Building Globalization: Transnational Architecture Production in China - - 0 views

    Xuefei Ren's work on the high-end of the building boom in China brings together the sociology of globalization with the study of architecture and the built environment. Building Globalization treats architectural production as crucial to the material and symbolic ways in which global cities are made. Based on Ren's doctoral research at the University of Chicago, the book draws on fieldwork conducted in Beijing and Shanghai between 2004 and 2008, covering the bull years leading up to the Beijing Olympics. China is now taken to exemplify the geo-demographic shift that has seen developing countries lead current processes of urbanisation. However the Chinese government's attitude towards quanqiuhua chengshi (global cities) and its support for rapid urban growth from the mid-late 1990s represented a striking reversal of official policy which had been to limit the growth of large cities and promote instead the development of small-medium centres (p.11). The re-scaling of state power to metropolitan level in the interests of enhancing urban competitiveness has been an international trend in recent decades. In China this has proved particularly effective in driving urban growth, given state ownership of land and government control over household registration, urban planning and development decisions. Metropolitan governments in China have the kind of ownership and discretionary powers of which the most boosterist western city mayors can only dream. Ren argues convincingly that the processes shaping these cities are increasingly transnational; in particular, the forces that make buildings 'operate beyond national boundaries, as seen in the circulation of investment capital, the movements of built-environment professionals, and the diffusion of new technologies' (p.6). Global urbanization research from 1991 to 2009: A systematic research review - 0 views

    Abstract We performed a bibliometric analysis of published urbanization research from 1991 to 2009, based on SCI and SSCI database. Our analysis reveals scientific outputs, subject categories and major journals, international collaboration and geographic distribution, and temporal trends in keywords usage in urbanization studies and discusses the relationships between urbanization papers and urbanization rate and offer a substitute demonstration of research advancements, which may be considered as a potential guide for future research. The growth of article outputs has exploded since 1991, along with an increasing collaboration index, references and citations. Environmental sciences, ecology, environmental studies, geography and urban studies were most frequently used subject categories and Landscape and Urban Planning was the most productive journal in urbanization studies. The United States was the largest contributor in global urbanization research, as the USA produced the most independent and collaborative papers. The geographic distribution of urbanization articles overlapped quite well with regions with high economic growth in North America, Europe, and Pacific-Asia. A keywords analysis found the USA and China were "hotspots", confirmed land-use's significant position and revealed keen interest in ecological and environmental issues in urbanization studies. In general, urbanization research was strongly correlated with the urbanization rate although there were different patterns and underlying processes across different countries. This is the first study to quantify global research trends in urbanization. Our study reveals patterns in scientific outputs and academic collaborations and serves as an alternative way of revealing global research trends in urbanization.

Based on time series Landsat MSS/TM/ETM + imagery and historical census data, analysis of the relationship between land use dynamics, built-up land expansion patterns, and underlying driving forces from 1978 to 2008 was performed, using an integrated approach of remote sensing (RS) and geographic information system (GIS) techniques and statistical methods. The results showed that rapid expansion of built-up land in the Hangzhou Metropolitan Area (HMA) led to accelerated land use conversion. The built-up land increased from 319.3 km2 in 1978 to 862.5 km2 in 2008. Expansion patterns of built-up land in the HMA were essentially characterized by axial expansion centered on the former city proper before 1991. In 1996 and 2001, two significant administrative division adjustments for the former city proper and two neighboring municipalities occurred. This led to the success in implementing strategies of "frog-leaping development along the Qiantang River" and "crossing the Qiantang River and developing southward". Spatially, a closer linkage between the former city proper and two neighboring municipalities was established. Consequently, rapid development of infrastructures, facilities, intensive industrial parks, and urban and rural settlements along the Qiantang River resulted in the eastward and southward expansion of built-up land. Thus, from 1991 to 2008 the model of urban expansion resulted in a multi-nuclei pattern.     Abstract Not all environmental issues get the same level of policy attention because of the limited capacity of the political and administrative system [End Page 220] to consider all issues simultaneously. This article explores the priority attached to different environmental issues in China through a content analysis of 1,564 government documents during the 1999 to 2008 period. The analysis focuses on four issues, namely pollution types, high-polluting industrial sectors, environmental policy instruments and the implementation of international environmental treaties. The empirical results provide useful insights into changing policy priorities in the area of environmental protection so as to gain a better understanding of the roles of environmental regulation in China.

This study presents three scenarios for Chongqing's energy consumption and related CO2 emissions up to 2020, which includes basic development scenario, macro-policy control development scenario and low carbon development scenario. It explains the crucial technologies for Chongqing city as it leaves a business-as-usual trajectory and embarks on a low carbon pathway. A major finding from the scenario analysis is that low carbon and energy-saving policies can dramatically improve Chongqing's position. Under the low carbon scenario, several suggestions for policy making are proposed. This dynamic low-carbon model would benefit from the allocation of decision-making powers in the areas of regulation, policy-making and planning for low carbon development.

Ecological Consciousness Setting during China Urbanization - 0 views

    China is facing ecological revolution now. The basis of the revolution is establishing the ecological consciousness. Different level of ecological consciousness in urban and rural area raised our attention. According to different environment conditions and based on pollution theory, we try to find out the cornerstone of setting ecological consciousness during this changing time. Since China is on the fast urbanization period, environmental awareness change on rural-urban migrants can be this key. This paper focused on which factor(s) have significant effect to ecological consciousness. Urban and Rural residents were interviewed for data collecting, and for deep research, three groups (Urban Residents Group, Rural residents Group and Migrants Group) are split based on responders' migration experience. In this paper, ANOVA analysis and regression analysis are used. Based on pollution-driven theory, two models are given to compare the explanation strengths between within and without theory variables. We found that pollution experience and relative pollute have important effect on eco-consciousness. So Ecological Consciousness is not straight influenced by environment condition, but people think about the deterioration. We considered that, the cornerstone of setting ecological consciousness is recognizing the crisis and disruption of ecological environment.

Introduction Globalization has brought China ever close to the rest of the world not only through its trade and transport networks, but also many transport-related issues that seem to be in common among other countries, while simultaneously with special causes deep-rooted from its unique pathway of development especially in the past several decades. The major fundamental difference of China's development from other countries lies in its economy in general, while the transport sector, in particular, lies in the role of the government. Indeed, since the global financial crisis in 2008, advanced economies, such as the US and several EU countries, have intensified on how to redefine and strengthen the role of the state within respective economies. On the contrary, the Chinese situation is exactly the other way round: the debate is about how to reduce interferences from the very strong hands of the government towards a real regulated market. In this respect, the transport sector typifies this ongoing marketization process. On one extreme, the mode of highway transportation is fully marketized: private investors may construct toll expressways in almost any provinces, either as joint ventures partnering with state-owned firms or just as fully private developers. On the other side of the continuum, after more than three decades of 'reforms', railway infrastructures, as well as their operation, are still fully and tightly controlled by the Ministry of Railways (MOR) through its subsidiary's monopoly. The main purpose is to address the widening income gap between rural and urban areas in Asia in the past thirty years. Development scholars, researchers, and practitioners are invited to submit high-quality papers with a focus on the symposium theme of urbanization and migration in Asia and its affect on poverty in both rural and urban areas. The symposium aims to create a dialogue among scholars of Asian development studies to address effective urban and rural poverty reduction strategies. Based on CES production function and growth function of urbanization, this paper put forward the model of Growth Drag of China's Urbanization Caused by energy, and empirical analysis with the data of China was done. The results showed that the growth drag of energy during urbanization process in China is 0.2692,in other words, because of the restriction of energy, urbanization process declines 0.2692.From the results, the Growth Drag of China's Urbanization Caused by energy is very high. Online at: http://escholarship.org/uc/item/3pk220mn# This paper provides a systematic analysis of the way shifts in property utilization rights in China induced another sequence of institutional changes that led to the rise of rural-urban labor migration from 1980 to 1984, a critical period in the country's market transition. I show that the 1980s' Household Responsibility System (HRS), which brought family farming back from the communal system, endowed rural households not only with land use rights, but also with de facto labor allocation rights. These shifts in property relationspromoted a growth in agricultural market size as well as the emergence of intraprovincial non-hukou rural-urban migration, which may have made labor retention policies such as the small township strategy ineffective, and may have given the government an incentive to deregulate its subsequent labor market policy.

Determinants of public acceptance of tiered electricity price reform in China: Evidence... - 0 views

    Tiered electricity price (TEP) reform is a planning policy for household electricity conservation in China. Based on TEP, several price hierarchies are provided, and additional payment will be charged if the electricity consumptions exceed the upper bound of each hierarchy. Yet, the optimal level of each price tier and the institutions for implementing TEP need further research, which are set on the basis of considering residents' affordability and willingness to pay. Therefore, this paper aims at exploring determinants of public willingness to accept TEP and finding out the acceptable range of premium. A questionnaire survey in four urban cities of China is conducted to collect data, and an ordinary regression model is adopted in our analysis to identify the drivers and barriers to general public's acceptance of TEP. The results show that middle income earners are the groups that are mostly opposed to TEP. Rather than just focusing on economic factors, public environmental awareness should be highlighted during the implementation of TEP, because cost is not a statistically significant determinant in this study. Moreover, the public acceptable rate of premium of TEP in the urban cities, according to our research results, may be below .05 RMB/kW h. Highlights

Fletcher Paru dans : Energy Policy, Available online 22 June 2012 Abstract This paper investigates the causal relationship between urban population, real GDP, electricity production and coal consumption in China for the period 1971-2009. Using a vector autoregression framework and a modified version of the Granger (1969) causality test proposed by Toda and Yamamoto (J. Econ. 66 (1995) 225), the results suggest that there is causality running from GDP to coal consumption. The variance decomposition analysis report that urban population and coal affect electricity production variability over the forecast period. We also find that increasing urban population may negatively affect China's GDP over time. Policy measures aimed at influencing GDP could ultimately affect coal consumption. Highlights ► We find Granger Causality running from GDP to coal consumption. ► China can mitigate the adverse environmental effects of coal by altering GDP path. ► We find Granger Causality running from urbanization to electricity production. ► China needs to find other sources of energy to cater for growing electricity demand. ► Increasing urban population may slow economic growth due to overcrowding in cities.

There is an urgent need for studies of the current situation and the trends in land-use change and assessment of the performance of land policies in China. Assessment of land-use change has long been hindered by a lack of accurate and reliable data. This paper uses the data obtained from the national land surveys of 1996 and land-use change surveys from 1997 to 2008, to analyze changes in land use and the policy dimension driving forces related to the changes, especially cultivated land, forestry land, grassland, as well as developed land. The aim of this analysis will be to derive the physical, social and economical driving forces of those changes to grasp the trends in land-use change and the effects of land policies and to formulate strategies for the protection and sustainable use of agricultural land. The results indicate that, although the overall change in land use was not large, cultivated land was significantly reduced and developed land rapidly increased. A great deal of high quality cultivated land was changed to developed land and low quality cultivated land generated from unused land, which has resulted in a serious threat to food supplies in China. Predictions using the methods of linear extrapolation and a BP neural network indicate that it is impossible to keep to a target of 0.12 billion hectares of cultivated land in the future under the mode of economic development used between 1996 and 2008. The results also indicate that the implementation of the laws and regulations about controlling the developed land and preserving cultivated land had significant effects on changes in land use, especially cultivated land and developed land. Control at the grassroots: China's new toolbox - 0 views

    Maintaining social stability is at the core of China's authoritarianism. An elaborated system of 'social management' aims at anticipating and preventing social disorder. The Chinese Communist Party has been able to extend its reach by embracing new technologies and embarking on cautious reforms. The latest edition of China Analysis ('Control at the grassroots: China's new toolbox'), published by ECFR and Asia Centre, examines China's system of social management, political control and public security. The paper explains how the different parts of the system are being transformed - and it explores the public debates surrounding China's security apparatus: China's complex 'stability maintenance machine' is made up of different ministries and administrative bodies - but the system seems incapable of dealing with China's underlying social problems. 'Social stability' has become a costly activity for local governments as it is their responsibility to deal with incidents that threaten stability. The logic of 'zero incidents' led not only to superficial solutions but also to a privatisation of stability maintenance. The central government increasingly controls the public without relying on biased local authorities. The mission of the People's Armed Police (PAP) is changing. The PAP is transforming itself from a paramilitary force into a modern integrated and multi-tasking force with a broad mandate to 'defend national security and maintain social stability'. The reform of China's criminal procedure law sparked a lively debate about the role of the state and how liberties of the individual can be upheld. However, covert investigations, secret detentions and the death penalty remain a feature of the legal system in China.

Spatial determinants of urban land conversion in large Chinese cities: a case of Hangzhou - 0 views

We mapped urban land from satellite images by using a hybrid approach of spectral mixture analysis, unsupervised classification, and expert rules. We employed binary logistic regression to model the probability of urban land conversion as a function of spatial independent variables. In recent years Hangzhou started its transformation from a compact, monocentric city to a polycentric city. We found that accessibility to the central business district, industrial centers, roads, Qiantang River, the amount of built-up area in the neighborhood, locations of markets, and spatial policies were the major determinants of Hangzhou's urban land conversion. Moreover, the availability of land in the neighborhood has become increasingly important in recent years. We identified several major institutional forces underlying Hangzhou's urban development: administrative annexation and development zones, the increasingly important role of the market, and the unique role of local government. Low-Carbon Development Patterns: Observations of Typical Chinese Cities - 0 views

    Abstract: Threatened by the huge pressure caused by climate change, low-carbon cities have become an inevitable part of urban evolution. It is essential to evaluate urban low-carbon development levels to smoothly promote the construction of low-carbon cities. This paper proposes an evaluation index system for urban low-carbon development from the points of view of economic development and social progress, energy structure and usage efficiency, living consumption, and development surroundings. A weighted sum model was also established. Selecting 12 typical Chinese cities as cases studies, an integrated evaluation was conducted based on the index system and the assessment model. The development speed and limiting factors of different cities were also analyzed. The 12 cities were ultimately classified into three groups in terms of their low-carbon development patterns by integrating all of the analysis results. Furthermore, suitable regulation and management for different patterns were suggested. This study both aids in assessing the executive effect of low-carbon city construction and helps to determine existing problems and suggest effective solutions.

Urbanisation and health in China - 0 views

    Summary China has seen the largest human migration in history, and the country's rapid urbanisation has important consequences for public health. A provincial analysis of its urbanisation trends shows shifting and accelerating rural-to-urban migration across the country and accompanying rapid increases in city size and population. The growing disease burden in urban areas attributable to nutrition and lifestyle choices is a major public health challenge, as are troubling disparities in health-care access, vaccination coverage, and accidents and injuries in China's rural-to-urban migrant population. Urban environmental quality, including air and water pollution, contributes to disease both in urban and in rural areas, and traffic-related accidents pose a major public health threat as the country becomes increasingly motorised. To address the health challenges and maximise the benefits that accompany this rapid urbanisation, innovative health policies focused on the needs of migrants and research that could close knowledge gaps on urban population exposures are needed.
