Bloomberg's new social media policy encourages reporters to use Twitter - but with stipulations. It might seem like an obvious move for a news organization these days, but some traditional outlets, including Bloomberg, have managed to hold off until now. Dan Fletcher, the new social media director for Bloomberg, told employees about the new policy in an internal memo, which we received from an anonymous source close to the matter. "While the policy is meant to extend broadly across all social networks, we're encouraging reporters and editors to get started with Twitter," he said. "Twitter is easy to use and has become a valuable news source for millions of users. It's the best way to help readers discover the work you're doing and monitoring conversations within your beat."

Social media use leads to higher satisfaction among owners of smartphones and traditional mobile phones, according to a new report from J.D. Power and Associates. Smartphone owners who use their device to access social media sites such as Twitter, Facebook and LinkedIn, have satisfaction averages of 783 on a 1,000-point scale, nearly 22 points higher than smartphone who rarely access social media sites on their device. Currently, more than half of smartphone owners users their device to access social media sites via the mobile Web or mobile applications. While rates of mobile social media site usage are not nearly as high among owners of traditional mobile phones (9%, on average), satisfaction among traditional handset owners who use their device for social media is notably higher than that of traditional handset owners who don't access social media (754 vs. 696).

How important is Twitter in the political revolutions sweeping the Middle East? That was the topic of discussion on stage at the CTIA mobile and wireless convention today in Orlando, Florida and two very different, very strong opinions were voiced. "I don't think anyone in their right mind would say that sending a tweet is the equivalent of activism," said Twitter co-founder Biz Stone, "but it's another tool people can use." The New Yorker's Malcolm Gladwell is a very smart writer with a knack for smart, provocative, "contrarian" statements. One such argument that gets digerati in a tizzy is the idea that social media actually doesn't help bring down oppressive regimes, despite all the hype. That debate is back in the news with the protests in Egypt. We'll say right off the bat that we're skeptics that social media can bring down oppressive regimes. We believe Twitter makes a tangible, positive difference in the real world, but probably not quite at the level of regime change. But Gladwell wrote a blog post yesterday on social media and Egypt that just doesn't make any sense.

Thanks to super-fast reactions, at least three brands were able to "newsjack" the power outage that hit the Super Bowl early in the third quarter of today's game. With the Ravens up by a score of 28-6, and a 49ers third-down play just about to begin, the lights inside the stadium went out, causing a somewhat lengthy delay that's still ongoing as I type this. Several brands saw the power outage as a chance to market themselves in clever ways on Twitter, which is no doubt experiencing new, all-time usage levels for a sporting event.

ONE HAS LATELY heard much of the hashtag. That is, the Twitter symbol #, used to categorize a tweet. Charlie Sheen's first tweet, for example, was famously: "Winning ..! Choose your Vice... #winning #chooseyourvice." #Winning has gone on to live in irony across the Twitterverse, in mockery of the eternally less-than-winning Sheen. But even President Obama recently urged students to tweet their senators about raising the interest rates on federally subsidized student loans with the hashtag "#DontDoubleMyRate." The new thing, however, is using the word "hashtag" in conversation. Especially if you are under a certain age, you may be catching people saying things like, "I ran into that guy I met-hashtag happy!" or, in response to someone complaining, "My flashlight app isn't working," perhaps you have heard the retort, "Hashtag First World problems!" A college student not long ago reported a favorite witticism to be appending observations with: "Hashtag did that just happen?

Centuries before Twitter, Facebook and the enthusiasm for hyperlocal journalism, social media was enjoying popularity in a British colony across the Atlantic. And the bearers of this media revolution were, of course, newspapers. Tom Standage, digital editor of The Economist, points out in a Medium post that one of the United States' founding fathers, Benjamin Franklin, played a part in social media's history.

It's easy for early adopters and social media enthusiasts to get caught up in the latest and greatest tool available but many companies are still seeking a basic foundation. According to Harvard Business Review Analytic Services, only 12 percent of companies surveyed felt their organizations were using social media effectively.

Strapped for time and cash, small local businesses are increasingly turning to free and low-cost social media tools for their marketing efforts. Not surprisingly, the world's biggest social networking site tops of the list of preferred tools. Seventy percent of local businesses use Facebook for marketing, according to a new report from Merchant Circle, a network of U.S. local business owners. This represents a 20% increase over the previous year. The report notes that for the first time, Facebook is being used more than Google by local businesses for online marketing.

Bing has just apologized on Twitter for a tweet earlier today that many viewed as a way to gain exposure in the name of raising money for victim's of Friday's earthquake in Japan.
