By Justin Miller On August 25, 2008, two little boys walked into public elementary schools in Southeast Washington, D.C. Both boys were African American fifth-graders. The previous spring, both had tested below grade level in math. One walked into Kimball Elementary School and climbed the stairs to Mr. William Taylor's math classroom, a tidy, powder-blue space in which neither the clocks nor most of the electrical outlets worked. The other walked into a very similar classroom a mile away at Plummer Elementary School. In both schools, more than 80 percent of the children received free or reduced-price lunches. At night, all the children went home to the same urban ecosystem, a zip code in which almost a quarter of the families lived below the poverty line and a police district in which somebody was murdered every week or so. Johnson, associate professor of public policy at University of California, Berkeley, and Claudia Persico, a doctoral candidate in human development and social policy at Northwestern University-show that "increased school spending is linked to improved outcomes for students, and for low-income students in particular…Increasing per-pupil spending yields large improvements in educational attainment, wages, and family income, and reductions in the annual incidence of adult poverty for children from low-income families. As they also show, it matters how the new money is spent-such as on instruction, hiring more teachers, increasing teacher pay, hiring guidance counselors and social workers. Money well-spent "can profoundly shape the life outcomes of economically disadvantaged children and thereby reduce the intergenerational transmission of poverty. Money alone may not lift educational outcomes to desired levels, but our findings confirm that the provision of adequate funding may be critical.""

Paying kids to pass the AP test isn't working... but those supporting it say give it time. In some ways, money is the easy answer. But money doesn't solve problems when you have a child who has low self esteem. A child who is beaten every night isn't going to want to learn more during the day for a one time incentive... they feel trapped. Although the average improved (there were more "5's") - the overall pass rate declined slightly -- but more tests were taken. I am glad that people are willing to put money into trying new things, but sometimes I think teachers are left out of the equation. If we look at brain rules, improving the family life of kids and making sure they get more sleep are two of the most beneficial things we could to improve test scores.

If you had $100 billion to fix our schools, what would you do? A surprisingly smart list of suggestions for the education portion of the federal stimulus money is circulating in the education policy world. A group of experts claims authorship. I don't believe committees are capable of good ideas, so I doubt the alleged origins of the list. But let's put that aside for a moment and see what they've got. Better yet, why not come up with our own ideas? My column seeking cheap ways to improve education yielded interesting results. By contrast, think of what we could do if we had enough money to buy the contract of every great quarterback: guarantee the Redskins a Super Bowl victory. Many expensive school-fixing schemes proved just as insane and just as useless. But Barack Obama is president, and we are supposed to be hopeful.

The fact is that Tablets are here, they are useful, and they are proliferating as we speak. Most of my money this Christmas was spent at Amazon and the Apple store. Apps and music are where we spend our money. Two of my kids wanted iphones and the other, an ipad mini. Merry Christmas to Apple - I think many others are like that as well. I've been testing the Kenna tablet from SchoolTube which is a heavy duty droid tablet with slots for just about everything. Tablets are everywhere.

Estie Cuellar from Texas has a dream to take nine of her students to the conference. While many of us have raised our money from private donors, Estie is located at a school with many underserved children from families in poverty. I have pledged to do what I can to help her spread the word about her situation. She has scholarships for four of her students to pay their conference fees, however, all schools must raise money for their own airfare. This is a great cause and I hope that there are some people out there who believe in the vision of representing ALL of our society here in America at a conference which plans to turn conferences upside down -- working hard to give students a meaningful place alongside the educators who will be attending the leadership strand of the conference. Julie and I dream of writing a book to fund this conference in the future, but for now, we have to do it all the hard way ( a lot of pavement pounding and hard work.)

How people spend their discretionary income - the cash that goes to clothing, electronics, recreation, household goods, alcohol - depends a lot on where they live. People in Greece spend almost 13 times more money on clothing as they do on electronics. People living in Japan spend more on recreation than they do on clothing, electronics and household goods combined. Americans spend a lot of money on everything.

Play Money football, too. In these trying economic times we owe it to our students to make sure that they know how to manage their hard earned money, don't you think?

Here's a complaint you often hear: We spend a lot of money on education, so why isn't all that money having a better result? It's because we're doing the same thing over and over again. We're holding 40 or 50 million kids prisoner for x hours a week. And the teacher is given a set of rules as to what you're going to say to the students, how you're going to treat them, what you want the output to be, and let no child be left behind. But there's a very narrow set of outcomes. I think you have to open the system to new ideas.
