The Suppression of Black Societies in China - 0 views

    Two events have taken place that will change the way the Chinese state tackles organized crime and corruption. Law reforms re-defining organized crime while strengthening judicial oversight and the apparent demise of 'hit black' (dahei) 'strike-hard' (yanda) style police campaigns of the kind practised in the Chongqing 'experiment' are new developments in China's evolving response to organized crime. The law reforms focused on enhanced punishments and new offences with respect to food adulteration, bogus medicines and criminal gangs, which had been at the forefront of public scandals that had threatened political stability and the legitimacy of police and judicial organs. The revision of Article 294 of the Criminal Law of the People's Republic of China (PRC) specifically re-defined the elements of organised crime ('black societies'). It also addressed the role of public officials in the spread of such crime and was belated recognition that more needed to be done to reduce the penetration of business and the state by organised crime. The Chongqing approach to crime control was until recently touted as a model crime-fighting practice but is now criticized and in retreat, and its leaders are discredited. The widely publicized, Chongqing 'Red-Black' criminal 'gangland' trials involved high officials and high profile entrepreneurs mixed with vice and violence. The trials (2009-2011) became public spectacles that exemplified the Chinese Communist Party's (CCP) determination to enhance public stability through clean government (Lam 2009, Liu 2011). In the vast municipality of Chongqing politburo member Bo Xilai and head of the municipal CCP had made "cleaning up the city" a key to his 'Five Chongqing' program that sought to restore party legitimacy in the face of massive inequality. Because institution building is more difficult than firm-based growth, ALD strategies may generate rapid short-term economic growth but not sustainable development. Accordingly, Chongqing municipality, with a population of 33 million, in West China, is pursuing a beyond latecomer advantage model. This is characterised by: (i) reducing poverty and rural-urban disparity through accelerated urbanisation, rural-urban integration and emphasising human resource development; (ii) upgrading the value added of Chongqing's economy through targeting of FDI and incentives to local start-ups; (iii) endogenous development, reducing risks from external shocks; (iv) Hukou reform; (v) establishing a land use conversion certificate market to rationalise land use; (vi) emphasis on morality to address crime/corruption; (vii) recognition of the importance of amenity in attracting investment and talent; and (viii) establishing a longer developmental time perspective. Initially only coastal regions participated in global supply chains, but in recent years comparative cost advantages have led to an increased participation of inland destinations in China's economic development. The growth of some inland regions has urged logistics players to revise and reconfigure their extensive logistics networks. This has been particularly the case in the Yangtze region. Upstream cities such as Chongqing are emerging as potential important production centres for the international markets. This paper discusses the challenges for container barge services on the Yangtze River to Chongqing. It is argued that a further strengthening of the global market position of Chongqing and other upstream locations demands further improvements in transport-related and logistical cost control and reliability. The performance of container river services on the Yangtze River is crucial for upstream economic regions to take part in world trade. The paper analyzes the costs aspects linked to transporting goods to the world markets and makes a comparison to gateway region Shanghai.

    JOHANNESBURG, July 3 (Xinhua) -- A high-powered delegation from South Africa's richest province Gauteng is on way to China to seek more investment in infrastructure projects, it was announced on Tuesday [3 July]. The delegation, led by Gauteng Premier Nomvula Mokonyane, is expected to sign a memorandum of understanding (MoU) with the Chongqing Municipality, according to Khulu Radebe, Gauteng head of the Department of Economic Development. The MoU was intended to boost Gauteng's economic infrastructure, green economy and skills transfer, amongst other things, Radebe said. Through the visit, Gauteng was hoping to learn from China as South Africa plans to roll-out massive infrastructure projects in line with the priorities of the national government, he said. "As a developing economy, the Gauteng province is hoping to learn a lot from Chongqing. They are leaders in the manufacturing sector." "We are also hopin! g to attract more Chinese investors to Gauteng. As soon as Mokonyane signs the MoU, residents of Gauteng can look forward to projects that will create jobs and boost Gauteng's growth to maintain the province's status as an economic hub of South Africa," he said. Tshwane Mayor Kgosientso Ramokgopa, who is also part of the delegation, said partnership with China was significant in many fields. "Our people's lives will improve because after this partnership is sealed, we will see a massive roll-out of infrastructure projects. Already in Tshwane, we have a number of flagship projects in the pipeline including the construction of the Tshwane International Conference Center and Rainbow Junction, amongst others," said Ramokgopa. Introduction Globalization has brought China ever close to the rest of the world not only through its trade and transport networks, but also many transport-related issues that seem to be in common among other countries, while simultaneously with special causes deep-rooted from its unique pathway of development especially in the past several decades. The major fundamental difference of China's development from other countries lies in its economy in general, while the transport sector, in particular, lies in the role of the government. Indeed, since the global financial crisis in 2008, advanced economies, such as the US and several EU countries, have intensified on how to redefine and strengthen the role of the state within respective economies. On the contrary, the Chinese situation is exactly the other way round: the debate is about how to reduce interferences from the very strong hands of the government towards a real regulated market. In this respect, the transport sector typifies this ongoing marketization process. On one extreme, the mode of highway transportation is fully marketized: private investors may construct toll expressways in almost any provinces, either as joint ventures partnering with state-owned firms or just as fully private developers. On the other side of the continuum, after more than three decades of 'reforms', railway infrastructures, as well as their operation, are still fully and tightly controlled by the Ministry of Railways (MOR) through its subsidiary's monopoly.     Objective To understand the implementation situation of new cooperative medical scheme(NCMS) in Chongqing and to evaluate its difficulties and problems existed during the practical process.Methods A cross-sectional survey was carried out in a suburb town of Chongqing city.The participants were performed the investigation by questionnaire,including living conditions,health status,participation in NCMS,level of perceiving and satisfaction to NCMS.Results 96.6% of participants joined in NCMS,59.5% knew NCMS,44.6% knew the propaganda about NCMS,66.2% were dissatisfied with the compensation for medical care,61.4% thought the procedure was convenient and in time,59.1% were pleased with the quality of medical service and attitudes of township health centers,and the utilization of NCMS was low.Conclusion The participation rate in NCMS has risen greatly,but there are also deficiencies in propaganda and perceiving NCMS.This research proposes some suggestions about NCMS for healthy and sustainable development.

This study presents three scenarios for Chongqing's energy consumption and related CO2 emissions up to 2020, which includes basic development scenario, macro-policy control development scenario and low carbon development scenario. It explains the crucial technologies for Chongqing city as it leaves a business-as-usual trajectory and embarks on a low carbon pathway. A major finding from the scenario analysis is that low carbon and energy-saving policies can dramatically improve Chongqing's position. Under the low carbon scenario, several suggestions for policy making are proposed. This dynamic low-carbon model would benefit from the allocation of decision-making powers in the areas of regulation, policy-making and planning for low carbon development.

In recent time, public buildings have been reckoned as the dominant objects for conducting energy efficient management. In order to obtain valuable information for the assessment of energy consumption status, an investigation was conducted in Chongqing - the youngest, largest and most dynamic municipal in China. A number of public buildings, including 28 governmental office buildings, 15 emporiums and 5 hotels, were selected for the investigation from the aspect of energy cost.     Data gaps hobbling trial carbon markets Xu Nan Liu Shuang August 09, 2012 Seven Chinese regions are due to launch emissions-trading schemes next year. They will struggle to do so, write Liu Shuang and Xu Nan. Late last October, China's top economic planning body - the National Development and Reform Commission - instructed the cities of Beijing, Tianjin, Shanghai, Chongqing and Shenzhen, plus Hubei and Guangdong provinces, to get ready to run carbon-trading trials. These are not China's first experiments with emissions trading. In fact, the country has of late seen a proliferation of exchanges: according to Chinese newspaper 21st Century Business Herald, by the time of last year's announcement, many provinces and cities were already setting up their own carbon exchanges, or "energy and environment exchanges" - which in almost all cases include trading of emissions rights. But to date, the platforms up and running are either voluntary or tied into the UN clean development mechanism. Some places, including Chengdu, Ningxia and Xinjiang, are either considering similar exchanges, or planning to host branches of the Shanghai Environment and Energy Exchange, though these tend to mean nothing more than one employee in a single office. Only a small proportion of people in China's low-carbon pilot cities are living "low-carbon lives" in spite of widespread knowledge of the green agenda, a year-long survey of household energy consumption carried out by Beijing-based NGO Green Beagle suggests. The study of habits in eight Chinese cities identified as green leaders by China's top economic planning body, the National Development and Reform Commission, involved 3,200 questionnaires and interviews with three to five households in different income brackets in each region. The NGO wanted to find out if inhabitants of these places had heard about "low-carbon" lifestyles and whether they were making efforts to reduce their own environmental footprint through their daily choices. Under the "low-carbon" pilot scheme, which launched in 2010, the eight cities - Tianjin, Chongqing, Shenzhen, Xiamen, Hangzhou, Nanchang, Guiyang and Baoding - are trying to find ways of reducing carbon emissions while continuing to grow economically (Beijing and Shanghai were added to the list in 2011, but are treated as a separate category). Five provinces are charged with the same task: Guangdong, Liaoning, Hubei, Shanxi and Yunnan. If they perform well, they will be treated as an example for the rest of the country.[...]
