The U.S. Mission in Iraq announces an open competition for eligible organizations to submit proposals to develop and implement the English Access Microscholarship Program for Kirkuk and Tikrit. Public Affairs Office (PA) seeks to provide Iraqi youth with educational opportunities through English-language instruction in accordance with Mission Iraq goals. The English Access Microscholarship Program for Kirkuk and Tikrit will provide a foundation of English language skills to economically disadvantaged, demographically diverse, 13 to 16 year-old students through after-school or weekend classes and intensive summer activities over a two-year period. Access Program students also gain an appreciation for American culture and democratic values, increase their ability to participate successfully in the socio-economic development of their countries, and gain the ability to compete for and participate in future U.S. Government-sponsored educational programs. Subject to the availability of funds, the Embassy expects to award a grant up to $193,000 to carry out the English Access Microscholarship Program for Kirkuk and Tikrit over a twenty-four month time frame.

This Funding Opportunity Announcement (FOA) encourages applications for a planning grant from institutions in low- and middle-income countries (LMICs) to 1.) Design a Global Infectious Disease (GID) Research Training Program in collaboration with U.S. collaborators and 2.) Strengthen LMIC faculty and prepare advanced courses and training resources for the program envisioned at the LMIC institution. The application should propose a collaborative process to create a new training program that will strengthen the capacity of the LMIC institution to conduct infectious disease research. Applications should include activities to strengthen LMIC faculty leadership and skills as well as prepare advanced scientific didactic and methodology courses and research training resources development relevant to the program to be planned. A detailed vision for a research training program that focuses on a major endemic or life-threatening emerging infectious disease, neglected tropical disease, infections that frequently occur as a co-infection in HIV infected individuals or infections associated with non-communicable disease conditions of public health importance in LMICs should be proposed.

The purpose of the Health Workforce Improvement Program (HWIP) is to address critical human resources challenges in Ethiopia's health sector. The program will build on the work carried out under the Strengthening Human Resources for Health (HRH) Cooperative Agreement (AID-663-A-12-00008) that was awarded to Jhpiego in 2012. The Health Workforce Improvement Program will work with the Ministry of Health (MOH) and Ministry of Science and Higher Education (MOSHE) at the national level and their respective structures at the sub-national levels (regional, zonal and woreda levels), Higher Education Institutes (HEIs) levels that provide healthcare education at national and sub-national, and targeted health worker professional associations to improve the quality of Ethiopia's health workforce. The focus areas of this Activity are: 1. Institutional and individual capacity building to improve the quality of pre-service education for priority clinical cadres to improve the competency of clinical health workers, 2. Improve the human resource for health management and regulation capacity of national and sub-national entities. The program will target program managers at MOH, Regional Health Bureau (RHB) and District Health Office; and faculty at HEIs, building their leadership, management and governance capacity for human resource development and management. 3. The Borlaug International Agricultural Science and Technology Fellowship Program (Borlaug Fellowship Program) advances USDA's agricultural research goals of promoting collaborative programs among agricultural professionals of eligible countries, agricultural professionals of the United States, the international agricultural research system, and United States entities conducting research by providing fellowships to individuals from eligible countries who specialize or have experience in agricultural education, research, extension, or other related fields. Fellowships promote the expansion of domestic and international markets in eligible countries by educating a new generation of agricultural scientists, increasing scientific knowledge and collaborative research to increase trade and agricultural economic activity by extending that knowledge to users and intermediaries in the marketplace. The collaborative nature of the training and research programs not only benefits the Fellow, his or her home institution, and partner country; the U.S. host institution, its professors, researchers, and students; and the global agricultural sector by improving agricultural productivity, systems, and processes in partnering nations through the transfer of new science and agricultural technologies. As part of the Borlaug Fellowship Program, Fellows will attend the Borlaug Dialogue International Symposium (Borlaug Dialogue) hosted by the World Food Prize in Des Moines, Iowa during the week of October 11, 2020.

he U.S. Embassy Macedonia Public Affairs Section is pleased to announce that funding is available for academic year English language teaching programs that offer primary and/or secondary school students in Macedonia innovative and experiential learning opportunities to improve their English and learn about the United States. Programs should meet at least once a week throughout the academic school year, beginning in September 2017. The main objectives of this program are to: * Provide opportunities for disadvantaged students to improve their English speaking ability. * Teach about American culture and values through English language learning. * Connect students in the United States and Macedonia, so that they can learn more about each other and build relationships. * Promote inter-ethnic understanding among students in Macedonia. The U.S. Embassy Brussels Public Affairs Section (PAS) of the U.S. Department of State is pleased to announce that funding is available through its Public Diplomacy Grants Program. This Annual Program Statement outlines our funding priorities, strategic themes, and the procedures for submitting requests for funding. Applications for programs are accepted on a rolling basis until the deadline. Each quarter prior to the deadline, a grant review committee reviews applications. The deadline is necessary to provide sufficient time to process and award programs in advance of the end of our fiscal year on September 30, 2020. Please carefully follow all instructions below. Purpose of Grants: PAS Brussels invites proposals for projects that strengthen ties between the United States and Belgium by highlighting shared values and promoting bilateral cooperation. Grant proposals must convey an American cultural element, support a priority program area (see below), or include a connection with American expert(s), organization(s), or institution(s) in a specific field that will promote increased understanding of U.S. policy and perspectives.

The United States Government, represented by the United States Agency for International Development (USAID), anticipates issuing a request for applications (RFA), early-May 2013, inviting applications for a Cooperative Agreement to implement the Strengthening Democratic Local Governance Program in South Sudan to strengthen democratic local governance through improving local government's ability to perform its core functions and supporting the development of strong and credible state and local systems. Specifically, the program will engender a bottom-up and inclusive public participatory approach in the decision-making, implementation and accountability of government service delivery and further strengthen linkages within national, state, and local (payam) governments and International/NGOs for better coordination, delivery of services and accountability to the people. Subject to the availability of funds, this competitively awarded five-year, Cooperative Agreement shall focus on implementing projects primarily in high conflict, disaster prone and low resource areas. USAID will advise applicants of project objectives and desired outcome; however, applicants must provide the methodology or approach for implementation of the project. Applicants will have the opportunity to propose a sound, cost effective approach for the Program. Additionally, Applicants are strongly encouraged to consider implementation through a consortium with other organizations including PIOs and local organizations; however, principal responsibility for implementation of the program should rest with the applicant who should act as prime and have final responsibility for implementation and performance monitoring of the program.

The Public Affairs Section of the U.S. Embassy in Islamabad announces an open competition for a Cooperative Agreement to design and implement a U.S. Cultural Immersion Institute for English Access Microscholarship Program Teachers and Students from Pakistan and India for two to three weeks during the summer of 2014. Institute program activity cannot take place during Ramadan (approximately June 28 through July 27, 2014). Non-profit organizations or academic institutions meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to design and implement this program. Institute participants will be selected by U.S. Embassy Islamabad and U.S. Embassy New Delhi from active participants of the English Access Microscholarship Program. This program is implemented in country by local organizations in coordination with the Embassies and the Department of State's Bureau of Educational and Cultural Affairs.

Malawi faces chronic shortages, skill mix imbalances, and uneven geographical distribution of professionally qualified health workers such as medical doctors, clinical officers, nurse midwives, and allied health professionals. The purpose of this Funding Opportunity Announcement (FOA) is to provide technical assistance (TA) to the Government of Malawi in support of the national HIV response through the secondment of technical assistance (Technical assistants recruited and posted to requesting institutions to continue support to the HIV program (TA positions for Care and Treatment, Logistics and Supply Chain, Monitoring and Evaluation)) to the Ministry of Health (MOH) and other organizations, implementation of a fellowship program to develop technical and leadership capacity for HIV program management, provision of technical assistance to regulatory bodies (Medical Council of Malawi, Nurses and Midwives Council of Malawi and Pharmacy Medicines and Poisons Board), and improvement of the quality of in-service and pre-service education for critical health worker cadres in collaboration with Ministry of Health and training institutions under the University of Malawi and the Christian Health Association of Malawi (CHAM). Key outcomes of this program include the development and dissemination of technical guidelines, teaching materials, and tools for curricula strengthening. Teaching sites will be appropriately equipped and staffed. Capacity gaps in national programs will be addressed through the recruitment and deployment of technical assistants & fellows. In addition, the roles of regulatory bodies in education will be strengthened through the provision of technical assistance

The U.S. Embassy's Public Affairs Section in Moscow (PAS Moscow) announces an open competition for organizations to submit applications to carry out a program to administer the FY 2019-2020 English Language Teaching Support. Please carefully follow all instructions below. The U.S. Embassy in Moscow invites proposal submissions for a cooperative agreement to provide technical and logistical support for English Language Programming from the English Language Office (ELO) in Russia. Award recipients will consult closely with the English Language Officer in PAS Moscow throughout the development, implementation, and evaluation of each English Language Program. Each English Language Program professionally develops teachers, increases the English language skills of students, or assists an expert to professionally develop other teachers of English in Russia. These include, but are not limited to: Umbrella and National Association of Teachers' of English) NATE conferences, ETA support to visit English Access camps, Teacher Associations' and USG alumni support, travel of Russian English teachers to TESOL Convention and other international conferences, and targets of opportunity. The grantee will be responsible for providing logistical support during major ELO events and projects in Russia in the form of venue negotiations and arrangements, transportation, transfers, hotel and meal arrangements, purchasing of materials and supplies, and other technical and/or logistical support, as directed by PAS Moscow. The Grantee will be required to provide the Embassy with program account records on a regular basis.

The Office of Refugee Resettlement's Unaccompanied Refugee Minors program within the Administration for Children and Families provides child welfare services and benefits to children eligible for placement, services and benefits under 8 U.S.C. § 1522(d)(2). As it exists today, the Unaccompanied Refugee Minors program provides such youth with the same range of child welfare benefits and services available to other foster children in the state of placement, including services identified in a state’s plans under titles IV-B and IV-E of the Social Security Act, such as associated independent living benefits and services. The existing program is funded through grants to states and is subject to state child welfare laws and regulations.The ATS URM program will provide time-limited transitional placement, benefits, and services to assist older youth eligible for the Unaccompanied Refugee Minors program to obtain the skills necessary for economic self-sufficiency and independent living.

VentureWell, with the support from the Whitaker International Program, is implementing a new grants program, BME-IDEA International: Developing Global Connections for US-based BME Design Faculty and Students. The BME-IDEA International grants program will support collaborative project opportunities for US-based BME design students and faculty across the BME-IDEA global network and will connect faculty members of the consortium to share resources, best practices, ideas, curriculum, knowledge, challenges, and opportunities around innovation in BME design. The two goals of the BME-IDEA International grants program are to: 1) Build strong partnerships between US-based and global BME design and innovation programs, including exchanges of faculty, students, resources, and best practices. 2) Foster the development of US-trained leaders in BME design and innovation who understand the challenges of teaching and practice in this field around the world, especially in low- and middle-income countries (LMIC) in Africa and Latin America. Faculty Grants: Grants of up to $4,000 will be awarded to US-based faculty for global project explorations and/or experiences to enhance their professional development and knowledge base within the field of biomedical design and innovation.  Student Grants: Grants of up to $9,000 will be awarded to student teams for the development and implementation of BME projects focused on innovation, design, and entrepreneurship.

In support of U.S. Department of State foreign policy objectives, the FY 2016 Communities Connecting Heritage program is an international people-to-people exchange program that engages communities and empowers people through the exploration of cultural heritage issues. The program brings together U.S. and international communities, especially youth, women, ethnic minorities and other underserved groups, through collaborative exchange projects that focus on cultural heritage and may also include social issues, such as social inclusion, interfaith tolerance, women's empowerment, and/or youth development. The program will include six to eight international exchange projects that develop and showcase new partnerships between U.S. and foreign cultural organizations and the communities they serve, while advancing cultural heritage through community outreach and public education.

The Office of Citizen Exchanges, SportsUnited Division, of the Bureau of Educational and Cultural Affairs (ECA) announces an open competition for the FY 2016 International Sports Programming Initiative. Sports Diplomacy programs can be an important tool for advancing foreign policy goals and connecting with audiences with whom traditional diplomacy proves challenging, including at-risk youth, women, minorities, people with disabilities, and non-English speakers. Sports Diplomacy enhances cross-cultural understanding and opens new avenues of dialogue and collaboration between individuals and nations. In support of U.S. Department of State foreign policy objectives, ECA's sports diplomacy programs create both people-to-people and institutional linkages through sport. The Office of Citizen Exchanges welcomes proposals that directly respond to the Sport for Social Change theme outlined below. The award recipient will be responsible for planning, overseeing, and/or implementing the exchanges including the administration of at least four two-way exchange programs.

The Local Grants program serves as MEPI's most direct means of supporting organizations and individuals in the Middle East and North Africa. These grants are designed to: * Promote positive change, advocacy, and civic activism; * Strengthen civil society; * Support citizen's efforts to achieve economic, social, and political empowerment; * Expand opportunities for women and youth; * Strengthen the rule of law; * Develop independent media; and * Help communities work alongside governments in shaping their own futures. The Professional Fellows Program is a two-way, global exchange program designed to enhance leadership and professional skills, and build lasting and sustainable partnerships between mid-level emerging leaders from foreign countries and the United States. The defining program activity for 250 foreign participants is a substantive five-week U.S.-based fellowship, including an individualized placement in a U.S. workplace, complemented by collaborative programming with American outbound participants in the foreign participant's home country.

This funding opportunity announcement (FOA) encourages applications for the Chronic, Non-Communicable Diseases and Disorders Across the Lifespan: Fogarty International Research Training Award (NCD-LIFESPAN) D43 program for institutional research training programs in low-and middle-income countries (LMICs, as defined by the World Bank classification system). Applications may be for collaborations between institutions in the U.S and an eligible LMIC or may involve just LMIC institutions if there is a previous track record of externally funded research and/or research training programs by the lead LMIC institution. The proposed institutional research training program is expected to sustainably strengthen the NCD research capacity of the LMIC institutions, and to train in-country experts to develop and conduct research on NCDs across the lifespan, with the long-range goal of developing and implementing evidence-based interventions relevant to their countries. The main focus of research training covered in the application must be relevant to the interests of at least one of the participating NIH ICs as stated by each in this FOA. Other NCD topics may be included as secondary and complementary focus areas.
