ramadan shows, featuring the same actors, have done to strong effect.

“Even though it managed to stir controversy and generate much discussion, the topics [the programme] deals with so far remain distant from the daily concerns of Saudi citizens making it seem like an alien imposition even if performed by familiar faces.”

Under Kaftancioglu’s guidance, Imamoglu and other mayors took a new tack, dubbed the “Radical Love” strategy, which is the antithesis of Erdogan’s ferocious style of polarization and antagonism. This involved making overtures to marginalized groups, using positive, inclusive language (extremely rare in the vicious world of Turkish politics), and trying to heal the cultural fault lines that Erdogan has taken a jackhammer to. Imamoglu’s positive slogan was “Everything’s going to be OK,” and he recited a prayer at a mosque—a rare move for a CHP politician—as a form of outreach to pious Muslims.

“This is the first time I’ve seen the CHP this organized,” said Nevsin Mengu, a columnist from a CHP background. “Kaftancioglu has played an important role in this.”

She has expressed opinions that are extremely controversial within the party and indeed the country, acknowledging the Armenian genocide, calling the state a “serial killer,” and criticizing a popular Kemalist slogan for its militant language, tweeting “I refuse to say we are the soldiers of Mustafa Kemal, but we are his comrades.”

Within 48 hours of Kaftancioglu being elected the party head for Istanbul in 2018, a prosecutor opened a terrorism investigation into her (she’s now appealing a 10-year jail sentence) and Erdogan himself devoted 10 minutes to slamming her during an AKP meeting the next day, reading each of her tweets that he took issue with.

More recently, a criminal complaint and investigation were opened against Kaftancioglu after the CHP Istanbul municipality lodged a complaint against Erdogan’s powerful Communications Director Fahrettin Altun for allegedly building illegal constructions in Istanbul.

“I’ve been subjected to hundreds of sexist, nationalist, ultrareligious groups’ threats, and it still goes on. I knew that as a woman I was going to face this, but I never thought of taking a step back,”

“If [the government] can’t identify an enemy outsider, they create abstract enemies and pretend to be in a fight with them. Sometimes they call it foreign powers, sometimes terrorism, sometimes secular people.”

“What really makes her a juicy target is her flagrant absence of the ‘yerli ve milli’ [local and national, a favorite phrase of the government], the national spirit. She and the people around her … don’t just exist outside of the national spirit type of thing, they deny that kind of nationalism,” Koru said. “Erdogan can get up and say, ‘Look, this is being disrespectful on purpose. She hates you, she hates what you are, and she wants to change you in the way that Kemalists wanted to change you, in the worst possible way.’”

just as Kaftancioglu’s approach turns many people off, it also caters to others who previously may have felt excluded, such as younger people, leftists, liberals, and religious and ethnic minorities. “A certain segment of the party … didn’t like her iconoclastic approach to politics,” he said. “But it may also be that some other people who previously [felt] alienated from the party are now more interested for the same reason.”

the CHP’s increasingly national ambitions. The party hasn’t won an election since 1977, but its most popular figure, Imamoglu, polls almost as high as Erdogan. It’s far too early for the party to announce a presidential candidate, but two of the main contenders would likely be Imamoglu or Mansur Yavas, the popular mayor of the capital, Ankara. Kaftancioglu will likely continue her behind-the-scenes role.

Some governance experts no longer consider the country a democracy, but rather a competitive authoritarian system, especially after Erdogan was left with few limits on his power when the government was transformed into an “executive presidential” system following a referendum in 2017, which Kaftancioglu describes as “one-party rule transformed into one-man rule.”
