How Western Urban Planning Fueled War in the Middle East | The American Conservative - 0 views

  • Architecture has been part of that work. The unspoken assumption was that houses should fit together along alleys and streets, that no private house should be so ostentatious as to stand higher than the mosque or the church, and that the city should be a compact and unified place, built with local materials according to a shared vocabulary of forms. Thick walls of stone created interiors that would be cool in summer and warm in winter with the minimum use of energy. The souk was conceived as a public place, embellished appropriately so as to represent the heart of the city, the place where the free trade of goods expressed the free mingling of the communities.
  • The old souk of Aleppo, tragically destroyed in the current Syrian conflict, was a perfect example of this, the delicate and life-affirming center of a city that has been in continuous habitation for a longer time than any other. Most of the Islamic world remains like unstable and insecure early Florence. And homes throughout MENA reflect their isolation and insecurity through closed plans, just as much as Spanish ones from Moorish times do, even in the New World.

  • It is true that this president did not win by a vast margin, but there is no requirement in a liberal democracy that that be a condition of electoral success. And even if, as the protesters have also insisted, he has been acting largely on behalf of his Freedom and Justice Party rather than the country as a whole, that by and large is how politics works in liberal democracies. There is much rhetoric about “the nation” and “the people,” but electoral democracies work not in favor of all citizens but rather of special interests represented by the party that wins in the elections. 
  • The trouble, as I see it, is that the pro-democracy movement has not thought critically enough about how the grand alliance against Morsi has come about and how the aims of that alliance conflict with their own aims. They seem to take it for granted that, having been on the winning side in the conflict with the Morsi government, they can now successfully confront the army and its civilian allies (i.e., big business, the media, the judiciary, etc.).

In any case, in my view they should never have aspired to the presidency–first of all as a matter of principle, and secondly because the uprising had created colossal practical problems which would be extremely difficult to address by any government. Winning an election does not mean that you are strong, as the Muslim Brotherhood thought it was. It means you are responsible for failures of the state and economy. And, despite their electoral win, the Muslim Brotherhood and its Freedom and Justice Party are and were always weak. One of the things of which they were often accused was that they wanted totalitarian control of society, that they were on the verge of getting what they wanted, which is absolute nonsense, of course. They did not have such control, they could not acquire such control, and there is no real evidence that they wanted such control. This is one part of their stupidity: To be seen to behave as though they had real control of the state.

  • I am worried that now there is a total vacuum that will be filled for a long time by the army, despite the fact that the temporary president, appointed by the army (and who was head of the pro-Mubarak Supreme Constitutional Court), has been accorded powers that exceed those which the suspended constitution gave to Morsi, the elected president.
  • The point is that the army generals took advantage of a political struggle to present themselves again as an umpire, and as an umpire who needs to act only when needed. (The slave-master uses his stick only when it is needed.) 
  • The people” is a fantasy. Elections do not express “the common will” of the people. Elections are necessary because there is no common will. At best, elections are a way of resolving differences. In other words, if you recognize that there are deep differences, and you wish to resolve them without resort to force, you may turn to elections. Claims to legitimacy in that situation (as in the terrible Syrian civil war) are simply ways of trying to keep partisan spirits up.

  • Second, as opposed to their more famous totalitarian cousins, these authoritarian rulers did not rely on political mobilization. While some leaders, like Salazar and Franco, distrusted mass politics and actively promoted public apathy, others, like Dollfuss and Metaxas, tried and failed to accumulate a mass following. Others, including Vargas, approached political mobilization cautiously. Despite some populist tendencies, including a healthy dose of regime propaganda, Vargas never formed a political party or mass movement and even went so far as to ban all organized political activity in Brazil in 1937.

Not only has he aligned his country (for a hefty reward) with Saudi Arabia and the United Arab Emirates, but he has also spoken respectfully of Egypt’s relationship with the United States (to no obvious domestic benefit – almost everybody else in Egypt has adopted a hysterical tone about the United States). Sisi seems quite comfortable with the conservative tone Egyptian foreign policy has maintained since the era of former president Anwar Sadat even while he allows his followers to stoke memories of a more assertive Egypt.

Secretary Pompeo's Speech in Cairo: POMED Experts Respond - POMED - 0 views

  • Pompeo delivered a speech that lacked any overarching policy message. Pompeo did spell out what this administration sees as the main problems in the region: the Islamic Republic of Iran, radical Islamist terrorism, and even the policies of the Obama administration. But he failed to outline a coherent vision, strategy, or policy approach for addressing these problems

  • Nothing is sadder than the emergence of opportunistic “journalists” and “writers” under authoritarianism. Some of these figures will be older writers who have not had the kind of success they want, and are determined to take advantage of the crackdown, with hopes of climbing fast. Others will be neophytes eager to reap benefits from darkness and chaos. In Turkey, we now have a cohort of such people, who publicly call for the arrest of their colleagues and celebrate when their wishes come true.
  • Writers from wobbly geographies are being compelled to write and talk about politics like never before. Every day we face the challenge of how to balance the mundane and the momentous, the banal and the sublime, the “inside” and the “outside.” Every day we face the challenge of how to defend nuances in a culture of gross generalizations, how to build bridges of empathy where pitting one side of the society against the other plays into the hands of populist demagogues. And although the Turkish case is in some ways uniquely depressing, it is part of a much larger trend. Wave after wave of nationalism, isolationism, and tribalism have hit the shores of countries across Europe, and they have reached the United States. Jingoism and xenophobia are on the rise. It is an Age of Angst—and it is a short step from angst to anger and from anger to aggression.

Post-Soviet Eastern Europe, post-dictatorial Latin America, and post-Apartheid South Africa all witnessed a proliferation of autobiographical accounts by victims of the ancien régime, seeking to reclaim their public voice. Currently, post-Ben Ali Tunisia is witnessing the same phenomenon. More and more activists and intellectuals have begun reflecting on the past, in order to forge the country’s future. What is remarkable about this wave is the increasing number of women, including both activists and intellectuals, who have written autobiographical accounts of the uprising and its aftermath
