Most school administrators have more than one story to tell about cyberbullying. They report that victims of cyberbullying experience low self-esteem, peer isolation, anxiety, and a drop in their grades. They note that victims may miss class or other school-related activities. Principals also point to recent high-profile cases where cyberbullying, left unchecked, led to suicide. In response, some schools have created new policies and curbed free speech on the school’s computer network and on all electronic devices used during school hours. This article offers practical advice for actions schools can take to curb bullying, ranging from policy development to education.

A court case upholds administrators’ rights to discipline a student who used derogatory language on a blog, but questions arise. In Doninger v. Niehoff, the U.S. Court of Appeals for the Second Circuit ruled in May that a Connecticut school district that disciplined a student for vulgar and derogatory remarks made off-campus did not violate her free speech rights.

Do school officials have the authority to impose discipline in response to harmful off-campus online speech? Should they? This is a major challenge facing school administrators today. Many state legislatures are now adding statutory provisions requiring schools to incorporate cyberbullying into bullying prevention policies. But this has presented some concerns. For example, in Oregon and Washington, language incorporated into cyberbullying legislation appears to restrict administrators from responding to any off-campus bullying regardless of the harmful impact on campus. Administrators from these two states are advised to check with their legal council. Administrators in other states should understand that the American Civil Liberties Union is trying to use language in the cyberbullying statutes to override federal case law and restrict administrators from doing anything in response to off-campus harmful speech.

A "digital divide" exists in Canada between young people who see information posted online as private and older people who see it differently, according to a study released Thursday at a privacy conference in Toronto. Ryerson University professor Avner Levin, a keynote speaker at the Youth Privacy Online: Take Control, Make it Your Choice! conference, said in the study that young people have a notion of online privacy that is not shared by business managers and executives. He said the latter view all information posted online as public.

What ever happened to old-fashioned “discipline?” This question has come up constantly in my conversations with parents and teachers over the course of my involvement with the Digital Natives project. When parents glance over and see not only 50 browser tabs open on the family computer, but iTunes and a computer game and AIM too—with a book report relegated to a tiny corner of the screen—they’re understandably bewildered. How do kids ever get anything done? “I’m just really good at multi-tasking, Mom,” a savvy student might reply. And, as long as the work gets done, it seems hard to argue with that logic.

With its evidence room overflowing with cell phones, the Richmond County school board is wanting to give away what it has taken 15 years to collect. The board decided to give the phones back to students when it changed its policy for cell phones in June. The policy replaces the often-criticized rule to seize phones for 365 calendar days when a pupil is caught with one. In 15 years, 5,725 phones were taken from students, according to the public safety department. Of those, 4,566 were still being held by the department this summer. Under the new rules, a parent has 10 days to claim a phone before it is turned in to public safety on the first offense. For a second offense and any phones not claimed at the school on the first offense, public safety takes the phone for 30 days.

Often the most dramatic incidents of cyberbullying get the attention of educators, parents and the authority. Those incidents that involve threats, particularly death threats and those that result in school shootings and suicide attempts prompt intervention for both the perpetrators and victims. We must remember, however, that all cyberbullying, even the less dramatic incidents including the spreading of rumors and saying mean things online can be harmful as they can erode a child’s self esteem and confidence and lead to later academic difficulties, interpersonal problems and psychological distress.

The use of filtering or blocking software to prevent teens from accessing social networking Web sites is another approach that schools and parents can utilize. The disadvantage with blocking software is that teens eventually find a way to circumvent the blocking software. "Given the propensity for youth to constantly update language by the use of new words and phrases and alterations to the meaning of existing words and phrases, it would appear a difficult task to keep filtering software fully updated."

What Can Parents Do? Schools should start addressing students, parents and staff about the issues of cyberbullying. Students need to be reminded that what they do in cyberspace is not really anonymous. They need to know their behaviors and words are downloadable, printable and sometimes punishable by law. The courts have given some direction for schools dealing with cyberbullying. "School districts are well within their legal rights to intervene in cyberbullying incidents - even if these incidents were initiated off-campus – if it can be demonstrated that the incident resulted in a substantial disruption of the educational environment"
