Transportation development transition in China - 0 views

    Scientific development is an invaluable asset to a country. Policies and development modes should be carried out based on scientific findings not only in industry, but also in transportation infrastructure construction. Building an integrated transportation system, which is in line with the national requirements of China and supports sustainable socio-economic development, is a key strategic issue related to building a moderately prosperous society and achieving realistic goals of a medium-level developed country. Based on a systematic review of the advances in China's transportation infrastructure over the last 60 years, this paper explores the main drivers of transportation development, including national policy, transportation structure, investment efficiency, and technological innovation. Analysis shows that China's comprehensive transportation infrastructure construction since 1949 can be divided into five stages initiated by these drivers, which correspond to four transition modes: policy transition, structural transition, efficiency transition, and technology transition. The transition path of China's transportation development shows that the dominant factors have changed, and the interval for each transition has shortened. With the implementation of the '12th Five-Year Plan', China's transportation infrastructure construction is showing some new characteristics and facing a new development transition. Finally, this paper analyzes the trends in transportation development in China and concludes that technological innovation will be the main driving force to increase the transportation supply and service area in the future.

Online at: http://escholarship.org/uc/item/3pk220mn# This paper provides a systematic analysis of the way shifts in property utilization rights in China induced another sequence of institutional changes that led to the rise of rural-urban labor migration from 1980 to 1984, a critical period in the country's market transition. I show that the 1980s' Household Responsibility System (HRS), which brought family farming back from the communal system, endowed rural households not only with land use rights, but also with de facto labor allocation rights. These shifts in property relationspromoted a growth in agricultural market size as well as the emergence of intraprovincial non-hukou rural-urban migration, which may have made labor retention policies such as the small township strategy ineffective, and may have given the government an incentive to deregulate its subsequent labor market policy.

As the southern center of the Yangtze River Delta, an emerging global city region of China, Hangzhou has been restlessly searching for strategies to promote economic growth and survive the competition with Shanghai. This paper analyzes Hangzhou's development strategies, including globalization, tourism, industrial development, and urban development, in the context of shifting macro conditions and local responses. We hold that urban policies in China are situated in the broad economic restructuring and the gradual, experiential national reform and are therefore transitional. The paper suggests that China's urban policies are state institution-directed, growth-oriented, and land-based, imposing unprecedented challenges to sustainability and livability. Land development and spatial restructuring are central to urban policies in China. Last, while Hangzhou's development strategies and policies to some extent reflect policy convergence across cities in China, local/spatial contexts, including local settings, territorial rescaling and land conditions, are underlying the functioning of development/entrepreneurial states. Paper 1. http://scholarship.claremont.edu/cmc_theses/1 Abstract Electric vehicles (EVs) offer an exciting opportunity in China both in terms of the potential to build a domestic manufacturing base and the potential to create a strong domestic market for the product. The Chinese nation stands to benefit from both supply-side and demand-side promotion due to the economic stimulus from EV manufacturing and export, the environmental benefits of reduced air pollution and reduced greenhouse gas emissions, and the energy security benefits of transitioning away from foreign oil dependence. The Chinese have several advantages when it comes to stimulating EV industry development and EV deployment, including: leadership in battery technology, great potential for cost competitiveness, an enormous and emerging number of new car buyers, and high level government support. Yet a number of challenges must be taken into account as well, including: shortfalls in overall automobile R&D spending, consumer concerns about Chinese cars' safety and reliability, enhancing the appeal of the Chinese brand, and heavy national infrastructure demands. This paper will seek to examine the opportunities and challenges associated with EV deployment in China and identify industry actions and policy measures to facilitate the process.

China's changing regional development: Trends, strategies and challenges in the 12th Fi... - 0 views

    China's sustained economic growth since 1978 has stimulated heated debates not only about its rise to great power status but also the sustainability of the Chinese 'model' of development and its social, economic and environmental implications at home and abroad (see e.g. Pei, 2006; Peerenboom, 2007; Bergsten et al., 2008; Zhao, 2010). One of the most important aspects of China's economic development is the accompanying rapid urbanisation. The McKinsey Global Institute (2011: 15) characterised China's urbanisation a 'massive transformation'. Although China's 12th Five-Year Plan (FYP) only sets the gross domestic product (GDP) growth rate at 7% (as compared with a planned 7.5% and the actual 11.2% growth in the previous 11th FYP), the planned growth in urban population will increase by 4% per annum from 2010 to 2015, hence raising the urbanisation rate from 47.5% to 51.5% (The State Council, 2011: 10). China's growth has, however, been marked by unbalanced regional development in the past three decades as most of the coastal cities and regions are spearheading rapid growth while inland and rural areas are lagging behind. Part of this is the clear outcome of deliberate national policies in the 1980s as the coastal regions should supposedly have been championing growth for the entire country (see e.g. Yang, 1997; Lin, 1999). However, by the 1990s, there were clear concerns that such a pattern was neither sustainable nor desirable. The changing role of the Chinese state in urban and regional development is the key theme underlying this special issue. The papers assembled here address different aspects of this multifaceted process that is still unfolding. South Africa's richest province seeks more Chinese investment - 0 views

    JOHANNESBURG, July 3 (Xinhua) -- A high-powered delegation from South Africa's richest province Gauteng is on way to China to seek more investment in infrastructure projects, it was announced on Tuesday [3 July]. The delegation, led by Gauteng Premier Nomvula Mokonyane, is expected to sign a memorandum of understanding (MoU) with the Chongqing Municipality, according to Khulu Radebe, Gauteng head of the Department of Economic Development. The MoU was intended to boost Gauteng's economic infrastructure, green economy and skills transfer, amongst other things, Radebe said. Through the visit, Gauteng was hoping to learn from China as South Africa plans to roll-out massive infrastructure projects in line with the priorities of the national government, he said. "As a developing economy, the Gauteng province is hoping to learn a lot from Chongqing. They are leaders in the manufacturing sector." "We are also hopin! g to attract more Chinese investors to Gauteng. As soon as Mokonyane signs the MoU, residents of Gauteng can look forward to projects that will create jobs and boost Gauteng's growth to maintain the province's status as an economic hub of South Africa," he said. Tshwane Mayor Kgosientso Ramokgopa, who is also part of the delegation, said partnership with China was significant in many fields. "Our people's lives will improve because after this partnership is sealed, we will see a massive roll-out of infrastructure projects. Already in Tshwane, we have a number of flagship projects in the pipeline including the construction of the Tshwane International Conference Center and Rainbow Junction, amongst others," said Ramokgopa. Though they all revolve around this central topic, they cover different facets, such as the influence of Confucian values on decision-making, its impact on macro-economic development and regional distribution, power relations within Public Private Partnerships, organizational and contractual relations in subway construction, the duration of decision-making processes and the viability of developing Transit Oriented Development in Chinese cities. This first contribution will sketch a general overview of two driving forces behind China's motorization process (economic growth and urbanization), what the impact has been on the expansion of the transport networks and hubs and what social and policy problems Chinese authorities currently have to tackle as a consequence of these developments. It ends with a small prospectus of the other six contributions to this volume.

However, housing studies regarding Chinese cities are limited because of the short history of China's free housing market. Such studies may, nonetheless, provide new insights given the nation's current transitional stage of economic development. Therefore, this research makes use of publicly accessible sources to construct a new micro-dataset for an emerging Chinese city, Changsha, and it incorporates quantile regression with spatial econometric modeling to examine how implicit prices of housing characteristics may vary across the conditional distribution of house prices. Substantial variations are found, and the intuitions and implications are discussed. Additionally, the spatial dependence exhibits a U-shape pattern. The dependence is strong in the upper and lower parts of the response distribution, but it is little in the medium range. Highlights ► We incorporate quantile regression into spatial econometric modeling. ► We collect housing transactions' microdata, which are rare in China. ► Spatial dependence of house prices is U-shaped across the response distribution. ► Housing attributes' implicit prices vary greatly across the response distribution.

On the basis of the concept and connotation of Chinese urbanization defined by Chinese scholars, the paper systematically collects the research results on the issues concerning urbanization in China from the different approaches of demography, geography, city planning, economics and history, reviewing the process of research on Chinese urbanization made both domestically and internationally. In this paper, the domestic studies fall into five periods as follows: the initial period of research on urbanization in China (1978-1983); the period with both domestically constructed and borrowed theories on urbanization (1984-1988); the period of research on leading urbanization factors and localization (1989-1997); the period with the research greatly promoted by the government (1998-2004); and the period featuring flourishing studies on the science of urbanization in China (2005 till today). In contrast, the overseas research on Chinese urbanization can be divided into three periods: the period studying the history of urbanization in China (before the 1970s); the systematic research on Chinese urbanization (1970-1999); and the comprehensive research on Chinese urbanization (2000 till today).     UCI delegation participated in first annual NCF summit in Paris 25/05/2012 The Chinese delegation takes a group photo with Lady Barbara, Judge, Chairman of the UK Pension Protection Fund. The first annual New Cities Foundation (NCF) Summit was held in Paris on May 14-16. The summit brought together more than 500 urban policy makers and thought leaders to a three-day conference on global urbanization, with China as one of the core focuses. The mayor of Paris delivered a welcome speech. Other speakers including Gregor Robertson, Mayor of Vancouver; Ron Huldai, Mayor of Tel Aviv; Khalifa Sall, Mayor of Dakar; Greg Clark, UK Minister of State for Decentralisation and Cities; as well as the CEOs of General Motors, Ericsson, Cisco, and Suez gas. The Urban China Initiative (UCI), a partner of the NCF, assisted in organizing the summit by inviting and organizing 16 government delegates, enterprise leaders, and academics from China, as well as designing the plenary session "A Closer Look at Urban China: Towards the Urban Billion." State-led land requisition and transformation of rural villages in transitional China - 0 views

Chan Paru dans : Habitat International, Volume 35, Issue 1, January 2011, Pages 57-65 Abstract Since the implementation of economic reforms in 1978, Chinese cities have undergone unprecedented urban expansion. The suburban landscape of these cities has changed dramatically - from traditionally agricultural to rapidly urbanizing. This paper sheds light on the urbanization process that rural villages have undergone through state-led land requisition. It identifies two physical manifestations of the Chinese countryside during the urbanization process: semi-urbanized villages and urban resettlement housing districts. Based on a case study of the suburban districts of Shanghai, it argues that these two emerging forms of suburban landscape differ not only in terms of their physical form and land-use structure, but also in many of the social, economic, cultural and organizational characteristics of these ex-rural communities. Through analysis of public data and observation from personal interview, the study concludes that state-led land requisition has been a dominant force in expediting the urbanization of the suburban areas of Chinese cities and that the complex interplay between state and market impetuses has led to the multi-faceted transformation of rural communities and to a complicated countryside profile.
