We find heightened public awareness of environmental degradation and increasing anxieties over health and property values drive people to fight for more political space to influence decisions that have an impact on the environment. Despite the promises one finds in the letter of Chinese laws, Chinese society lacks a meaningful institutional framework to allow public participation, even in the area of environmental protection. The Chinese government mainly passively responds to public demands on an ad hoc basis, with no institutional commitment for engaging the public on environmental issues. This is unfortunate, because public policies without adequate public input are doomed to be clouded by illegitimacy. Highlights ► The public fights for more political space to influence environmental decisions. ► A concern for health and property values drives public environmental participation. ► Public participation has not yet been well institutionalized in China. ► The Chinese government passively responds to public demands on an ad hoc basis.

    Abstract Not all environmental issues get the same level of policy attention because of the limited capacity of the political and administrative system [End Page 220] to consider all issues simultaneously. This article explores the priority attached to different environmental issues in China through a content analysis of 1,564 government documents during the 1999 to 2008 period. The analysis focuses on four issues, namely pollution types, high-polluting industrial sectors, environmental policy instruments and the implementation of international environmental treaties. The empirical results provide useful insights into changing policy priorities in the area of environmental protection so as to gain a better understanding of the roles of environmental regulation in China.

China's Environmental Policy and Urban Development - 0 views

    For more than three decades China has achieved remarkable success in economic development, but its rapid growth has resulted in considerable damage to the natural environment. In 1998, the World Health Organization reported that seven of the ten most polluted cities in the world were in China. Sulfur dioxide and soot produced by coal combustion fall as acid rain on approximately 30 percent of China's land area. Industrial boilers and furnaces consume almost half of China's coal and are the largest sources of urban air pollution. In many cities, the burning of coal for cooking and heating accounts for the rest. At the same time, since the beginning of economic reform in the late 1970s, the government has paid considerable attention to environmental problems, particularly in terms of regulatory responsibility and enforcement at the local government level. China passed the Environmental Protection Law for trial implementation in 1979, and in 1982 the constitution included important environmental protection provisions. Since then, various laws and policies have been put in place to address China's current and future urban environment. The 2010 World Exposition in Shanghai provided evidence that the Chinese government views its environmental problems as a priority. The green construction of the facilities for the Expo and particularly of the Chinese Pavilion reflected the emphasis the government has placed on protecting and improving the environment through new technologies. In addition, China's "eco cities" have also been recognized worldwide for advances in urban sustainability, such as Tianjin, Shenzhen, and Wuxi.

Energy consumption, indoor environmental quality, and benchmark for office bu... - 0 views

    With rapid economy growth, building energy consumption in China has been gradually increased. The energy consumption and indoor environmental quality of 51 office buildings in Hainan Province, a hot and humid area, were studied through collection of verified data in site visits and field tests. The result revealed that, electricity accounted for 99.79% of the total energy consumption, natural gas 0.17%, and diesel 0.04%. The air conditioning dominated the energy use with a share of 43.18%, equipment in the particular areas 26.90%, equipment in the office rooms 11.95%, lighting system 8.67%, general service system 7.57%, and miscellaneous items 1.73%. Statistical method including six indicators obtained the energy consumption benchmark with upper limit of 98.31 kW·h/m2 and lower limit of 55.26 kW·h/m2. According to ASHRAE standard (comfortable standard) and GB/T 18883-2002 (acceptable standard), the indoor environmental quality of 51 sampled office buildings was classified into three ranks: good, normal and bad. With benchmark of building energy consumption combined with indoor environmental quality, it was found that only 3.92% of sampled buildings can be identified as the best performance buildings with low energy consumption and advanced indoor environmental quality, and the buildings classified into normal level accounted for the maximum ratio.

Effects of One-Sided Fiscal Decentralization on Environmental Efficiency of Chinese Pro... - 0 views

    Hang Xiong, China's actual fiscal decentralization is one-sided: while public expenditures are largely decentralized, fiscal revenues are recentralized after 1994. One critical consequence of the actual system is the creation of significant fiscal imbalances at sub-national level. This paper investigates empirically effects of fiscal imbalances on environmental performance of Chinese provinces. First, environmental efficiency scores of Chinese provinces are calculated with SFA for the period from 2005 to 2010. Then, these scores are regressed against two fiscal imbalance indicators in a second stage model. Finally, conditional EE scores are calculated. This paper finds that effects of fiscal imbalances on EE are nonlinear and conditional on economic development level. Fiscal imbalances are more detrimental to environment in less developed provinces. These results suggest that the one-sided fiscal decentralization in China may have regressive environmental effects and contribute to regional disparity in terms of sustainable development.

Central in these greening initiatives has been increased attention on promoting public participation in community-based environmental activities. Focusing on China's green community initiatives, we examine the production and effects of participation in a state-led development program. Our analysis considers how incentives for program organizers and participants are structured by broader political and economic imperatives facing Chinese cities. We also consider what influence China's history of neighborhood-based mobilization campaigns had on the meanings and methods of participation in green communities. To understand how urban development processes and memories of mobilization influence participation at the local level, we present two examples of the community greening process from the city of Guangzhou, comparing policy outcomes between a new and older neighborhood. This article seeks to demonstrate that the participatory processes associated with such an urban environmental initiative cannot be adequately understood without reference to earlier participatory practices and broader policy priorities guiding development in Chinese cities. Global urbanization research from 1991 to 2009: A systematic research review - 0 views

    Abstract We performed a bibliometric analysis of published urbanization research from 1991 to 2009, based on SCI and SSCI database. Our analysis reveals scientific outputs, subject categories and major journals, international collaboration and geographic distribution, and temporal trends in keywords usage in urbanization studies and discusses the relationships between urbanization papers and urbanization rate and offer a substitute demonstration of research advancements, which may be considered as a potential guide for future research. The growth of article outputs has exploded since 1991, along with an increasing collaboration index, references and citations. Environmental sciences, ecology, environmental studies, geography and urban studies were most frequently used subject categories and Landscape and Urban Planning was the most productive journal in urbanization studies. The United States was the largest contributor in global urbanization research, as the USA produced the most independent and collaborative papers. The geographic distribution of urbanization articles overlapped quite well with regions with high economic growth in North America, Europe, and Pacific-Asia. A keywords analysis found the USA and China were "hotspots", confirmed land-use's significant position and revealed keen interest in ecological and environmental issues in urbanization studies. In general, urbanization research was strongly correlated with the urbanization rate although there were different patterns and underlying processes across different countries. This is the first study to quantify global research trends in urbanization. Our study reveals patterns in scientific outputs and academic collaborations and serves as an alternative way of revealing global research trends in urbanization.

Energy, monetary and human time variables as well as information on environmental pressures, have been combined to compare different typologies of households and the metabolism of different patterns of land use from an integrated perspective. The results show that urbanization strategies, aimed at shifting the current land use and at displacing the local population, while increasing the economic efficiency is also associated with an increase in fossil energy consumption and environmental pressure, as well as a reduction of the multifunctional characteristic of the area under investigation. Based on these findings the paper also offers a critical discussion of the Chinese rural development policy arguing that the multifunctionality of rural areas should be taken into account by Chinese policy-makers and planners as a viable strategy to achieve rural development targets. The simulation of land use change is important in environmental impact assessment and land use planning. We assessed the land use scenarios of China in the next 100 years based on the SMLC (surface modelling of land cover change) model and Dyna-CLUE (dynamic conversion of land use and its effects) model. Three SRES scenarios were evaluated: Global Economy (A1FI): lean government, strong globalization; Continental Markets (A2a): lean government, regional culture and economic development; Regional communities (B2a): much government intervention, regional cultural and economic development. Ten land cover types were simulated, which are cultivated land, woodland, grassland, built-up land, water area, wetland, nival area, desert, bare rock and desertification land. The SMLC model was used to calculate changes in area for each land use types in the future at country level while the spatially explicit land use model Dyna-CLUE was used to simulate land use pattern at 2 km2 resolution based on the country level areas demands for each land cover type. The results show that the cultivated land would decrease in all of the three scenarios, while in the A2a scenario, the cultivated land would decrease with the lowest rate because of the high population growth, high level of market protection and low agricultural efficiency; in the B2a scenario, it would decrease with the highest rate caused by the decreased population numbers and increased crop productivity. Beijing ranked first in sustainability thanks to its heavy investment in social welfare - including social security, education and healthcare - and its economic achievements. The top 10 cities in overall score - including Xiamen, Fujian province, Haikou, the capital of Hainan province, Dalian in Liaoning province, and Shanghai - are all medium and large-sized cities. However, small and medium-sized cities are taking the lead in environmental sustainability. Both Beijing and Shanghai were absent from the top 10 in this category. According to the research, Haikou has the best air quality, while Hefei, capital of Anhui province, took the lead in waste treatment facilities. In China, however, the current participatory mechanism at the project level exists only as part of the environmental impact assessment (EIA) process. With an increasing demand for PIC projects and social equality in China, this suggests a need to bring the participatory process into line with international practice. The aim of this paper, therefore, is to identify the weaknesses of EIA-based public participation in China and the means by which it may be improved for the whole lifecycle of PIC schemes. To do this, the results of a series of interviews with a diverse group of experts is reported which analyse the nature and extent of existing problems of public participation in EIA and suggestions for improvement. These indicate that the current level of participation in PIC projects is quite limited, particularly in the crucial earlier stages, primarily due to traditional culture and values, uneven progress in the adoption of participatory mechanisms, the risk of not meeting targets and lack of confidence in public competence. This study presents three scenarios for Chongqing's energy consumption and related CO2 emissions up to 2020, which includes basic development scenario, macro-policy control development scenario and low carbon development scenario. It explains the crucial technologies for Chongqing city as it leaves a business-as-usual trajectory and embarks on a low carbon pathway. A major finding from the scenario analysis is that low carbon and energy-saving policies can dramatically improve Chongqing's position. Under the low carbon scenario, several suggestions for policy making are proposed. This dynamic low-carbon model would benefit from the allocation of decision-making powers in the areas of regulation, policy-making and planning for low carbon development.

If we take rapid urbanisation as a given and that it is already well underway, it is still widely unclear what research needs to be conducted and policy changes made to support municipalities of fast transforming cities and to avoid repeating the development mistakes that have occurred in industrialised nations, i.e. driving urban growth with high consumption patterns without fully considering the environmental and social needs and occupants' behaviour and aspirations. The scale and pace of change requires a solid systems approach of urban development. The purpose of this paper is to explore the rapid urbanisation of Chinese cities with a focus on the plans for a new, on-going urban sub-centre in the north-west of Shanghai: Zhenru urban sub-centre. Information-rich urbanisation is a defining feature of the 21st century, reshaping cities and communities in China and in developing countries around the world. The paper compares two cases of urban development patterns for new sub-centres for polycentric city structures: it relates to new urban sub-centres in Berlin (Germany) and Shanghai (China), and the relationship of these sub-centres to 'Network City' theory. Network theory is useful in this context as the 'network' metaphor and concepts of decentralisation seem to have replaced the 'machine' metaphor which was based on efficiency based on the availability of cheap fossil fuels. The question to be addressed is how Chinese cities can be better steered towards more sustainable models of development. As cities aim to move towards more resilient urban ecosystems and polycentric systems, the case of Potsdamer Platz Berlin, compared to Zhenru sub-centre in Shanghai, is discussed. Paper 1. http://scholarship.claremont.edu/cmc_theses/1 Abstract Electric vehicles (EVs) offer an exciting opportunity in China both in terms of the potential to build a domestic manufacturing base and the potential to create a strong domestic market for the product. The Chinese nation stands to benefit from both supply-side and demand-side promotion due to the economic stimulus from EV manufacturing and export, the environmental benefits of reduced air pollution and reduced greenhouse gas emissions, and the energy security benefits of transitioning away from foreign oil dependence. The Chinese have several advantages when it comes to stimulating EV industry development and EV deployment, including: leadership in battery technology, great potential for cost competitiveness, an enormous and emerging number of new car buyers, and high level government support. Yet a number of challenges must be taken into account as well, including: shortfalls in overall automobile R&D spending, consumer concerns about Chinese cars' safety and reliability, enhancing the appeal of the Chinese brand, and heavy national infrastructure demands. This paper will seek to examine the opportunities and challenges associated with EV deployment in China and identify industry actions and policy measures to facilitate the process.

Private motorization has accompanied unprecedented urbanization in China, as a matter of public policy. Planning at the provincial and city levels has supported the rapid build-up of the private car fleet in major cities through the development of regional and urban highway networks, higher capacity local streets and much higher standards for car parking in new developments. By contrast, urban planning until 1994 concentrated on the building of community and the support for a non-motorized lifestyle. Guangzhou experienced particularly rapid city-building during this period because it was at the centre of the market reforms launched in 1978. The communities that were built form a broad ring around the historic core of the city, constituting one of the most significant obstacles to government ambitions to maintain the recent growth rates in car ownership. Guangyuan and Jiangnanxi are examples of such middle-class, home-owning communities where daily life remains almost exclusively non-motorized. Self-organized groups in the community are increasingly vocal and active in their demands to enhance local environmental quality and restrict local motorization. Local municipal authorities, although increasingly active and autonomous, try to strike a balance between government objectives and local demands. The application of motorization illustrates the growing gap between high-level policy and grassroots urban planning in Guangzhou.
