I'd highly recommend the following link...
USGS Geography: The National Map
Click on the "Go To Viewer" on the left, and a map creator will open up in a new window. You can use the "layers" on the right side to turn various coverages (things like hillshade, railroads, highways, topo maps, etc.) on and off, and once you have the map the way you want it you can export it out as an Adobe file. I created most of the maps in the Along the Line section on McCloud Rails (McCloud Rails Home Page- McCloud River Railroad, McCloud Railway Company, McCloud River Lumber Company) and many of the maps on High Desert Rails (High Desert Rails) using this source.
