Energy consumption, indoor environmental quality, and benchmark for office bu... - 0 views

    With rapid economy growth, building energy consumption in China has been gradually increased. The energy consumption and indoor environmental quality of 51 office buildings in Hainan Province, a hot and humid area, were studied through collection of verified data in site visits and field tests. The result revealed that, electricity accounted for 99.79% of the total energy consumption, natural gas 0.17%, and diesel 0.04%. The air conditioning dominated the energy use with a share of 43.18%, equipment in the particular areas 26.90%, equipment in the office rooms 11.95%, lighting system 8.67%, general service system 7.57%, and miscellaneous items 1.73%. Statistical method including six indicators obtained the energy consumption benchmark with upper limit of 98.31 kW·h/m2 and lower limit of 55.26 kW·h/m2. According to ASHRAE standard (comfortable standard) and GB/T 18883-2002 (acceptable standard), the indoor environmental quality of 51 sampled office buildings was classified into three ranks: good, normal and bad. With benchmark of building energy consumption combined with indoor environmental quality, it was found that only 3.92% of sampled buildings can be identified as the best performance buildings with low energy consumption and advanced indoor environmental quality, and the buildings classified into normal level accounted for the maximum ratio.

Transportation development transition in China - 0 views

    Scientific development is an invaluable asset to a country. Policies and development modes should be carried out based on scientific findings not only in industry, but also in transportation infrastructure construction. Building an integrated transportation system, which is in line with the national requirements of China and supports sustainable socio-economic development, is a key strategic issue related to building a moderately prosperous society and achieving realistic goals of a medium-level developed country. Based on a systematic review of the advances in China's transportation infrastructure over the last 60 years, this paper explores the main drivers of transportation development, including national policy, transportation structure, investment efficiency, and technological innovation. Analysis shows that China's comprehensive transportation infrastructure construction since 1949 can be divided into five stages initiated by these drivers, which correspond to four transition modes: policy transition, structural transition, efficiency transition, and technology transition. The transition path of China's transportation development shows that the dominant factors have changed, and the interval for each transition has shortened. With the implementation of the '12th Five-Year Plan', China's transportation infrastructure construction is showing some new characteristics and facing a new development transition. Finally, this paper analyzes the trends in transportation development in China and concludes that technological innovation will be the main driving force to increase the transportation supply and service area in the future.

Global urbanization research from 1991 to 2009: A systematic research review - 0 views

    Abstract We performed a bibliometric analysis of published urbanization research from 1991 to 2009, based on SCI and SSCI database. Our analysis reveals scientific outputs, subject categories and major journals, international collaboration and geographic distribution, and temporal trends in keywords usage in urbanization studies and discusses the relationships between urbanization papers and urbanization rate and offer a substitute demonstration of research advancements, which may be considered as a potential guide for future research. The growth of article outputs has exploded since 1991, along with an increasing collaboration index, references and citations. Environmental sciences, ecology, environmental studies, geography and urban studies were most frequently used subject categories and Landscape and Urban Planning was the most productive journal in urbanization studies. The United States was the largest contributor in global urbanization research, as the USA produced the most independent and collaborative papers. The geographic distribution of urbanization articles overlapped quite well with regions with high economic growth in North America, Europe, and Pacific-Asia. A keywords analysis found the USA and China were "hotspots", confirmed land-use's significant position and revealed keen interest in ecological and environmental issues in urbanization studies. In general, urbanization research was strongly correlated with the urbanization rate although there were different patterns and underlying processes across different countries. This is the first study to quantify global research trends in urbanization. Our study reveals patterns in scientific outputs and academic collaborations and serves as an alternative way of revealing global research trends in urbanization.

Too complex to be managed? New trends in peri-urbanisation and its planning in Beijing - 0 views

    Abstract Taking Beijing as a case study, this paper analyses new trends in peri-urbanisation and the city's planning responses after 2000 in China. The results of the analysis show that the percentage of temporary migrant residents continues to grow in the peri-urban region and the social inequalities in relation to quality of life between local people and migrants have increased there. In particular, there is a concentration of thousands of young and well-educated migrants in the peri-urban region, resulting in a new kind of urban slum. Sprawling development still dominates Beijing's fringe. New planning policies related to an urban-rural integration strategy have played a positive role in improving living conditions in rural areas and reducing the social and economic gaps between urban and rural areas in the peri-urban region. However, planning in the peri-urban region is still facing new challenges due to vertically and horizontally fragmented management, growing market forces, and social discrimination caused by the remnants of the hukou mechanism. This suggests that it will not be easy to achieve the planning goal of urban-rural integration and harmony society unless further actions are taken to enhance political capacity of planning system in Beijing. The capacity-building of planning should be facilitated if institutional innovations can be made in arrangements of power, rights, public resources, accountability, and legitimacy in the planning system. Urbanization and sustainable metropolitan development in China: Patterns, problems and ... - 0 views

    Abstract The path of urbanization in the People's Republic of China is largely shaped by the nation's industrial development strategies. In the first three decades of socialist construction, and especially after the Sino-Soviet rift at the end of the 1950s, the adoption of strategies of self-reliance had led to urban biased patterns of development. The introduction of economic reforms and the open door policy in 1978 paved the way for and facilitated national economic development. Two issues, which feature significantly in the processes of development in China, are assessed. The first is the relationship between economic development and the protection of arable land. The second is the quest for a coordinated hyper-development in both urban and rural areas. This paper concludes by proposing a sustainable metropolitan development strategy that suits the case of China.

Challenges of creating cities in China: Lessons from a short-lived county-to-city upgra... - 0 views

    Abstract It has been widely observed that China is under-urbanized. The central government has tried to use various policies to promote urbanization. In this paper, we evaluate one of these policies - count-to-city upgrading. Under China's hierarchical governance structure, a city status can only be determined and awarded by the central government. In the 1980s and 1990s, China adopted a formula-based county-to-city upgrading policy. Based on a large panel dataset covering all counties in China, we find that the formula was not strictly enforced in the practice. Moreover, jurisdictions that were upgraded to cities prior to 1998 do not perform better than their counterparts that remained county status in terms of both economic growth and providing public services. Largely because of these problems, this policy was called off in 1997. Given the strong need for urbanization, more indigenous institutional innovations are needed to find a viable way of creating cities, which would also provide compatible incentives to local governments. Highlights ► We examine a failed county-to-city upgrading policy in China. ► The newly awarded cities had a lackluster performance because the upgrading process was irreversible. ► After the policy was called off, China has adopted more indigenous institutional innovations in creating cities.

    Abstract In 2011, China announced that it has reached an urbanisation rate of 50%. If we take rapid urbanisation as a given and that it is already well underway, it is still widely unclear what research needs to be conducted and policy changes made to support municipalities of fast transforming cities and to avoid repeating the development mistakes that have occurred in industrialised nations, i.e. driving urban growth with high consumption patterns without fully considering the environmental and social needs and occupants' behaviour and aspirations. The scale and pace of change requires a solid systems approach of urban development. The purpose of this paper is to explore the rapid urbanisation of Chinese cities with a focus on the plans for a new, on-going urban sub-centre in the north-west of Shanghai: Zhenru urban sub-centre. Information-rich urbanisation is a defining feature of the 21st century, reshaping cities and communities in China and in developing countries around the world. The paper compares two cases of urban development patterns for new sub-centres for polycentric city structures: it relates to new urban sub-centres in Berlin (Germany) and Shanghai (China), and the relationship of these sub-centres to 'Network City' theory. Network theory is useful in this context as the 'network' metaphor and concepts of decentralisation seem to have replaced the 'machine' metaphor which was based on efficiency based on the availability of cheap fossil fuels. The question to be addressed is how Chinese cities can be better steered towards more sustainable models of development. As cities aim to move towards more resilient urban ecosystems and polycentric systems, the case of Potsdamer Platz Berlin, compared to Zhenru sub-centre in Shanghai, is discussed. Urbanisation and health in China - 0 views

    Summary China has seen the largest human migration in history, and the country's rapid urbanisation has important consequences for public health. A provincial analysis of its urbanisation trends shows shifting and accelerating rural-to-urban migration across the country and accompanying rapid increases in city size and population. The growing disease burden in urban areas attributable to nutrition and lifestyle choices is a major public health challenge, as are troubling disparities in health-care access, vaccination coverage, and accidents and injuries in China's rural-to-urban migrant population. Urban environmental quality, including air and water pollution, contributes to disease both in urban and in rural areas, and traffic-related accidents pose a major public health threat as the country becomes increasingly motorised. To address the health challenges and maximise the benefits that accompany this rapid urbanisation, innovative health policies focused on the needs of migrants and research that could close knowledge gaps on urban population exposures are needed.

Urbanization strategies, rural development and land use changes in China: A multiple-le... - 0 views

    Abstract This paper links urbanization strategies to changes in land use and associated impacts on rural communities and agro-ecosystems in a rural area of China. Energy, monetary and human time variables as well as information on environmental pressures, have been combined to compare different typologies of households and the metabolism of different patterns of land use from an integrated perspective. The results show that urbanization strategies, aimed at shifting the current land use and at displacing the local population, while increasing the economic efficiency is also associated with an increase in fossil energy consumption and environmental pressure, as well as a reduction of the multifunctional characteristic of the area under investigation. Based on these findings the paper also offers a critical discussion of the Chinese rural development policy arguing that the multifunctionality of rural areas should be taken into account by Chinese policy-makers and planners as a viable strategy to achieve rural development targets. Tourism-driven urbanization in China's small town development: A case study of Zhapo To... - 0 views

    Abstract This paper investigates the process of tourism-driven urbanization as a local strategy of town development in China. Existing literature has highlighted the role of industrialization in the urbanization process of China's small towns, but here it is suggested that tourism - a development initiative based on the creation of space for consumption, rather than production - can also foster significant expansion of urbanized built environment and remarkable transformation of local socio-economic structures. The case study suggests that, in contrast to the recent process of industrialization-based urbanization in China's small towns, tourism urbanization in Zhapo Town, Guangdong Province has been a highly localized development initiative characterized by the absence of foreign capital investment. Tourism-driven urbanization in Zhapo has involved several processes whose joint effect has reproduced the local socio-spatial organization: the rapid of expansion of urbanized built environment; a unique pattern of land use and land development; the booming of tertiary economic sectors; and the emergence of a flexible regime of labor force. In the meantime, the research also contests Mullins' (1991) classical theorization of tourism urbanization, and suggests that recent tourism-driven urbanization process in Zhapo Town is not the product of the post-modernization of urban cultural manifestations, but is situated within the context-specific space of China's modernity and is based on relatively standardized provision of tourism-related service and the mass consumption of nature. Effects of One-Sided Fiscal Decentralization on Environmental Efficiency of Chinese Pro... - 0 views

    Hang Xiong, China's actual fiscal decentralization is one-sided: while public expenditures are largely decentralized, fiscal revenues are recentralized after 1994. One critical consequence of the actual system is the creation of significant fiscal imbalances at sub-national level. This paper investigates empirically effects of fiscal imbalances on environmental performance of Chinese provinces. First, environmental efficiency scores of Chinese provinces are calculated with SFA for the period from 2005 to 2010. Then, these scores are regressed against two fiscal imbalance indicators in a second stage model. Finally, conditional EE scores are calculated. This paper finds that effects of fiscal imbalances on EE are nonlinear and conditional on economic development level. Fiscal imbalances are more detrimental to environment in less developed provinces. These results suggest that the one-sided fiscal decentralization in China may have regressive environmental effects and contribute to regional disparity in terms of sustainable development.

    Abstract Not all environmental issues get the same level of policy attention because of the limited capacity of the political and administrative system [End Page 220] to consider all issues simultaneously. This article explores the priority attached to different environmental issues in China through a content analysis of 1,564 government documents during the 1999 to 2008 period. The analysis focuses on four issues, namely pollution types, high-polluting industrial sectors, environmental policy instruments and the implementation of international environmental treaties. The empirical results provide useful insights into changing policy priorities in the area of environmental protection so as to gain a better understanding of the roles of environmental regulation in China.

Regional total factor energy efficiency: An empirical analysis of industrial sector in ... - 0 views

    The rapid growth of the Chinese economy has resulted in great pressure on energy consumption, especially the energy intensive sector - the industrial sector. To achieve sustainable development, China has to consider how to promote energy efficiency to meet the demand of Chinese rapid economic growth, as the energy efficiency of China is relatively low. Meanwhile, the appeal of energy saving and emission reduction has been made by the Chinese central government. Therefore, it is important to evaluate the energy efficiency of industrial sector in China and to assess efficiency development probabilities. The framework of total factor energy efficiency index is adopted to determine the discrepancy of energy efficiency in Chinese industrial sector based on the provincial statistical data of industrial enterprises above designated size in 30 provinces from 2005 to 2009, with gross industrial output as the output value and energy consumption, average remaining balance of capital assets and average amount of working force as the input values. Besides, in considerate of the regional divide of China, namely eastern, central, and western, and economic development differences in each region, energy efficiency of each region is also analysed in this paper. The results show that there is room for China to improve its energy efficiency, especially western provinces which have large amount of energy input excess. Generally speaking, insufficient technological investment and fail of reaching best scale of manufacture are two factors preventing China from energy efficiency promotion. Based on our findings, some policy implications on the improvement of energy efficiency, particularly for economically underdeveloped regions in China, are also discussed.

China's changing regional development: Trends, strategies and challenges in the 12th Fi... - 0 views

    China's sustained economic growth since 1978 has stimulated heated debates not only about its rise to great power status but also the sustainability of the Chinese 'model' of development and its social, economic and environmental implications at home and abroad (see e.g. Pei, 2006; Peerenboom, 2007; Bergsten et al., 2008; Zhao, 2010). One of the most important aspects of China's economic development is the accompanying rapid urbanisation. The McKinsey Global Institute (2011: 15) characterised China's urbanisation a 'massive transformation'. Although China's 12th Five-Year Plan (FYP) only sets the gross domestic product (GDP) growth rate at 7% (as compared with a planned 7.5% and the actual 11.2% growth in the previous 11th FYP), the planned growth in urban population will increase by 4% per annum from 2010 to 2015, hence raising the urbanisation rate from 47.5% to 51.5% (The State Council, 2011: 10). China's growth has, however, been marked by unbalanced regional development in the past three decades as most of the coastal cities and regions are spearheading rapid growth while inland and rural areas are lagging behind. Part of this is the clear outcome of deliberate national policies in the 1980s as the coastal regions should supposedly have been championing growth for the entire country (see e.g. Yang, 1997; Lin, 1999). However, by the 1990s, there were clear concerns that such a pattern was neither sustainable nor desirable. The changing role of the Chinese state in urban and regional development is the key theme underlying this special issue. The papers assembled here address different aspects of this multifaceted process that is still unfolding. Since the launching of the reform and open door policy in 1978, China has embarked upon the transition from a planned economy to a more market-oriented system that is increasingly integrated with the global capitalist economy. The Suppression of Black Societies in China - 0 views

    Two events have taken place that will change the way the Chinese state tackles organized crime and corruption. Law reforms re-defining organized crime while strengthening judicial oversight and the apparent demise of 'hit black' (dahei) 'strike-hard' (yanda) style police campaigns of the kind practised in the Chongqing 'experiment' are new developments in China's evolving response to organized crime. The law reforms focused on enhanced punishments and new offences with respect to food adulteration, bogus medicines and criminal gangs, which had been at the forefront of public scandals that had threatened political stability and the legitimacy of police and judicial organs. The revision of Article 294 of the Criminal Law of the People's Republic of China (PRC) specifically re-defined the elements of organised crime ('black societies'). It also addressed the role of public officials in the spread of such crime and was belated recognition that more needed to be done to reduce the penetration of business and the state by organised crime. The Chongqing approach to crime control was until recently touted as a model crime-fighting practice but is now criticized and in retreat, and its leaders are discredited. The widely publicized, Chongqing 'Red-Black' criminal 'gangland' trials involved high officials and high profile entrepreneurs mixed with vice and violence. The trials (2009-2011) became public spectacles that exemplified the Chinese Communist Party's (CCP) determination to enhance public stability through clean government (Lam 2009, Liu 2011). In the vast municipality of Chongqing politburo member Bo Xilai and head of the municipal CCP had made "cleaning up the city" a key to his 'Five Chongqing' program that sought to restore party legitimacy in the face of massive inequality.
