Land-use changes and policy dimension driving forces in China: Present, trend and future - 1 views

There is an urgent need for studies of the current situation and the trends in land-use change and assessment of the performance of land policies in China. Assessment of land-use change has long been hindered by a lack of accurate and reliable data. This paper uses the data obtained from the national land surveys of 1996 and land-use change surveys from 1997 to 2008, to analyze changes in land use and the policy dimension driving forces related to the changes, especially cultivated land, forestry land, grassland, as well as developed land. The aim of this analysis will be to derive the physical, social and economical driving forces of those changes to grasp the trends in land-use change and the effects of land policies and to formulate strategies for the protection and sustainable use of agricultural land. The results indicate that, although the overall change in land use was not large, cultivated land was significantly reduced and developed land rapidly increased. A great deal of high quality cultivated land was changed to developed land and low quality cultivated land generated from unused land, which has resulted in a serious threat to food supplies in China. Predictions using the methods of linear extrapolation and a BP neural network indicate that it is impossible to keep to a target of 0.12 billion hectares of cultivated land in the future under the mode of economic development used between 1996 and 2008. The results also indicate that the implementation of the laws and regulations about controlling the developed land and preserving cultivated land had significant effects on changes in land use, especially cultivated land and developed land. The simulation of land use change is important in environmental impact assessment and land use planning. We assessed the land use scenarios of China in the next 100 years based on the SMLC (surface modelling of land cover change) model and Dyna-CLUE (dynamic conversion of land use and its effects) model. Three SRES scenarios were evaluated: Global Economy (A1FI): lean government, strong globalization; Continental Markets (A2a): lean government, regional culture and economic development; Regional communities (B2a): much government intervention, regional cultural and economic development. Ten land cover types were simulated, which are cultivated land, woodland, grassland, built-up land, water area, wetland, nival area, desert, bare rock and desertification land. The SMLC model was used to calculate changes in area for each land use types in the future at country level while the spatially explicit land use model Dyna-CLUE was used to simulate land use pattern at 2 km2 resolution based on the country level areas demands for each land cover type. The results show that the cultivated land would decrease in all of the three scenarios, while in the A2a scenario, the cultivated land would decrease with the lowest rate because of the high population growth, high level of market protection and low agricultural efficiency; in the B2a scenario, it would decrease with the highest rate caused by the decreased population numbers and increased crop productivity. Based on time series Landsat MSS/TM/ETM + imagery and historical census data, analysis of the relationship between land use dynamics, built-up land expansion patterns, and underlying driving forces from 1978 to 2008 was performed, using an integrated approach of remote sensing (RS) and geographic information system (GIS) techniques and statistical methods. The results showed that rapid expansion of built-up land in the Hangzhou Metropolitan Area (HMA) led to accelerated land use conversion. The built-up land increased from 319.3 km2 in 1978 to 862.5 km2 in 2008. Expansion patterns of built-up land in the HMA were essentially characterized by axial expansion centered on the former city proper before 1991. In 1996 and 2001, two significant administrative division adjustments for the former city proper and two neighboring municipalities occurred. This led to the success in implementing strategies of "frog-leaping development along the Qiantang River" and "crossing the Qiantang River and developing southward". Spatially, a closer linkage between the former city proper and two neighboring municipalities was established. Consequently, rapid development of infrastructures, facilities, intensive industrial parks, and urban and rural settlements along the Qiantang River resulted in the eastward and southward expansion of built-up land. Thus, from 1991 to 2008 the model of urban expansion resulted in a multi-nuclei pattern. However, the literature so far has paid insufficient attention to the patterns and efficiencies of this type of land use. To fill in this gap, this paper uses a national survey to analyze the institutional setups for rural residential land use, to assess the effectiveness of existing regulations, and to evaluate the efficiencies in rural residential land use. Farmers' subjective receptiveness toward rural residential property regulation reform is also investigated. We find that rural residential properties are inefficiently utilized under the existing land use regulations, that those who are younger and who had previous migration experiences are more likely to support the free trading of rural residential properties while the village cadres are more likely to oppose it. A coordinated policy reform package that includes free trading of rural residential properties and Household Registration System to facilitate permanent migration out of the countryside is proposed to address the existing efficiencies in China's rural residential land use. That is bad news for local governments, which depend on land sales for a large slice of their revenue. Data from the Ministry of Finance show that revenue nationwide from land transfers dropped 27.1% to 1.35 trillion yuan ($212.1 billion) in the first seven months of the year compared with a year earlier. Government officials in Shenyang, Dalian and Tianjin all declined to discuss the data. An official in Zhuhai conceded that there has been a problem selling land even at reduced prices, adding that this has squeezed government resources. "It's difficult to sell land now," the official said. "The government had to scrap plans for auctions, and has had to sit tight and see how things work out." Coordination of urban and rural construction land (CURCL) can be a very effective means for reducing conflicts between economic development and land protection. This research examines the roles of stakeholders involved in the CURCL process. The reasons why the interests of legitimated stakeholders were encroached upon are analyzed and countermeasures to protect the interests of legitimated stakeholders are proposed. Ambiguously defined property rights for owners of rural construction land, unclear conceptions of the public interest, and overlap of power and interest among multiple levels of authority are the reasons why legitimated stakeholders' interests were encroached upon. Legitimizing construction land ownership clearly, better defining the multiple conceptions of public interest, opening up express channels for expression of the public interest, and clarifying governments' functions in land interest adjustment are the countermeasures to protect the interests of legitimated stakeholders. Zevenbergen Paru dans : Land Use Policy, Volume 30, Issue 1, January 2013, Pages 417-426 Abstract This research investigates whether the process of transfers of urban land use rights in China, particularly where the state plays a major role in the transfer of urban land, complies with basic principles of good governance. In order to assess market, an assessment framework is developed. A critical analysis of secondary data from official and non-official sources is done. Major changes since late 1980s in the institutional environment and subsequent results have been assessed. The findings reveal that the transfer of urban land use rights in China is gradually responding to an improved governance system. Institutional reforms have led to a steady improvement in indicators such as transparency, efficiency, and access to information. Nonetheless, the market has significant weaknesses in addressing equity issues, engaging stakeholders, tackling corruption and dealing with expropriations. In general, the paper finds that the efficiency and effectiveness of the urban land market largely depends not on the type of tenure regime per sé, but rather on the system of governance in place. Highlights ► Based on existing data sources, this paper analyses the performance of the market for urban land use rights in China. ► The assessment framework is based on governance principles like equity, participation, access to information, efficiency, and transparency. ► The result is that the market needs improvements regarding governance principles. ► However, a positive impact of the efforts of the government to improve can be observed.

Spatial determinants of urban land conversion in large Chinese cities: a case of Hangzhou - 0 views

We mapped urban land from satellite images by using a hybrid approach of spectral mixture analysis, unsupervised classification, and expert rules. We employed binary logistic regression to model the probability of urban land conversion as a function of spatial independent variables. In recent years Hangzhou started its transformation from a compact, monocentric city to a polycentric city. We found that accessibility to the central business district, industrial centers, roads, Qiantang River, the amount of built-up area in the neighborhood, locations of markets, and spatial policies were the major determinants of Hangzhou's urban land conversion. Moreover, the availability of land in the neighborhood has become increasingly important in recent years. We identified several major institutional forces underlying Hangzhou's urban development: administrative annexation and development zones, the increasingly important role of the market, and the unique role of local government. Price-to-rent ratios in Beijing and seven other large markets across the country have increased by 30% to 70% since the beginning of 2007. Current price-to-rent ratios imply very low user costs of no more than 2%-3% of house value. Very high expected capital gains appear necessary to justify such low user costs of owning. Our calculations suggest that even modest declines in expected appreciation would lead to large price declines of over 40% in markets such as Beijing, absent offsetting rent increases or other countervailing factors. Price-to-income ratios also are at their highest levels ever in Beijing and select other markets, but urban income growth has outpaced price appreciation in major markets off the coast. Much of the increase in prices is occurring in land values. Using data from the local land auction market in Beijing, we are able to produce a constant quality land price index for that city. Real, constant quality land values have increased by nearly 800% since the first quarter of 2003, with half that rise occurring over the past two years. State-owned enterprises controlled by the central government have played an important role in this increase, as our analysis shows they paid 27% more than other bidders for an otherwise equivalent land parcel.

State-led land requisition and transformation of rural villages in transitional China - 0 views

Chan Paru dans : Habitat International, Volume 35, Issue 1, January 2011, Pages 57-65 Abstract Since the implementation of economic reforms in 1978, Chinese cities have undergone unprecedented urban expansion. The suburban landscape of these cities has changed dramatically - from traditionally agricultural to rapidly urbanizing. This paper sheds light on the urbanization process that rural villages have undergone through state-led land requisition. It identifies two physical manifestations of the Chinese countryside during the urbanization process: semi-urbanized villages and urban resettlement housing districts. Based on a case study of the suburban districts of Shanghai, it argues that these two emerging forms of suburban landscape differ not only in terms of their physical form and land-use structure, but also in many of the social, economic, cultural and organizational characteristics of these ex-rural communities. Through analysis of public data and observation from personal interview, the study concludes that state-led land requisition has been a dominant force in expediting the urbanization of the suburban areas of Chinese cities and that the complex interplay between state and market impetuses has led to the multi-faceted transformation of rural communities and to a complicated countryside profile.

Online at: http://escholarship.org/uc/item/3pk220mn# This paper provides a systematic analysis of the way shifts in property utilization rights in China induced another sequence of institutional changes that led to the rise of rural-urban labor migration from 1980 to 1984, a critical period in the country's market transition. I show that the 1980s' Household Responsibility System (HRS), which brought family farming back from the communal system, endowed rural households not only with land use rights, but also with de facto labor allocation rights. These shifts in property relationspromoted a growth in agricultural market size as well as the emergence of intraprovincial non-hukou rural-urban migration, which may have made labor retention policies such as the small township strategy ineffective, and may have given the government an incentive to deregulate its subsequent labor market policy.

ALD has been more effective in cosmopolitan, globally accessible coastal cities than outer cities. As leading cities, like Shanghai, close the development gap, the potential for `easy' ALD growth falls off rapidly. Because institution building is more difficult than firm-based growth, ALD strategies may generate rapid short-term economic growth but not sustainable development. Accordingly, Chongqing municipality, with a population of 33 million, in West China, is pursuing a beyond latecomer advantage model. This is characterised by: (i) reducing poverty and rural-urban disparity through accelerated urbanisation, rural-urban integration and emphasising human resource development; (ii) upgrading the value added of Chongqing's economy through targeting of FDI and incentives to local start-ups; (iii) endogenous development, reducing risks from external shocks; (iv) Hukou reform; (v) establishing a land use conversion certificate market to rationalise land use; (vi) emphasis on morality to address crime/corruption; (vii) recognition of the importance of amenity in attracting investment and talent; and (viii) establishing a longer developmental time perspective. This is characterised by: (i) reducing poverty and rural-urban disparity through accelerated urbanisation, rural-urban integration and emphasising human resource development; (ii) upgrading the value added of Chongqing's economy through targeting of FDI and incentives to local start-ups; (iii) endogenous development, reducing risks from external shocks; (iv) Hukou reform; (v) establishing a land use conversion certificate market to rationalise land use; (vi) emphasis on morality to address crime/corruption; (vii) recognition of the importance of amenity in attracting investment and talent; and (viii) establishing a longer developmental time perspective. This paper explores this Chongqing model in detail.

    International Comparative Analysis of Poverty in Asia: Urbanization, Migration and Social Policy Symposium held at Southwest Jiaotong University, Chengdu, China, November 1-4, 2012 Southwest Jiaotong University (SWJTU) and the Institute for Poverty Alleviation and International Development (IPAID) are jointly organizing a symposium in October 2012 on the effects of urbanization and poverty alleviation in Asia. The main purpose is to address the widening income gap between rural and urban areas in Asia in the past thirty years. Development scholars, researchers, and practitioners are invited to submit high-quality papers with a focus on the symposium theme of urbanization and migration in Asia and its affect on poverty in both rural and urban areas. The symposium aims to create a dialogue among scholars of Asian development studies to address effective urban and rural poverty reduction strategies. The symposium will focus on the following set of issues which include (but are not limited to): Rural development and urbanization in Asia International standards of poverty alleviation Access to land and land right education (rights, inequity, and poverty) Labor mobility and poverty Gender based income inequality Social policy to tackle poverty and inequality Housing, transportation and infrastructure development National policies and measures for the eradication of poverty The symposium will conclude with an excursion to disaster areas in Chengdu affected by the 2008 earthquake which killed an estimated 69,000 people. SWJTU has taken a lead in the recovery efforts and research cooperation in the field of poverty alleviation in Western China's less developed areas. Selected papers from the symposium will be published in a special edited volume of the Journal of Poverty Alleviation and International Development (JPAID) in 2013. As the southern center of the Yangtze River Delta, an emerging global city region of China, Hangzhou has been restlessly searching for strategies to promote economic growth and survive the competition with Shanghai. This paper analyzes Hangzhou's development strategies, including globalization, tourism, industrial development, and urban development, in the context of shifting macro conditions and local responses. We hold that urban policies in China are situated in the broad economic restructuring and the gradual, experiential national reform and are therefore transitional. The paper suggests that China's urban policies are state institution-directed, growth-oriented, and land-based, imposing unprecedented challenges to sustainability and livability. Land development and spatial restructuring are central to urban policies in China. Last, while Hangzhou's development strategies and policies to some extent reflect policy convergence across cities in China, local/spatial contexts, including local settings, territorial rescaling and land conditions, are underlying the functioning of development/entrepreneurial states.
