Electricity accounts for more than 40 % of global energy-related CO2 emissions. This issue is most pressing for developing countries where growth in power demand is particularly high, fueling the risk of irreversible investment in CO2-intensive capacity, the so-called “carbon lock-in”. Sectoral Approaches in Electricity – Building Bridges to a Safe Climate shows how the international climate policy framework could effectively support a transition towards low-CO2 electricity systems in developing countries. Sectoral approaches are intended to address sectors that require urgent actions, without waiting for countries to take nation-wide commitments.

In 2007, the Electric Power Research Institute (EPRI) released its first “Prism” model and Model for Estimating the Regional and Global Effects of Greenhouse Gas Reductions (MERGE). 

EPRI updated both analyses in 2009 to reflect economic and technological changes that have the potential to affect projected emissions and the technologies to address them.

A robust transmission system is the cornerstone for large-scale integration of wind power in the United States. Therefore, perhaps the greatest barrier to achieving this goal is building new transmission to connect the large amounts of location-constrained wind resources to the load centers. Another goal-limiting factor is the lack of appropriate market rules across the various interconnections in the US. Furthermore any reversal of policy decisions made at Federal and State levels (e.g. Renewable Portfolio Standards) in support of renewable energy could send the wrong signal to the industry causing uncertainty in the markets, potentially stalling the investments in new wind plants. The reality is that there are five election cycles between now and 2030 so it is important that wind energy related policies are sustained during this period.   Other potential barriers to achieving this 20-by-2030 goal include: a surge in the global demand for wind energy which could limit the supply of turbines in the US; another financial crisis during the next two decades which affects the credit and investment markets; and lastly the lack of skilled work force to operate power systems with high penetration of variable generation.

Construction crews last week prepared a concrete slab to serve as a staging area for the replacement of Limerick's six huge transformers, a $90 million job that will take about two years to complete. The improvements to the transformers, which convert electricity for transmission on big power lines, are only one component of a complicated effort to "uprate" the plant's output, adding 170 megawatts of generating capacity to each unit. Along with earlier upgrades, the improvements will expand Limerick's total capacity to 2,600 megawatts - 23 percent more power than it produced when the two units were completed in 1989.

Here is the Brad Edwards interview. Dr. Edwards received his PhD in physics in 1990, and worked at Los Alamos National Lab for 11 years. After leaving Los Alamos, Dr. Edwards has dedicated his career to researching and developing the space elevator concept. All of his research indicates that the space elevator concept is valid and feasible. He currently heads a company called Black Line Ascension, which is actively promoting the space elevator concept. He has published several books on the space elevator, including The Space Elevator: A Revolutionary Earth-to-Space Transport System, and Leaving the Planet by Space Elevator.

Scientists at Monash University, in collaboration with colleagues from the universities of Wollongong and Ulm in Germany, have produced tandem dye-sensitised solar cells with a three-fold increase in energy conversion efficiency compared with previously reported tandem dye-sensitised solar cells.

Many politicians are supportive, not least Barack Obama, the US president, who in October promised $3.4bn in grants to pay for smart grid equipment.However, an investment on that scale does no more than lay the foundations: a full smart grid for the US will require an investment that is orders of magnitude greater. The commercial and regulatory framework to deliver that investment has not yet been developed.

The epithet “smart” can be applied to a wide range of network technologies. But among industry leaders, there is broad agreement about what a smart grid entails: the use of intelligent devices at all points in the electricity network, from the high-voltage transmission lines to appliances in the home, that can send information and receive instructions.

Moving aggressively to solve a problem that vexes U.S. energy planners, Great Britain has centralized control over the siting of transmission lines and other facilities needed to expand renewable energy and curb greenhouse gas emissions.

Public consultations are an essential part of policy development. They provide the Department with necessary feedback on proposals for legislative change or other new initiatives, thus informing the Government's decision making process.

The proposals launched today outline how those emissions can be reduced both on and off site, including through community scale low carbon heat production for district networks.

Non-domestic buildings often have greater potential for onsite renewables (e.g. more roof space) and to play a critical role in the viability of community heat or energy networks.

It's no small matter. In fact, Chu says that turning all the world's roofs white would eliminate as much greenhouse gas emissions in 20 years as the whole world produces in a year. But some critics point out that in northern cities, the gain in summer could be outweighed by the loss in winter. The ideal situation, then, would be to get the advantage of white roofs when it's hot and black roofs when it's cold.Now, there may be a way to have both. A team of recent MIT graduates has developed roof tiles that change color based on the temperature. The tiles become white when it's hot, allowing them to reflect away most of the sun's heat. When it's cold they turn black and absorb heat just when it's needed.

Today the European Commission has adopted a proposal for a European Strategic Energy Technology Plan (see IP/07/1750). Energy technology will be a key element of Europe's plans to reduce its greenhouse gas emissions and move towards a low-carbon future. But there are structural weaknesses in the current energy research system (see MEMO/07/469 – Why Europe needs a Strategic Energy Plan). The SET-plan (see MEMO/07/493 for details) should help the European Union position itself to develop the technologies it needs to meet its political objectives and at the same time ensure its companies can benefit from the opportunities of a new approach to energy.
