Based on time series Landsat MSS/TM/ETM + imagery and historical census data, analysis of the relationship between land use dynamics, built-up land expansion patterns, and underlying driving forces from 1978 to 2008 was performed, using an integrated approach of remote sensing (RS) and geographic information system (GIS) techniques and statistical methods. The results showed that rapid expansion of built-up land in the Hangzhou Metropolitan Area (HMA) led to accelerated land use conversion. The built-up land increased from 319.3 km2 in 1978 to 862.5 km2 in 2008. Expansion patterns of built-up land in the HMA were essentially characterized by axial expansion centered on the former city proper before 1991. In 1996 and 2001, two significant administrative division adjustments for the former city proper and two neighboring municipalities occurred. This led to the success in implementing strategies of "frog-leaping development along the Qiantang River" and "crossing the Qiantang River and developing southward". Spatially, a closer linkage between the former city proper and two neighboring municipalities was established. Consequently, rapid development of infrastructures, facilities, intensive industrial parks, and urban and rural settlements along the Qiantang River resulted in the eastward and southward expansion of built-up land. Thus, from 1991 to 2008 the model of urban expansion resulted in a multi-nuclei pattern. The less healthy urban population: income-related health inequality in China - 0 views

    Wei Yang, Panos Kanavos Abstract Background Health inequality has been recognized as a problem all over the world. In China, the poor usually have less access to healthcare than the better-off, despite having higher levels of need. Since the proportion of the Chinese population living in urban areas increased tremendously with the urbanization movements, attention has been paid to the association between urban/rural residence and population health. It is important to understand the variation in health across income groups, and in particular to take into account the effects of urban/rural residence on the degree of income-related health inequalities. Methods This paper empirically assesses the magnitude of rural/urban disparities in income-related adult health status, i.e., self-assessed health (SAH) and physical activity limitation, using Concentration Indices. It then uses decomposition methods to unravel the causes of inequalities and their variations across urban and rural populations. Data from the China Health and Nutrition Survey (CHNS) 2006 are used. Results The study finds that the poor are less likely to report their health status as "excellent or good" and are more likely to have physical activity limitation. Such inequality is more pronounced for the urban population than for the rural population. Results from the decomposition analysis suggest that, for the urban population, 76.47 per cent to 79.07 per cent of inequalities are driven by non-demographic/socioeconomic-related factors, among which income, job status and educational level are the most important factors. For the rural population, 48.19 per cent to 77.78 per cent of inequalities are driven by non-demographic factors. Income and educational attainment appear to have a prominent influence on inequality.

Regional total factor energy efficiency: An empirical analysis of industrial sector in ... - 0 views

    The rapid growth of the Chinese economy has resulted in great pressure on energy consumption, especially the energy intensive sector - the industrial sector. To achieve sustainable development, China has to consider how to promote energy efficiency to meet the demand of Chinese rapid economic growth, as the energy efficiency of China is relatively low. Meanwhile, the appeal of energy saving and emission reduction has been made by the Chinese central government. Therefore, it is important to evaluate the energy efficiency of industrial sector in China and to assess efficiency development probabilities. The framework of total factor energy efficiency index is adopted to determine the discrepancy of energy efficiency in Chinese industrial sector based on the provincial statistical data of industrial enterprises above designated size in 30 provinces from 2005 to 2009, with gross industrial output as the output value and energy consumption, average remaining balance of capital assets and average amount of working force as the input values. Besides, in considerate of the regional divide of China, namely eastern, central, and western, and economic development differences in each region, energy efficiency of each region is also analysed in this paper. The results show that there is room for China to improve its energy efficiency, especially western provinces which have large amount of energy input excess. Generally speaking, insufficient technological investment and fail of reaching best scale of manufacture are two factors preventing China from energy efficiency promotion. Based on our findings, some policy implications on the improvement of energy efficiency, particularly for economically underdeveloped regions in China, are also discussed.

Introduction Globalization has brought China ever close to the rest of the world not only through its trade and transport networks, but also many transport-related issues that seem to be in common among other countries, while simultaneously with special causes deep-rooted from its unique pathway of development especially in the past several decades. The major fundamental difference of China's development from other countries lies in its economy in general, while the transport sector, in particular, lies in the role of the government. Indeed, since the global financial crisis in 2008, advanced economies, such as the US and several EU countries, have intensified on how to redefine and strengthen the role of the state within respective economies. On the contrary, the Chinese situation is exactly the other way round: the debate is about how to reduce interferences from the very strong hands of the government towards a real regulated market. In this respect, the transport sector typifies this ongoing marketization process. On one extreme, the mode of highway transportation is fully marketized: private investors may construct toll expressways in almost any provinces, either as joint ventures partnering with state-owned firms or just as fully private developers. On the other side of the continuum, after more than three decades of 'reforms', railway infrastructures, as well as their operation, are still fully and tightly controlled by the Ministry of Railways (MOR) through its subsidiary's monopoly. Transportation development transition in China - 0 views

    Scientific development is an invaluable asset to a country. Policies and development modes should be carried out based on scientific findings not only in industry, but also in transportation infrastructure construction. Building an integrated transportation system, which is in line with the national requirements of China and supports sustainable socio-economic development, is a key strategic issue related to building a moderately prosperous society and achieving realistic goals of a medium-level developed country. Based on a systematic review of the advances in China's transportation infrastructure over the last 60 years, this paper explores the main drivers of transportation development, including national policy, transportation structure, investment efficiency, and technological innovation. Analysis shows that China's comprehensive transportation infrastructure construction since 1949 can be divided into five stages initiated by these drivers, which correspond to four transition modes: policy transition, structural transition, efficiency transition, and technology transition. The transition path of China's transportation development shows that the dominant factors have changed, and the interval for each transition has shortened. With the implementation of the '12th Five-Year Plan', China's transportation infrastructure construction is showing some new characteristics and facing a new development transition. Finally, this paper analyzes the trends in transportation development in China and concludes that technological innovation will be the main driving force to increase the transportation supply and service area in the future.

Determinants of public acceptance of tiered electricity price reform in China: Evidence... - 0 views

    Tiered electricity price (TEP) reform is a planning policy for household electricity conservation in China. Based on TEP, several price hierarchies are provided, and additional payment will be charged if the electricity consumptions exceed the upper bound of each hierarchy. Yet, the optimal level of each price tier and the institutions for implementing TEP need further research, which are set on the basis of considering residents' affordability and willingness to pay. Therefore, this paper aims at exploring determinants of public willingness to accept TEP and finding out the acceptable range of premium. A questionnaire survey in four urban cities of China is conducted to collect data, and an ordinary regression model is adopted in our analysis to identify the drivers and barriers to general public's acceptance of TEP. The results show that middle income earners are the groups that are mostly opposed to TEP. Rather than just focusing on economic factors, public environmental awareness should be highlighted during the implementation of TEP, because cost is not a statistically significant determinant in this study. Moreover, the public acceptable rate of premium of TEP in the urban cities, according to our research results, may be below .05 RMB/kW h. Highlights

Spatial determinants of urban land conversion in large Chinese cities: a case of Hangzhou - 0 views

    Source : Academic Search Premier Auteurs : Yong, Liu, Yue Wenze, and Fan Peilei DO I: 10.1068/b37009 Résumé: In this research we assessed the urban land conversion, and identified the factors responsible for the conversion, from 1995 to 2009 in Hangzhou, a large city located in the lower Yangtze River Delta of China. We mapped urban land from satellite images by using a hybrid approach of spectral mixture analysis, unsupervised classification, and expert rules. We employed binary logistic regression to model the probability of urban land conversion as a function of spatial independent variables. In recent years Hangzhou started its transformation from a compact, monocentric city to a polycentric city. We found that accessibility to the central business district, industrial centers, roads, Qiantang River, the amount of built-up area in the neighborhood, locations of markets, and spatial policies were the major determinants of Hangzhou's urban land conversion. Moreover, the availability of land in the neighborhood has become increasingly important in recent years. We identified several major institutional forces underlying Hangzhou's urban development: administrative annexation and development zones, the increasingly important role of the market, and the unique role of local government. Low-Carbon Development Patterns: Observations of Typical Chinese Cities - 0 views

    Abstract: Threatened by the huge pressure caused by climate change, low-carbon cities have become an inevitable part of urban evolution. It is essential to evaluate urban low-carbon development levels to smoothly promote the construction of low-carbon cities. This paper proposes an evaluation index system for urban low-carbon development from the points of view of economic development and social progress, energy structure and usage efficiency, living consumption, and development surroundings. A weighted sum model was also established. Selecting 12 typical Chinese cities as cases studies, an integrated evaluation was conducted based on the index system and the assessment model. The development speed and limiting factors of different cities were also analyzed. The 12 cities were ultimately classified into three groups in terms of their low-carbon development patterns by integrating all of the analysis results. Furthermore, suitable regulation and management for different patterns were suggested. This study both aids in assessing the executive effect of low-carbon city construction and helps to determine existing problems and suggest effective solutions.

Coordination of urban and rural construction land (CURCL) can be a very effective means for reducing conflicts between economic development and land protection. This research examines the roles of stakeholders involved in the CURCL process. The reasons why the interests of legitimated stakeholders were encroached upon are analyzed and countermeasures to protect the interests of legitimated stakeholders are proposed. Ambiguously defined property rights for owners of rural construction land, unclear conceptions of the public interest, and overlap of power and interest among multiple levels of authority are the reasons why legitimated stakeholders' interests were encroached upon. Legitimizing construction land ownership clearly, better defining the multiple conceptions of public interest, opening up express channels for expression of the public interest, and clarifying governments' functions in land interest adjustment are the countermeasures to protect the interests of legitimated stakeholders. Ecological Consciousness Setting during China Urbanization - 0 views

    China is facing ecological revolution now. The basis of the revolution is establishing the ecological consciousness. Different level of ecological consciousness in urban and rural area raised our attention. According to different environment conditions and based on pollution theory, we try to find out the cornerstone of setting ecological consciousness during this changing time. Since China is on the fast urbanization period, environmental awareness change on rural-urban migrants can be this key. This paper focused on which factor(s) have significant effect to ecological consciousness. Urban and Rural residents were interviewed for data collecting, and for deep research, three groups (Urban Residents Group, Rural residents Group and Migrants Group) are split based on responders' migration experience. In this paper, ANOVA analysis and regression analysis are used. Based on pollution-driven theory, two models are given to compare the explanation strengths between within and without theory variables. We found that pollution experience and relative pollute have important effect on eco-consciousness. So Ecological Consciousness is not straight influenced by environment condition, but people think about the deterioration. We considered that, the cornerstone of setting ecological consciousness is recognizing the crisis and disruption of ecological environment.

On the basis of the concept and connotation of Chinese urbanization defined by Chinese scholars, the paper systematically collects the research results on the issues concerning urbanization in China from the different approaches of demography, geography, city planning, economics and history, reviewing the process of research on Chinese urbanization made both domestically and internationally. In this paper, the domestic studies fall into five periods as follows: the initial period of research on urbanization in China (1978-1983); the period with both domestically constructed and borrowed theories on urbanization (1984-1988); the period of research on leading urbanization factors and localization (1989-1997); the period with the research greatly promoted by the government (1998-2004); and the period featuring flourishing studies on the science of urbanization in China (2005 till today). In contrast, the overseas research on Chinese urbanization can be divided into three periods: the period studying the history of urbanization in China (before the 1970s); the systematic research on Chinese urbanization (1970-1999); and the comprehensive research on Chinese urbanization (2000 till today). China's transportation planning is examined to understand the infrastructure planning framework stipulated in the laws and regulations on city planning. The city planning ordinances of 27 provincial capitals and 4 municipalities directly under the Central Government are investigated and their requirements for PI are classified. Factors affecting PI requirements are considered including: geographic location, population and level of economic development among others. The authors discuss the effect of the social environment, geography, economic development level and legal requirements on PI implementation. Legislative and regulatory improvements concerning planning procedures and PI are suggested, with the advanced cities to be used as models. Evaluating conditions in major Chinese housing markets - 0 views

Price-to-rent ratios in Beijing and seven other large markets across the country have increased by 30% to 70% since the beginning of 2007. Current price-to-rent ratios imply very low user costs of no more than 2%-3% of house value. Very high expected capital gains appear necessary to justify such low user costs of owning. Our calculations suggest that even modest declines in expected appreciation would lead to large price declines of over 40% in markets such as Beijing, absent offsetting rent increases or other countervailing factors. Price-to-income ratios also are at their highest levels ever in Beijing and select other markets, but urban income growth has outpaced price appreciation in major markets off the coast. Much of the increase in prices is occurring in land values. Using data from the local land auction market in Beijing, we are able to produce a constant quality land price index for that city. Real, constant quality land values have increased by nearly 800% since the first quarter of 2003, with half that rise occurring over the past two years. State-owned enterprises controlled by the central government have played an important role in this increase, as our analysis shows they paid 27% more than other bidders for an otherwise equivalent land parcel.
