The overall goal of this funding opportunity announcement (FOA) is to utilize a district model approach to scale-up HIV prevention and treatment interventions to create an AIDS free generation in four districts in Lesotho. This will be achieved by implementing interventions to expand coverage of provider-initiated testing and counseling (PITC) and linkage into care services and treatment; reduce the rate of mother to child transmission to less than 5% and keep the mother-baby pairs alive; increase coverage of HIV treatment both to reduce AIDS-related mortality and to enhance HIV prevention; ensure that all TB-HIV co-infected people are initiated on antiretroviral therapy (ART) and retained in care; and strengthen the capacity of District Health Management Teams (DHMT) to routinely deliver high quality HIV programs in each district. The goal and activities of this FOA are in alignment with the Lesotho National HIV/AIDS Strategic Plan (NSP) . The four service districts will be Leribe, Berea, Quithing, and Qacha's Nek, which have a combined estimated population of 750,000.

The purpose of this Funding Opportunity Announcement (FOA) is to increase the identification of HIV positive persons through targeted HIV counseling and testing (HCT), assist in spouse and child disclosure of HIV status, and improve linkage and enrollment of all newly identified HIV clients to HIV/AIDS care, treatment and support services. Linkage is defined as the process of identifying new HIV positive clients through a bidirectional relationship among index case testing service outlets and HIV/AIDS care and treatment facilities, enrolling newly diagnosed HIV clients into appropriate chronic care by using referral slip and/or escorting of all newly identified HIV clients to appropriate care, treatment and support services. The care and support services will serve to improve clients ART adherence, and overall quality of life of persons living with HIV (PLHIV) and their families. This in turn will reduce new HIV infections, improve the quality of life for PLHIVs, and mitigate the negative health, psychological, social, and economic impacts of HIV infection in the long term.

Human resources (HR) are an essential component of Zimbabwe's health system, and are therefore critical for an effective response to the HIV epidemic. Still recovering from the effects of the political crisis in the first decade of the 21st century, the country's health institutions are understaffed and the workforce overburdened. Efficient information systems can provide knowledge to equitably distribute scarce human resources. This includes both applications to manage information about the health sector workforce and means to electronically share information across systems. This funding opportunity announcement (FOA) will build on past and current CDC-supported activities at the Ministry of Health and Child Care (MOHCC) and the Health Professional Regulatory Bodies.

The purpose of this funding opportunity announcement (FOA) is to strengthen HIV strategic information (SI) in Senegal through design and implementation of a national HIV case reporting system and other surveillance activities in support of the national Strategic Information (SI) program. This announcement allows for the expansion of existing HIV surveillance activities in Senegal with the following program goals and objectives: * Implementing a round of surveillance among pregnant women attending ANC based on routine prevention of mother-to-child transmission of HIV (PMTCT) program data by 2016 through the evaluating and strengthening the quality of routine PMTCT data and HIV testing. * Supporting the Senegal National AIDS Control Program (CNLS) to establishing a national HIV case surveillance system by 2019 through the strengthening and expansion of the pilot case surveillance system initiated in 2013.

Support the recipients' intervention and assistance to the Government of Tanzania (GOT) to increase access to high quality, comprehensive and integrated health services, especially for women and youth, with a focus on maternal, neonatal, child and reproductive health and nutrition outcomes.

The goal of this Activity is to facilitate the economic recovery of select crisis-affected communities in North-Eastern Nigeria. The purpose is to bolster the three state governments' capacities to create and sustain enabling environments for the Small Town Water Supply and Sanitation Agencies (STWSSA) and Water Consumer Associations (WCA) operators, and for these service provision agencies to increase their capacities to sustainably provide essential WASH services. This Activity will: ● increase access to water and sanitation services in order to reduce illnesses and child mortality, and to sustain health outcomes; and ● Strengthen local WASH institutions including STWSSAs and WCAs to sustain WASH services.

USAID/Cambodia seeks to make a five-year award focused on the goal of improving the quality of public and private health services in Cambodia in a sustainable manner through technical assistance to national and sub-national health systems. The activity will achieve this goal through four objectives: 1) improved policies, guidelines and standards for streamlined quality assurance; 2) increased efficiency and effectiveness of service delivery; 3) strengthened regulatory framework, implementation, and enforcement; and 4) strengthened pre-service public health training. Under these objectives, the award will support the Ministry of Health, Provincial Health Departments, Operational District Offices and Referral Hospital Management to improve the quality of health services through targeted technical assistance and limited introduction of new techniques, approaches, and technologies that improve quality of health services in both the public and private sector. The award will build upon existing, effective quality assurance systems and ensure that they incorporate a focus on USAID/Cambodia's technical priorities (maternal and child health, family planning, nutrition, tuberculosis, HIV and malaria). This NOFO will support implementation and acceleration of comprehensive HIV prevention, care, and treatment programs for HIV/AIDS epidemic control in Fort Portal Region of Uganda. This will entail implementation of comprehensive HIV/AIDS services in line with the new WHO guidelines,including targeted HIV testing services (HTS) to find more people living with HIV (PLHIV), especially men and key and priority populations (KP/PP) through HIV care and treatment; TB/HIV prevention, diagnosis, and treatment;elimination of Mother-to-Child Transmission (eMTCT); Voluntary Medical Male Circumcision (VMMC); services for orphans and vulnerable children (OVC); and associated laboratory and strategic information (SI) services through a health systems strengthening approach. Additionally, the recipient will work closely with the Ministry of Health (MOH) to strengthen the technical capacity of regional structures and District Health Teams (DHTs) for an effective public health decentralized HIV/AIDS response. Expected outcomes include improved access,coverage, and quality of HIV services ensuring 90% of PLHIV know their status;90% of people diagnosed with HIV infection receive antiretroviral therapy (ART); and 90% of those on treatment are virally suppressed.

With PEPFAR support, CDC Haiti works in close collaboration with Haiti’s Ministry of Health (MSPP) to increase access to quality HIV clinical services, prevent mother-to-child transmission of HIV, and increase laboratory and strategic information capacity. In 2016, CDC Haiti adopted and implemented WHO’s Test and Start strategy, making treatment available to anyone who is HIV positive and reaching 80,000 people – over half of all people living with HIV in Haiti. The CDC program also led the development and implementation of key innovative approaches such as the biometric coding for unique patient identification and patient linkage and retention program. These interventions significantly improved the PEPFAR Haiti program performance. This NOFO aims to build upon these interventions and improve:Service delivery by providing technical assistance in the MSPP network to help strengthen HIV/AIDS-related services through clinical mentoring;Health workforce development by supporting both pre-service and in-service training efforts and working with MSPP in maintaining its national clinical guidelines; andHealth information systems by enhancing the iSanté Plus system, which includes patient care summaries, population-level data dashboards, automated program reports, epidemiological monitoring, and indicator reporting, and is linked to computerized lab results.

The Raechel & Jackie Foundation, a nonprofit organization that works to inspire and enrich the lives of youth in Central America through recreation, the arts, and innovative educational experiences, is accepting grant applications for its 2013 funding cycle. Grant applications are invited from charitable organizations working to provide children in Central America with innovative educational experiences that align with the RJF mission. The foundation seeks to partner with community-based organizations and community-driven projects in Central America that provide resources to educate and provide opportunities that enable youth to address environmental concerns, foster personal growth, and encourage positive lasting change in their communities. The United States Agency for International Development (USAID) Uganda is seeking applications to fund one or more organizations through a five-year Cooperative Agreement to improve health, nutrition, education, and psychosocial wellbeing, and reduce abuse, exploitation and neglect among children and youth orphaned and made vulnerable by HIV (OVC) and other adversities in Uganda, and particularly in the Eastern and Northern Regions; as described in Section I of this RFA.

In 2009, the Children Support Center (CSC) was founded in Kabul, the first center of its kind created to identify and protect Afghan children living in prison with their incarcerated mothers. Since 2011, INL has supported CSCs in Afghanistan and protected over 1300 children of incarcerated women across the country. The CSCs provide comprehensive alternative care that includes safe and secure housing, access to education and tutoring, psychosocial counseling, vocational training, medical services, recreation, exposure to cultural activities, and quarterly prison visits to see their mothers. To continue supporting this integral program, the U.S. Department of State has allocated $950,000 over a three year period for a CSC to protect children of incarcerated Afghan women living in Herat and surrounding provinces.

The purpose of the Equitable Access to Education in Southern Senegal Cooperative Agreement (CA) is to ensure the maximum number or children (aged approximately 9-16) in the Casamance (Ziguinchor, Sedhiou, and Kolda) and Kedougou regions of Senegal have equitable access to relevant basic education opportunities that develop essential life skills

This program supports initiatives with the primary goal of promoting interethnic and intercommunity exchange, collaboration, and joint projects. We are seeking projects and initiatives that clearly develop increased tolerance and cooperation between the ethnically and geographically diverse communities of Bosnia and Herzegovina. Proposals should engage youth (ages 11-25) who have had no prior access to similar initiatives. The Embassy welcomes all innovative proposals aimed at promoting interethnic engagement, reconciliation, and cooperation. Priority areas: Projects that reach out and promote cooperation between youth from different ethnic communities

The Public Affairs Section of the U.S. Consulate General in Kolkata (PAS Kolkata) seeks proposals for a project entitled "anti -TIP International Youth Champions Conclave." The program will bring together 40-50 university youth leaders from U.S., India, Nepal, Bangladesh, and Bhutan to the American Center in Kolkata to collaborate during a three-day, intersectional workshop on TIP issues: * Intergenerational: Focusing on the importance of youth and university students to engage in anti-trafficking efforts, including awareness raising through campaigns and social media, internships, exchange programs, etc. * Inter-sectoral: Focusing on the "all hands on deck" approach to combat trafficking, including the private sector, engineers, graphic designers, media etc. * International: Focusing on the need for cross-country partnerships and information exchange. The Office of Citizen Exchanges, Youth Programs Division of the Bureau of Educational and Cultural Affairs (ECA) announces a FY 2018 open competition for four distinct, single-country Youth Leadership Programs with Algeria, Iraq, the Philippines, and Russia. U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to provide youth with four-week exchanges in the United States focused on the primary themes of civic education, leadership development, respect for diversity, and community engagement and to support the implementation of service projects in their home communities. Each program, with the exception of the Youth Leadership Program Russia, will also engage approximately 3-5 adult educators/community leaders in programming alongside youth participants. Competitively selected U.S. secondary students will join participants in U.S.-based exchange activities on the Algeria and Iraq programs. It is the Bureau's intent to award four separate cooperative agreements (one per program), for an estimated total of approximately $3,780,000 (one base year plus two Non-Competitive Continuations per program, pending the availability of funding.
