After the Korean War ended nearly 60 years ago with a truce, not with a peace treaty, the U.S.-led U.N. Command divided the Yellow Sea without Pyongyang's consent. The boundary cut North Korea off from rich fishing waters, and Pyongyang has contested the line ever since. North Korea shelled a front-line South Korean island near the boundary in November 2010, killing four people. Satellite images have surfaced recently revealing North Korea's digging of a tunnel in what seems to be a preparation for a new nuclear test. According to reports from intelligence officials, the excavation at northeastern Punggye-ri, where previous nuclear tests were done in 2009 and 2006, is already in the final stages. What observers are anxious of is a repeat of an incident in 2009 when the country walked out from nuclear negotiations and subsequently conducted a nuclear test. This report has come just as North Korea is prepping for their missile launch that the rest of the world suspects to be a missile test in disguise. US has said on Monday that an underground nuclear test along with the rocket launch are acts that will leave North Korea more isolated. Experts say the only reason for them to dig a new tunnel on that area will be to conduct a nuclear test. Moreover, nuclear tests done consist of closing the tunnel with dirt, which is the last step before the detonation. According to an analyst from Korea Institute for Defense Analyses, DPRK is in need of a new tunnel if they are planning on a nuclear test because the 2 tunnels they used have already caved in and became contaminated with radiation after previous tests. Moreover, if the upcoming launch is already deemed as "highly provocative" by the international community, a nuclear test will be worse. The Australian Crime Commission has estimated that 2600 Australians have lost more than $113 million due to investment fraud, in the last five years. The findings come in a new report, published yesterday, titled Serious and Organised Investment Fraud in Australia (PDF). The report was put together by Taskforce Galilee, a consortium of 19 government departments, including the Crime Commission, the Attorney-General's Department, the Australian Tax Office, the Department of Human Services and the Australian Communications and Media Authority. In addition to offers for shares in companies, the fraudsters offer green energy investments, new technology shares, lotteries and sweepstakes and foreign currency trading, among others. The report found that most of the operations targeting Australians were based overseas. Many were based in Asia, but were not run in Asia. Those who cold-called victims were generally Australia, English, Scottish, Kiwi or South African. The report stated that the fraudsters commonly used Voice-over-IP, email, phone, mobile phone or SMS to contact victims, and developed fake websites with log-ins that would displace fake balances, to keep the victim investing money in the scam. The victims tended to be male, aged over 35 years, but generally over 50. Small business owners, self-funded retirees and those who are socially isolated were common. The report said that Australian victims were found to be well-educated and computer literate. A statement from the ministry has confirmed that they were able to warn airlines and pilots of the 241 affected South Korean flights along with the 11 foreign airlines like Thai Airways, AirPhil, FedEx, Japan Airlines and Cathay Pacific Airways. But even as the GPS jamming signals continued, South Korea sees no serious threat to navigational safety. Korea Communications Commission confirmed that the GPS jamming signals have been coming from a city on North Korea side of the border. "We've traced the jamming signals to the direction of Kaesong," a commission deputy director told Springhill Group. According to the transport agency, planes that suffered from GPS signal jamming were instructed to use the alternative navigation systems and were not delayed in their schedules. The signal jamming appears to be focused on air traffic at Gimpo and Incheon airports, both of which are around 30 miles from the border. Prescriptions for psychotropic drugs, including those sometimes referred to as the "chemical cosh", soar amongst elderly people who are admitted to residential care homes, a new study shows. The study, in the Journal of the American Geriatrics Society, looks at the prescribing of drugs to calm anxiety and sedate, as well as the antipsychotics which are supposed to be prescribed for severe mental health conditions such as schizophrenia and bipolar disorder and only for dementia as a last resort. The researchers, from Queen's University Belfast, carried out the study using information from the Northern Ireland prescribing database relating to over 250,000 people over the age of 65, but, they say, the pattern they found holds good for the whole of the UK. They discovered that only 1.1% of elderly people living in the community in their own homes or with relatives were taking an antipsychotic - the so-called "chemical cosh" drugs, which the Medicines and Healthcare Products Regulatory Agency (MHRA) warns are not appropriate for most people with dementia.

Foxconn Technology, one of the largest electronics manufacturers in the world and the center of the recent Apple labor scandal, has announced on Saturday that it will reduce overtime and increase wages in their factories. Foxconn's announcement that they will increase wages up to 25% (which is about USD 400 a month) came after they have been put in the spotlight for the bad working conditions on its factories. Factories depend on the workers being present for 6-7 days per week, sometimes for as long as fourteen hours each day. Their workers welcomed the announcement on overtime limits and raises but some are understandably skeptical if it would be realized. In order to satisfy their critics, Apple hired a labor group to inspect the factories they work with. Fair Labor Association, a watchdog for working conditions has reportedly found 'tons of issues' in the Foxconn plan in Shenzhen, China. The FLA monitoring team composed of 30 members is set to interview 35,000 randomly picked employees of Foxconn. A premature pronouncement from a member of the monitoring team sparked outrage - that he issued assessments already even before workers have been interviewed should have no room in the official conclusion.
